Council to look at a minimum for property taxes
Council motioned to transfer
$100,000 from General Contingency
Capital Reserve into the Recreational
Capital Reserve which was sitting at
only $8,838, at their May 29 regular
council meeting, for the purpose of
partial funding of the arena boards
and heaters and the water fountain at
the Coronation Dam.
The fountain is budgeted at $11,500
and the arena boards and heaters is
$70,000.
Unsightly properties
Discussion was held regarding the
unsightly properties around town,
especially with Homecoming this year.
A suggestion was made that if necessary,
the town would hire staff and
equipment to clean up these
properties.
“Our employees are going to be
really busy before Homecoming,” said
Coun. Shelley Cook, “so it would be
nice if they weren’t burdened.”
Campground
Coun. motioned to charge $35 for
fully-serviced 50 amp stalls at the
Coronation Campground.
minimum tax for Residential and commercial
properties.
Based on 2017 property assessment
values, if the Town approved a $500
minimum tax levy, approximately 65
properties would be affected and an
additional $14,630 would be generated
in tax revenue.
Chief Administrative Officer (CAO)
Sandra Kulyk noted that the lowest tax
bill presently is the Canadian Pacific
Railway (CPR) at $28, three vacant lots
tax levy in 2017 was between $44 and
$62, while an older residential home
sits at $100.
“Is there anything negative [to this
proposal],” questioned Coun. Vickey
Horkoff. “Could we end up with even
more properties to clean up?’
“If they’re going to walk away from
it [property],” said Coun. Keith
Griffiths, “they’re going to walk away
from it whether it’s taxes are $50 or
$500.”
CAO Kulyk will bring back a bylaw
stating, it will give property owners a
year to absorb the change.
Economic Partnership Society for
$5,000 .
CAO Kulyk reported that the engineering
fees associated with the Water
Main Extension project will be over
budget by approximately $4,000 due to
the length of the project which started
in 2015 but had to be delayed until this
year waiting for an Atco gas line to be
moved.
Positives, however, was the $16,000
saved in soil compaction tests, etc.
because of the directional drilling
rather than trenching.
Walking path
“Who is going to repair this?” said
Coun. Shelley Cook regarding the
walking path that was left with 14 foot
ruts from a cement truck that was
pouring cement
for new exercise
equipment
through the
ChooseWell
Committee.
“This is the
second time in a
month that it’s
[walking path] got
damaged,” added
Coun. Cook.
“I think we should notify
Choosewell,” said Jackie Brigley, that
they can expect a bill for the repairs.
It took a lot of volunteers into
making that path, stated Kulyk.
Vandals cause smoke
damage at Bashaw’s park
Lisa Joy
ECA Review reporter
Town of Bashaw Chief
Administrative Officer (CAO) Theresa
Fuller said the town is disappointed to
have had a fire in one of the washrooms
at Heritage Park over the
weekend after someone lit a fire in a
metal garbage can.
“There was pretty bad smoke
damage on the inside of the men’s
washroom,” said CAO Fuller. “It’s
going to need some reclamation.”
Fortunately, however, she said the
entire building didn’t catch fire.
“The flames were big enough to
smoke and char everything in the
bathroom.”
CAO Fuller added that the town is
concerned because they are planning
to add a washroom by the ball
diamond.
“That’s a little more remote.”
Last month council approved their
capital projects, which included $12,000
for a washroom at the ball diamonds.
Council approved the closure of 50
Bashaw Happy Gang received Town
to replace their flooring at the
from council stating that their
CAO Fuller.
During its regular meeting June 1,
council approved the group’s request.
A sport that requires concentration
“I played too fast.” “My shoulders
weren’t in the right position.” “My
feet were too close to the ball.” “I
wasn’t standing pro perly, but I hit
the ball anyway.” These types of
comments are often heard on golf
courses. Missing a shot only takes a
mo ment of distraction or not being in
just the right position. Technique
plays an important role, of course,
but golf also involves concentration
and strength of mind.
The proof? It’s estimated that
golfers spend, on average, 90 per
cent of their time on the golf
course thinking and 10 per cent
swinging and hitting the ball. It’s
a good illustration of the importance
of making the right decisions.
Are hybrid clubs
really necessary?
For all your
promotional needs!
