Operator Certification<br />

Board<br />

The Operator Certification Board (OCB)<br />

functions as the certification authority for<br />

the operator certification program as per the<br />

Water Regulations (2002). It is the board’s<br />

responsibility to receive, review, approve, or<br />

deny all applications submitted. There are<br />

three types of applications:<br />

New- This category is for all operators who<br />

are currently NOT certified within<br />

Saskatchewan. In order for this application<br />

to be reviewed, you must provide the board<br />

with a New Application form (you can apply<br />

for more than one area and level on one<br />

application form), copy of your original high<br />

school or GED transcript, a non-refundable<br />

$150.00 application fee, and a copy of your<br />

certification exam results. *Be sure to have<br />

your Job Duties signed off by your<br />

Supervisor or alternate personnel who<br />

can confirm your employment period and<br />

duties list on the application form, or they<br />

will not be accepted.<br />

Renewals- Operator certificates are valid for<br />

a 2 year term. Your certificate term always<br />

starts on the 15th of the month that you<br />

received approval by the board. Your Expiry<br />

date will always be 2 years from that date. All<br />

renewal applications must be filled out<br />

completely; this includes writing down<br />

which CEU courses you attended, the date of<br />

attendance and CEU value. Also, the renewal<br />

application forms must be accompanied<br />

with the $150.00 renewal fee, and<br />

photocopies of any Continuing Educational<br />

Units (CEUs) certificates you have received<br />

within that 2 year term you are renewing. It<br />

is a requirement for all operators in<br />

Saskatchewan to have accumulated 1 CEU<br />

per 2 year term, your application will not be<br />

approved without this CEU and the<br />

supporting documents to show you have<br />

obtained it.<br />

Upgrades- Upgrades can only be requested<br />

by current & active operators. An operator<br />

can upgrade at any time and there is NO FEE<br />

for upgrading or requesting additional levels<br />

and areas of your certification. To apply, you<br />

will need to fill out the upgrade form, submit<br />

EDITOR’S DESK<br />

Water is the very breath of life. Life is just<br />

not possible without water. In water<br />

news around the world things are<br />

literally drying up. All over the United<br />

States there is growing concern over the<br />

lack of water in several states due to<br />

what many are describing as the driest<br />

year on record. As I write this several<br />

communities in California are left with<br />

between 60-120 days of water before<br />

they run out. Indeed how fortunate we<br />

are to live in a province where water is<br />

plentiful.<br />

Here at the SWWA things are good. In<br />

fact things could not be better. We have<br />

kicked off the year with a bang; a new<br />

website is in progress and we are<br />

officially launching with this issue the<br />

SWWA Magazine. What can you expect<br />

in this issue; information on the Permit<br />

to Build or Alter Water Treatment Work,<br />

Minimum Attendance Guidelines for<br />

Remote Monitoring, A case study from<br />

Xylem on the City of Bathurst, and<br />

Information on Types of Applications for<br />

Operator Certification in Saskatchewan. I<br />

expect you will find these articles of<br />

great assistance as you perform your<br />

job.<br />

Every year at the annual SWWA<br />

conference we induct up to three<br />

lifetime members. Lifetime members are<br />

those special individuals who within the<br />

industry who have gone above a<br />

beyond the call of duty. Individuals who<br />

have made a difference; this is a great<br />

recognition for retired members to get<br />

back a bit of what they have given to the<br />

“these awards are<br />

great ways for<br />

communities and<br />

peers to recognize<br />

individuals”<br />

industry. Nomination forms are available<br />

in this edition of the <strong>Pipeline</strong>.<br />

Operators of the Year awards are also<br />

give out each year to individuals who<br />

meet and surpass the criteria for the<br />

awards. Both of these awards are great<br />

ways for communities and peers to<br />

recognize individuals in the industry.<br />

opportunities for our members. If you<br />

As spring approaches, I grow more and<br />

more eager for the grass to be visible I<br />

find myself looking forward to all those<br />

activities that come with spring; fixing<br />

pot holes, repairing roads, and of course<br />

our Annual Golf Tournament in Nipawin<br />

May30, <strong>2014</strong>. I am especially looking for<br />

