Canada is ready to accept
a Sikh as PM, says survey
A new survey by
the Angus Reid
Institute shows that
63 percent Canadians
are ready to vote for
a party led by a Sikh
wearing turban. It
means that almost
two quarters of
Canadians are ready
to accept a Sikh as
the prime minister of
Canada today.
The Canadian Parvasi
TORONTO: As our multicultural
country celebrates
150 years of the Confederation,
are Canadian ready
to accept a non-white or a
person of colour or someone
wearing headgear as
their prime minister?
Supposing Ontario
MPP Jagmeet Singh were
to become the national
NDP leader, will Canadians
vote for the party led
by a Sikh? Will they accept
Jagmeet Singh as the prime
minister of the country?
Well, there is cheering
news for Jagmeet Singh
and future Sikh aspirants
in Liberal and Conservative
parties.
A new survey by the
Angus Reid Institute
shows that 63 percent Canadians
are ready to vote
for a party led by a Sikh
wearing turban. It means
that almost two quarters
of Canadians are ready to
accept a Sikh as the prime
minister of Canada today.
Turban or headgear
is no issue for as many as
56 percent Canadians who
say they could vote for
someone covering his or
her head for religious reasons.
But the not-so-cheering
news for Jagmeet Singh
is that there is a 26-point
gap between the number of
people who could vote for a
party led by a Sikh and the
number who expect a Sikhled
party to come to power
at this stage.
However, four out of
10 Canadians (37 percent)
think Canada will ``probably
or definitely’’ see a
Sikh become PM in the
next 25 years.
The similar 37 percent
Canadians think that a
non-Sikh person wearing
a headgear (Muslims and
Jews) could also become
PM in the next 25 years.
However, there is even
better news for the blacks
and gays of Canada.
The survey says 78
percent Canadians think
that a black person could
become PM in the next 25
years. Out of these 78 percent,
28 percent are very
`definite’ that Canada will
see a black PM in the next
25 years. As many as 71
percent Canadians also see
a gay man as the country’s
PM in the next 25 year.
After the election of
20-odd Punjabis in the last
parliament polls and the
elevation of four of them to
the Cabinet rank by Prime
Minister Justin Trudeau
Cabinet, the Angus Reid
survey is a cheering news
for the Sikhs who make up
about 2 percent of Canada’s
population.
The Sikhs have become
the dominant groups in
Brampton and Mississauga
in Ontario and Surrey,
Abbotsford and the Lower
Mainland in British Columbia.
The entry of 38-
year-old Jagmeet Singh,
deputy leader of the Ontario
NDP, in the national
leadership race has galvanized
the younger people
who cutting across racial
lines account for most of
his supporters.
A PERSONAL MESSAGE FROM THE PREMIER
On behalf of the Government of Ontario, I am pleased to extend warm
greetings to The Parvasi Media Group as you celebrate the launch of
your new newspaper, The Canadian Parvasi.
In Ontario, we draw strength from the diversity of our people — from
the interweaving of cultures, faiths and identities that has shaped our
province into the vibrant place we are all so fortunate to call home.
This year, as we mark the 150th anniversary of Ontario, we have a
unique opportunity to come together to celebrate pride and optimism
in our province, foster a greater understanding of our collective
history, and unite around a shared vision for the future. We have
accomplished so much together, and I expect we will achieve even
greater things in the next 150 years.
This publication, like the others published by The Parvasi Media Group,
will be a vital part of the South Asian community that flourishes in
Ontario. Through its informative and insightful content, this publication
will serve as a valuable resource and help foster a stronger
community.
I wish to take this opportunity to commend the editor, publisher and
staff at The Canadian Parvasi on their efforts. Your work will add
diverse voices and new perspectives that enrich our public
conversations.
Congratulations once again, and please accept my sincere best wishes
for continued success.
Immigration minister Ahmed Hussen,
who waited for 6 years for his PR, uses his experience to fix the system
The Canadian Parvasi
Canada’s immigration and
citizenship minister Ahmed
Hussen had to wait six long
years before he could get immigration
from his native
Somalia to Canada years
ago.
“I have experienced both
the good things and the challenges
of coming to Canada,”
the minister told Parvasi
Radio last week in a live chat
show.
“Those experiences inform
me when I talk about
client services in the immigration
department. That’s
why client services is a key
priority for me. I want to
improve how we treat our
clients, not just reducing
the processing time which
we have, not just reducing
the backlog which we have,
but even how responsive we
are.” He said his mission is
to make the immigration
system people friendly. “I
want you or other people
when they interact with
the immigration system to
have pleasant experience,
not leave with frustration...
make the form easier, make
the website easier, make the
number 1-800 more responsive...”
