Council to look at a minimum for property taxes<br />

Council motioned to transfer<br />

$100,000 from General Contingency<br />

Capital Reserve into the Recreational<br />

Capital Reserve which was sitting at<br />

only $8,838, at their May 29 regular<br />

council meeting, for the purpose of<br />

partial funding of the arena boards<br />

and heaters and the water fountain at<br />

the Coronation Dam.<br />

The fountain is budgeted at $11,500<br />

and the arena boards and heaters is<br />

$70,000.<br />

Unsightly properties<br />

Discussion was held regarding the<br />

unsightly properties around town,<br />

especially with Homecoming this year.<br />

A suggestion was made that if necessary,<br />

the town would hire staff and<br />

equipment to clean up these<br />

properties.<br />

“Our employees are going to be<br />

really busy before Homecoming,” said<br />

Coun. Shelley Cook, “so it would be<br />

nice if they weren’t burdened.”<br />

values, if the Town approved a $500<br />

in tax revenue.<br />

Chief Administrative Officer (CAO)<br />

Sandra Kulyk noted that the lowest tax<br />

bill presently is the Canadian Pacific<br />

Railway (CPR) at $28, three vacant lots<br />

tax levy in 2017 was between $44 and<br />

$62, while an older residential home<br />

sits at $100.<br />

“Is there anything negative [to this<br />

proposal],” questioned Coun. Vickey<br />

Horkoff. “Could we end up with even<br />

more properties to clean up?’<br />

“If they’re going to walk away from<br />

it [property],” said Coun. Keith<br />

Griffiths, “they’re going to walk away<br />

from it whether it’s taxes are $50 or<br />

$500.”<br />

CAO Kulyk will bring back a bylaw<br />

stating, it will give property owners a<br />

year to absorb the change.<br />

Vandals cause smoke<br />

damage at Bashaw’s park<br />

Administrative Officer (CAO) Theresa<br />

Fuller said the town is disappointed to<br />

have had a fire in one of the washrooms<br />

at Heritage Park over the<br />

weekend after someone lit a fire in a<br />

metal garbage can.<br />

“There was pretty bad smoke<br />

damage on the inside of the men’s<br />

washroom,” said CAO Fuller. “It’s<br />

going to need some reclamation.”<br />

Fortunately, however, she said the<br />

entire building didn’t catch fire.<br />

“The flames were big enough to<br />

smoke and char everything in the<br />

bathroom.”<br />

CAO Fuller added that the town is<br />

concerned because they are planning<br />

to add a washroom by the ball<br />

diamond.<br />

“That’s a little more remote.”<br />

Last month council approved their<br />

capital projects, which included $12,000<br />

for a washroom at the ball diamonds.<br />

A Stettler Refuge<br />

Committee has been formed<br />

to make arrangements and<br />

raise money for a refugee<br />

family of up to six members<br />

from any country that is<br />

available under the sponsorship<br />

program.<br />

The mission statement for<br />

this newly formed group is<br />

“to sponsor and support a<br />

refugee or immigrant family<br />

in need.”<br />

They will need to raise<br />

approximately $40,000 to<br />

support their share while<br />

the government kicks in<br />

some as well for living<br />

expenses for the family for<br />

one year.<br />

Their ‘Belief Statement’ in<br />

part, states that ‘our sense of<br />

compassion for people facing<br />

the consequences of political,<br />

centre. “They needed a letter of support<br />

from council stating that their<br />

lease is extended beyond 2021,” said<br />

CAO Fuller.<br />

During its regular meeting June 1,<br />

council approved the group’s request.<br />

A sport that requires concentration<br />

“I played too fast.” “My shoulders<br />

weren’t in the right position.” “My<br />

feet were too close to the ball.” “I<br />

wasn’t standing pro perly, but I hit<br />

the ball anyway.” These types of<br />

comments are often heard on golf<br />

courses. Missing a shot only takes a<br />

mo ment of distraction or not being in<br />

just the right position. Technique<br />

plays an important role, of course,<br />

but golf also involves concentration<br />

and strength of mind.<br />

The proof? It’s estimated that<br />

golfers spend, on average, 90 per<br />

cent of their time on the golf<br />

course thinking and 10 per cent<br />

swinging and hitting the ball. It’s<br />

a good illustration of the importance<br />

of making the right decisions.<br />

Very few golfers can claim to master the art of successfully<br />

hitting a precise shot with a three iron or<br />

fairway wood. In recent years, major golf equipment<br />

manufacturers have developed a product that allows<br />

players to reach distances of between 180 to 200 yards<br />

more easily.<br />

Developed specifically to replace the long irons and<br />

fairway woods, hybrid clubs have lar ger heads and slightly longer shafts,<br />

providing a bigger impact surface and a lower centre of gravity. Their design<br />

