A CHANGING YEAR AND THE YEAR AHEAD<br />

It has certainly been a year of change and not just for SNIPEF. When I took over<br />

the reins from Robert Burgon in May who knew what lay ahead. Who would have<br />

thought <strong>2016</strong> would bring about BREXIT, a new Prime Minister and Donald Trump<br />

as President Elect of the United States. Just as well I am not a betting woman. We are<br />

living in unprecedented times with no proven, tried or tested solutions.<br />

Thinking we know what lies ahead gives<br />

us a degree of reassurance even if what<br />

we expect to happen doesn’t. Looking<br />

ahead, the only thing that seems clear<br />

about the future is that it is hugely<br />

uncertain. It is fair to say that SNIPEF<br />

like its members has challenges ahead<br />

but of course that means there will be<br />

opportunities too.<br />

The current economic conditions<br />

have had a catastrophic effect<br />

on Defined Benefit<br />

pension schemes<br />

and this, together<br />

with the impact<br />

of legislation, is<br />

causing major<br />

concern to many<br />

employers.<br />

Since May,<br />

SNIPEF has been lobbying Government to<br />

change legislation and we are thankful to<br />

all our members who have supported us by<br />

writing to their MPs, MSPs and MLAs. The<br />

unfairness of the legislation has not gone<br />

unnoticed and we are reassured that the<br />

current Pensions Minister wants a solution.<br />

Be assured that we will continue our efforts<br />

during 2017 to bring about this change.<br />

Communication in any organisation<br />

is important but in a trade association<br />

it is the key to success. Understanding<br />

our members’ needs and meeting their<br />

demands is essential. That is why engaging<br />

with members will be at the forefront of<br />

everything we do during 2017. Last month<br />

in response to requests from members<br />

we held a very successful technical event<br />

in Aberdeen. We invited member firms<br />

along to meet with various manufacturers,<br />

and merchant, and to hear from key<br />

stakeholders such as Scottish Water and<br />

Gas Safe regarding recent developments<br />

affecting the Industry. We have received<br />

such positive feedback from the event<br />

that we will be holding further similar<br />

gatherings during 2017, the first of these<br />

we hope to hold in Edinburgh in May.<br />

We are constantly reminded that<br />

we are facing a skills shortage and the<br />

BREXIT situation only makes this worse.<br />

If there is no freedom of labour the UK<br />

needs to invest in training and we need<br />

to do it quickly. The Apprentice Levy<br />

provides a mechanism for this, however,<br />

how the money collected will be passed<br />

to the SMEs that in my experience<br />

recruit apprentices, is not clear. And how<br />

the money will be used in Scotland is<br />

even less clear. For too many years the<br />

Government gave young people the<br />

impression that the only way to secure a<br />

good future was to go to university. This<br />

was a flawed approach and thankfully<br />

many politicians now realise that the<br />

apprenticeship route can be as good, if<br />

not better in terms of securing futures.<br />

During 2017 SNIPEF will drive forward<br />

apprenticeships promoting our industry as<br />

having something to offer everyone.<br />

For the plumbing industry like so many<br />

other areas, learning doesn’t stop once<br />

you have completed an apprenticeship.<br />

The world is constantly changing and you<br />

need to keep ahead of your competitors<br />

and take advantage of opportunities as<br />

they arise; forward-looking businesses<br />

embrace change, learn new skills as well<br />

as consolidate existing ones. SNIPEF<br />

introduced the Approved Certifier of<br />

Construction Scheme in 2010 and since<br />

then has been running courses on Building<br />

Standards, enabling many of our members<br />

to self-certify work that is subject to a<br />

building warrant. We work closely with<br />

Scottish and Northern Ireland Water who<br />

recommend SNIPEF’s Approved Contractors<br />

to members of the public. We are currently<br />

working with both organisations to expand<br />

this scheme in 2017.<br />

These are just a sample of the work<br />

we are currently undertaking and our<br />

ambitions for 2017. Yes, challenges do lie<br />

ahead but there are plenty opportunities<br />

to raise SNIPEF’s profile alongside that of<br />

professional plumbing and our members.<br />

forward to working with you all in the New<br />

Non-compliant imports pose a threat to<br />

safety and the industry<br />

The British Pump Manufacturers Association highlights areas<br />

of concern over illegal pump imports<br />

Our final exit from the EU is still some time<br />

away and there are many questions that<br />

still need to be addressed. A key factor<br />

regarding the success of the ‘vote to leave’<br />

camp was that it was perceived that this<br />

would give us the ability to better control<br />

our borders. This heightened protection<br />

is seen as offering us the opportunity to<br />

control immigration – but this factor is<br />

only one small element within the bigger<br />

border control picture.<br />

Take pumps for example; they may not<br />

be the first things you think of as a target<br />

for non-compliance issues. However, pump<br />

specialists in the UK who are part of the<br />

British Pump Manufacturers Association<br />

(BPMA) have been in active dialogue about<br />

such imports with the NMRO (National<br />

Measurement Regulatory Office) the<br />

authority accountable for such matters.<br />

In recent years, market surveillance has<br />

been a key element in terms of delivering a<br />

fair and efficient EU internal market and to<br />

ensure that products placed on the market<br />

complied with EU regulations and did not<br />

pose any safety or environmental threats for<br />

users and the public at large. All of this was<br />

designed to ensure a level playing field and<br />

fair competition on the market as well as<br />

safeguarding the coherence of the European<br />

regulatory framework, the consistency of<br />

which depends on effective enforcement.<br />

In the UK the responsibility for protecting<br />

us from non-compliant imports falls to the<br />

National Measurement and Regulation Office<br />

whose role is to simplify technical regulation<br />

for the benefit of British business. The BPMA<br />

approached them with growing evidence<br />

relating to the presence of illegal pump<br />

