Councillors, I’d like to<br />

welcome you to the<br />

summer edition <strong>of</strong><br />

Divercity.<br />

The lead up to<br />

summer has been a<br />

busy time for us. We<br />

are an enthusiastic<br />

Council and are keen<br />

to get on with the<br />

job <strong>of</strong> representing the community.<br />

For me, it is an honour and a privilege to have<br />

been elected by my fellow Councillors as Mayor<br />

and to serve the community in this role.<br />

I am pleased also to have the support <strong>of</strong> my<br />

Deputy Mayor, Cr Serge Thomann.<br />

The Councillors and I are committed to<br />

working together and we have a strong interest<br />

in ensuring the community are well informed<br />

and engaged.<br />

This magazine is a great way to stay informed as<br />

is our website. We are on Facebook and Twitter<br />

too, so feel free to join in a conversation with<br />

others. You can also go to our ‘Have Your Say’<br />

website that has a variety ways to get involved<br />

in a range <strong>of</strong> local projects through surveys,<br />

discussion forums, polls, questions, videos and<br />

more.<br />

Summer is a very active time in <strong>Port</strong> <strong>Phillip</strong>.<br />

Our foreshore plays host to great events like<br />

fun runs, triathlons, beach volleyball and the<br />

Pride March. The centre pages <strong>of</strong> Divercity has a<br />

program <strong>of</strong> events, including details <strong>of</strong> any road<br />

closures.<br />

We are asking everyone to help continue the<br />

campaign against litter on our beaches too.<br />

Please remember to keep cigarette butts and<br />

glass <strong>of</strong>f the beach – both to keep them clean<br />

and make them safer. Council will have special<br />

teams working to keep the municipality clean<br />

and a cleaning machine will be working on the<br />

beaches every day to help keep them free <strong>of</strong><br />

litter.<br />

We hope you enjoy your summer and we wish<br />

you a happy and healthy festive season and look<br />

forward to sharing 2013 with you.<br />

The <strong>City</strong> <strong>of</strong> <strong>Port</strong> <strong>Phillip</strong> respectfully acknowledges<br />

the Yalukit Wilam Clan <strong>of</strong> the Boon Wurrung.<br />

We pay our respect to their Elders, both past and<br />

present. We acknowledge and uphold their<br />

continuing relationship to this land.<br />

The first data released from last year’s Census provides<br />

a numerical snapshot <strong>of</strong> our community and the<br />

opportunity for insight and comparison to other parts<br />

<strong>of</strong> Melbourne and Australia.<br />

On census night 2011, <strong>Port</strong> <strong>Phillip</strong> recorded a population <strong>of</strong><br />

91,526. The city experienced an increase in population <strong>of</strong><br />

7.7 per cent from 2006-2011. The largest changes between<br />

2006–2011 were in the age group five to 11 years (+819 persons), 18 to 24 years<br />

(-431 persons), 35 to 49 years (+1942 persons) and 60 to 69 years (+1545 persons).<br />

The largest change in countries <strong>of</strong> birth between 2006 and 2011 were people born in the<br />

United Kingdom (+853), New Zealand (+638), India (+928), Ireland (+784) and greece<br />

(-104). Overall, 31 per cent <strong>of</strong> the population was born overseas, up by 4 per cent from<br />

2006. and 19.7 per cent were from a non-English speaking background.<br />

The largest non-English speaking countries <strong>of</strong> birth were India 1,899 (+928), greece<br />

1,285 (-104), China 1,175 (+355), Malaysia 741 (+198) and germany 676 (+63).<br />

Compared to greater Melbourne, <strong>Port</strong> <strong>Phillip</strong> continues to have a higher proportion <strong>of</strong><br />

people who speak English only and a smaller proportion <strong>of</strong> those speaking a language<br />

other than English.<br />

The dominant language spoken at home, other than English, was greek, with 3.1 per cent<br />