a repeat on Don Webb’s exploding golf<br />

ball!<br />

You Need a Permit to<br />

Build or Alter Water<br />

Treatment Works<br />

The Water Security Agency leads management of the<br />

province’s water resources to ensure safe drinking water<br />

sources and reliable water supplies for economic,<br />

environmental and social benefits for Saskatchewan<br />

people. The Water Security Agency (WSA) is the prime<br />

regulator of drinking water treatment plant systems in<br />

Saskatchewan. This regulatory role is a crucial part of the<br />

provincial system to ensure safe drinking water to<br />

Saskatchewan communities.<br />

The WSA regulates all municipal “waterworks systems”;<br />

municipal wells connected to an underground<br />

distribution system; any pipeline directly connected to a<br />

municipal waterworks; any pipelines not otherwise<br />

directly connected to a municipal waterworks with at least<br />

15 service connections; and any other waterworks with a<br />

capacity of 18 m3/day. New or altered water treatment<br />

plants, associated water distribution systems and<br />

pipelines (as outlined above) require a Permit to Construct<br />

from the WSA prior to commencing construction.<br />

Obtaining a Permit to Construct helps ensure the finished<br />

work meets provincial regulatory requirements and will<br />

not pose a risk to public drinking water. Obtaining the<br />

permit to construct before starting work also protects the<br />

investment in works by avoiding potential for costly<br />

modifications to the newly constructed works and<br />

reducing the likelihood of compliance actions being<br />

imposed by the WSA. Reviewing applications and issuing<br />

Permits to Construct are tools that the WSA uses to<br />

improve the safety of public drinking water in the<br />

province.<br />

The WSA approves construction of treatment plant<br />

systems on a case-by-case basis by issuing a Permit to<br />

Construct for an individual project. No blanket Permit to<br />

Construct approvals for installation of any type of<br />

treatment plant is given in Saskatchewan. Approvals are<br />

issued subject to compliance with the agency’s Guide to<br />

Waterworks Design, October 2012, EPB 201. Remember<br />

that a permit to construct is required for both new works<br />

and modifications to existing facilities.<br />

Website update<br />

There is currently an information sheet up on our existing<br />

website with all current and upcoming information as it<br />

is confirmed. Our website is in need of some tlc and<br />

updating so SWWA is in the process of reengineering our<br />

website to improve its appearance and most importantly<br />

make it more user friendly for you our members. After<br />

receiving proposals and in person meetings with<br />

prospective web designers we have been working for a<br />

month on this project. We are very excited about this<br />

new website and are currently in the draft shell stage. We<br />

are working diligently to get this task completed quickly.<br />

The new website will be easy to move around and find<br />

the information that you need. We will keep you up to<br />

date on our website progress through the <strong>Pipeline</strong>.<br />

Introduction<br />

We would like to take this opportunity to thank you, the<br />

Saskatchewan Water and Wastewater Association, for your<br />

commitment to and support of our Mvomero Clean Water<br />

for Health Project. This project aims to assist two health<br />

facilities, Mlali Health Centre and Lubungo Dispensary in<br />

the Mvomero District of central Tanzania. The goals of the<br />

project are to provide safe water, improved sanitation and<br />

hygiene education to the 80 out-patients per day as well<br />

as the health clinic staff and the surrounding community<br />

of over 13,000 children, women and men. For this project,<br />

WaterCan is working in partnership with<br />

the local Tanzanian non-governmental<br />

organization, Environmental Conservation,<br />

Water Supply and AIDS Organization<br />

(EWACO).<br />

The following report covers the period<br />

between April 2013 and September 2013<br />

and provides an update on the project’s<br />

key accomplishments to date, upcoming<br />

activities, project highlights, and a photo<br />

gallery.<br />

Project Status<br />

The first stages of the Mvomero Clean<br />

Water for Health Project predominately<br />

consisted of the mobilization and<br />

sensitization of key project stakeholders.<br />

EWACO continues to work closely with the<br />

Mvomero District Council, health clinic staff, community<br />

members and the water and sanitation (WATSAN)<br />

committees at each clinic to ensure that all technical and<br />

training activities are carried out to plan.<br />