imports entering the UK from other countries,<br />

especially Asia back in 2013. The BPMA,<br />

supported by CEO’s from prominent member<br />

companies, met with senior management of<br />

the NMRO and then subsequently the Better<br />

Regulation Delivery Office (BRDO) in their<br />

role as sponsors of the NMRO to encourage<br />

them to take appropriate action in Market<br />

Surveillance on Circulator Pumps.<br />

To date, despite a variety of approaches<br />

both directly and indirectly to the NMRO<br />

and the BRDO, the situation remains<br />

unchanged with no specific plan to remove<br />

illegal products from the market, indeed<br />

there would appear to be no cohesive<br />

methodology to clearly identify rogue<br />

imports.<br />

There are many concerns regarding these<br />

non-compliant products being available<br />

within our market as they have the capacity<br />

to cost bona fide companies millions of<br />

pounds in lost revenue, thus placing jobs<br />

and hard-earned reputations at risk. Another<br />

area of real concern relates to their safety, as<br />

without proper testing they could present a<br />

safety risk.<br />

The BPMA will not be giving up in seeking<br />

action and currently is using a range of<br />

approaches to key figures within the newly<br />

formed Government to actively engage them<br />

in this debate.<br />

Market surveillance is an important<br />

subject and one that is likely to come under<br />

increasing scrutiny. Moving forward we need<br />

a plan to protect our industries, reputations<br />

and borders from the unscrupulous<br />

exploitation of companies to whom<br />

standards are irrelevant. This stance may not<br />

be as headline grabbing as stopping people<br />

at our border crossings, but has the potential<br />

to make a fundamentally more significant<br />

difference.<br />

Pumps on the face of it may not seem to<br />

be an obvious area of concern. However,<br />

their importance is evident all around us<br />

not only in maintaining internal ambient<br />

temperatures, but also in keeping the wheels<br />

of industry turning, delivering sufficient clean<br />

water to where it is needed and removing<br />

wastewater from where it is not. Protecting us<br />

from rogue pump imports is only one factor<br />

within this Brexit bigger picture. However, if<br />

we were unsuccessful before the vote, how<br />

can we ensure that we are protecting our<br />

borders successfully moving forward?<br />

We all need to start being more<br />

responsible for the areas within which we can<br />

have influence i.e. ensuring the provenance of<br />

any pump systems that we are specifying or<br />

purchasing. The BPMA is committed to bring<br />

pressure to bear on all the agencies charged<br />

with maintaining standards for the greater<br />

good, but we need the support network to<br />

function properly in order to ensure that we<br />

are ready to take advantage of all the new<br />

opportunities that await us.<br />

Updates on grant and loan<br />

funding for domestic heating and<br />

support available for plumbers<br />

There are a number of Scottish<br />

Government funded schemes available<br />

now which offer financial support to<br />

householders wishing to upgrade their<br />

heating systems. In this article, Ian<br />

Cuthbert from the Energy Saving Trust<br />

summarises both the support available<br />

to householders, as well as suppliers<br />

operating in the energy efficiency market<br />

in Scotland.<br />

Improving the energy efficiency of<br />

Scotland’s existing buildings is fundamental<br />

to meeting Scotland’s target of an 80 per<br />

cent reduction in greenhouse gas emissions<br />

by 2050.<br />

Eradicating fuel poverty in Scotland<br />

is also a key target for the Scottish<br />

Government, and in June 2015 they<br />

announced that improving the energy<br />

efficiency of Scotland’s homes and nondomestic<br />

building stock will be designated<br />

a national infrastructure priority. This will<br />

be implemented through Scotland’s Energy<br />

Efficiency Programme (SEEP). With currently<br />

over 500,000 F- and G-rated gas boilers in<br />

Scotland there is clearly potential for boiler<br />

upgrades.<br />

To help meet these targets the Scottish<br />

Government introduced a series of market<br />

support programmes, standards and targets.<br />

These include the Home Energy Efficiency<br />

Programmes for Scotland (HEEPS) schemes,<br />

which provide practical, long-term support<br />

to households that may struggle with rising<br />

fuel bills, and keeping their home warm.<br />

This support includes interest free loans,<br />

with 25% cashback (when combined with<br />

the loan) and equity loans, all administered<br />

by the Energy Saving Trust and which<br />

can be used for measures such as boilers,<br />

insulation and controls.<br />

How much can householders get?<br />

Under the HEEPS Loan scheme, applicants<br />

can borrow up to 75% of their quoted costs,<br />

up to a maximum loan value of £15,000.<br />

In addition to this, applicants can claim a<br />

grant of 25% of their quoted costs, up to a<br />

maximum of £3,750. A Green Deal Advice<br />

Report must be carried out prior to the loan<br />

being approved, of which a grant of up to<br />

£150 can be claimed towards the cost of the<br />

report.<br />

The maximum loan available for gas, LPG<br />

and oil boilers, warm air units and electric<br />

storage heaters is £5,000. Householders can<br />

also claim up to £500 towards ‘secondary<br />

measures’ including cylinder thermostats,<br />

hot water jackets and heating controls<br />

though this must be combined with a<br />

‘primary measure’ such as a new boiler.<br />

There are lots of ways you could make your home<br />

warmer and more energy efficient with an interest free,<br />

unsecured loan of up to £15,000*. Available through<br />

Home Energy Scotland from the Scottish Government<br />

your loan can let you spread the cost of a wide<br />

variety of measures including boilers, insulation<br />

and double glazing.<br />

For a limited time and subject to available funding,<br />

householders are eligible to receive a grant of 25%<br />

of the costs of the work, up to a maximum of £3,750.<br />

You must be able to complete works and claim funding<br />

by 10th March 2017 to benefit from this offer.<br />

The Energy Saving Trust is an impartial organisation<br />

and does not recommend or endorse any particular installer.<br />

Certain measures require a certified installer.<br />

* Successful loans will be subject to an administration fee.