<strong>of</strong> the population, or 2,873 people speaking this language at home. The largest changes in<br />

the spoken languages <strong>of</strong> the population in the <strong>City</strong> <strong>of</strong> <strong>Port</strong> <strong>Phillip</strong> between 2006 and 2011<br />

were for those speaking Mandarin (+348 persons), French (+346 persons), Hindi (+297<br />

persons), and gujarati (+253 persons).<br />

better in extreme situations if you are well prepared. To help you, Council has<br />

compiled an online guide to preparing for extreme weather.<br />

The site has useful information that will help every household be better prepared for<br />

heatwaves, storms and floods. There’s a guide to creating a home emergency plan, a<br />

contents list for a home emergency kit, a checklist for preparing for storms and<br />

other useful tips.<br />

New rules for jet skis<br />

The public is urged to call the police on<br />

000 if they are concerned about jet skis<br />

breaking the rules on our beaches. all<br />

watercraft (including personal watercraft)<br />

must adhere to a 5 kph speed limit<br />

within 200 metres <strong>of</strong> any beach. New<br />

laws that started in December 2010 also<br />

include swimming only zones around<br />

Sandridge Beach, Middle <strong>Park</strong> Beach,<br />

<strong>Port</strong> Melbourne and South Melbourne<br />

lifesaving clubs, and St Kilda beach<br />

between the pier and marina.<br />

Library closes briefly for<br />

much needed upgrade<br />

The St Kilda Library will close for about<br />

four weeks from Monday 7 January while<br />

the toilets and help desk areas are<br />

refurbished. The library is expected to<br />

reopen on Monday 4 February.<br />

Books can still be returned through the<br />

returns chute in Carlisle Street and online<br />

reservations can be made for items in the<br />

St Kilda collection.<br />

The upgrade includes a new look entry<br />

area, with a ‘concierge’ help-desk. The<br />

other major improvements will be the<br />

refurbishment <strong>of</strong> the public toilets and<br />

the parents’ room with change facilities.<br />

Market set for festive season<br />

Traders at the South Melbourne Market<br />

are gearing up for a fabulous festive<br />

season. With the spectacular new ro<strong>of</strong>, the<br />

market will be drier in the wet and cooler<br />

in the heat. also note in your diaries that<br />

the market will be open for continuous<br />

trading on the six days leading up to<br />

Christmas (19 - 24 December).<br />

The market will also be open all four<br />

days leading up to the New Year,<br />

28 - 31 December.<br />

United for cleaner beaches<br />

You are invited to join the team for cleaner<br />

beaches this summer. Dozens <strong>of</strong> volunteers<br />

have already taken up the cause and are<br />

working with Council to remove litter from<br />

beaches. They are urging you to make the<br />

first move by keeping our streets cleaner.<br />

Beach Patrol 3206 and Beach Patrol 3207<br />

(pictured with the red and blue t-shirts) have<br />

been holding regular beach clean ups for two<br />

and three years respectively. The Coast<br />

Monkeys, a beach running group, combine a<br />

jog along the sand with picking up litter as<br />

they go.<br />

Council is also stepping up efforts to keep<br />

both beaches and streets cleaner. and<br />

<strong>Port</strong> Melbourne Neighbourhood House<br />

will host a decorated bike parade for the<br />

2013 St Kilda Festival. Community centres,<br />

art groups and individuals are invited to<br />

submit a concept and start work on their<br />

own decorated bike (entries close<br />

The Romance<br />

<strong>Luna</strong> <strong>Park</strong> was hugely popular as a place to take a new<br />

beau, and romance <strong>of</strong>ten blossomed under the fairy<br />

lights. In her story, Rose Stone relates her first visit:<br />

The first year <strong>of</strong> the war. A 17 year old girl who had left her family behind her in a small town in<br />

Poland that didn’t even have electricity. A girl who had never been kissed. Out with a boy for the<br />

first time.<br />

…we go to the Big Dipper. The boy says it’s the best... we slow down, almost stop in mid-air. Then like a<br />

whirlwind we descend. Everyone is screaming, I am frightened and screaming, I hang on to the boy, my<br />

arms around his neck, I am holding on tight. Suddenly a warm feeling enfolds my body. It’s like I am<br />

melting. I realise that I am being kissed.<br />

Rose Stone was born in Poland in 1922, and in 1938 at the age <strong>of</strong> 16 she came on her own to<br />

australia with hopes that her family would soon follow. However war broke out and they<br />

perished. She now lives in St Kilda.<br />

The Future<br />

Today, <strong>Luna</strong> <strong>Park</strong> remains a favourite destination for its 800,000 yearly visitors and features<br />

