Operator Certification
Board
The Operator Certification Board (OCB)
functions as the certification authority for
the operator certification program as per the
Water Regulations (2002). It is the board’s
responsibility to receive, review, approve, or
deny all applications submitted. There are
three types of applications:
New- This category is for all operators who
are currently NOT certified within
Saskatchewan. In order for this application
to be reviewed, you must provide the board
with a New Application form (you can apply
for more than one area and level on one
application form), copy of your original high
school or GED transcript, a non-refundable
$150.00 application fee, and a copy of your
certification exam results. *Be sure to have
your Job Duties signed off by your
Supervisor or alternate personnel who
can confirm your employment period and
duties list on the application form, or they
will not be accepted.
Renewals- Operator certificates are valid for
a 2 year term. Your certificate term always
starts on the 15th of the month that you
received approval by the board. Your Expiry
date will always be 2 years from that date. All
renewal applications must be filled out
completely; this includes writing down
which CEU courses you attended, the date of
attendance and CEU value. Also, the renewal
application forms must be accompanied
with the $150.00 renewal fee, and
photocopies of any Continuing Educational
Units (CEUs) certificates you have received
within that 2 year term you are renewing. It
is a requirement for all operators in
Saskatchewan to have accumulated 1 CEU
per 2 year term, your application will not be
approved without this CEU and the
supporting documents to show you have
obtained it.
Upgrades- Upgrades can only be requested
by current & active operators. An operator
can upgrade at any time and there is NO FEE
for upgrading or requesting additional levels
and areas of your certification. To apply, you
will need to fill out the upgrade form, submit
EDITOR’S DESK
Water is the very breath of life. Life is just
not possible without water. In water
news around the world things are
literally drying up. All over the United
States there is growing concern over the
lack of water in several states due to
what many are describing as the driest
year on record. As I write this several
communities in California are left with
between 60-120 days of water before
they run out. Indeed how fortunate we
are to live in a province where water is
plentiful.
Here at the SWWA things are good. In
fact things could not be better. We have
kicked off the year with a bang; a new
website is in progress and we are
officially launching with this issue the
SWWA Magazine. What can you expect
in this issue; information on the Permit
to Build or Alter Water Treatment Work,
Minimum Attendance Guidelines for
Remote Monitoring, A case study from
Xylem on the City of Bathurst, and
Information on Types of Applications for
Operator Certification in Saskatchewan. I
expect you will find these articles of
great assistance as you perform your
job.
Every year at the annual SWWA
conference we induct up to three
lifetime members. Lifetime members are
those special individuals who within the
industry who have gone above a
beyond the call of duty. Individuals who
have made a difference; this is a great
recognition for retired members to get
back a bit of what they have given to the
“these awards are
great ways for
communities and
peers to recognize
individuals”
industry. Nomination forms are available
in this edition of the Pipeline.
Operators of the Year awards are also
give out each year to individuals who
meet and surpass the criteria for the
awards. Both of these awards are great
ways for communities and peers to
recognize individuals in the industry.
Moving to a magazine brings with it
opportunities for our members. If you
know of something that would make an
interesting article; please do not
hesitate to contact myself by email at
glokel@sasktel.net or Calle at the SWWA
office by phone (306) 668-1278 or by
email office@swwa.ca.
We want you! Calling all aspiring
photographers; if you have a photo that
is funny, interesting, or a made you look
moment we would love to have you
sent us a copy. For the next issue we are
looking for photos from the Nipawin
golf tournament coming up at the end
of May.
As spring approaches, I grow more and
more eager for the grass to be visible I
find myself looking forward to all those
activities that come with spring; fixing
pot holes, repairing roads, and of course
our Annual Golf Tournament in Nipawin
May30, 2014. I am especially looking for
a repeat on Don Webb’s exploding golf
ball!
You Need a Permit to
Build or Alter Water
Treatment Works
The Water Security Agency leads management of the
province’s water resources to ensure safe drinking water
sources and reliable water supplies for economic,
environmental and social benefits for Saskatchewan
people. The Water Security Agency (WSA) is the prime
regulator of drinking water treatment plant systems in
Saskatchewan. This regulatory role is a crucial part of the
provincial system to ensure safe drinking water to
Saskatchewan communities.
