their prime minister?<br />

Supposing Ontario<br />

MPP Jagmeet Singh were<br />

to become the national<br />

NDP leader, will Canadians<br />

vote for the party led<br />

by a Sikh? Will they accept<br />

Jagmeet Singh as the prime<br />

minister of the country?<br />

Well, there is cheering<br />

news for Jagmeet Singh<br />

and future Sikh aspirants<br />

in Liberal and Conservative<br />

parties.<br />

A new survey by the<br />

Angus Reid Institute<br />

shows that 63 percent Canadians<br />

are ready to vote<br />

for a party led by a Sikh<br />

wearing turban. It means<br />

that almost two quarters<br />

of Canadians are ready to<br />

accept a Sikh as the prime<br />

minister of Canada today.<br />

Turban or headgear<br />

is no issue for as many as<br />

56 percent Canadians who<br />

say they could vote for<br />

someone covering his or<br />

her head for religious reasons.<br />

But the not-so-cheering<br />

news for Jagmeet Singh<br />

is that there is a 26-point<br />

gap between the number of<br />

people who could vote for a<br />

party led by a Sikh and the<br />

number who expect a Sikhled<br />

party to come to power<br />

at this stage.<br />

However, four out of<br />

10 Canadians (37 percent)<br />

think Canada will ``probably<br />

or definitely’’ see a<br />

Sikh become PM in the<br />

next 25 years.<br />

<strong>The</strong> similar 37 percent<br />

Canadians think that a<br />

non-Sikh person wearing<br />

a headgear (Muslims and<br />

Jews) could also become<br />

PM in the next 25 years.<br />

However, there is even<br />

better news for the blacks<br />

and gays of Canada.<br />

<strong>The</strong> survey says 78<br />

percent Canadians think<br />

that a black person could<br />

become PM in the next 25<br />

years. Out of these 78 percent,<br />

28 percent are very<br />

`definite’ that Canada will<br />

see a black PM in the next<br />

25 years. As many as 71<br />

percent Canadians also see<br />

a gay man as the country’s<br />

PM in the next 25 year.<br />

After the election of<br />

20-odd Punjabis in the last<br />

parliament polls and the<br />

elevation of four of them to<br />

the Cabinet rank by Prime<br />

Minister Justin Trudeau<br />

Cabinet, the Angus Reid<br />

survey is a cheering news<br />

for the Sikhs who make up<br />

about 2 percent of Canada’s<br />

population.<br />

<strong>The</strong> Sikhs have become<br />

the dominant groups in<br />

Brampton and Mississauga<br />

in Ontario and Surrey,<br />

Abbotsford and the Lower<br />

Mainland in British Columbia.<br />

<strong>The</strong> entry of 38-<br />

year-old Jagmeet Singh,<br />

deputy leader of the Ontario<br />

NDP, in the national<br />

leadership race has galvanized<br />

the younger people<br />

who cutting across racial<br />

lines account for most of<br />

his supporters.<br />

your new newspaper, <strong>The</strong> Canadian Parvasi.<br />

In Ontario, we draw strength from the diversity of our people — from<br />

the interweaving of cultures, faiths and identities that has shaped our<br />

province into the vibrant place we are all so fortunate to call home.<br />

This year, as we mark the 150th anniversary of Ontario, we have a<br />

unique opportunity to come together to celebrate pride and optimism<br />

in our province, foster a greater understanding of our collective<br />

history, and unite around a shared vision for the future. We have<br />

accomplished so much together, and I expect we will achieve even<br />

greater things in the next 150 years.<br />

This publication, like the others published by <strong>The</strong> Parvasi Media Group,<br />