Talking about the Bill C-6
which was recently passed
into a law, the minister said
under the new law all Canadians
– both born in Canada
and abroad – will be treated
in the same manner.
“The Conservatives
brought in Bill C-24. They
wanted a two-tier citizenship
where you and I would be
two people who committed
the same crime. But because
you are born in Canada and
I was born somewhere else,
I would lose my citizenship
and you won’t. We thought
that was a dangerous thing
and we campaigned against
it. We said a Canadian is a
Canadian and people should
be treated equally.”
He said a Canadian citizen,
who is a dual national,
should be punished for the
crime here, not deported.
“No differential treatment.”
He said the Conservatives’
Bill C-24 tried to put
obstacles for people who
were trying to become citizens.
“Bill C-6, which is our
law, changes Bill C-24. It
is a brand-new law and it
passed last Monday and now
it is law. It does a number of
good things that the people
in community were asking
for. The two-tier citizenship
is gone. Now a Canadian is a
Canadian. We have removed
the barriers that Conservatives
have put in the path of
citizenship for genuine people
who have fulfilled all the
requirements. They changed
the residence requirement
from three out of five years
to four out of six years. That
meant that people had to
wait additional one year. It
was unacceptable. Second,
they made a requirement
that you had to have a number
of consecutive days each
year to get four years. We
have removed all that and
brought it back to three
years out of five,” the minister
elaborated.
He said the changes were
introduced after getting feedback
from people.
Referring to people who
acquired PR after living for
five or ten years in Canada
but still had to wait four
years to get their citizenship
under the previous law,
the minister said his party
thought it was unfair. “The
time that they spent here before
they become PR, is the
time they also attach to Canada,
so we should also give
them some credit for that
time. Bill C-24, which is now
law, gives them time credit
up to one year. They only
have to wait another two to
apply for citizenship.”
“The other thing the new
Bill does is bring back the
age range from 14-64 years
back to 18-54 years. The Conservatives
unnecessarily
made the change and created
challenges. The previous age
range was working fine.”
Under the new bill, minors
separated from their
parents and put in care of
aide societies, etc, will now
have the right to apply for
citizneship without seeking
a waiver from the citizenship
minister or parents’
approval. “We want to be
facilitators for people to acquire
citizenship, and not
put barriers.”
The minister said since
citizenship is such a valuable
thing, the new Bill gives
a fair chance to even those
who acquired citizenship
through fraudulent means.
“Earlier, there would be only
judicial review of such cases.
But now a person, who is at
the risk of losing his citizenship,
can go up to the federal
court and have a full review
of the case. We value Canadian
citizenship.”
He said, “In addition to
the Bill C-24, we have made
a lot of changes to the immigration
system for the
better.”
On the processing time
of renewing the PR which
used to stretch from 10 to
18 months, the minister
said his government has
brought the time to just 52
days. “We are not satisfied
with 52 days. My goal is 14
days.”
The minister said spousal
sponsorship used to take
26 months or longer up to 3
years, “but we have now
an industry standard of 12
months to clear such cases.
We have cleared 20,000 cases
from the backlog and 20,000
families are now united
because of our efforts. The
lessons we learnt from the
backlog we are applying to
other backlogs.”
Referring to the high
application rejection rate
at the Chandigarh visa office,
he said under his government
the approval rate
has gone from 40 percent to
60 percent. “People now say
your processing (at Chandigarh)
is much better.”
Other improvements
ushered in by his government,
he said, include the
high skilled category where
someone wishing to bring
in high skilled temporary
people for a short duration
for consultancy purposes.
“We will do the processing
in 10 days for work permit
Greetings from the Minister of Immigration, Refugees and Citizenship
I am pleased to commend the Parvasi Media Group on the publication of its first English
edition of their weekly newspaper entitled The Canadian Parvasi. I would also like to
extend my warmest greetings to the many readers who will benefit from this valuable
resource.
For 15 years, the Parvasi Media Group has served as a bridge by connecting
Canadians and helping newcomers feel welcome. This newspaper is an important
source of information for the South Asian community and other Canadians of South
Asian descent who enjoy the publication as a way of connecting with their own heritage.
This year, Canada celebrates its 150 th birthday. As we reflect on our history and
heritage, we acknowledge that new Canadians, through their hard work and dedication,
have played a crucial role in Canada’s success as a nation. This important milestone
also offers an excellent opportunity for all Canadians and newcomers to rededicate
ourselves to making our neighbourhoods, our communities and our nation ever more
welcoming and inclusive.