For example if the cost of installing a<br />

gas boiler was £2,500 (inc. VAT) then the<br />

householder would receive £625 (25%)<br />

cashback towards the cost of installing the<br />

boiler with the remaining £1,875 provided<br />

through an interest free loan.<br />

Householders must use a Gas Safe<br />

registered installer (or OFTEC registered for<br />

oil) and they have up to 10 years to pay back<br />

the loan.<br />

For the equity loan scheme the maximum<br />

loan that can be claimed is £40,000 with<br />

at least 45% of the loan used for energy<br />

efficiency improvements (55% or less can be<br />

used for external repairs generally) though<br />

this will depend on the mortgage remaining<br />

on the property.<br />

The scheme is due to launch in winter<br />

<strong>2016</strong>/17 and will operate as a pilot in the<br />

Glasgow City, Argyll and Bute and Perth<br />

and Kinross council areas. An equity loan is<br />

repaid when the property is sold so there<br />

are no ongoing repayments. The amount<br />

repaid is related to how much was borrowed<br />

and the value of the property when it is<br />

next sold. The scheme can be used to fund<br />

energy efficiency improvements, renewable<br />

technologies and certain repairs.<br />

An interest free loan for up to 75% of the<br />

cost of installing a home renewables system<br />

up to £10,000 is also available to your<br />

customers. A whole range of renewables<br />

measures are covered by the Scottish<br />

Government funded loan, including solar<br />

PV, wind turbines, wood fuelled or biomass<br />

boilers, and heat pumps.<br />

Householders wishing to access any<br />

of this funding should call Home Energy<br />

Scotland on 0808 808 2282. In the case of<br />

the equity loans householders can leave<br />

an expression of interest until the scheme<br />

launches.<br />

Support available for your business<br />

Energy Saving Trust also manage the<br />

sustainable energy supply chain programme<br />

on behalf of the Scottish Government which<br />

has been set up to support and develop<br />

businesses providing energy efficiency<br />

products and services in Scotland. This<br />

includes plumbers and we are working<br />

closely with SNIPEF to provide support<br />

to its members. We provide market<br />

insights, events, workshops, email updates,<br />

procurement guidance, and online resources<br />

raising standards in the industry.<br />

The winning firm was described being<br />

“a highly skilled operation with good<br />

evidence of mentoring and multi-skilled<br />

operatives” … “their use of technology<br />

adds value and makes the business<br />

efficient while ensuring good customer<br />

service.”<br />

Wilson Ltd, Inverurie. The nominee said<br />

presenting the award, Fiona Hodgson,<br />

Chief Executive of SNIPEF said:<br />

[Rudi Klein] has campaigned tirelessly<br />

for our industry delivering key messages<br />

to both UK Government and the Devolved<br />

Governments such as fair payment, the<br />

abolition of retention clauses and the<br />

promotion of project bank accounts.<br />

a passion for construction […] this man has<br />

brought more benefit to the industry than<br />

many appreciate or recognise.<br />

demonstrated by the high skill levels of the<br />

award entrants and nominees.<br />

FUNDING AND GRANTS FOR ENERGY<br />

EFFICIENCY IMPROVEMENTS TO PROPERTIES<br />

SNIPEF Technical Officer, Martyn Raine looks at the options available for property<br />

owners and for member companies to access work opportunities, as well as address<br />