will be a vital part of the South Asian community that flourishes in<br />

Ontario. Through its informative and insightful content, this publication<br />

will serve as a valuable resource and help foster a stronger<br />

community.<br />

Immigration minister Ahmed Hussen,<br />

who waited for 6 years for his PR, uses his experience to fix the system<br />

<strong>The</strong> Canadian Parvasi<br />

Canada’s immigration and<br />

citizenship minister Ahmed<br />

Hussen had to wait six long<br />

years before he could get immigration<br />

from his native<br />

Somalia to Canada years<br />

ago.<br />

“I have experienced both<br />

the good things and the challenges<br />

of coming to Canada,”<br />

the minister told Parvasi<br />

Radio last week in a live chat<br />

show.<br />

“Those experiences inform<br />

me when I talk about<br />

client services in the immigration<br />

department. That’s<br />

why client services is a key<br />

priority for me. I want to<br />

improve how we treat our<br />

clients, not just reducing<br />

the processing time which<br />

we have, not just reducing<br />

the backlog which we have,<br />

but even how responsive we<br />

are.” He said his mission is<br />

to make the immigration<br />

system people friendly. “I<br />

want you or other people<br />

when they interact with<br />

the immigration system to<br />

have pleasant experience,<br />

not leave with frustration...<br />

make the form easier, make<br />

the website easier, make the<br />

number 1-800 more responsive...”<br />

Talking about the Bill C-6<br />

which was recently passed<br />

into a law, the minister said<br />

under the new law all Canadians<br />

– both born in Canada<br />

and abroad – will be treated<br />

in the same manner.<br />

“<strong>The</strong> Conservatives<br />

brought in Bill C-24. <strong>The</strong>y<br />

wanted a two-tier citizenship<br />

where you and I would be<br />

two people who committed<br />

the same crime. But because<br />

you are born in Canada and<br />

I was born somewhere else,<br />

I would lose my citizenship<br />

and you won’t. We thought<br />

that was a dangerous thing<br />

and we campaigned against<br />

it. We said a Canadian is a<br />

Canadian and people should<br />

be treated equally.”<br />

He said a Canadian citizen,<br />

who is a dual national,<br />

should be punished for the<br />

crime here, not deported.<br />

“No differential treatment.”<br />

He said the Conservatives’<br />

Bill C-24 tried to put<br />

obstacles for people who<br />

were trying to become citizens.<br />

“Bill C-6, which is our<br />

law, changes Bill C-24. It<br />

is a brand-new law and it<br />

passed last Monday and now<br />

it is law. It does a number of<br />

good things that the people<br />

in community were asking<br />

for. <strong>The</strong> two-tier citizenship<br />

is gone. Now a Canadian is a<br />

Canadian. We have removed<br />

the barriers that Conservatives<br />

have put in the path of<br />

citizenship for genuine people<br />

who have fulfilled all the<br />

requirements. <strong>The</strong>y changed<br />

the residence requirement<br />

from three out of five years<br />

to four out of six years. That<br />

meant that people had to<br />

wait additional one year. It<br />

was unacceptable. Second,<br />

they made a requirement<br />

that you had to have a number<br />

of consecutive days each<br />

year to get four years. We<br />

have removed all that and<br />

brought it back to three<br />

years out of five,” the minister<br />

elaborated.<br />

He said the changes were<br />

introduced after getting feedback<br />

from people.<br />

Referring to people who<br />

acquired PR after living for<br />

five or ten years in Canada<br />

but still had to wait four<br />

years to get their citizenship<br />

under the previous law,<br />

the minister said his party<br />

thought it was unfair. “<strong>The</strong><br />

time that they spent here before<br />

they become PR, is the<br />

time they also attach to Canada,<br />

so we should also give<br />

them some credit for that<br />

time. Bill C-24, which is now<br />

law, gives them time credit<br />

up to one year. <strong>The</strong>y only<br />

have to wait another two to<br />

apply for citizenship.”<br />

“<strong>The</strong> other thing the new<br />

Bill does is bring back the<br />

age range from 14-64 years<br />

back to 18-54 years. <strong>The</strong> Conservatives<br />

unnecessarily<br />

made the change and created<br />

challenges. <strong>The</strong> previous age<br />

range was working fine.”<br />

Under the new bill, minors<br />

separated from their<br />

parents and put in care of<br />

aide societies, etc, will now<br />

have the right to apply for<br />

citizneship without seeking<br />

a waiver from the citizenship<br />

minister or parents’<br />

approval. “We want to be<br />

facilitators for people to acquire<br />

citizenship, and not<br />

put barriers.”<br />

<strong>The</strong> minister said since<br />

citizenship is such a valuable<br />

thing, the new Bill gives<br />

a fair chance to even those<br />

who acquired citizenship<br />

through fraudulent means.<br />

“Earlier, there would be only<br />

judicial review of such cases.<br />

But now a person, who is at<br />

the risk of losing his citizenship,<br />

can go up to the federal<br />

court and have a full review<br />

of the case. We value Canadian<br />

citizenship.”<br />

He said, “In addition to<br />

the Bill C-24, we have made<br />

a lot of changes to the immigration<br />

system for the<br />

better.”<br />

On the processing time<br />

of renewing the PR which<br />

used to stretch from 10 to<br />

18 months, the minister<br />

said his government has<br />

brought the time to just 52<br />

days. “We are not satisfied<br />

with 52 days. My goal is 14<br />

days.”<br />

<strong>The</strong> minister said spousal<br />

sponsorship used to take<br />

26 months or longer up to 3<br />

years, “but we have now<br />

an industry standard of 12<br />

months to clear such cases.<br />

We have cleared 20,000 cases<br />

from the backlog and 20,000<br />

families are now united<br />

because of our efforts. <strong>The</strong><br />

lessons we learnt from the<br />

backlog we are applying to<br />

other backlogs.”<br />

Referring to the high<br />

application rejection rate<br />

at the Chandigarh visa office,<br />

he said under his government<br />

the approval rate<br />

has gone from 40 percent to<br />

60 percent. “People now say<br />

your processing (at Chandigarh)<br />

is much better.”<br />

Other improvements<br />

ushered in by his government,<br />

he said, include the<br />

high skilled category where<br />

someone wishing to bring<br />

in high skilled temporary<br />

people for a short duration<br />

for consultancy purposes.<br />

“We will do the processing<br />

in 10 days for work permit<br />

For 15 years, the Parvasi Media Group has served as a bridge by connecting<br />

Canadians and helping newcomers feel welcome. This newspaper is an important<br />

source of information for the South Asian community and other Canadians of South<br />