As Minister of Immigration, Refugees and Citizenship, I wish to thank the staff who
helped put this newspaper together.
Please accept my best wishes for future success!
Sincerely,
Those experiences inform me when I talk about
client services in the immigration department.
That’s why client services is a key priority for me. I
want to improve how we treat our clients, not just
reducing the processing time which we have, not just
reducing the backlog which we have, but even how
responsive we are.”
Ahmed Hussen, Immigration minister
The Honourable Ahmed Hussen, P.C., M.P.
Minister of Immigration, Refugees and Citizenship
and visa. This used to take
months.”
As part of the government’s
global skills strategy,
he said, “If an employer
bringing in a foreign skilled
worker can show that by
bringing in such a worker
he can raise his employees
from 25 to 50, we will look at
them differently and facilitate
such employers.”
Furthermore, any company
seeking to move its
headquarters to Canada
will get “dedicated channels
to facilitate them in
the process, so that they
and their workers and family
move to Canada as fast
as possible,” the minister
said.
“Under the high skills
strategy we are also exempting
high skilled academic
researchers to do shortterm
research -says 120
days a year - at a Canadian
university. We will exempt
them from work permit.”
About the changes to the
Express Entry system, the
minister said under it any
applicant who had studied
in Canada previously and
had a sibling here, will get
additional points to facilitate
their quick entry.

yogic asanas in the morning
session.Brahma Kumari
Referring to his Patanjali
Amid applause, the
yoga guru said he had
never attended any bigger
Duncan hai. Mainu bahut
Baba Ramdev led the biggest-ever yoga event in Toronto.
khushi hai...."
Indian consul general
Dinesh Bhatia, who put
together the event in collaboration
with community
organizations, said
yoga is India’s gift to the
world and lauded Prime
Minister Modi for getting
it recognized as International
Day of Yoga.
He introduced Baba
Ramdev to Canadians as
``the brand ambassador of
yoga and Ayurveda’’ and
a crusader against corruption
and black money.
Welcoming people
to the biggest-ever
yoga celebrations in
Canada, Satish Thakkar,
chairman of the organizing
body IYDC, highlighted
the economic benefits
of yoga in terms of
medical costs for modern
society.
He said the mission of
IYDC is to take yoga to the
mainstream in Canada by
organizing even bigger
yoga events in the future.

Brampton is much more
than a desi town
Immigration
Minister Discusses
Bill C-6 In Brampton
By Brig Nawab Heer
Having lived in Chandigarh
in India during my early
childhood, I find many
similarities between that city and
Brampton where I live now. Both
are new cities developing at a very
fast pace.
While Chandigarh is adored by
the world, Brampton somehow attracts
scepticism at times. In fact,
prior to shifting to Brampton from
Mississauga, I had heard a whole of
lot of negative comments or phrases
about Brampton. I am sharing
some of these with you:
• Brampton is a desi town
• Brampton is a ghetto of South
Asians
• Brampton is full of drugs
• Brampton youth are into gang
wars
• There are insurance frauds in
Brampton
• There is no dress sense and
traffic sense in Brampton
• Schools in Brampton are no
good since peers are all brats
and speak Punjabi, only FOB’s
live in Brampton etc., etc.
But despite all this, we decided
to move to Brampton - partially due
to economic factors and partially
to remain equally close to our relatives
in both cities.
Brig (retd) Nawab Heer
Having lived here for over a
year now, I have found many positives
about this town even though
some of the above comments about
it may also be true.
One, new Immigrants find
Brampton more friendly. Two, you
can get more Indian-favoured vegetables,
groceries, sweets, spices
than you get back in India. Three,
the food is way cheaper due to
heavy competition. In fact, many
typical foods favoured by the white
people have been modified to cater
to Indians - such as Adrak Pizza,
etc. Four, there are many success
stories in our community, with
people excelling in education,
politics, businesses, media, manufacturing
and many other fields.
Fifth, everything from houses to
roads to malls to shopping centres
to theatres is new and looks new.
All in all, Brampton is a vibrant
and truly multicultural town and
it will become an example for Canada
in the years to come.
Moreover, the city, which was
once known as "The Flower Town
of Canada" because of its large
greenhouse industry, today has
major thriving economic sectors,
including advanced manufacturing,
retail administration and logistics,
information and communication
technologies, food and
beverage, life sciences and business
services.