In other words, the right balance
between discipline, movement control
and psychology will help you
enjoy the game more and improve
your score.
You also have to learn to control
your emotions. It’s often said that a
golfer’s behaviour is a reflection of
his or her personality. Your main
aim should be to play for yourself,
to give yourself a challenge. So much
the better if you achieve your
other goals as
well.
You missed your
shot because you
looked up or
because your
swing was too
Very few golfers can claim to master the art of successfully
hitting a precise shot with a three iron or
fairway wood. In recent years, major golf equipment
manufacturers have developed a product that allows
players to reach distances of between 180 to 200 yards
more easily.
Developed specifically to replace the long irons and
fairway woods, hybrid clubs have lar ger heads and slightly longer shafts,
providing a bigger impact surface and a lower centre of gravity. Their design
also allows for a higher trajectory, limiting the rolling of the ball on the
fairway or the green.
This makes it a perfect club to hit a tee shot
on a 200-yard par-three hole that’s protected by
a body of water and sand traps. With its wi der
sole, it also represents a great option for a successful
shot in slightly longer grass.
Most hybrid clubs on the market have a loft
ranging from 15 to 30 degrees. Generally speaking,
a club with a loft of between 15 and 20
degrees corresponds to a three or four iron, or a
four wood, while a club with a loft between 25
and 30 degrees is equivalent to a five or six iron.
Hybrid clubs are now considered to be indispensable
items in any golf bag. In fact, three and
four irons are now replaced by hybrid clubs in
most complete golf sets. You can find out more
about this latest trend at your local sports
equipment store or from your golf club’s pro.
Every golfer should
have at least one
hybrid club in his or
her bag.
short? Just forget about it; move
on and concentrate on your next
shot. Frantically sear ching for the
reasons behind a bad shot may
haunt you for the rest of the game,
which will only make things
worse. Re member that you can
compensate for an error with a
perfect putt on the green.
Golf can be a frustrating sport if
you take it too seriously. Enjoy
your successes and learn to accept
your poorer
performances.
After all, this
is a game, and
the goal is to
have fun.
PRAIRIEVIEW
A “good”
decision
by Herman Schwenk
Donald Trump, in my opinion, has
finally come up with a decision that
makes sense.
I just can’t believe how gullible
the whole world has become over
this business of climate change.
There are 194 countries that have
signed on to the Paris Climate
Change Agreement.
We are informed that this agreement
is necessary to save the world
from catastrophic climate change.
Really? As I have mentioned in
previous columns there is evidence
from world-renowned meteorological
and geological research scientists
that prove carbon is not a factor in climate
change.
When the environmentalists and
their ilk are challenged to prove that
carbon emissions are the cause of climate
change, their only response is to
accuse you of being a climate change
denier.
They will not debate these scientists.
The fact is they can’t prove that C02 is
the cause of climate change for the
simple reason that it is not.
“
If rich countries
were financially
unstable how would
they then be able to
assist the nations in the
underdeveloped part
of the world.
While I agree with Trump’s decision
to pull out of the Paris Agreement, it
appears to me that he is doing it for the
wrong reason.
During the Presidential campaign
he said that climate change and the
agreement was a hoax but now he is
suggesting his reason is because it will
cost the USA too much money.
The only way I can see to put an end
to this nonsense is to somehow inform
the world that real science [not the fake
science quoted by environmentalists,
media and Hollywood celebrities] has
proven that climate change is natural
not man-made.
The media use every excuse they
R
Limited
can think of to avoid mention of any
reference to the real science on climate
change.
I think Trump is
missing an opportunity
to inform the world of
the real reason that the
Paris agreement is a
hoax and a fraud. If he
were to come out and
state in plain English
what is really going on,
I don’t think the media
could avoid reporting
Schwenk
his reason for pulling
out the agreement.
Trump has said the purpose of the
Paris climate agreement is to redistribute
wealth to countries like China,
India and other developing nations.
When you stop and think about it,
this idea of wealth redistribution is a
flawed concept. What that would do is
make countries in the developed world
financially worse off. Many already
are. If rich countries were financially
unstable how would they then be able
to assist the nations in the underdeveloped
part of the world?
The media and the left wing environmental
movement are portraying
China as being a strong supporter of
this climate change nonsense.