also allows for a higher trajectory, limiting the rolling of the ball on the<br />

fairway or the green.<br />

This makes it a perfect club to hit a tee shot<br />

on a 200-yard par-three hole that’s protected by<br />

a body of water and sand traps. With its wi der<br />

sole, it also represents a great option for a successful<br />

shot in slightly longer grass.<br />

Most hybrid clubs on the market have a loft<br />

ranging from 15 to 30 degrees. Generally speaking,<br />

a club with a loft of between 15 and 20<br />

degrees corresponds to a three or four iron, or a<br />

four wood, while a club with a loft between 25<br />

and 30 degrees is equivalent to a five or six iron.<br />

Hybrid clubs are now considered to be indispensable<br />

items in any golf bag. In fact, three and<br />

four irons are now replaced by hybrid clubs in<br />

most complete golf sets. You can find out more<br />

equipment store or from your golf club’s pro.<br />

Donald Trump, in my opinion, has<br />

finally come up with a decision that<br />

makes sense.<br />

I just can’t believe how gullible<br />

the whole world has become over<br />

this business of climate change.<br />

There are 194 countries that have<br />

signed on to the Paris Climate<br />

Change Agreement.<br />

We are informed that this agreement<br />

is necessary to save the world<br />

from catastrophic climate change.<br />

Really? As I have mentioned in<br />

previous columns there is evidence<br />

from world-renowned meteorological<br />

and geological research scientists<br />

that prove carbon is not a factor in climate<br />

change.<br />

When the environmentalists and<br />

their ilk are challenged to prove that<br />

carbon emissions are the cause of climate<br />

change, their only response is to<br />

accuse you of being a climate change<br />

denier.<br />

They will not debate these scientists.<br />

The fact is they can’t prove that C02 is<br />

the cause of climate change for the<br />

simple reason that it is not.<br />

While I agree with Trump’s decision<br />

suggesting his reason is because it will<br />

cost the USA too much money.<br />

The only way I can see to put an end<br />

to this nonsense is to somehow inform<br />

the world that real science [not the fake<br />

science quoted by environmentalists,<br />

media and Hollywood celebrities] has<br />

proven that climate change is natural<br />

not man-made.<br />

When you stop and think about it,<br />

this idea of wealth redistribution is a<br />

flawed concept. What that would do is<br />

make countries in the developed world<br />

financially worse off. Many already<br />

are. If rich countries were financially<br />

unstable how would they then be able<br />

to assist the nations in the underdeveloped<br />

part of the world?<br />

The media and the left wing environmental<br />

movement are portraying<br />

China as being a strong supporter of<br />

this climate change nonsense.<br />

This is hypocrisy in the extreme.<br />

China is the most polluted nation in<br />

the world and the pollution is not<br />

C02, it is all that other stuff that is<br />

coming out of their power and industrial<br />

manufacturing plants. They are<br />

still building and adding new coal<br />

fired generating facilities every<br />

month with old technology.<br />

It would appear that China has no<br />

intention of decreasing their C02<br />

emissions in the foreseeable future, it<br />

is just talk.<br />

What Trump is signaling is government<br />

subsidies for renewable<br />

energy projects are over. There is<br />

nothing wrong with renewable energy<br />

but it has to compete with other forms<br />

of energy.<br />

It seems the whole world is going<br />

ballistic over the trump decision.<br />

I think there are two issues going on.<br />

The rest of the world really does think<br />

the US should finance the majority of<br />

this foolishness and the rest of the<br />

world is now becoming concerned that<br />

people might start to see through this<br />

charade.<br />

It just amazes me how governments,<br />

environmentalists, etc. have been so<br />

successful at making the world ignore<br />

the real science on climate change.<br />

Higher minimum wage or a<br />

guaranteed livable income?<br />

Dear Editor,<br />

I know business owners who work<br />

twice as hard as their staff and take<br />

home less, and they really cannot<br />