the efficiency of their business premises.<br />

There is a range of government<br />

funding available out there for both<br />

domestic and non-domestic situations.<br />

The funding and grants are aimed<br />

at the improvement of properties to<br />

ensure they are more energy efficient.<br />

There has been a recent change to<br />

the Regulation 63 Climate Change Act<br />

(Scotland) 2009 in regard to existing<br />

non-domestic buildings and their<br />

efficiency, the regulation requires nondomestic<br />

building owners to ensure<br />

their buildings are in line with current<br />

efficiency guidelines and upgrade the<br />

measures where required.<br />

The Energy Saving Trust facilitates<br />

several options for different situations:<br />

HEEPS Loan Scheme - A scheme that<br />

allows a home owner or private sector<br />

landlord to improve the efficiency of<br />

their home, the homeowner will need to<br />

have a survey carried out by a Green Deal<br />

Assessor (GDA), the survey will identify<br />

what improvements are needed and what<br />

will be acceptable on the scheme. The<br />

scheme may allow the owner to apply for<br />

up to £15,000 per property or for multi<br />

property landlords up to £100,000 in<br />

total. The repayments can be spread over<br />

the duration of approximately 10 years<br />

depending on loan size and the loan is<br />

interest free. The home owner can then<br />

select a company of their choice to carry<br />

out the upgrade work as long as they are<br />

approved and competent within their<br />

field.<br />

HEEPS Equity Loan Scheme- this is<br />

a pilot scheme running from autumn<br />

<strong>2016</strong> until 31 March 2017 for domestic<br />

properties, if the scheme is successful<br />

it may be extended for another year. As<br />

it is a pilot scheme it is only running in<br />

in selected areas of Scotland (see the<br />

accompanying article by EST, p.7). At least<br />

45% of the loan has to be used on energy<br />

efficiency improvements, up to 55% of the<br />

loan can be used for external repair work<br />

to the property. The Energy Saving Trust<br />

website has some useful guidance.<br />

HEEPS Warmer Home Scheme – this is<br />

a scheme aimed at vulnerable people to<br />

allow them to make their homes more<br />

energy efficient, this includes home<br />

owners and private sector tenants who<br />

have lived in a property for more than 6<br />

months. The scheme can fund wall and<br />

loft insulation, draught proofing, central<br />

heating and renewables. This is again<br />

another great way for your clients to fund<br />

a project in their home.<br />

HEEPS Loan Scheme for Registered<br />

Social Landlords - phase 1 : this scheme<br />

will allow housing associations to loan<br />

between £30,000 and £1 million interest<br />

free over 10 years. The Housing association<br />

or co-operative will be able to use the<br />

loan to bring their properties in line with<br />

Energy Efficiency Standard for Social<br />

Housing (EESHH). Phase 1 is now closed<br />

but there could be another phase once<br />

phase one is processed.<br />

We’ve been looking at loans and<br />

funding aimed towards home owners,<br />

tenants and landlords but what about<br />

you and your business? Energy Saving<br />

Trust can provide small to medium<br />

businesses with loans of between £1000<br />

to £100,000 to help the business to reduce<br />

costs through energy efficiency, material<br />

resource and water efficiency. The loan<br />

is operated through Resource Efficient<br />

Scotland with no set up charges. This is<br />

a tool you could use for clients or even<br />

in your own business premises. Recently<br />

there was a change to Regulation 63 for<br />

existing non-domestic properties, it is<br />

required that the building owner shall<br />

have the building surveyed by a Non<br />

Domestic Energy Assessor and carry out<br />

work to bring the building to the current<br />

standards, the loan could be used to help<br />

the building owner carry out the required<br />

works.<br />

The above funding schemes and loans<br />

allow your company to provide options<br />

to all different types of clients, the Energy<br />

Saving Trust do not hold a register of<br />

selected companies to carry out the work<br />

so it is open to all companies to carry<br />

out this type of work as long as they<br />

are competent within the area they are<br />

working, I believe this is great option<br />

for professional companies like SNIPEF<br />

members.<br />

IT MAY LOOK CLEAR, BUT IS IT SAFE?<br />

THE PERILS OF PRIVATE WATER SUPPLIES<br />

Matthew Bower, Operations Team Leader for the Drinking Water Quality Regulator<br />