This is hypocrisy in the extreme.
China is the most polluted nation in
the world and the pollution is not
C02, it is all that other stuff that is
coming out of their power and industrial
manufacturing plants. They are
still building and adding new coal
fired generating facilities every
month with old technology.
It would appear that China has no
intention of decreasing their C02
emissions in the foreseeable future, it
is just talk.
What Trump is signaling is government
subsidies for renewable
energy projects are over. There is
nothing wrong with renewable energy
but it has to compete with other forms
of energy.
It seems the whole world is going
ballistic over the trump decision.
I think there are two issues going on.
The rest of the world really does think
the US should finance the majority of
this foolishness and the rest of the
world is now becoming concerned that
people might start to see through this
charade.
It just amazes me how governments,
environmentalists, etc. have been so
successful at making the world ignore
the real science on climate change.
Higher minimum wage or a
guaranteed livable income?
Dear Editor,
I know business owners who work
twice as hard as their staff and take
home less, and they really cannot
afford a higher minimum wage.
I also know business owners who
could pay more, but don’t because they
don’t have to. Their staff go to the food
bank while they go on expensive holidays.
(Indirectly, the food bank is
subsidizing their holidays, right?)
If we use a higher minimum wage,
greedy business owners will be forced
to shape up. But the small business
owners who are barely scraping by
might have to close. That’s a problem.
A guaranteed livable income might
be the better policy.
The first question is: how will we
pay for it? The answer to that is actually
quite easy: tax richer people and
big corporations at a higher rate than
low- and middle-class workers, and
small businesses.
Progressive income tax -- and
closing the tax loopholes that allow
rich people and corporations to avoid
paying their fair share -- is more than
enough to pay for a guaranteed livable
income for everybody who needs it.
An advantage for people who need
help is that, instead of having to run
all over the place proving that they are
disabled, or poor, or running from an
abusive partner, they can go to a single
window where all they have to do is
prove their income.
Less red tape, fewer government
staff and fewer people falling between
the cracks.
It’s not true that a guaranteed livable
income is a disincentive to work.
First of all, the guaranteed livable
income is not a lot of money.
Second, most people enjoy working.
Folks on assistance report that they
would like to work, at least part time,
in order to afford a few extras, but
cannot because then they’d lose all
their benefits.
With our current system, we’re robbing
businesses, particularly rural
agricultural and food processing businesses,
of valuable workers, and the
dignity and hope even a part-time job
can bring.
Doing nothing is not an option: automation
is going to destroy a third of all
jobs over the next 10 years.
We don’t have a policy framework
that can handle the turmoil that this
will cause. We have to start talking
about this, and experimenting with a
variety of solutions.
Meanwhile, last week in the legislature,
before debate could even begin,
Wildrose and Progressive
Conservative MLAs voted against first
reading of Bill 17.
That proposed law is far from
groundbreaking, and does nothing to
prepare for the automation of our
future. It simply ensures things like
workplace leave for parents looking
after kids with long-term illness, leave
for women suffering from domestic
violence, and ensures that people with
disabilities are paid no less than minimum
wage. Hardly earth shattering.
So I don’t know how we are going to
reconfigure our legislative framework
to prepare for a very challenging
future, including massive job losses
due to automation, when our conservative
MLAs won’t even discuss basic
labour laws that are commonplace all
over the civilized world.
They should play politics during
elections, not when there is work to be
done.
Brownfield, White Sands to get water line
The Government of Alberta
announced they will provide 90-10
grant funding to extend rural waterlines
to Brownfield and to White Sands
on Buffalo Lake Shirley McClellan
Regional Water Services Commission
(SMRWSC) which is administered by
the County of Stettler.
More than $131 million from the
Water for Life and the Alberta
Municipal Water/Wastewater
Partnership grant programs will support
29 water infrastructure projects
across the province.
Approved for funding are a waterline
to bring water to the Summer
Village of White Sands for a Reservoir/
Truck Fill Station, and a regional
waterline to bring water to the Hamlet
of Brownfield for a Reservoir/Truck
Fill Station.
The Water for Life grant provides
90-10 funding, with the province
paying 90 per cent of the project cost
and SMRWSC covering 10 per cent of
the project cost.