18 rides and attractions, including the great Scenic Railway, the recently restored Carousel, the<br />

spooky ghost Train, the Dodgem Cars and contemporary rides including the Spider, Enterprise<br />

and Pharaoh’s Curse.<br />

Mary Stuart, <strong>Luna</strong> <strong>Park</strong>’s Executive Director reveals what is in store for the coming year.<br />

‘This summer will see <strong>Luna</strong> <strong>Park</strong> hosting a spinning roller coaster and the Power Surge will<br />

return, as well as the Coney Drop ride, the cousin <strong>of</strong> the ride installed at Coney Island,<br />

New York.<br />

‘The focus on renewal <strong>of</strong> art in the <strong>Park</strong> will continue with installation <strong>of</strong> the Palace mosaic by<br />

local artist Pamela Irving.<br />

‘a <strong>Luna</strong> <strong>Park</strong> iPhone app will be launched in December that includes an augmented reality<br />

capacity that will translate yesteryear into the 21st century.<br />

• The world’s first full-length feature film<br />

The Story <strong>of</strong> the Kelly Gang was filmed on<br />

the site <strong>of</strong> <strong>Luna</strong> <strong>Park</strong> in 1906.<br />

• Throughout World War I, <strong>Luna</strong> <strong>Park</strong><br />

added a side-show called Kaiser’s<br />

Kitchen to the Palace <strong>of</strong> Illusions. Visitors<br />

could take their anger out on the<br />

german ‘enemy’ by hurling crockery at<br />

an effigy <strong>of</strong> Kaiser Wilhelm.<br />

• The great Scenic Railway is the oldest<br />

How long have<br />

you worked at <strong>Luna</strong> <strong>Park</strong>? What<br />

was your first job there? Eight and<br />

a half years, operating such rides as<br />

The Carousel and The Sky Rider ferris<br />

wheel. about eight months after<br />

I started, on a beautiful spring day in<br />

March, I got my hands on the brake<br />

handle <strong>of</strong> the red train and underwent<br />

my scenic driver training with my<br />

trainer georgia.<br />

How does it feel to operate the<br />

Great Scenic Railway? The old girl<br />

will also be celebrating her 100th<br />

birthday this year. While I am cruising<br />

around up there I think <strong>of</strong> all the years<br />

and people before me who have made<br />

their living from driving the Scenic<br />

Railway and find myself in quite a<br />

pr<strong>of</strong>ound mood when I am back on<br />

ground level heading to my next ride<br />

to operate.<br />

And what’s code rainbow?<br />

Code rainbow is when a guest has<br />

regurgitated their lunch somewhere<br />

throughout park. We have codes for<br />

most situations in the park. My<br />

favourite is code 12, lunch time!<br />

Apart from the Scenic Railway, do<br />

you have a favourite ride at <strong>Luna</strong><br />

<strong>Park</strong>? Operating the rides for the<br />

smaller children, and seeing the smiles<br />

and bewilderment on their faces can<br />

really melt your heart. My quirky little<br />

thrill is turning on all the park’s lights at<br />

dusk on a hot summer’s day, which<br />

creates a magical atmosphere as the<br />

lights display throughout the night.<br />

Do you have a least favourite job?<br />

That would have to be when you have<br />

to clean up a code rainbow!<br />

What’s the best thing about your<br />

job? We have a great team here and<br />

everybody is friendly. We’re lucky to<br />

have really good management that<br />

makes our jobs more comfortable,<br />

including hot chocolate runs on the<br />

cold nights or handing out Powerade<br />

on the hot days.<br />

The people; a remarkably diverse,<br />

friendly and open community<br />

thrives in albert <strong>Park</strong>. The beach,<br />

lake, beautiful tree-lined heritage<br />

streets, the village shopping strips<br />

with great restaurants and shops<br />

come a close second.<br />

I enjoy running and completed my<br />

first marathon in October. I also<br />

enjoy reading, cooking and eating<br />

great food. and most <strong>of</strong> all the<br />

company <strong>of</strong> my family and friends.<br />

that the previous Council did not<br />

listen to its community on the<br />

CITY-WIDE: Council has adopted a new Domestic animal<br />

Management Plan which includes creating a new fenced <strong>of</strong>f leash area<br />