Asian descent who enjoy the publication as a way of connecting with their own heritage.<br />

This year, Canada celebrates its 150 th birthday. As we reflect on our history and<br />

heritage, we acknowledge that new Canadians, through their hard work and dedication,<br />

have played a crucial role in Canada’s success as a nation. This important milestone<br />

also offers an excellent opportunity for all Canadians and newcomers to rededicate<br />

ourselves to making our neighbourhoods, our communities and our nation ever more<br />

welcoming and inclusive.<br />

global skills strategy,<br />

he said, “If an employer<br />

bringing in a foreign skilled<br />

worker can show that by<br />

bringing in such a worker<br />

he can raise his employees<br />

from 25 to 50, we will look at<br />

them differently and facilitate<br />

such employers.”<br />

Furthermore, any company<br />

seeking to move its<br />

headquarters to Canada<br />

will get “dedicated channels<br />

to facilitate them in<br />

the process, so that they<br />

and their workers and family<br />

move to Canada as fast<br />

as possible,” the minister<br />

said.<br />

“Under the high skills<br />

strategy we are also exempting<br />

high skilled academic<br />

researchers to do shortterm<br />

research -says 120<br />

days a year - at a Canadian<br />

university. We will exempt<br />

them from work permit.”<br />

About the changes to the<br />

Express Entry system, the<br />

minister said under it any<br />

applicant who had studied<br />

in Canada previously and<br />

had a sibling here, will get<br />

additional points to facilitate<br />

their quick entry.