Approved provincial funding for the
two projects equals $3,642,390.
“We are extremely thankful to be
receiving this funding enabling us to
now provide clean, safe drinking water
to the Hamlet of Brownfield and to the
Summer Village of White Sands,” said
Pat Gorcak, Chairperson for SMRWSC.
The SMRWSC consists of 14 municipalities
including the counties of
Stettler and Paintearth, Special Areas
Board, the towns of Castor, Coronation,
the villages of Bawlf, Big Valley,
Consort, Donalda, Halkirk, Rosalind,
Veteran and the summer villages of
Rochon Sands and White Sands.
Through the Government of
Alberta’s Water for Life Strategy, the
SMRWSC was first able to complete
Phase 1 , a 142 km pipeline taking
potable water to the communities of
Halkirk, Castor, Veteran, Coronation
and Consort as well as the Counties of
Paintearth, Stettler and Special Areas
2, 3 and 4.
Phase 2 took water from Stettler to
Big Valley, and Phase 3 was a waterline
from Stettler to Donalda - both were
completed in 2014.
Economic taskforce needs input
The Economic Opportunities
Taskforce (Counties of Paintearth and
Flagstaff, Villages of Forestburg and
Halkirk, and the Towns of Coronation
and Castor) have retained the consulting
services of Urban Systems Ltd.
to undertake a review and analysis of
the social and economic impacts
expected to accrue from the potential
closures of the Battle River Generating
Station and Paintearth Mine.
The Opportunities and Impact Study
will also include thoughts and recommendations
for economic revitalization
and transition.
A series of town hall meetings and
one-on-one interviews were held in
Forestburg and Castor during the
week of May 15 -18.
There were many things learned
from the over 80 participants at the
town hall meeting and the 35
interviews.
The Town Hall meetings and one on
one sessions were open discussion and
focusing on the following:
• Identification/exploration of community/regional
and family impacts
re: closure(s);
• Identification/confirmation of
community/regional assets for moving
forward; and
• Investigation of economic opportunities
and best fit.
The next steps that the Economic
Opportunities Taskforce will be undertaking
will include more one-on-one
interview and an online survey.
The Opportunities and Impact Study
is on schedule with the Final Report
Presentation due in Sept. 2017. For any
questions, please contact your respective
THINGS TO CONSIDER BEFORE
UPSIZING YOUR HOME
So you’re thinking of movin’ on up. You feel
you have outgrown your current home and are
looking at upsizing. Here are some things to
consider before upsizing your home.
COST
A bigger home comes with bigger costs.
You need to first decide how much you can
afford with your new mortgage. Not only are
mortgage payments going to be higher, but
property taxes are usually higher on a larger
home due to the lot size being bigger. Another
cost to consider is utilities. Because you are
looking into more square footage your utility
costs will also rise. A larger house costs more
to heat, air condition and uses more water.
A larger home will likely have more rooms

children sharing a room with a bunk bed right
now. A larger home means each child will
probably have their own room, and you will
need to buy new beds. You may also now have
an extra guest room, sitting room or dining
room to furnish.
LOCATION
Have you considered the type of neighbourhood
you would like to live in? If you have children
you may want to consider a cul-de-sac
versus a busy main street. What amenities
are close by that are important to you?

and other areas for your family to spend time.
Another consideration is the people living in
your new neighbourhood.
FEATURES

about your current home and keep that list
with you when you are shopping around. A list
of must-haves and nice-to-haves is also good
to bring along. Your new home may have many
bedrooms but does it have enough bathrooms?
A bigger home is great, but if it only has one
bathroom that could be challenging.
A larger home also means more home
maintenance. Do you have the extra time and

and yard maintenance? A larger yard means a
lot more upkeep, especially if you plan to spend
more time outside.

to put up their fence and do the landscaping.

home can be exciting. It can also be a little
overwhelming, and we’re here to help.
Music and dance were Hutton’s passion
Leslie Calvin Hutton was born Sept.
14, 1941 to Albert and Doris Hutton in
Hanna, Ab. He started life on the now
Doug Hutton place and then moved at
six years of age to the family farm that
Harley now lives on.