in Eastern Reserve and trialing a new <strong>of</strong>f-leash area in Middle <strong>Park</strong>.<br />

More than 230 people provided feedback on the plan which focuses<br />

on education for pet owners, pet registration, keeping dogs under<br />

control in shared public spaces, micro chipping, de-sexing and<br />

encouraging people to pick up after their dogs.<br />

Church to showcase local creativity<br />

BALACLAVA: The Holy Trinity anglican Church will be holding its<br />

decorated in a variety <strong>of</strong> themes by local community groups and<br />

members (gold coin donation for adults, children free). The Melbourne<br />

SOUTH MELBOURNE: Residents are set to get a new Pop-Up<br />

miraculously appear in Emerald Hill Place in December, complete with<br />

synthetic grass, park furniture and new plants. Council’s landscape<br />

architects are working on a design to permanently turn this site from<br />

flat pad that can be accessed from the St Kilda Promenade, in front<br />

<strong>of</strong> Beachcombers restaurant. The structure is made from recycled<br />

plastic decking boards that are both durable and sustainable. The<br />

nearest disabled car parking spaces are located in the St Kilda Sea<br />

Children’s centre set to open its doors<br />

ST KILDA: The St Kilda Family and Children’s Centre (SKFCC) is on<br />

track to open in early 2013. The brand new centre is located next to<br />

the Town Hall on Carlisle Street and will provide childcare, early<br />

learning and long day-care, immunisation services, maternal and child<br />

health services, spaces for playgroups and new parent groups. For<br />

avidity, australia’s first social enterprise salon was launched by TV presenter Livinia Nixon in September. In<br />

just six months over 200 people have trained at the salon, gaining industry skills and experience in<br />

hairdressing and makeup. The salon provides training for people who are marginalised, unemployed or<br />

disadvantaged. avidity is an initiative <strong>of</strong> the Inner Melbourne VET Cluster, a not-for-pr<strong>of</strong>it vocational training<br />

education organisation.<br />

Cultural sounds for vision<br />

impaired<br />

Sounds <strong>of</strong> Culture is a weekly group for seniors<br />

who are interested in discussing literature, art,<br />

music and current affairs. The group has spoken<br />

word and piano performances too. It’s inclusive<br />

<strong>of</strong> older people who are experiencing problems<br />

with their vision…hence the emphasis on audio.<br />

Rotary South Melbourne is donating audio<br />

books for the group to enjoy.<br />

It’s a multicultural group with members from<br />

Poland, Russia, Czechoslovakia, Israel, England<br />

and australia, though all speak in English. Cost is<br />

$4.55 including refreshments. Transport can be<br />

provided for members who are vision impaired.<br />

Government plan for Melbourne<br />

State Planning Minister Matthew guy has<br />

released a discussion paper about a new<br />

Metropolitan Planning Strategy. The public are<br />

Give the gift <strong>of</strong> a job in<br />

East Timor<br />

The Friends <strong>of</strong> Suai are seeking your support<br />

for a scholarship scheme to help with jobs and<br />

training in East Timor.<br />

The Community Centre in Suai, supported by<br />

the <strong>Port</strong> <strong>Phillip</strong> friendship agreement, is<br />

currently taking applications from community<br />

members. Employment training is crucial for<br />

rural people. Of the total population,<br />

33 per cent are under 15 years <strong>of</strong> age and a<br />

further 50 per cent aged between 15-30 years.<br />

The East Timor government has proposed an oil<br />

and gas supply based in Suai. The community<br />

hope this will open up new employment<br />

opportunities and the creation <strong>of</strong> local jobs.<br />