for Scotland explains all.<br />

Private water supplies (PWS)<br />

are drinking water supplies<br />

that are not the responsibility<br />

of Scottish Water but of their<br />

owners and users. There are<br />

about 20,500 such water<br />

supplies in Scotland, ranging<br />

in size from those serving<br />

single properties to supplies<br />

for entire communities. Many<br />

rural businesses rely on private<br />

water supplies for their water.<br />

Plumbers need to be aware of<br />

the issues and risks concerned<br />

with these supplies when they<br />

are working with them.<br />

When consumers in Scotland<br />

turn on their tap they are<br />

used to receiving high quality<br />

water that is safe to drink and<br />

looks acceptable to the eye.<br />

Unfortunately, the same is not<br />

always true of PWS, and many<br />

do not meet drinking water<br />

standards and can present a risk<br />

to the health of those drinking<br />

them – a big concern, especially<br />

when the supply is providing<br />

water to a hotel or other tourist<br />

accommodation or where the<br />

young or elderly are involved. It’s<br />

very important for plumbers and<br />

others working on water supplies<br />

to be aware of PWS and the<br />

potential risks.<br />

What are the quality issues with<br />

private water supplies?<br />

Microbiology<br />

By far the biggest risk to health;<br />

however clear the water looks,<br />

many bacteria and other bugs<br />

can lurk unseen and make people<br />

seriously ill. The pathogen E.coli<br />

0157 has been found in PWS. All<br />

supplies should be disinfected.<br />

The most common way of<br />

carrying out disinfection in a PWS<br />

is by use of ultra violet light. It<br />

should be noted that these units<br />

need to be properly installed and<br />

maintained.<br />

Natural metals<br />

Water often contains naturally<br />

occurring metals, depending on<br />

the local geology. Some, like iron<br />

and manganese, result in more<br />

of an aesthetic issue making the<br />

water discoloured and leaving<br />

sediment in tanks and pipes. More<br />

worryingly, however, they can also<br />

coat UV lamps and reduce their<br />

effectiveness for disinfection.<br />

Other substances can be health<br />

issues in their own right. Although<br />

uncommon, some private water<br />

supplies contain high levels of<br />

arsenic and these needs to be<br />

removed from the water before it<br />

is supplied.<br />

Turbidity and colour<br />

Turbidity and colour relate to the<br />

appearance of the water and they<br />

also have a significant impact<br />

on the effectiveness of UV light<br />

disinfection, which can leave<br />

supplies unprotected. Many PWS<br />

in Scotland are highly coloured,<br />

especially after rainfall, as a result<br />

of naturally occurring organic<br />

compounds derived from peaty<br />

soils. Colour can be quite difficult<br />

and costly to remove from the<br />

water.<br />

Plumbing materials and pH<br />

Most PWS in Scotland will<br />

naturally be slightly acidic and<br />

therefore have a low pH. This<br />

means that they will be corrosive<br />

to metals used in the plumbing<br />

system. This may shorten the<br />

lifespan of components and<br />

increase the number of leaks.<br />

It may also cause staining of<br />

sanitary ware and small amounts<br />

of the metals may be consumed<br />

by the users in dissolved form.<br />

This is a particular problem where<br />

inappropriate materials, such as<br />

lead, are present in the system.<br />

Filters are available that correct<br />

the pH of the water to acceptable<br />

limits. Care needs to be taken to<br />

ensure that the pipes and fittings<br />

used on the system are approved<br />

for use with drinking water.<br />

Cross connections<br />

Some properties have a dual<br />

source of water, with a feed<br />

from the public (Scottish Water)<br />

supply and one from a private<br />

source. Incidents have occurred<br />

where private supply water has<br />

contaminated the public system.<br />

It’s vital that there are no crossconnections<br />

on the system and<br />

the system fully complies with<br />

water byelaws.<br />

How can I get further<br />

information when working with<br />

PWS?<br />

The environmental health<br />

departments of local authorities<br />

are the main regulators of PWS<br />

and the primary source of<br />