Les attended school at Watts until
high school and then finished in
Hanna. Dad then attended Olds
College for an Agricultural
Degree. We hear that he
was quite the prankster and
the light of the party.
In October of 1965, Les
married the love of his life,
Linda Fadden and what an
incredible journey they
have been on. Fifty-two
years of marriage, beginning
married life together
Hutton
on The Ranch at Sheerness,
where they milked cows,
raised pigs and began Les’s dream of
owning a high-quality herd of cattle.
Soon they added a baby girl to their
lives. Cheryl was born in 1968. They
then moved back to Watts and bought
the Fleck Farm which was just across
the road from his parents and started
a successful family farming business
with his dad and brother.
Harley joined the family in 1969 and
this little unit was complete. Les and
Linda continued to run a cow/calf
operation at Sheerness and grain farm
at Watts.
Dad sold snowmobiles for a short
while and loved to go to races at
Campion’s track in his younger days.
He loved rodeo
and never missed
an opportunity to
attend a rodeo,
either in Hanna,
Edmonton or any
other little place
around.
In these later
years, Dad never
ever missed going
to the Chucks, he
loved the races
and if he couldn’t
go then he had
the radio up full
blast listening to
the play by play
action.
Dad belonged
to Rural Crime
Watch for over 30
years. He was a
strong believer in
the abilities of
this organization.
As a family, we
always had time
the summer, taking many yearly trips
for two weeks to Prince George to
hang at the lake with Neil and Darlene
and the kids.
We learned to water ski, make fires
and make smores. We always went
skiing in the mountains in the winter
months with friends and family.
Music and dance were his passion. If
you wanted to find Pa, you just
listened for his whistle. Dad
loved to dance and made sure
that we went to family dances
all around the country, so we
could learn the old time waltz,
two-step, the heel toe and
bunny hop. He sure enjoyed
the invention of Sirrus Radio
and Willy’s Road House, nonstop
classics. Mom and Dad
have danced their way
through life, travelling to
Hawaii, Mexico, New Zealand and
spending winters in Arizona.
Papa’s greatest
joy were his
grandchildren,
Dalyn, Shane,
Kirby, Walker,
Reegan, Dexter
and Clay. He not
once ever called
them by name; to
him they were
known as
Chicken, Newt,
Brat, Sqwaker,
Billy, Tex and
Buddy.
OBITUARY
He was so proud of each and
everyone of them and the special bond
that he held with them all. It was
pretty heartwarming when all seven
of them were gathered around his bed,
all holding his hand, telling him about
their days and Clay telling him that “it
would be okay Papa, Clay Robert and
Mommy are here to help you.”
Papa passed away peacefully on
May 29 at the age of 75 from complications
of cancer. He was strong and
never complained ever during what
was pure frustration these past few
weeks.
He was hopeful at fighting this disease
and seeing many more years with
his family and friends. However, that
was not to be, and he just went to sleep
and will be waiting for each and
everyone of us to follow with his beautiful
smile, a cold Bud Light, ready for
an intense BS session and his dancing
shoes on.
Les is survived by his beloved wife
Linda of 52 years, his daughter Cheryl
and Rob, Dalyn, Shane and Kirby, his
son Harley and Joni, Walker, Reegan,
Dexter and Clay and numerous
extended family.
He was predeceased by his parents,
Albert and Doris Hutton, his brother
Barry Hutton, grandparents, Annie
and Martin Dahl, A.A. and Dottie
Hutton.
A Celebration of Life was held Mon.,
June 5 at the Hanna Community
Centre. Interment took place prior to
the service at the Hanna Cemetery.
Small farms and a poorly chosen word
Part six of a series about the history of
the Special Areas.
Most people living in our region
know that the Special Areas was created
due to hard times in the 1930s.
The weather was certainly a factor
in creating the so-called dirty thirties.
But another event, often overlooked,
played an equally significant role in
the Special Areas saga. The groundwork
for the circumstances that led to
the creation of the Special Areas was
largely laid by Ottawa.
For years, Canada’s federal government
desperately wanted to turn
prairie Canada into quarter- and halfsection
farms, even though it was
widely known that many parts of
Alberta and Saskatchewan could never
sustain small dryland farming.
Ottawa was single-minded about it,
sacrificing arriving homesteaders to
the elements, telling them that
summer fallow would solve their moisture
problems.