And with a population of 593,638
as per the 2016 Census, Brampton
has also become Canada's ninth
most populous municipality and
the third most populous city in the
Greater Golden Horseshoe Region,
behind Toronto and Mississauga.
Thus Brampton has so many
positive things going for it and
we should be proud of it. And as
this city is increasingly becoming
the town for Punjabis, it is our
bounden duty to work consciously
towards improving its image.
Minister Hussen, Kamal Khera, Ruby Sahota, Sonia Sidhu, and Ramesh
Sangha at Bill C-6 Media Conference in Brampton.
BRAMPTON: Ahmed Hussen, Minister of Immigration,
Citizenship, and Refugees, jointed by Ms. Kamal
Khera, Ms. Sonia Sidhu, and Mr. Rameshewar Sangha,
Members of Parliament for Brampton, discussed
the implications of Bill C-6 receiving Royal Assenthere
on Friday.
The core intent of Bill C-6 is to reverse unfair changes
made by the former conservative Government, which
created two-tiers of citizenship; against the core of
our values as Canadians. Some permanent residents
planning to apply for citizenship need to work or
study abroad. Bill C-6 creates increased flexibility,
makingattaining a Canada citizenship more feasible
for applicants with these constraints.
Other implications of this legislation, which are expected
to take effect in the fall of 2017 include:
a) A reduction in the time a permanent resident must
stay in Canada before applying for citizenship to
three out of five years,
b) An amendment to the age range for applicants to
meet language and knowledge requirements from 14-
64 years to 18-54 years, and
c) Partial credit for time spent in Canada as a temporary
resident or a protected person towards the
physical presence requirement for citizenship.
The federal government
is trying to
calm some fears
about the security of Canada
Day celebrations, after
reports say ISIS has named
our country and the United
States as potential targets,
following the Manchester
bombing late last month.
In an email statement,
the public safety minister’s
office says it doesn’t comment
on specific threats
but adds the government is
unwavering in its commitment
to protect Canadians
and will continue to take
appropriate action to counter
terrorist threats.
Recently RCMP Superintendent
Mike O’Beirne
also didn’t directly answer
when asked about any
known threats for Canada
Day. “Our assessment is
continuous, both domestically
and internationally
and I can tell you constantly
in contact with our partners
in that regard.”
He adds officers are
preparing for all possible
security scenarios. “We’ve
been monitoring all the external,
internal pressures
and we flex our contingency
plans in regards to
that.”
There are reports the
threat was not made about
Canada Day celebrations
specifically, but it urges
Muslims to avoid public
gatherings and threatened
to use “explosives, vehicles,
[and] beheadings to
kill crusaders.”
However, police in Ottawa
and Mounties have
said there will be heightened
security measures
and it will be all hands on
deck for the celebration in
the nation’s capital, which
is expecting a crowd of
about half a million people.
The public safety minister’s
office stresses police
will be involved in celebrations
across the country
and it’s urging Canadians
to be vigilant, and stay up
to date with the latest security
requirements.
The terror threat in
Canada remains at medium.
Dear Friends,
I am delighted to extend warm greetings to everyone on the occasion of Parvasi Media Group’s launch of “The
Canadian Parvasi” on Canada’s 150 th Anniversary!
Your English weekly newspaper will be a valuable contribution to our society, because it facilitates mutual
understanding between the South Asian diaspora in Canada and other Canadians; and between different
linguistic groups.
This year, as we mark the 150 th anniversary of Canada and Ontario, events such as this one brings the
community together to celebrate pride and optimism in our country and our province, fosters a greater
understanding of our collective history, and unites us around a shared vision for the future.
Modi promises a dream India to the diaspora
By SurekhaVijh
WASHINGTON: Prime
Minister NarendraModi has
promised a new dream India
to the Indian diaspora.
Speaking to the Indian
diaspora at the Ritz Carlton
Hotel in McLean, Virginia,
on the first day of his US
visit, Modi expressed confidence
that soon India would
be a transformed country.
The dream of Indian diaspora
to see a developed India
will be fulfilled in their lifetime,
he said.
Calling the meeting
“a little India and a little
America”,since various
states of India and America
were represented there,
Modi said he decided to address
a smaller gathering of
Indian Americans this time
in contrast with the two bigger
events that he did in the
last two years to spend time
with those who helped to organize
the previous events.
Modi said that in the
last three years, there has
not been a single case of
corruption while people in
India were getting better opportunities.
“When I think
of a developed India, I think
of a healthy India, particularly
the good health of the
women and children of our
nation,” he added.