afford a higher minimum wage.<br />

I also know business owners who<br />

could pay more, but don’t because they<br />

don’t have to. Their staff go to the food<br />

bank while they go on expensive holidays.<br />

(Indirectly, the food bank is<br />

subsidizing their holidays, right?)<br />

If we use a higher minimum wage,<br />

greedy business owners will be forced<br />

to shape up. But the small business<br />

owners who are barely scraping by<br />

might have to close. That’s a problem.<br />

A guaranteed livable income might<br />

be the better policy.<br />

The first question is: how will we<br />

pay for it? The answer to that is actually<br />

quite easy: tax richer people and<br />

big corporations at a higher rate than<br />

low- and middle-class workers, and<br />

small businesses.<br />

Progressive income tax -- and<br />

closing the tax loopholes that allow<br />

rich people and corporations to avoid<br />

paying their fair share -- is more than<br />

enough to pay for a guaranteed livable<br />

income for everybody who needs it.<br />

An advantage for people who need<br />

help is that, instead of having to run<br />

all over the place proving that they are<br />

disabled, or poor, or running from an<br />

abusive partner, they can go to a single<br />

window where all they have to do is<br />

prove their income.<br />

Less red tape, fewer government<br />

staff and fewer people falling between<br />

the cracks.<br />

It’s not true that a guaranteed livable<br />

income is a disincentive to work.<br />

First of all, the guaranteed livable<br />

income is not a lot of money.<br />

Second, most people enjoy working.<br />

Folks on assistance report that they<br />

would like to work, at least part time,<br />

in order to afford a few extras, but<br />

cannot because then they’d lose all<br />

their benefits.<br />

With our current system, we’re robbing<br />

businesses, particularly rural<br />

agricultural and food processing businesses,<br />

of valuable workers, and the<br />

dignity and hope even a part-time job<br />

can bring.<br />

Doing nothing is not an option: automation<br />

is going to destroy a third of all<br />

jobs over the next 10 years.<br />

We don’t have a policy framework<br />

that can handle the turmoil that this<br />

will cause. We have to start talking<br />

about this, and experimenting with a<br />

variety of solutions.<br />

Meanwhile, last week in the legislature,<br />

before debate could even begin,<br />

Wildrose and Progressive<br />

Conservative MLAs voted against first<br />

reading of Bill 17.<br />

That proposed law is far from<br />

groundbreaking, and does nothing to<br />

prepare for the automation of our<br />

future. It simply ensures things like<br />

workplace leave for parents looking<br />

after kids with long-term illness, leave<br />

for women suffering from domestic<br />

violence, and ensures that people with<br />

disabilities are paid no less than minimum<br />

wage. Hardly earth shattering.<br />

So I don’t know how we are going to<br />

reconfigure our legislative framework<br />

to prepare for a very challenging<br />

future, including massive job losses<br />

due to automation, when our conservative<br />

MLAs won’t even discuss basic<br />

labour laws that are commonplace all<br />

over the civilized world.<br />

They should play politics during<br />

elections, not when there is work to be<br />

done.<br />

Brownfield, White Sands to get water line<br />

The Government of Alberta<br />

announced they will provide 90-10<br />

grant funding to extend rural waterlines<br />

to Brownfield and to White Sands<br />

on Buffalo Lake Shirley McClellan<br />

Regional Water Services Commission<br />

(SMRWSC) which is administered by<br />

the County of Stettler.<br />

More than $131 million from the<br />

Water for Life and the Alberta<br />

Municipal Water/Wastewater<br />

Partnership grant programs will support<br />

29 water infrastructure projects<br />

across the province.<br />

Approved for funding are a waterline<br />

to bring water to the Summer<br />

Village of White Sands for a Reservoir/<br />

Truck Fill Station, and a regional<br />

waterline to bring water to the Hamlet<br />

of Brownfield for a Reservoir/Truck<br />

Fill Station.<br />

The Water for Life grant provides<br />

90-10 funding, with the province<br />

paying 90 per cent of the project cost<br />

and SMRWSC covering 10 per cent of<br />