The WSA regulates all municipal “waterworks systems”;
municipal wells connected to an underground
distribution system; any pipeline directly connected to a
municipal waterworks; any pipelines not otherwise
directly connected to a municipal waterworks with at least
15 service connections; and any other waterworks with a
capacity of 18 m3/day. New or altered water treatment
plants, associated water distribution systems and
pipelines (as outlined above) require a Permit to Construct
from the WSA prior to commencing construction.
Obtaining a Permit to Construct helps ensure the finished
work meets provincial regulatory requirements and will
not pose a risk to public drinking water. Obtaining the
permit to construct before starting work also protects the
investment in works by avoiding potential for costly
modifications to the newly constructed works and
reducing the likelihood of compliance actions being
imposed by the WSA. Reviewing applications and issuing
Permits to Construct are tools that the WSA uses to
improve the safety of public drinking water in the
province.
The WSA approves construction of treatment plant
systems on a case-by-case basis by issuing a Permit to
Construct for an individual project. No blanket Permit to
Construct approvals for installation of any type of
treatment plant is given in Saskatchewan. Approvals are
issued subject to compliance with the agency’s Guide to
Waterworks Design, October 2012, EPB 201. Remember
that a permit to construct is required for both new works
and modifications to existing facilities.
Please call 306-787-6504 and ask to speak to an Approval
Engineer in the Environmental and Municipal
Management Services Division, if you require further
information.
Introduction
We would like to take this opportunity to thank you, the
Saskatchewan Water and Wastewater Association, for your
commitment to and support of our Mvomero Clean Water
for Health Project. This project aims to assist two health
facilities, Mlali Health Centre and Lubungo Dispensary in
the Mvomero District of central Tanzania. The goals of the
project are to provide safe water, improved sanitation and
hygiene education to the 80 out-patients per day as well
as the health clinic staff and the surrounding community
of over 13,000 children, women and men. For this project,
WaterCan is working in partnership with
the local Tanzanian non-governmental
organization, Environmental Conservation,
Water Supply and AIDS Organization
(EWACO).
The following report covers the period
between April 2013 and September 2013
and provides an update on the project’s
key accomplishments to date, upcoming
activities, project highlights, and a photo
gallery.
Project Status
The first stages of the Mvomero Clean
Water for Health Project predominately
consisted of the mobilization and
sensitization of key project stakeholders.
EWACO continues to work closely with the
Mvomero District Council, health clinic staff, community
members and the water and sanitation (WATSAN)
committees at each clinic to ensure that all technical and
training activities are carried out to plan.
The mobilization of key stakeholders and their
subsequent participation and training is vital for the
sustainability of the project. To date, six stakeholder
meetings have been conducted to clearly outline their
roles and responsibilities. Additionally, six community
meetings (involving over 140 community members) have
been held in the villages that surround both Mlali Health
Mvomero
Clean Water for
Health Project
Mvomero District, Tanzania
Midterm Report Prepared by WaterCan for the Saskatchewan Water and Wastewater Association
Centre and Lubungo Dispensary. These meetings expose
community members to the project and highlight their
role in the implementation of activities. Community
meetings also consist of hygiene education and
promotion, emphasizing the importance of improving
household-level hygiene practices.
Related to the mobilization stage of the project is the
development of the WATSAN committees at each health
clinic. Two WATSAN committees were created and trained
in hygiene awareness and promotion activities at the
beginning stages of the project to
“The existing
conditions were
so poor that all
stakeholders are
fully invested in
the project and
wish to see it to
a successful
completion”
assist with the community meetings
and the community outreach
activities. The WATSAN committee
training focuses on: hand washing,
solid waste management, personal
hygiene, human waste
management and disposal, hygiene
messages and operation and
maintenance of new water and
sanitation facilities. The WATSAN
committees work with EWACO staff
to conduct community training and
outreach. Outreach activities place
special emphasis on reaching
vulnerable populations, including
the elderly, those with physical
disabilities and those living with
HIV/AIDS.