The mobilization of key stakeholders and their<br />

subsequent participation and training is vital for the<br />

sustainability of the project. To date, six stakeholder<br />

meetings have been conducted to clearly outline their<br />

roles and responsibilities. Additionally, six community<br />

meetings (involving over 140 community members) have<br />

been held in the villages that surround both Mlali Health<br />

Centre and Lubungo Dispensary. These meetings expose<br />

community members to the project and highlight their<br />

role in the implementation of activities. Community<br />

meetings also consist of hygiene education and<br />

promotion, emphasizing the importance of improving<br />

household-level hygiene practices.<br />

Related to the mobilization stage of the project is the<br />

development of the WATSAN committees at each health<br />

clinic. Two WATSAN committees were created and trained<br />

in hygiene awareness and promotion activities at the<br />

beginning stages of the project to<br />

assist with the community meetings<br />

and the community outreach<br />

activities. The WATSAN committee<br />

training focuses on: hand washing,<br />

solid waste management, personal<br />

hygiene, human waste<br />

management and disposal, hygiene<br />

messages and operation and<br />

maintenance of new water and<br />

sanitation facilities. The WATSAN<br />

committees work with EWACO staff<br />

to conduct community training and<br />

outreach. Outreach activities place<br />

special emphasis on reaching<br />

vulnerable populations, including<br />

the elderly, those with physical<br />

disabilities and those living with<br />

HIV/AIDS.<br />

This stage of the project also saw the construction of two<br />

30,000 litre rainwater harvesting tanks, one at Mlali Health<br />

Centre and one at Lubungo Dispensary. At this time,<br />

construction on the rainwater harvesting tanks is nearing<br />

completion. Additionally, two 1,000 litre first flush tanks<br />

have been constructed and are connected to both<br />

rainwater harvesting tanks. A first flush device acts as a<br />

filter for the rainwater that is collected from the roofs of<br />

the health clinics. Gutters were also installed at each<br />

health facility to feed the new rainwater harvesting tanks.<br />

Upcoming Activities (November 2013 – June <strong>2014</strong>)<br />

• Completion of the rainwater harvesting tanks at both<br />

Mlali Health Centre and Lubungo Dispensary<br />

• Construction of Ventilated Improved Pit Latrine (VIP)<br />

blocks at both health clinics. Each health clinic will have<br />

two latrine blocks, one three door stance for men and one<br />

five door stance latrine for women<br />

• Construction of laundry facilities at both health clinics<br />

• Construction of a waste incinerator<br />

at Lubungo Dispensary and the<br />

rehabilitation of the existing waste<br />

incinerator at Mlali Health Centre<br />

• Facilitation of additional hygiene<br />

awareness outreach activities in<br />

the surrounding communities<br />

• Training in operation and<br />

maintenance<br />

• Handover of all completed facilities to<br />

stakeholders<br />

• Follow-up monitoring and evaluation by<br />

EWACO staff<br />

Highlight<br />

Mlali Health Centre, Mvomero District<br />

In June 2013, WaterCan’s International Program<br />

Manager, Kyla Smith, made a monitoring visit to<br />

Tanzania to evaluate the progress of the Mvomero<br />

Clean Water for Health Project. While there Kyla<br />

met with EWACO staff along with the health clinic<br />

staff and coordinators. On a visit to Mlali Health Centre, Kyla met with the<br />

Health Officer, Village Executive Officer, Village Chairperson and the Education<br />

Officer for Mlali Ward.<br />

The Mlali Health Centre staff mentioned that during their meetings with the<br />

WATSAN committees and community members everyone was in great<br />

anticipation of the new water and sanitation facilities. The existing conditions<br />

were so poor that all stakeholders are fully invested in the project and wish to<br />

see it to a successful completion. Community members also recognized how<br />

important maintenance and operation of the new facilities are for the<br />

improvement of the health clinic environments and to the health of all staff,<br />

patients and surrounding communities.<br />

Lubungo Dispensary, Mvomero District<br />

The visit left a lasting impression on Kyla as she was able to see how critical the<br />

activities of the Clean Water for Health program are for health facilities like Mlali. The<br />

dire need for water and sanitation at Mlali Health Centre was very apparent during her<br />

visit. Seeing the commitment of all project stakeholders is an encouraging sign that<br />