the project cost.<br />

Approved provincial funding for the<br />

two projects equals $3,642,390.<br />

“We are extremely thankful to be<br />

receiving this funding enabling us to<br />

now provide clean, safe drinking water<br />

to the Hamlet of Brownfield and to the<br />

Summer Village of White Sands,” said<br />

Pat Gorcak, Chairperson for SMRWSC.<br />

The SMRWSC consists of 14 municipalities<br />

including the counties of<br />

Stettler and Paintearth, Special Areas<br />

Board, the towns of Castor, Coronation,<br />

the villages of Bawlf, Big Valley,<br />

Consort, Donalda, Halkirk, Rosalind,<br />

Veteran and the summer villages of<br />

Rochon Sands and White Sands.<br />

Through the Government of<br />

Alberta’s Water for Life Strategy, the<br />

SMRWSC was first able to complete<br />

Phase 1 , a 142 km pipeline taking<br />

potable water to the communities of<br />

Halkirk, Castor, Veteran, Coronation<br />

and Consort as well as the Counties of<br />

Paintearth, Stettler and Special Areas<br />

2, 3 and 4.<br />

Phase 2 took water from Stettler to<br />

Big Valley, and Phase 3 was a waterline<br />

from Stettler to Donalda - both were<br />

completed in 2014.<br />

Economic taskforce needs input<br />

The Economic Opportunities<br />

Taskforce (Counties of Paintearth and<br />

Flagstaff, Villages of Forestburg and<br />

Halkirk, and the Towns of Coronation<br />

and Castor) have retained the consulting<br />

services of Urban Systems Ltd.<br />

to undertake a review and analysis of<br />

the social and economic impacts<br />

expected to accrue from the potential<br />

closures of the Battle River Generating<br />

Station and Paintearth Mine.<br />

The Opportunities and Impact Study<br />

will also include thoughts and recommendations<br />

for economic revitalization<br />

and transition.<br />

A series of town hall meetings and<br />

one-on-one interviews were held in<br />

Forestburg and Castor during the<br />

week of May 15 -18.<br />

There were many things learned<br />

from the over 80 participants at the<br />

town hall meeting and the 35<br />

interviews.<br />

The Town Hall meetings and one on<br />

one sessions were open discussion and<br />

focusing on the following:<br />

• Identification/exploration of community/regional<br />

and family impacts<br />

re: closure(s);<br />

• Identification/confirmation of<br />

community/regional assets for moving<br />

forward; and<br />

• Investigation of economic opportunities<br />

and best fit.<br />

The next steps that the Economic<br />

Opportunities Taskforce will be undertaking<br />

will include more one-on-one<br />

interview and an online survey.<br />

The Opportunities and Impact Study<br />

is on schedule with the Final Report<br />

Presentation due in Sept. 2017. For any<br />

Theft in<br />

Erskine<br />

On the morning of May 5, two males<br />

stole a Ford 350 truck from a residence<br />

in Erskine, Ab.<br />

It is believed these same males then<br />

broke into the Erskine Grill at approximately<br />

4:54 a.m. The males stole beef<br />

jerky, sunglasses, frozen hamburgers<br />

and home-made pastries.<br />

The vehicle was last seen departing<br />

south on Highway 835 at Erskine and<br />

later recovered in Red Deer, Ab.<br />

So you’re thinking of movin’ on up. You feel<br />

you have outgrown your current home and are<br />

looking at upsizing. Here are some things to<br />

consider before upsizing your home.<br />

A bigger home comes with bigger costs.<br />

You need to first decide how much you can<br />

afford with your new mortgage. Not only are<br />

mortgage payments going to be higher, but<br />

property taxes are usually higher on a larger<br />

home due to the lot size being bigger. Another<br />

cost to consider is utilities. Because you are<br />

looking into more square footage your utility<br />

Music and dance were Hutton’s passion<br />

Leslie Calvin Hutton was born Sept.<br />

14, 1941 to Albert and Doris Hutton in<br />

Hanna, Ab. He started life on the now<br />

Doug Hutton place and then moved at<br />

six years of age to the family farm that<br />

Harley now lives on.<br />

Les attended school at Watts until<br />

high school and then finished in<br />

Hanna. Dad then attended Olds<br />

College for an Agricultural<br />

Degree. We hear that he<br />

was quite the prankster and<br />

the light of the party.<br />

In October of 1965, Les<br />