This stage of the project also saw the construction of two
30,000 litre rainwater harvesting tanks, one at Mlali Health
Centre and one at Lubungo Dispensary. At this time,
construction on the rainwater harvesting tanks is nearing
completion. Additionally, two 1,000 litre first flush tanks
have been constructed and are connected to both
rainwater harvesting tanks. A first flush device acts as a
filter for the rainwater that is collected from the roofs of
the health clinics. Gutters were also installed at each
health facility to feed the new rainwater harvesting tanks.
Upcoming Activities (November 2013 – June 2014)
• Completion of the rainwater harvesting tanks at both
Mlali Health Centre and Lubungo Dispensary
• Construction of Ventilated Improved Pit Latrine (VIP)
blocks at both health clinics. Each health clinic will have
two latrine blocks, one three door stance for men and one
five door stance latrine for women
• Construction of laundry facilities at both health clinics
• Construction of a waste incinerator
at Lubungo Dispensary and the
rehabilitation of the existing waste
incinerator at Mlali Health Centre
• Facilitation of additional hygiene
awareness outreach activities in
the surrounding communities
• Training in operation and
maintenance
• Handover of all completed facilities to
stakeholders
• Follow-up monitoring and evaluation by
EWACO staff
Highlight
Mlali Health Centre, Mvomero District
In June 2013, WaterCan’s International Program
Manager, Kyla Smith, made a monitoring visit to
Tanzania to evaluate the progress of the Mvomero
Clean Water for Health Project. While there Kyla
met with EWACO staff along with the health clinic
staff and coordinators. On a visit to Mlali Health Centre, Kyla met with the
Health Officer, Village Executive Officer, Village Chairperson and the Education
Officer for Mlali Ward.
The Mlali Health Centre staff mentioned that during their meetings with the
WATSAN committees and community members everyone was in great
anticipation of the new water and sanitation facilities. The existing conditions
were so poor that all stakeholders are fully invested in the project and wish to
see it to a successful completion. Community members also recognized how
important maintenance and operation of the new facilities are for the
improvement of the health clinic environments and to the health of all staff,
patients and surrounding communities.
Lubungo Dispensary, Mvomero District
The visit left a lasting impression on Kyla as she was able to see how critical the
activities of the Clean Water for Health program are for health facilities like Mlali. The
dire need for water and sanitation at Mlali Health Centre was very apparent during her
visit. Seeing the commitment of all project stakeholders is an encouraging sign that
the Mvomero Clean Water for Health Project will have long lasting success.
with zero incidents of
clogging reported
The City of Bathurst in New Brunswick,
Canada, was facing
mounting challenges at their sewage lift station related
to pumps clogging with fibrous material,
which also in-
creased energy use.
By installing Flygt N-pump technolo-
gy, zero incidents of clogging were e reported over the first
year of operation,
and monthly energy costs were reduced
by an average age of
31 percent.
The Challenge: Fibrous Clogs
In the spring of
2012,
a sewage lift station tion in the City of
Bathurst was requiring monthly servicing to pull the pumps
and remove thick fibrous clogs.
Although the city’s utility had
a service truck with a lift,
each service call required the rental
of a boom truck due to the weight of
the pumps undergoing
maintenance.
The clogging issues worsened month by month wher eby
clogging increased to once per week and then finally to up
to twice per week. This resulted in incredibly high labor and
outside service costs to the utility.
There were also issues with
soft starters ters failing,
resulting in two replacements of
starters
within an 18-month period. Winding tests on the utility’s ex-
isting pumps showed early deterioration tion of
the stators due to
overheating.
The city was faced with a decision to make on whether to
continue to service the failing pumps or look for an alternative.
The Solution: The Flygt N-Pump with TotalCare Services
Xylem proposed the Flygt N-technology N-3171 pump
(435MT 25HP) to replace the existing competitor’s 20 HP sub-
mersible sewage pumps that were e in service for a little over a
year.
Advantages of Flygt N-technology pumps include clog-
free pumping, an innovative self-cleaning impeller and a flex-
ible and modular design,
which ensures es sustained efficiency.
Flygt N-pumps are also backed by Xylem
TotalCare services
for secure e operations.