Talking about the role of
technology in reducing corruption,
the Prime Minister
said direct benefit transfer
has helped in better targeting
of subsidy and eliminated
leakage to a large degree
and that through technologydriven
governance, a modern
India is being created.
He said that when appropriate
policies and governance
are in place, the aspirations
of the people of India can be
achieved. FDI is flowing into
India at an unprecedented
level and all international
rating agencies rate India
high, the PM said.
me Minister said his
aim was to create a “technology
driven society” and
“technology driven development”.
Without mentioning
Pakistan, Modi said, “No
one in the world criticized
or questioned India during
surgical strikes except
those at the receiving end.”
This was a sign of India’s
success in building world
opinion against terrorism,
he said.
“Today the world is worried
over terrorism. It is an
enemy of humanity. When
India used to tell the world
20-25 years go, they thought
this was our law and order
problem. Because they
had not suffered. they had
not experienced. Today we
don’t need to explain terrorism
to anyone in the world
terrorists have shown it to
them.”
He asserted that India
would play by global rules.
“We are bound by global
rules that is our culture, our
character….. Acting within
the norms, for our sovereignty,
security… and for
peace and prosperity of our
people, we are capable of
taking toughest decisions…
And the world can never
stop us.” Modi also appreciated
the role of the Ministry
of External Affairs, and in
particular, External Affairs
Minister SushmaSwaraj,
in helping troubled Indians
across the world.
Woodbridge cafe partially collapses
after explosion; man arrested
An explosion caused a Woodbridge cafe
– one that was raided for illegal gaming
last year – to partially collapse,
sending bricks onto the street and burying a
car. A 33-year-old man is in custody. The City
of Vaughan has since told CityNews that the
cafe does not have a valid municipal business
licence. York regional police were called to
CaffeCorretto on Winges Road near Highway
7 and Weston Road just before 5:30 a.m. on
Thursday. When police arrived at the scene,
they found the cafe in a partial state of collapse.
They also confirmed that an explosion
occurred. Police called Vaughan fire to the
area and firefighters put out an oven fire inside
the cafe. Police also found an injured man
nearby. He was arrested and then taken to
hospital. His injuries are not life-threatening.
One of the cafe’s walls was blown out and fell
onto a car. No one was in the car at the time.
The Ontario Fire Marshal has been called in
and police are investigating. “We do believe
the fire [explosion] is suspicious,” Const.
Andy Pattenden said. At the scene, deputy
fire chief DerynRizzi said the roof is unstable,
so firefighters cannot do a full search of the
building. Vaughan Fire District Chief Grant
Moffat said there are at least 10 businesses in
the building. For the time being, no one is being
allowed into the building. Police are asking
who was in the area at the time, or who
may have surveillance and dashcam video at
the time of the incident, to contact them.
Hazel McCallion does yoga with
seniors at Sringeri temple
Suspect in shooting, police chase
charged with attempted murder
Ninety-six-year-old
Hazel McCallion,
who served as mayor
of Mississauga for 36 long
years till she retired in Nov
2015, participated in a special
session of yoga organised by
the International Yoga Day
Canada (IYDC) on Monday
to commemorate Seniors’
month celebrated in Ontario.
Dr. Madan Bali, 93-year-old
yoga master from Montreal,
was felicitated at this special
session called ‘Stay Healthy.
Do Yoga’.
Speaking about the
unique outreach programme,
Satish Thakkar,
the Chair of Board of Directors
of IYDC, said, “Hazel
McCallion commenced the
practice of yoga underlining
the adage ‘It’s never too late
to start yoga’.”
The seniors’ programme
served as a precursor to the
celebration of the International
Day of Yoga being organised
at the International
Centre, Mississauga, on Sunday,
June 25, by the IYDC.
Thakkar said the program
held at the Sringeri
Temple, Etobicoke, also felicitated
Dr. Madan Bali for
his lifelong dedication to
yoga. President of the Indo-
Canadian Seniors Foundation
of Quebec, he has been
a role model for the seniors
because he has been practicing
yoga for the last 50 years.
“I have a mission is to promote
yoga to create optimal
health, happiness, healing
in everyday life,” stated Dr.
Bali whose happiness programs
and teachers training
certification have created a
new breed of yoga teachers,
radically transforming lives.
His goal is to bring yoga under
health care to reduce the
pressure on public expenditure
on health and help the
economy.