married the love of his life,<br />

Linda Fadden and what an<br />

incredible journey they<br />

have been on. Fifty-two<br />

years of marriage, beginning<br />

married life together<br />

Hutton<br />

on The Ranch at Sheerness,<br />

where they milked cows,<br />

raised pigs and began Les’s dream of<br />

owning a high-quality herd of cattle.<br />

Soon they added a baby girl to their<br />

lives. Cheryl was born in 1968. They<br />

then moved back to Watts and bought<br />

the Fleck Farm which was just across<br />

the road from his parents and started<br />

a successful family farming business<br />

with his dad and brother.<br />

Harley joined the family in 1969 and<br />

this little unit was complete. Les and<br />

Linda continued to run a cow/calf<br />

operation at Sheerness and grain farm<br />

at Watts.<br />

Dad sold snowmobiles for a short<br />

while and loved to go to races at<br />

Campion’s track in his younger days.<br />

He loved rodeo<br />

and never missed<br />

an opportunity to<br />

attend a rodeo,<br />

either in Hanna,<br />

Edmonton or any<br />

other little place<br />

around.<br />

In these later<br />

years, Dad never<br />

ever missed going<br />

to the Chucks, he<br />

loved the races<br />

and if he couldn’t<br />

go then he had<br />

the radio up full<br />

blast listening to<br />

the play by play<br />

action.<br />

Dad belonged<br />

to Rural Crime<br />

Watch for over 30<br />

years. He was a<br />

strong believer in<br />

the abilities of<br />

this organization.<br />

always had time<br />

for camping in<br />

for two weeks to Prince George to<br />

hang at the lake with Neil and Darlene<br />

and the kids.<br />

We learned to water ski, make fires<br />

and make smores. We always went<br />

skiing in the mountains in the winter<br />

months with friends and family.<br />

Music and dance were his passion. If<br />

you wanted to find Pa, you just<br />

listened for his whistle. Dad<br />

loved to dance and made sure<br />

that we went to family dances<br />

all around the country, so we<br />

could learn the old time waltz,<br />

two-step, the heel toe and<br />

bunny hop. He sure enjoyed<br />

the invention of Sirrus Radio<br />

and Willy’s Road House, nonstop<br />

classics. Mom and Dad<br />

have danced their way<br />

through life, travelling to<br />

Hawaii, Mexico, New Zealand and<br />

spending winters in Arizona.<br />

Papa’s greatest<br />

joy were his<br />

grandchildren,<br />

Dalyn, Shane,<br />

Kirby, Walker,<br />

Reegan, Dexter<br />

and Clay. He not<br />

once ever called<br />

them by name; to<br />

him they were<br />

known as<br />

Chicken, Newt,<br />

Brat, Sqwaker,<br />

Billy, Tex and<br />

Buddy.<br />

OBITUARY<br />

He was so proud of each and<br />

everyone of them and the special bond<br />

that he held with them all. It was<br />

pretty heartwarming when all seven<br />

of them were gathered around his bed,<br />

all holding his hand, telling him about<br />

their days and Clay telling him that “it<br />

would be okay Papa, Clay Robert and<br />

Mommy are here to help you.”<br />

Papa passed away peacefully on<br />

May 29 at the age of 75 from complications<br />

of cancer. He was strong and<br />

never complained ever during what<br />

was pure frustration these past few<br />

weeks.<br />

He was hopeful at fighting this disease<br />

and seeing many more years with<br />

his family and friends. However, that<br />

was not to be, and he just went to sleep<br />

and will be waiting for each and<br />

everyone of us to follow with his beautiful<br />

smile, a cold Bud Light, ready for<br />

an intense BS session and his dancing<br />

shoes on.<br />

Les is survived by his beloved wife<br />

Linda of 52 years, his daughter Cheryl<br />

and Rob, Dalyn, Shane and Kirby, his<br />

son Harley and Joni, Walker, Reegan,<br />

Dexter and Clay and numerous<br />

extended family.<br />

He was predeceased by his parents,<br />

Albert and Doris Hutton, his brother<br />

Barry Hutton, grandparents, Annie<br />

and Martin Dahl, A.A. and Dottie<br />

Hutton.<br />

A Celebration of Life was held Mon.,<br />

June 5 at the Hanna Community<br />

Centre. Interment took place prior to<br />

the service at the Hanna Cemetery.<br />

Position Profile: Reporting to the Maintenance & Materials Manager, this<br />

position is responsible for directing the activities of first line maintenance<br />