mesmerized people with<br />

`flying yoga' at the biggest-ever<br />

yoga event in<br />

North America here on<br />

Sunday. He won - perhaps<br />

- millions new followers to<br />

yoga. And he announced<br />

that he plans is a set up<br />

a Patanjali Yogpeeth centre<br />

in Canada to promote<br />

yoga and Ayurveda.<br />

of people at the International<br />

Centre here, the<br />

day-long mega yoga event<br />

was organized by the nonprofit<br />

International Day<br />

of Yoga Canada (IYDC)<br />

in collaboration with the<br />

Indian consulate general<br />

Having lived in Chandigarh<br />

in India during my early<br />

childhood, I find many<br />

similarities between that city and<br />

Brampton where I live now. Both<br />

are new cities developing at a very<br />

fast pace.<br />

While Chandigarh is adored by<br />

the world, Brampton somehow attracts<br />

scepticism at times. In fact,<br />

prior to shifting to Brampton from<br />

Mississauga, I had heard a whole of<br />

lot of negative comments or phrases<br />

about Brampton. I am sharing<br />

some of these with you:<br />

• Brampton is a desi town<br />

• Brampton is a ghetto of South<br />

Asians<br />

• Brampton is full of drugs<br />

• Brampton youth are into gang<br />

wars<br />

• <strong>The</strong>re are insurance frauds in<br />

Brampton<br />

• <strong>The</strong>re is no dress sense and<br />

traffic sense in Brampton<br />

• Schools in Brampton are no<br />

good since peers are all brats<br />

and speak Punjabi, only FOB’s<br />

live in Brampton etc., etc.<br />

But despite all this, we decided<br />

to move to Brampton - partially due<br />

to economic factors and partially<br />

to remain equally close to our relatives<br />

in both cities.<br />

year now, I have found many positives<br />

about this town even though<br />

some of the above comments about<br />

it may also be true.<br />

One, new Immigrants find<br />

Brampton more friendly. Two, you<br />

can get more Indian-favoured vegetables,<br />

typical foods favoured by the white<br />

people have been modified to cater<br />

to Indians - such as Adrak Pizza,<br />

etc. Four, there are many success<br />

stories in our community, with<br />

people excelling in education,<br />

politics, businesses, media, manufacturing<br />

and many other fields.<br />

Fifth, everything from houses to<br />

roads to malls to shopping centres<br />

to theatres is new and looks new.<br />

All in all, Brampton is a vibrant<br />

and truly multicultural town and<br />

it will become an example for Canada<br />

in the years to come.<br />

Moreover, the city, which was<br />

once known as "<strong>The</strong> Flower Town<br />

of Canada" because of its large<br />

greenhouse industry, today has<br />

major thriving economic sectors,<br />

including advanced manufacturing,<br />

retail administration and logistics,<br />

information and communication<br />

technologies, food and<br />

beverage, life sciences and business<br />

services.<br />

And with a population of 593,638<br />

as per the 2016 Census, Brampton<br />

has also become Canada's ninth<br />

most populous municipality and<br />

the third most populous city in the<br />

Greater Golden Horseshoe Region,<br />

behind Toronto and Mississauga.<br />

Thus Brampton has so many<br />

positive things going for it and<br />

we should be proud of it. And as<br />

this city is increasingly becoming<br />

the town for Punjabis, it is our<br />

bounden duty to work consciously<br />

the implications of Bill C-6 receiving Royal Assenthere<br />

on Friday.<br />

<strong>The</strong> core intent of Bill C-6 is to reverse unfair changes<br />

made by the former conservative Government, which<br />

created two-tiers of citizenship; against the core of<br />

our values as Canadians.Some permanent residents<br />

planning to apply for citizenship need to work or<br />

study abroad. Bill C-6 creates increased flexibility,<br />

makingattaining a Canada citizenship more feasible<br />

for applicants with these constraints.<br />

Other implications of this legislation, which are expected<br />

to take effect in the fall of 20<strong>17</strong> include:<br />

a) A reduction in the time a permanent resident must<br />

stay in Canada before applying for citizenship to<br />

three out of five years,<br />

b) An amendment to the age range for applicants to<br />

meet language and knowledge requirements from 14-<br />

64 years to 18-54 years, and<br />

c) Partial credit for time spent in Canada as a temporary<br />

resident or a protected person towards the<br />

physical presence requirement for citizenship.<br />

Palbinder Kaur Shergillpractised as a<br />

and tribunals across Canada, including<br />

the Supreme Court of Canada. Justice<br />

Roundtable”.<br />

Day celebrations, after<br />

reports say ISIS has named<br />

our country and the United<br />

States as potential targets,<br />

following the Manchester<br />

bombing late last month.<br />

In an email statement,<br />

the public safety minister’s<br />

office says it doesn’t comment<br />

on specific threats<br />

but adds the government is<br />

unwavering in its commitment<br />

to protect Canadians<br />

and will continue to take<br />

appropriate action to counter<br />

terrorist threats.<br />

Recently RCMP Superintendent<br />

Mike O’Beirne<br />

also didn’t directly answer<br />

when asked about any<br />

known threats for Canada<br />

Day. “Our assessment is<br />

continuous, both domestically<br />

and internationally<br />

and I can tell you constantly<br />

in contact with our partners<br />