DipikaDamerla, Ontario’s
Minister for Seniors
Affairs, said, “The Ontario
Minister of Seniors Affairs
collaborated with the IYDC
to raise awareness about
yoga’s benefits.” This year
marked the 33rd annual Seniors’
Month. This year the
theme is ‘Living Your Best
Life.’ Mr. Dinesh Bhatia,
the Consul General of India
in Toronto, Honorary Chief
Patron and the Chair of the
Advisory Board of IYDC,
said the purpose of the seniors’
program was to create
awareness among the seniors
of the benefits of yoga.
“Yoga is the best and most
risk-free fitness option for
seniors,” he said.
In an effort to escape, Jarvis then allegedly stole
and attempted to steal several vehicles. On the
fourth attempt, he allegedly approached the foreman
at an auto business near Norfinch Drive and
Steeles Avenue West, assaulted him and demanded
money and the keys.
Jarvis abandoned the vehicle, because he couldn’t
drive standard, and moved on to a silver Honda Civic
nearby.
Two women were sitting inside – one was shot and
taken to hospital with serious injuries.
Staff at Centennial Optical said the woman, believed
to be in her 50s, worked at the business.
Jarvis then took off, heading north on the nearby
400. He shot at the officers pursuing him, police said,
but none of those officers were hurt.
During the chase, the suspect crashed into another
vehicle. OPP Sgt. Peter Leon said there was a number
of collisions, with significant property damage,
but no serious injuries.
Jarvis stopped somewhere on Highway 400 near Rutherford
Road and, as officers approached, again allegedly
opened fire on them before taking off.
Police from Toronto and other areas used spike
strips which deflated the getaway car’s tires. Jarvis
was surrounded on Highway 400 near Highway 11,
ran into the bushes, and eventually surrendered.
Insp. Colin Greenaway said Jarvis showed “absolutely
no remorse” during the arrest and was “angered
and belligerent.”
Amrit Mangat celebrates
Seniors Month
Indians positive, Canadians
negative about Trump: Survey
Amrit Mangat with seniors.
MISSISSAUGA: With June being designated
as Seniors Month in Ontario, Mississauga–Brampton
South Amrit Mangat
joined seniors in celebrations at Neebin
Park in Mississauga last Friday.
She spoke about what the provincial
government is doing for seniors.
The MPP said the Ontario government
is proposing to provide seniors above 65
with a new Ontario Seniors Public Transit
Tax Credit.
To improve the care and quality of life
for those living in long-term care, Mangat
said the government is encouraging operators
to redevelop more than 30,000 beds.
The Canadian Parvasi
TORONTO: Under President
Donald Trump, Indians view
the US very positively but Canadians
think unfavourably of
America.
A latest survey of 37 countries
by Pew Research shows
that 40 percent Indians view
the US positively under President
Trump. Only 9 percent
Indians think negatively of the
US even as 42 percent express
no opinion.
However, 51 per cent Canadians
think negatively of the
US under President Trump
while about 43 percent view
their neighbour to the South
positively.
The Canadian antipathy towards
the US is the deepest in
almost 35 years and it has all to
Modi with Trump and his wife Melania at the White House
do with President Trump.
Even under President
George W. Bush, who was very
unpopular in Canada, 55 percent
Canadians thought positively
about the US.
But when it comes to the
American people, 65 percent
Canadians think positively of
them. About 56 percent Indians
also view the American people
positively.
Interestingly, it is Sweden
where 80 people think positively
of the American people
but only 10 percent approve of
President Trump.
Muslim countries Jordan
(82 percent) and Turkey (79
percent) rank the highest in
their dislike for the US under
President Trump.
At 84 percent, Vietnam is
the country where the US is
most liked under President
Trump. Over 81 percent Israelis
also view the US positively
under Trump.
In Mexico with which
Trump wants to build a wall
to stop illegal immigration,
95 percent people think negatively
of the US and 90 percent
Mexicans want no wall.
As for Trump as a person,
the survey shows that 92 per
cent people think he is arrogant,
78 per cent think he is
intolerant, and 72 per cent perceive
him to be dangerous.
Despite controversies, Peel Police chief
Jennifer Evans gets 2-year extension
The Canadian Parvasi
MISSISSAUGA: Despite
controversies and public
opposition to her policing
policies, Peel Regional Police
chief Jennifer Evans
will keep her job for two
more years.
Peel Police Services
Board on Tuesday gave
the green light to renew
her contract for two more
years till October 2019.
In a Peel Police Services
Board statement,
its chairman Chair Amrik
Singh Ahluwalia said,
"After careful consideration
and deliberation,
the Board voted to accept
Chief Evans’ request for a
2-year renewal of her employment."