supervisors by scheduling and prioritizing maintenance activities.<br />

Initiates request for parts and materials. Coordinates maintenance<br />

Small farms and a poorly chosen word<br />

Part six of a series about the history of<br />

the Special Areas.<br />

Most people living in our region<br />

know that the Special Areas was created<br />

due to hard times in the 1930s.<br />

The weather was certainly a factor<br />

in creating the so-called dirty thirties.<br />

But another event, often overlooked,<br />

played an equally significant role in<br />

the Special Areas saga. The groundwork<br />

for the circumstances that led to<br />

the creation of the Special Areas was<br />

largely laid by Ottawa.<br />

For years, Canada’s federal government<br />

desperately wanted to turn<br />

prairie Canada into quarter- and halfsection<br />

farms, even though it was<br />

widely known that many parts of<br />

Alberta and Saskatchewan could never<br />

sustain small dryland farming.<br />

Ottawa was single-minded about it,<br />

sacrificing arriving homesteaders to<br />

the elements, telling them that<br />

summer fallow would solve their moisture<br />

problems.<br />

As a result of the policy, homesteaders<br />

in many regions endured<br />

years of chronic crop failure, hardship<br />

and heart-wrenching poverty that<br />

forced the overwhelming majority of<br />

them to abandon their homesteads.<br />

By 1918, in excess of 600 homesteaders<br />

north of the Red Deer River<br />

had already abandoned their farms. By<br />

the mid-1920s, an area spanning millions<br />

of acres had lost more than 80 per<br />

<br />

cent of its population, leaving early<br />

municipalities and school boards in<br />

financial ruin.<br />

Quickly planted towns experienced a<br />

short season of life, then faded rapidly.<br />

A good number of them died. Many<br />

people don’t realize that in the region<br />

that became known as the Special<br />

Areas, roughly half the population had<br />

already left before the Special Areas<br />

Act was passed.<br />

In 1938-39, the Special Areas Board<br />

was created to address a problem that<br />

had been going on for 25 years or more.<br />

The task of the Special Areas and<br />

the Special Areas Board was to oversee<br />

the continued depopulation of the<br />

region, and step in where local municipalities<br />

had become financially<br />

destitute.<br />

For a brief period in the early twentieth<br />

century, Alberta had its own<br />

provincial police force similar to<br />

those still found today in Ontario and<br />

Quebec.<br />

Despite building a reputation as one<br />

of the most efficient police organizations<br />

of its kind in the world, the<br />

Alberta Provincial Police (APP) is<br />

mostly forgotten today, leaving<br />

behind only faint traces of its accomplishments<br />

a century later.<br />

When the Royal North West<br />

Mounted Police served notice in<br />

November, 1916 that they would be<br />

withdrawing from their policing<br />

responsibilities by the end of the year,<br />

the Provincial Government had to act<br />

fast to establish a provincial police<br />

force.<br />

What resulted was the Alberta<br />

Provincial Police – known colloquially<br />

as the “blue-coated Mounties”.<br />

Thousands of men (and a small<br />

number of women) would serve, and<br />

five would give their lives in the line<br />

of duty.<br />

The responsibilities undertaken by<br />

APP officers within each detachment,<br />

like their predecessors in the RCMP,<br />

were wide-ranging and included<br />

investigations involving<br />

murder, sexual assault,<br />

neglected children,<br />

arson, illegal hunting,<br />

property theft, prostitution,<br />

public health, stray<br />

animals, and censorship<br />

of movies.<br />

The Liquor Act and its<br />

establishment of prohibition<br />

proved to be one of<br />

the most difficult aspects<br />