the Mvomero Clean Water for Health Project will have long lasting success.<br />

Automated/Unattended Water Distribution Only<br />

System<br />

A ‘water distribution only’ system is described as a system<br />

where there is no water treatment and the treated water<br />

source is intended to be potable from another regulated<br />

waterworks. A water distribution only system may have line<br />

pressure booster stations and the ability to adjust processes<br />

such as disinfection chemicals. The scope of this section is<br />

for rural water pipelines covering large distances, excluding<br />

municipal or private systems serving concentrated<br />

populations (subdivisions, etc.).<br />

The certified operator(s) or designate (minimum Small<br />

Water System (SWS), Class I),) must visit the waterworks<br />

a minimum of one time per week with no more than six<br />

days between visits. The operator(s) shall remain<br />

informed continually of the waterworks system<br />

operation via remote monitoring to ensure proper<br />

operation of the system.<br />

The facility and certified operator must comply with all<br />

regulatory requirements.<br />

Class III and IV distribution/pipelines system will be<br />

reviewed by the Water Security Agency (WSA) on a<br />

case-by-case basis for visitation reduction eligibility.<br />

Automated/Unattended Water Treatment Facility<br />

This applies to groundwater, surface water and GUDI<br />

(Groundwater Under Direct Influence of surface water)<br />

waterworks systems that are SWS, Class I, or Class II with<br />

continuous remote monitoring and the ability to adjust and<br />

control the treatment process.<br />

Groundwater Under Five Hundred Population<br />

The certified operator(s) or designate (minimum SWS,<br />

Class I), must visit the waterworks a minimum of two (2)<br />

times per week, with no more than three (3) days<br />

between such visits. The operator(s) shall remain<br />

informed continually of the waterworks system<br />

operation via remote monitoring to ensure proper<br />

operation of the system.<br />

The facility and certified operator must comply with all<br />

regulatory requirements.<br />

Class III and IV water treatment systems will not be<br />

eligible for reduced on-site visitation.<br />

Surface Water, GUDI and Large Groundwater Systems<br />

The certified operator(s) or designate (minimum SWS,<br />

Class I ), must visit the waterworks a minimum of three<br />

times per week, with no more than two days between<br />

such visits. The operator(s) shall remain informed<br />

continually of the waterworks system operation via<br />

remote monitoring to ensure proper operation of the<br />

system.<br />

The facility and certified operator must comply with all<br />

regulatory requirements.<br />

Class III and IV water treatment systems will not be<br />

eligible for reduced on-site visitation.<br />

Automated/Unattended Wastewater Collection<br />

Systems<br />

A wastewater collection system is described as a system<br />

where there is no wastewater treatment. They consist of<br />

collection lines and lift stations.<br />

Automated/Unattended Wastewater<br />

Treatment Facility<br />

With more communities opting for small<br />

mechanical wastewater treatment plants that<br />

are fully automated and operable by remote<br />

monitoring/process control, inclusion in<br />

automated/unattended guidelines is<br />

necessary. This applies to wastewater works<br />

systems that are SWWS, Class I, and Class II, and<br />

(subject to review by the WSA) Class III, with<br />

continuous remote monitoring and the ability<br />

to adjust and control the treatment process.<br />

The certified operator(s) or designate<br />

(minimum Class I), must visit the<br />

wastewater works a minimum of three (3)<br />

times per week, with no more than two (2)<br />

days between such visits. The operator(s)<br />

shall remain informed continually of the<br />

wastewater works system operation via<br />

remote monitoring to ensure proper<br />

operation of the system.<br />

The facility and certified operator must<br />

comply with all regulatory requirements.<br />

Class IV wastewater treatment systems<br />

will not be eligible for reduced on-site<br />

visitation.<br />

Additional site specific requirements may<br />

apply to situations where a continuous<br />

effluent discharge is employed or where<br />

effluent discharges are released to<br />

sensitive receiving environments. Please<br />

The areas that can be applied for are Small Water<br />

down into 4 different levels, Class 1 -4. It is very<br />

important that when you are submitting an<br />

application that you choose which area and level you<br />

wish to apply for as well as to review the requirements<br />

for each level. Each has its own set of requirements<br />

that need to be met. These requirements are all listed<br />

within the Saskatchewan Water and Wastewater Works<br />

The City of Bathurst in New Brunswick,<br />

Canada, was facing<br />

mounting challenges at their sewage lift station related<br />

to pumps clogging with fibrous material,<br />

which also in-<br />

creased energy use.<br />

By installing Flygt N-pump technolo-<br />

gy, zero incidents of clogging were e reported over the first<br />

year of operation,<br />

and monthly energy costs were reduced<br />

by an average age of<br />

31 percent.<br />

The Challenge: Fibrous Clogs<br />

In the spring of<br />

2012,<br />

a sewage lift station tion in the City of<br />

Bathurst was requiring monthly servicing to pull the pumps<br />

and remove thick fibrous clogs.<br />

Although the city’s utility had<br />

a service truck with a lift,<br />

each service call required the rental<br />

of a boom truck due to the weight of<br />

the pumps undergoing<br />

maintenance.<br />

The clogging issues worsened month by month wher eby<br />

clogging increased to once per week and then finally to up<br />

to twice per week. This resulted in incredibly high labor and<br />

outside service costs to the utility.<br />

There were also issues with<br />

soft starters ters failing,<br />

resulting in two replacements of<br />

starters<br />

within an 18-month period. Winding tests on the utility’s ex-<br />

isting pumps showed early deterioration tion of<br />

the stators due to<br />

overheating.<br />

The city was faced with a decision to make on whether to<br />

continue to service the failing pumps or look for an alternative.<br />

The Solution: The Flygt N-Pump with TotalCare Services<br />

CRITERIA:<br />

Any person who has been an active member of SWWA for at least 15 years, and is retired from active<br />

employment can apply or be nominated for a Life membership. The application must be received by the<br />

Board of Directors in writing at least five months in advance of the annual conference awards banquet. The<br />

nominee shall be notified in writing of the board's decision at least three months in advance of the annual<br />

conference awards banquet. The applicant must have demonstrated extraordinary service and have been<br />

dedicated to the aims and goals of SWWA and its membership. The maximum number of life memberships<br />

awarded each year is three.<br />

This membership category allows the benefactor the same participation privileges as a regular member of<br />

the association at no cost, including receiving the SWWA <strong>Pipeline</strong> newsletter, without having to meet the<br />