As a result of the policy, homesteaders
in many regions endured
years of chronic crop failure, hardship
and heart-wrenching poverty that
forced the overwhelming majority of
them to abandon their homesteads.
By 1918, in excess of 600 homesteaders
north of the Red Deer River
had already abandoned their farms. By
the mid-1920s, an area spanning millions
of acres had lost more than 80 per

cent of its population, leaving early
municipalities and school boards in
financial ruin.
Quickly planted towns experienced a
short season of life, then faded rapidly.
A good number of them died. Many
people don’t realize that in the region
that became known as the Special
Areas, roughly half the population had
already left before the Special Areas
Act was passed.
“
Other parts of
Alberta suffer[ed] the
same trouble as the
Special Areas.
- HANSON COMMISSION
In 1938-39, the Special Areas Board
was created to address a problem that
had been going on for 25 years or more.
The task of the Special Areas and
the Special Areas Board was to oversee
the continued depopulation of the
region, and step in where local municipalities
had become financially
destitute.
The Special Areas was supposed to
Let Justice Be Done: The Alberta
Provincial Police, 1917-1932
Map of APP locations.
FEATURE
“
For a brief period in the early twentieth
century, Alberta had its own
provincial police force similar to
those still found today in Ontario and
Quebec.
Despite building a reputation as one
of the most efficient police organizations
of its kind in the world, the
Alberta Provincial Police (APP) is
mostly forgotten today, leaving
behind only faint traces of its accomplishments
a century later.
When the Royal North West
Mounted Police served notice in
November, 1916 that they would be
withdrawing from their policing
responsibilities by the end of the year,
the Provincial Government had to act
fast to establish a provincial police
force.
What resulted was the Alberta
Provincial Police – known colloquially
as the “blue-coated Mounties”.
Thousands of men (and a small
number of women) would serve, and
five would give their lives in the line
of duty.
The responsibilities undertaken by
APP officers within each detachment,
like their predecessors in the RCMP,
were wide-ranging and included
investigations involving
murder, sexual assault,
neglected children,
arson, illegal hunting,
property theft, prostitution,
public health, stray
animals, and censorship
of movies.
The Liquor Act and its
establishment of prohibition
proved to be one of
the most difficult aspects
of law enforcement in the
province; prohibition was
extremely unpopular,
and the public was generally
unwilling to help the
APP in its enforcement of
the law.
Turn to Prohibition, Pg 16
be temporary, like a bankruptcy
receiver, which is why the Alberta government
in the ‘50s and ‘60s set up not
one, but two government commissions
to investigate.
The second of these, called the
Hanson Commission, carefully pointed
out that there is absolutely nothing
unique or extraordinary about our
region.
It said: “Other parts of Alberta
suffer[ed] the same trouble as the
Special Areas. Probably the only
unique thing about the Special Areas
is that settlement on a half-section
basis… and establishment of municipalities
had been completed before it
was [fully] realized the area was
unsuited to small grain farms.”
The Commission went on to say:
“[The Special Areas Board] was actually
a… treatment to cure an ill and as
such must have an end when the ill is
cured…. When the necessary adjustments
are completed, it is expected that
the Act will be replaced… to allow for
the rehabilitated community to take its
place along with other communities in
the province.”
The Commission further said: “It is
unfortunate that the name ‘Special
Areas’ was applied because the conditions
which created the problem
exist[ed] over much of southeastern
Alberta… “
It clearly stated that there is nothing
special about our region, and further
indicated that we are not permanently
handicapped or otherwise less able to
govern and manage our own affairs
than people living elsewhere in
Alberta.
Consequently, the Commission said:
“It is in the interests of good citizenship
that residents of the Special
Areas assume responsibility of
self-government…”
Prohibition repeal
eased tensions
Cont’d from Pg 14
The repeal of prohibition
in 1923 eased tensions and
contributed to an improved
relationship
between the APP
and (most)
Albertans.
The Great
Depression forced
the government
to review its
expenses in light
of declining provincial
revenues.
Opposition
motions to
replace the APP
with the RCMP
failed in 1930, but
the government
ultimately was
left with no other
financial option
and, on April 1,
1932, the Alberta
Provincial Police
ceased to exist.