Ahluwalia added, "We
look forward to working
with Chief Evans for the
next two years as we continue
to modernize policing
in Peel."
Jennifer Evans, who
has been the police chief
since 2012, said she was
"excited for the opportunity"
to continue to lead Peel
Regional Police for two
more years.
"I would like to thank
all of our employees and
the community for their
unwavering support and
dedication to our Service.
I am very proud to have
such a strong team behind
me," the police chief said
in a statement.
Peel Regional Police chief Jennifer Evans shaking hands with a young resident.
I continue to be
inspired by the hard
work and dedication
of the men and women
of the Peel Regional
Police, as well as the
community we serve.
I remain committed
to working with our
community, the Peel
Police Services Board
and all employees of
Peel Regional Police.
Jennifer Evans, Peel
Regional Police chief
She said, "During the
next two years we will continue
to build on our successes
and work together
to achieve the objectives
set in our 2017-2019 Strategic
Plan. Our focus will be
on achieving Community
Safety Together, a Professional,
Diverse and Supportive
Workplace while
providing Quality Service
and Fiscal Responsibility.
I have no doubt we will exceed
expectations."
Praising her men
and women, Chief Evnas
said, "I continue to be inspired
by the hard work
and dedication of the men
and women of the Peel Regional
Police, as well as the
community we serve. I remain
committed to working
with our community,
the Peel Police Services
Board and all employees of
Peel Regional Police."
Last October, community
groups in Brampton
mounted calls for the police
chief to resign over the
race-specific carding - also
known as street checks.
But Jennifer Evans
defended the practice as
an invaluable tool in policing
even as data showed
that black people were
three times more likely
to become victims of the
policy.
Chief Jennifer Evans
had also turned down a request
by Peel Police Services
Board to stop the carding
practice, saying that
the board had no control
over operational issues.

but he recalls
his first broken love affair
very well when he was just
16. He says she was twotiming
him and the affair
failed to take off.
“I was 16 and there was
this girl I really liked, but
I could never muster the
courage to tell her that. I
was scared she would say
no. She dated two of my
friends and it didn’t work
out (with either of them).
She was a friend to me, but
never liked me romantically.
When others dated
She never got to know of
“She must have noticed
(that I was in love
he says. Salman has been
The super star adds,
“She had an erratic dog she
couldn’t control. That dog
once bit me. I had barely
raised my hand (at it) and
she yelled at me. That was
Without naming the
girl, he says, “She doesn’t
like me, her dog doesn’t
like me and her family
comes a lot later.
I was sad for a few days
and it felt like life was
coming to an end. Today, I
thank God. Till this day, I
don’t take her name. I am
sure she is happy. I haven’t
seen her in 35 years.”
Since then Salman has
seen and dated some of the
ended in marriage for
Non-Resident Indian
(NRI) in a
layman's language
means an Indian who lives
abroad. However, as per
law, it is quite confusing
as different laws give different
definitions for the
same. The term NRI is
defined under the Income
Tax Act, 1961(IT) and the
Foreign Exchange Management
Act, 1999 (FEMA)
for applicability of respective
laws. However, it
should be borne in mind
in clear terms that status
of a person as NRI or not is
a comparative status that
is earned with one's intention
and period of stay outside
India in a particular
year and thus can change
as per circumstances of
each person on year to year
basis. At the same time at
present, thereis no specific
central or state act at present
that deals with NRIs.
We would like to examine
in details eligibility of this
important term under the
Central Act:
NRI as described in
FEMA 1999
NRI is defined under
FEMA as a person resident
outside India who is either
a citizen of India or is a
Person of Indian Origin
(PIO).
"Person resident outside
India" is defined indirectly
to mean a person who is
not resident in India. "Person
resident in India" is a
person residing in India
for more than 182 days in
the Preceding Financial
Year. FEMA also excludes
person moving out of India
for employment or business
from the category of
Resident. Similarly, it also
excludes a person coming
as tourist/visitor from the
category of Resident.
As per the definition, there
is also a requirement of
physical stay for more
than 182 days in India in
the Preceding Financial
Year.
NRI under Income
Tax Act,1961
The definition of "Residence
in India" under Section
6 of the IT Act is as
Who are NRI
(Non-Resident Indians)?
follows:
(1) An individual is said to
be resident in India in any
previous year if he-
(a) is in India in that year
for a period or periods
amounting in all to one
hundred and eighty-two
days or more; or
(b) having within the four
years preceding that year
been in India for a period
or periods amounting in all
to three hundred and sixtyfive
days or more is in India
for a period amounting
to theperiod in all to sixty
days or more in that year.