information in the local area. They<br />

also administer the PWS grant of<br />

£800 per property that is available<br />

to make improvements to quality.<br />

This money can be pooled<br />

to create larger ‘group’<br />

improvements. The Drinking<br />

Water Quality Regulator provides<br />

a source of information on PWS<br />

issues on its website http://dwqr.<br />

scot/private-supply/. There are a<br />

number of useful factsheets on<br />

substances that may be present<br />

in supplies as well as on the<br />

wider issues affecting quality and<br />

regulations.<br />

SNIPEF members in attendance.<br />

Initial feedback suggests this<br />

and the next one that we hold<br />

will be even bigger and better.<br />

and Stranraer and these were<br />

firms and I picked up some<br />

Kamco has brought the ultimate<br />

power flushing filter, the CombiMag<br />

Split Twin to the market, for use when<br />

flushing heating systems. It is the first<br />

twin cylinder filter to remove corrosion<br />

debris from both the flow and return<br />

hoses to the heating system at the<br />

SNIPEF TECHNICAL<br />

DAY <strong>2016</strong><br />

THIS year we held the first of<br />

a new fixture on the SNIPEF<br />

calendar; SNIPEF Technical<br />

Day was held in partnership<br />

with the Aberdeen and District<br />

Association, at Pittodrie<br />

Stadium in Aberdeen on<br />

the 11th of November. The<br />

event was a huge success and<br />

was supported well by both<br />

SNIPEF members and partner<br />

organisations. During the<br />

day there were a number of<br />

informative presentations from<br />

leading organisations within<br />

the industry and manufacturers<br />

who were displaying and<br />

demonstrating their products.<br />

The Technical Day allowed<br />

SNIPEF members to keep upto-date<br />

with current and new<br />

regulations in the industry<br />

and find out about the latest<br />

products on the market.<br />

SNIPEF CEO Fiona Hodgson<br />

opened the event and<br />

introduced a local SNIPEF<br />

member who was recently<br />

crowned JT, Bristan and Plumb<br />

Center Plumber of The Year<br />

<strong>2016</strong>. Shaun Scott of Derek<br />

Scott Plumbing and Heating<br />

Ltd told the delegates about his<br />

win and described some of the<br />

areas he thinks are important<br />

to running a successful<br />

business. This was followed by<br />

a welcome speech from Alan<br />

McIntosh a past president of<br />

SNIPEF on behalf of Aberdeen<br />

and District Local Association.<br />

Presentations and training<br />

sessions were delivered to<br />

delegates by Scottish Water,<br />

Gas Safe, HETAS and William<br />

Wilson. These training sessions<br />

proved popular, allowing<br />

SNIPEF members to ask<br />

questions and raise issues on<br />

a face-to-face basis, which is<br />

rarely possible in the normal<br />

working day-to-day life of<br />

our members. Scottish Water<br />

used a demonstration rig to h<br />

sighlight backflow, backflow<br />

prevention and risks associated<br />

with this. The rig proved to be<br />

a useful interactive resource to<br />

demonstrate the issues.<br />

Product training was<br />

provided by Honeywell,<br />

Worcester Bosch, McDonald<br />

Engineers, Pegler Yorkshire,<br />

Kane International and Wavin.<br />

There was a good interest in<br />

all the training sessions which<br />

provided some great product<br />

training and knowledge to our<br />

members.<br />

All presenters and training<br />

providers had a stands in the<br />

exhibition area and there was<br />

ample opportunity to interact<br />

and network with members<br />

throughout the day. Other<br />

organisations in attendance<br />

were Fernox, Daikin, ADEY,<br />

Renault and Clark Thomson,<br />

all providing great support<br />

and information on current<br />

and past products to our<br />

members, not to mention<br />

furnishing members and local<br />

apprentices with giveaways<br />

and promotional products.<br />

The Technical Day also<br />

provided opportunity for<br />

SNIPEF members of staff to<br />

meet members and discuss<br />

everyday issues affecting them<br />

in the industry. The SNIPEF<br />

team would like to thank<br />

everyone who attended and<br />

supported us on the day; we<br />

are already planning our next<br />

event. We are also grateful to all<br />