in that regard.”<br />

He adds officers are<br />

preparing for all possible<br />

security scenarios. “We’ve<br />

been monitoring all the external,<br />

internal pressures<br />

and we flex our contingency<br />

plans in regards to<br />

that.”<br />

<strong>The</strong>re are reports the<br />

threat was not made about<br />

Canada Day celebrations<br />

specifically, but it urges<br />

Muslims to avoid public<br />

gatherings and threatened<br />

to use “explosives, vehicles,<br />

[and] beheadings to<br />

kill crusaders.”<br />

However, police in Ottawa<br />

and Mounties have<br />

said there will be heightened<br />

security measures<br />

and it will be all hands on<br />

deck for the celebration in<br />

the nation’s capital, which<br />

is expecting a crowd of<br />

about half a million people.<br />

<strong>The</strong> public safety minister’s<br />

office stresses police<br />

will be involved in celebrations<br />

across the country<br />

and it’s urging Canadians<br />

to be vigilant, and stay up<br />

to date with the latest security<br />

Modi promises a dream India to the diaspora<br />

WASHINGTON: Prime<br />

Minister NarendraModi has<br />

promised a new dream India<br />

to the Indian diaspora.<br />

Speaking to the Indian<br />

diaspora at the Ritz Carlton<br />

Hotel in McLean, Virginia,<br />

on the first day of his US<br />

visit, Modi expressed confidence<br />

that soon India would<br />

be a transformed country.<br />

<strong>The</strong> dream of Indian diaspora<br />

to see a developed India<br />

will be fulfilled in their lifetime,<br />

he said.<br />

Calling the meeting<br />

“a little India and a little<br />

America”,since various<br />

states of India and America<br />

were represented there,<br />

Modi said he decided to address<br />

a smaller gathering of<br />

Indian Americans this time<br />

in contrast with the two bigger<br />

events that he did in the<br />

last two years to spend time<br />

with those who helped to organize<br />

the previous events.<br />

Modi said that in the<br />

last three years, there has<br />

not been a single case of<br />

corruption while people in<br />

India were getting better opportunities.<br />

“When I think<br />

of a developed India, I think<br />

of a healthy India, particularly<br />

the good health of the<br />

women and children of our<br />

nation,” he added.<br />

Talking about the role of<br />

technology in reducing corruption,<br />

the Prime Minister<br />

said direct benefit transfer<br />

has helped in better targeting<br />

of subsidy and eliminated<br />

leakage to a large degree<br />

and that through technologydriven<br />

governance, a modern<br />

India is being created.<br />

He said that when appropriate<br />

policies and governance<br />

are in place, the aspirations<br />

of the people of India can be<br />

achieved. FDI is flowing into<br />

India at an unprecedented<br />

level and all international<br />

rating agencies rate India<br />

high, the PM said.<br />

one in the world criticized<br />

opinion against terrorism,<br />

he said.<br />

“Today the world is worried<br />

over terrorism. It is an<br />

enemy of humanity. When<br />

India used to tell the world<br />

20-25 years go, they thought<br />

this was our law and order<br />

problem. Because they<br />

had not suffered. they had<br />

not experienced. Today we<br />

don’t need to explain terrorism<br />

to anyone in the world<br />

terrorists have shown it to<br />

them.”<br />

He asserted that India<br />

would play by global rules.<br />

“We are bound by global<br />

rules that is our culture, our<br />

character….. Acting within<br />

the norms, for our sovereignty,<br />

security… and for<br />

peace and prosperity of our<br />

people, we are capable of<br />

taking toughest decisions…<br />

And the world can never<br />

Woodbridge cafe partially collapses<br />

after explosion; man arrested<br />

An explosion caused a Woodbridge cafe<br />

– one that was raided for illegal gaming<br />

last year – to partially collapse,<br />

sending bricks onto the street and burying a<br />

car. A 33-year-old man is in custody. <strong>The</strong> City<br />

of Vaughan has since told CityNews that the<br />

cafe does not have a valid municipal business<br />

licence. York regional police were called to<br />

CaffeCorretto on Winges Road near Highway<br />

7 and Weston Road just before 5:30 a.m. on<br />

Thursday. When police arrived at the scene,<br />

they found the cafe in a partial state of collapse.<br />

<strong>The</strong>y also confirmed that an explosion<br />

occurred. Police called Vaughan fire to the<br />

area and firefighters put out an oven fire inside<br />

the cafe. Police also found an injured man<br />

nearby. He was arrested and then taken to<br />

hospital. His injuries are not life-threatening.<br />

One of the cafe’s walls was blown out and fell<br />

onto a car. No one was in the car at the time.<br />

<strong>The</strong> Ontario Fire Marshal has been called in<br />

and police are investigating. “We do believe<br />

the fire [explosion] is suspicious,” Const.<br />

Andy Pattenden said. At the scene, deputy<br />

fire chief DerynRizzi said the roof is unstable,<br />

so firefighters cannot do a full search of the<br />

building. Vaughan Fire District Chief Grant<br />

Moffat said there are at least 10 businesses in<br />

the building. For the time being, no one is being<br />

allowed into the building. Police are asking<br />

who was in the area at the time, or who<br />

may have surveillance and dashcam video at<br />