The IT Act determines the
tax status of the individual
and any Indian citizen who
does not meet the criteria
of "Residence in India" as
an NRI for paying income
tax. To be a resident of India,
one requires staying
in India for more than 182
days in a financial year.
Difference between Resident
definition under Income
Tax Act and FEMA
• "Financial Year" is not
defined under FEMA, but
by convention, it is assumed
to refer to 1st April
to 31st March. In Income
Tax Act, the financial year
is defined as referred.
• Income-tax Act considers
the physical presence
of a person in the current
Financial Year, whereas
FEMA considers the physical
presence of a person in
the preceding Financial
Year.
• The major distinction
between IT and FEMA
provisions for defining
NRI is that for IT Act, the
purpose of stay in India or
abroad is not the relevant
and residential status is
determined only by the duration
of stay in India.
From the above, it is clear
that property matter such
as acquisition or transfer
falls under the domain of
FEMA whereas matter relating
to filing of income
tax return, capital gain
and repatriation of the
money falls under Income
Tax Act under the supervision
of Reserve Bank of India.
Thus, we have to apply
the relevant law in specific
situations.
What Rights Indian Extinguish on Acquiring Foreign Citizenship?
We need to have a critical view of the disadvantages upon such acquisition put up as
under:
Disadvantages
1. One has to surrender an Indian passport and have to renounce Indian citizenship.
2. OCI/PIO do not enjoy political rights in India meaning thereby have no right to
vote or cannot run for any political office.
3. OCI/PIO cannot be posted to any public sector, Government or judicial appointments.
4. OCI/PIO/NRI of any category is not allowed to acquire agricultural land or plantation
land in India. The only inherited transfer is allowed. However, transfer by
gift or purchase from the close relative of the inherited property is not allowed.
5. Foreign citizens of Indian origin have to pay higher fees for their children education
in school/colleges against NRI reserve seats.
6. Travel to restricted areas will require special permission to travel.
7. Visa for India and registration with FRRO is also required which can be got
relaxed by getting OCI status.
8. The minor children of an Indian acquiring foreign citizenship also automatically
lose their Indian citizenship. The Indian nationality law follows the citizenship
by "right of blood" as opposed to citizenship by "right of birth" within the territory.
The acquisition of the agricultural land and public employment are the two
core issues which need to be looked into both by the Indian Government and
NRIs. Most of the NRIs residing world over do not know the present law that
prohibits such acquisition or don't want to follow it for a reason best known to
them. The desire for land in motherland is an issue which is so dear to some of
the NRIs even today. The government must look into it as innocent people are
being caught in a vicious circle by ignorance or otherwise and later have to face the
complaints of own relatives who do keep an eye on such properties and watch the
activities of NRIs with interest.
India's Diaspora Tops in World Market
Immigration of people
from underdeveloped
countries to developed
countries is a continuous
economic process that people
undertake in search of
employment and a better
standard of living. According
to the latest figure released
by the specialised
agency on international
migration, at least 244 million
are residing in a country
other than where they
were born.
It is a matter of proud
that India has emerged
as a world leader in immigration
with 16 million
people from India living
outside the country. This
information is based on
survey report which has
been prepared for the year
2015 by UN Department of
Economic of Social Affairs
(DESA) on international
migration trends.
The achievement
speaks of India's hold in
term of a world leader
about the human resource
to other world countries
both in the technical and
non-technical sphere. As
we know, well-managed
migration brings important
benefits to countries
of origin and destination
both, besides migrants and
their families. The important
findings of the year
2015 UN survey report are
as follows:
• The number of international
migrants reached
244 million in 2015 for
the whole world which
is over 41% in contrast
to 2000.
• Out of 244 million, nearly
two third of international
migrants live in
Europe (76 million) or
Asia (75 million).
• India tops the world in
term of migration followed
by Mexico and
Russia. In 2015, 16 million
people from India
were living outside
their country followed
by Mexico with over
12 million residing outside
their country. Other
countries with large
Diaspora included are
Russia, China, Bangladesh,
Pakistan and
Ukraine.
• The world's Diasporas
include a large number
of 20 million refugees.
• Two-thirds of all international
migrants were
living in only 20 countries
with the US topping
the list where 19
per cent of all migrants
lived. Other countries
that followed included
Germany, Russia, Saudi
Arabia, United Kingdom,
and UAE.