the staff at Pittodrie who were<br />

extremely supportive, friendly<br />

and professional before and<br />

during the event.<br />

New technologies for the modern home<br />

Sharon Oliver of Mitsubishi Electric<br />

explains why modern homes have<br />

very different heating and ventilation<br />

requirements and offers some insight<br />

into the technologies that can help<br />

improve efficiency and comfort in newbuild<br />

properties.<br />

Thousands of years ago, in a dank and<br />

gloomy cave, early man managed to light<br />

a fire for the first time and unknowingly<br />

started a revolution in home heating.<br />

As the centuries passed, home heating<br />

solutions became ever more sophisticated<br />

– from wood burning hearths, coal stoves<br />

and then open coal fires up to the electric<br />

heaters and gas boilers of the 20th century.<br />

As we forge onwards into the 21st<br />

century, home heating and ventilation<br />

technology is evolving faster than ever<br />

before, with advanced systems such as<br />

Mechanical Ventilation and Heat Recovery<br />

(MVHR) and air source heat pumps leading<br />

the way.<br />

The whole house approach<br />

Most modern houses are well insulated<br />

and have high EPC ratings which means that<br />

their heating and ventilation requirements<br />

look very different when compared with<br />

homes built even 10 years ago.<br />

By taking a holistic approach and looking<br />

closely at the heating and ventilating<br />

requirements of the whole house, a<br />

healthier environment can be created and<br />

maintained, offering improved comfort and<br />

lower energy bills for the homeowner.<br />

As part of the government’s push<br />

towards low carbon houses, new-build<br />

homes have become increasingly air tight.<br />

While this reduces CO 2 emissions and<br />

makes for a more energy efficient building,<br />

indoor air quality inevitably suffers as stale<br />

air circulates for prolonged periods.<br />

MVHR<br />

An MVHR system is extremely effective<br />

in extracting stale air from the home and,<br />

in doing so, recovering heat energy and<br />

transferring it to the incoming fresh air.<br />

This improves indoor air quality<br />

throughout the home and helps to reduce<br />

the risk of damp, mould and mildew<br />

build-up in high humidity areas such as<br />

kitchens and bathrooms.<br />

Highly efficient, MVHR systems such as the<br />

Lossnay VL220 MVHR unit can help maintain a<br />

comfortable indoor environment and provide<br />

a cost effective way of ensuring that clean,<br />

fresh air is supplied to residential buildings.<br />

The energy efficient heat recovery process<br />

recovers heat from the outgoing air so that<br />

the fresh air needs less energy to bring it up<br />

to room temperature. Quiet operation and<br />

advanced feature-rich controls provide the<br />

user with an unobtrusive and flexible system<br />

that offers greater control over energy usage.<br />

Air source heat pumps<br />

Alongside an MVHR solution, an air<br />

source heat pump represents a modern and<br />

efficient way of heating the home all year<br />

round as part of a whole house heating and<br />

ventilation approach.<br />

Modern homes are very well insulated<br />

and have reduced demand for heating. As a<br />

result, the requirement for hot water often<br />

exceeds the demand for heating.<br />

Innovative heat pumps such as the<br />

Ecodan QUHZ have been designed with new<br />

homes firmly in mind and deliver energy<br />

efficient space heating and hot water on<br />

demand. In-built energy monitoring through<br />

an Internet based system permits the user to<br />

check performance either at home or away<br />

from the property.<br />

With the Government committed to<br />

reducing greenhouse gas emissions by<br />

34 per cent by 2020, a highly efficient<br />

heat pump is an ideal way to reduce<br />

energy consumption in line with changing<br />

requirements for heating and hot water.<br />

Fresh thinking<br />

It has been suggested that the<br />

Government should be looking to build<br />

300,000 new homes a year– an increase of<br />

50 per cent – if it is to solve the worsening<br />

housing crisis. This may be an ambitious<br />

target but it’s clear that an increasing number<br />

of new developments are likely to get the goahead<br />

over the next decade.<br />

This represents an ideal opportunity to<br />