the time of the incident, to contact them.<br />

years till she retired in Nov<br />

2015, participated in a special<br />

session of yoga organised by<br />

the International Yoga Day<br />

Canada (IYDC) on Monday<br />

to commemorate Seniors’<br />

month celebrated in Ontario.<br />

Dr. Madan Bali, 93-year-old<br />

yoga master from Montreal,<br />

was felicitated at this special<br />

session called ‘Stay Healthy.<br />

Do Yoga’.<br />

Speaking about the<br />

unique outreach programme,<br />

Satish Thakkar,<br />

the Chair of Board of Directors<br />

of IYDC, said, “Hazel<br />

McCallion commenced the<br />

practice of yoga underlining<br />

the adage ‘It’s never too late<br />

to start yoga’.”<br />

<strong>The</strong> seniors’ programme<br />

served as a precursor to the<br />

celebration of the International<br />

Day of Yoga being organised<br />

at the International<br />

Centre, Mississauga, on Sunday,<br />

June 25, by the IYDC.<br />

Temple, Etobicoke, also felicitated<br />

Dr. Madan Bali for<br />

his lifelong dedication to<br />

yoga. President of the Indo-<br />

Canadian Seniors Foundation<br />

of Quebec, he has been<br />

a role model for the seniors<br />

because he has been practicing<br />

yoga for the last 50 years.<br />

“I have a mission is to promote<br />

yoga to create optimal<br />

health, happiness, healing<br />

in everyday life,” stated Dr.<br />

Bali whose happiness programs<br />

and teachers training<br />

certification have created a<br />

new breed of yoga teachers,<br />

radically transforming lives.<br />

His goal is to bring yoga under<br />

health care to reduce the<br />

pressure on public expenditure<br />

on health and help the<br />

economy.<br />

Minister for Seniors<br />

Affairs, said, “<strong>The</strong> Ontario<br />

Minister of Seniors Affairs<br />

collaborated with the IYDC<br />

to raise awareness about<br />

yoga’s benefits.” This year<br />

marked the 33rd annual Seniors’<br />

Month. This year the<br />

theme is ‘Living Your Best<br />

Life.’ Mr. Dinesh Bhatia,<br />

the Consul General of India<br />

in Toronto, Honorary Chief<br />

Patron and the Chair of the<br />

Advisory Board of IYDC,<br />

said the purpose of the seniors’<br />

program was to create<br />

awareness among the seniors<br />

of the benefits of yoga.<br />

“Yoga is the best and most<br />

risk-free fitness option for<br />

seniors,” he said.<br />

In an effort to escape, Jarvis then allegedly stole<br />

and attempted to steal several vehicles. On the<br />

fourth attempt, he allegedly approached the foreman<br />

at an auto business near Norfinch Drive and<br />

Steeles Avenue West, assaulted him and demanded<br />

money and the keys.<br />

Jarvis abandoned the vehicle, because he couldn’t<br />

drive standard, and moved on to a silver Honda Civic<br />

nearby.<br />

Two women were sitting inside – one was shot and<br />

taken to hospital with serious injuries.<br />

Staff at Centennial Optical said the woman, believed<br />

to be in her 50s, worked at the business.<br />

Jarvis then took off, heading north on the nearby<br />

400. He shot at the officers pursuing him, police said,<br />

but none of those officers were hurt.<br />

During the chase, the suspect crashed into another<br />

vehicle. OPP Sgt. Peter Leon said there was a number<br />

of collisions, with significant property damage,<br />

but no serious injuries.<br />

Jarvis stopped somewhere on Highway 400 near Rutherford<br />

Road and, as officers approached, again allegedly<br />

opened fire on them before taking off.<br />

Police from Toronto and other areas used spike<br />

strips which deflated the getaway car’s tires. Jarvis<br />

was surrounded on Highway 400 near Highway 11,<br />

ran into the bushes, and eventually surrendered.<br />

Insp. Colin Greenaway said Jarvis showed “absolutely<br />

no remorse” during the arrest and was “angered<br />

and belligerent.”<br />

government is doing for seniors.<br />

<strong>The</strong> MPP said the Ontario government<br />

is proposing to provide seniors above 65<br />

with a new Ontario Seniors Public Transit<br />

Tax Credit.<br />

To improve the care and quality of life<br />

for those living in long-term care, Mangat<br />

said the government is encouraging operators<br />

to redevelop more than 30,000 beds.<br />

the US very positively but Canadians<br />

A latest survey of 37 countries<br />

by Pew Research shows<br />

that 40 percent Indians view<br />

the US positively under President<br />

Trump. Only 9 percent<br />

Indians think negatively of the<br />

US even as 42 percent express<br />

no opinion.<br />

However, 51 per cent Canadians<br />

think negatively of the<br />

US under President Trump<br />

while about 43 percent view<br />

their neighbour to the South<br />

positively.<br />

<strong>The</strong> Canadian antipathy towards<br />

the US is the deepest in<br />

almost 35 years and it has all to<br />

also view the US positively<br />

under Trump.<br />

In Mexico with which<br />

Trump wants to build a wall<br />

to stop illegal immigration,<br />

95 percent people think negatively<br />

of the US and 90 percent<br />

Mexicans want no wall.<br />

As for Trump as a person,<br />

the survey shows that 92 per<br />

cent people think he is arrogant,<br />

78 per cent think he is<br />

intolerant, and 72 per cent perceive<br />

him to be dangerous.<br />

her contract for two more<br />

years till October 2019.<br />

its chairman Chair Amrik<br />

Singh Ahluwalia said,<br />

"After careful consideration<br />

and deliberation,<br />

the Board voted to accept<br />

Chief Evans’ request for a<br />