of law enforcement in the<br />

province; prohibition was<br />

extremely unpopular,<br />

and the public was generally<br />

unwilling to help the<br />

APP in its enforcement of<br />

the law.<br />

be temporary, like a bankruptcy<br />

receiver, which is why the Alberta government<br />

in the ‘50s and ‘60s set up not<br />

one, but two government commissions<br />

to investigate.<br />

The second of these, called the<br />

Hanson Commission, carefully pointed<br />

out that there is absolutely nothing<br />

unique or extraordinary about our<br />

region.<br />

It said: “Other parts of Alberta<br />

suffer[ed] the same trouble as the<br />

Special Areas. Probably the only<br />

unique thing about the Special Areas<br />

is that settlement on a half-section<br />

basis… and establishment of municipalities<br />

had been completed before it<br />

was [fully] realized the area was<br />

unsuited to small grain farms.”<br />

The Commission went on to say:<br />

“[The Special Areas Board] was actually<br />

a… treatment to cure an ill and as<br />

such must have an end when the ill is<br />

cured…. When the necessary adjustments<br />

are completed, it is expected that<br />

the Act will be replaced… to allow for<br />

the rehabilitated community to take its<br />

place along with other communities in<br />

the province.”<br />

The Commission further said: “It is<br />

unfortunate that the name ‘Special<br />

Areas’ was applied because the conditions<br />

which created the problem<br />

exist[ed] over much of southeastern<br />

Alberta… “<br />

special about our region, and further<br />

indicated that we are not permanently<br />

Consequently, the Commission said:<br />

“It is in the interests of good citizenship<br />

that residents of the Special<br />

Areas assume responsibility of<br />

self-government…”<br />

first year member who tries<br />

their hardest but doesn’t land<br />

in the winner’s circle, was<br />

Czar/Metiskow and honourable<br />

mention went to Emma<br />

Cromarty of Stainsleigh and<br />

Matthew Neudorf of Amisk.<br />

The Jennifer Lavigne<br />

Memorial 4-H Scholarship was<br />

presented to Dulcie Turner and<br />

Cody Heck.<br />

Awards were also presented<br />

for the Carcass Project which<br />

had been previously completed<br />

in early May. Provost Livestock<br />

Exchange hosted the Live<br />

Judging portion and a few days<br />

later, the members met at<br />

Provost Packers with the Meat<br />

Grader to go over some grading<br />

basics before we went in to view<br />

the hanging sides.<br />

Tori Cromarty’s steer was<br />

crowned Grand Champion and<br />

RandiLynn Cromarty was<br />

Reserve Champion.<br />

The Grand Champion steer<br />

sold for $2.59 per pound. The<br />

Reserve Champion steer sold<br />

for $2.15 per pound. Thirty<br />

steers sold.<br />

Seven Market Sheep sold<br />

with the Grand Champion of<br />

Alyssa Carson for $400 and the<br />

Reserve Champion of<br />

RandiLynn Cromartys $280.<br />

Dairy farm and saw the<br />

robotic milking machines<br />

and all the calf barns. After<br />

the tour, we all got milk and<br />

cookies.<br />

In April, we had a judging<br />

workshop at Powell’s that<br />

taught everyone how to<br />

judge animals at the Show<br />

and Sale. This was for all the<br />

members in the district.<br />

In May, we also had<br />

highway clean-up and all<br />

4-H members were encouraged<br />

to participate. We had a<br />

mock show and a carcass<br />

evaluation workshop that<br />

taught everybody how to<br />

evaluate carcass animals.<br />

After the mock show we had<br />

a barbeque.<br />

Our District Show and<br />

Sale is on June 10 in<br />

Youngstown and we have a<br />

lot happening throughout<br />

the day.<br />

This year we are encouraging<br />

past 4H members and<br />

leaders to attend our Show<br />

and Sale to help celebrate<br />

100 years of 4-H in Alberta.<br />

As a tribute to our 4H history<br />
