I have accordingly decided, on <strong>the</strong> strong recommendation of Sir Harold MacMichael, that<br />

any Jewish arrivals must be refused admission to Palestine.<br />

The position is that <strong>the</strong> intention of <strong>the</strong> Government to remove Jewish refugees from Haifa to<br />

a British Colony has now been officially announced in Palestine. Its revocation would be<br />

interpreted only in one sense, as a surrender to Jewish agitation. If such an impression <strong>were</strong><br />

created, not only would more <strong>and</strong> more shiploads be encouraged to descend upon us, but <strong>the</strong><br />

political effect in <strong>the</strong> Middle East would be altoge<strong>the</strong>r deplorable.<br />

As it is clearly seen in <strong>the</strong>se notes sent by Christopher Eastwood from <strong>the</strong> Colonial<br />

Office to <strong>the</strong> Prime Minister Winston Churchill, <strong>the</strong> British authorities have decided<br />

on <strong>the</strong>ir action plan toward <strong>the</strong> expected arrivals of Jewish immigrant ships to<br />

Palestine.[Ancel]<br />

On November 25, 1940, a ship called Patria sank near Haifa. This ship was carrying<br />

1800 Jewish refugees to Palestine. Right after MacMichael had refused to accept <strong>the</strong><br />