2-year renewal of her employment."<br />

Ahluwalia added, "We<br />

look forward to working<br />

with Chief Evans for the<br />

next two years as we continue<br />

to modernize policing<br />

in Peel."<br />

Jennifer Evans, who<br />

has been the police chief<br />

since 2012, said she was<br />

"excited for the opportunity"<br />

to continue to lead Peel<br />

Regional Police for two<br />

more years.<br />

"I would like to thank<br />

an invaluable tool in policing<br />

even as data showed<br />

that black people were<br />

three times more likely<br />

to become victims of the<br />

policy.<br />

raised $151,000 for the Trillium<br />

Health Partners Foundation at<br />

its 20th Annual Anniversary<br />

Charity Golf Tournament at<br />

the Glencarin Golf Club in Milton<br />

on June 20.<br />

Over 220 golfers from the<br />

Greater Toronto Area, the Niagara<br />

Falls, BC, the US, India,<br />

England and Australia took<br />

part in the event.<br />

but he recalls<br />

his first broken love affair<br />

very well when he was just<br />

16. He says she was twotiming<br />

him and the affair<br />

failed to take off.<br />

“I was 16 and there was<br />

this girl I really liked, but<br />

I could never muster the<br />

courage to tell her that. I<br />

was scared she would say<br />

no. She dated two of my<br />

friends and it didn’t work<br />

out (with either of them).<br />

She was a friend to me, but<br />

never liked me romantically.<br />

When others dated<br />

her, I was heartbroken.<br />

She never got to know of<br />

my feelings,’’ Salman says<br />

“She had an erratic dog she<br />

couldn’t control. That dog<br />

once bit me. I had barely<br />

raised my hand (at it) and<br />

she yelled at me. That was<br />

when I realised, it’s over.’’<br />

Without naming the<br />

girl, he says, “She doesn’t<br />

like me, her dog doesn’t<br />

like me and her family<br />

comes a lot later.<br />

I was sad for a few days<br />

and it felt like life was<br />

coming to an end. Today, I<br />

thank God. Till this day, I<br />

don’t take her name. I am<br />

sure she is happy. I haven’t<br />

seen her in 35 years.”<br />

Since then Salman has<br />

seen and dated some of the<br />

most beautiful women in<br />

the world, but no love affair<br />

ended in marriage for<br />

Non-Resident Indian<br />

(NRI) in a<br />

layman's language<br />

means an Indian who lives<br />

abroad. However, as per<br />

law, it is quite confusing<br />

as different laws give different<br />

definitions for the<br />

same. <strong>The</strong> term NRI is<br />

defined under the Income<br />

Tax Act, 1961(IT) and the<br />

Foreign Exchange Management<br />

Act, 1999 (FEMA)<br />

for applicability of respective<br />

laws. However, it<br />

should be borne in mind<br />

in clear terms that status<br />

of a person as NRI or not is<br />

a comparative status that<br />

is earned with one's intention<br />

and period of stay outside<br />

India in a particular<br />

year and thus can change<br />

as per circumstances of<br />

each person on year to year<br />

basis. At the same time at<br />

present, thereis no specific<br />

central or state act at present<br />

that deals with NRIs.<br />

We would like to examine<br />

in details eligibility of this<br />

important term under the<br />

Central Act:<br />

NRI as described in<br />

FEMA 1999<br />

NRI is defined under<br />

FEMA as a person resident<br />

outside India who is either<br />

a citizen of India or is a<br />

Person of Indian Origin<br />

(PIO).<br />

"Person resident outside<br />

India" is defined indirectly<br />

to mean a person who is<br />

not resident in India. "Person<br />

resident in India" is a<br />

person residing in India<br />

for more than 182 days in<br />

the Preceding Financial<br />

Year. FEMA also excludes<br />

person moving out of India<br />

for employment or business<br />

from the category of<br />

Resident. Similarly, it also<br />

excludes a person coming<br />

as tourist/visitor from the<br />

category of Resident.<br />

As per the definition, there<br />

is also a requirement of<br />

physical stay for more<br />

than 182 days in India in<br />

the Preceding Financial<br />

Year.<br />

NRI under Income<br />

Tax Act,1961<br />

<strong>The</strong> definition of "Residence<br />

in India" under Section<br />

6 of the IT Act is as<br />

(1) An individual is said to<br />

be resident in India in any<br />

previous year if he-<br />

(a) is in India in that year<br />

for a period or periods<br />

amounting in all to one<br />

hundred and eighty-two<br />

days or more; or<br />

(b) having within the four<br />

years preceding that year<br />

been in India for a period<br />

or periods amounting in all<br />

to three hundred and sixtyfive<br />

days or more is in India<br />

for a period amounting<br />

to theperiod in all to sixty<br />

days or more in that year.<br />

<strong>The</strong> IT Act determines the<br />

tax status of the individual<br />

and any Indian citizen who<br />

does not meet the criteria<br />

of "Residence in India" as<br />

an NRI for paying income<br />

tax. To be a resident of India,<br />

one requires staying<br />

in India for more than 182<br />

days in a financial year.<br />

Difference between Resident<br />

definition under Income<br />

Tax Act and FEMA<br />

• "Financial Year" is not<br />

defined under FEMA, but<br />

by convention, it is assumed<br />

to refer to 1st April<br />

to 31st March. In Income<br />

Tax Act, the financial year<br />

is defined as referred.<br />

• Income-tax Act considers<br />

the physical presence<br />

of a person in the current<br />

Financial Year, whereas<br />

FEMA considers the physical<br />

presence of a person in<br />

the preceding Financial<br />

Year.<br />

• <strong>The</strong> major distinction<br />

between IT and FEMA<br />

provisions for defining<br />

NRI is that for IT Act, the<br />

purpose of stay in India or<br />

abroad is not the relevant<br />

and residential status is<br />

determined only by the duration<br />

of stay in India.<br />

From the above, it is clear<br />

that property matter such<br />

as acquisition or transfer<br />

falls under the domain of<br />

FEMA whereas matter relating<br />

to filing of income<br />

tax return, capital gain<br />

and repatriation of the<br />

money falls under Income<br />

Tax Act under the supervision<br />

of Reserve Bank of India.<br />

Thus, we have to apply<br />

the relevant law in specific<br />

situations.<br />

What Rights Indian Extinguish on Acquiring Foreign Citizenship?<br />

We need to have a critical view of the disadvantages upon such acquisition put up as<br />

under:<br />

Disadvantages<br />

1. One has to surrender an Indian passport and have to renounce Indian citizenship.<br />

2. OCI/PIO do not enjoy political rights in India meaning thereby have no right to<br />

vote or cannot run for any political office.<br />

3. OCI/PIO cannot be posted to any public sector, Government or judicial appointments.<br />

4. OCI/PIO/NRI of any category is not allowed to acquire agricultural land or plantation<br />

land in India. <strong>The</strong> only inherited transfer is allowed. However, transfer by<br />

gift or purchase from the close relative of the inherited property is not allowed.<br />

5. Foreign citizens of Indian origin have to pay higher fees for their children education<br />

in school/colleges against NRI reserve seats.<br />

6. Travel to restricted areas will require special permission to travel.<br />

7. Visa for India and registration with FRRO is also required which can be got<br />

relaxed by getting OCI status.<br />

8. <strong>The</strong> minor children of an Indian acquiring foreign citizenship also automatically<br />

lose their Indian citizenship. <strong>The</strong> Indian nationality law follows the citizenship<br />

by "right of blood" as opposed to citizenship by "right of birth" within the territory.<br />

<strong>The</strong> acquisition of the agricultural land and public employment are the two<br />

core issues which need to be looked into both by the Indian Government and<br />

NRIs. Most of the NRIs residing world over do not know the present law that<br />

prohibits such acquisition or don't want to follow it for a reason best known to<br />

them. <strong>The</strong> desire for land in motherland is an issue which is so dear to some of<br />

the NRIs even today. <strong>The</strong> government must look into it as innocent people are<br />

being caught in a vicious circle by ignorance or otherwise and later have to face the<br />

complaints of own relatives who do keep an eye on such properties and watch the<br />

activities of NRIs with interest.<br />

India's Diaspora Tops in World Market<br />

countries is a continuous<br />

economic process that people<br />

undertake in search of<br />

employment and a better<br />

standard of living. According<br />

to the latest figure released<br />

by the specialised<br />

agency on international<br />

migration, at least 244 million<br />

are residing in a country<br />

other than where they<br />

were born.<br />

It is a matter of proud<br />

that India has emerged<br />

as a world leader in immigration<br />

with 16 million<br />

people from India living<br />

outside the country. This<br />

information is based on<br />

survey report which has<br />

been prepared for the year<br />

2015 by UN Department of<br />

Economic of Social Affairs<br />

(DESA) on international<br />

migration trends.<br />

<strong>The</strong> achievement<br />

speaks of India's hold in<br />

term of a world leader<br />

about the human resource<br />

to other world countries<br />

both in the technical and<br />

non-technical sphere. As<br />

we know, well-managed<br />

migration brings important<br />

benefits to countries<br />

of origin and destination<br />

both, besides migrants and<br />

their families. <strong>The</strong> important<br />

findings of the year<br />

2015 UN survey report are<br />

as follows:<br />

• <strong>The</strong> number of international<br />

migrants reached<br />

244 million in 2015 for<br />

the whole world which<br />

is over 41% in contrast<br />

to 2000.<br />

• Out of 244 million, nearly<br />

two third of international<br />

migrants live in<br />

Europe (76 million) or<br />

Asia (75 million).<br />

• India tops the world in<br />

term of migration followed<br />

by Mexico and<br />

Russia. In 2015, 16 million<br />

people from India<br />

were living outside<br />

their country followed<br />

by Mexico with over<br />

12 million residing outside<br />

their country. Other<br />

countries with large<br />

Diaspora included are<br />

Russia, China, Bangladesh,<br />

Pakistan and<br />

Ukraine.<br />

• <strong>The</strong> world's Diasporas<br />

include a large number<br />

of 20 million refugees.<br />

• Two-thirds of all international<br />

migrants were<br />

living in only 20 countries<br />

with the US topping<br />

the list where 19<br />

per cent of all migrants<br />

lived. Other countries<br />

that followed included<br />

Germany, Russia, Saudi<br />

Arabia, United Kingdom,<br />

and UAE.<br />