revisit heating and ventilation options and<br />

offer homeowners a range of advanced<br />

solutions that match their needs.<br />

Both MVHR systems and air source heat<br />

pumps are established technologies that<br />

represent the next stage in the evolution of<br />

heating and ventilation.<br />

Modern homes have modern requirements<br />

and the heating and ventilation should<br />

reflect this - occupants in new-build<br />

properties should have the option to select<br />

an affordable energy efficient solution that<br />

will keep them comfortable for years to come.<br />

Kevin Stewart MSP, Minister for Local<br />

Government and Housing launched the new<br />

e-Building Standards portal. This allows the<br />

electronic submission to local authorities of<br />

applications for building warrants and other<br />

related forms, such as completion certificates.<br />

Meeting to discuss the current pension<br />

issues facing many of our members and<br />

ways in which legislation could be changed<br />

to ease the financial burdens imposed on<br />

employers. Ian Blackford MP is the Shadow<br />

SNP Spokesperson for Pensions and together<br />

with Pete Wishart MP and Deidre Brock MP<br />

has been sympathetic to and supportive of<br />

SNIPEF’s campaign for change.<br />

STEPPS 20 SEPTEMBER - SCOTTISH<br />

WATER AND WRAS<br />

Update from Scottish Water and WRAS of<br />

current issues they are facing with respect to<br />

water quality. Discussed the need to expand<br />

the use of notifications and compliance<br />

certificates and promote professionally<br />

qualified plumbers. SNIPEF presented an<br />

updated Approved Contractor Scheme for<br />

consideration by Scottish Water.<br />

BELFAST 23 SEPTEMBER - NORTHERN<br />

IRELAND WATER<br />

Interesting meeting with Northern Ireland<br />

Water to discuss issues currently facing the<br />

industry. It is evident that while action has<br />

been taken against Water Authorities for water<br />

pollution very few individuals or businesses<br />

have been prosecuted but this is likely to<br />

change.<br />

ELGIN 27 SEPTEMBER - MORAY<br />

COLLEGE<br />

A great afternoon at Moray College seeing<br />

the fantastic training facilities available to our<br />

apprentices. I attended the Prize Giving in the<br />

evening and was impressed by the standard<br />

of winners and their achievements. Also had<br />

the chance to meet with a few members the<br />

following day for a coffee and a chat.<br />

LONDON 3 OCTOBER - WATERSAFE<br />

SNIPEF is a partner of Watersafe, an online<br />

directory of approved plumbing businesses<br />

and a national brand covering seven approved<br />

contractor’ schemes across the UK, of which<br />

SNIPEF is one, representing Scotland and<br />

Northern Ireland Water.<br />

The Board comprises representatives from<br />

each of the Approved Contractor Schemes<br />

who meet to discuss among other things how<br />

to promote to the public the benefits of using<br />

Approved Contractors and ensure quality is<br />

maintained within the industry.<br />

EDINBURGH 5 OCTOBER - LARGER<br />

CONTRACTOR MEETING<br />

Well attended meeting by members of this<br />

Group. We were joined by Rudi Klein, CEO<br />

of the SEC Group, Clark Thomson Insurance<br />

Brokers and John Dougall, a Loss Adjuster.<br />

Matters discussed included retentions,<br />

procurement, payment, insurance claims and

EDINBURGH 7 OCTOBER - SNIPEF<br />

COUNCIL MEETING<br />

Representatives from each of the Local<br />

Associations together with the SNIPEF Office<br />

Bearers met to discuss the issues faced by<br />

employers as a result of section 75 of the<br />

Pensions Act 1995 and amendments and also<br />

the implications for the scheme itself.<br />

YORK 11 OCTOBER, PHCA<br />

Plumbing and Heating Contractors’ Alliance<br />

(PHCA) is an over-arching body for plumbing<br />

and heating businesses throughout the UK<br />

comprising an alliance between APHC and<br />

SNIPEF. The Group meets twice a year to<br />

discuss common interests.<br />

EDINBURGH 18 OCTOBER - SPECIALIST<br />

ENGINEERING CONTRACTORS’ (SEC)<br />

GROUP<br />

The SEC Group is a group of 6 Trade<br />

Associations (SNIPEF, SELECT, BESA, BCSA, ECA,<br />

and LEIA) comprising over 60,000 firms and a<br />

workforce of more than 300,000. It accounts<br />

for the largest single component (by value)<br />

of construction output. Being an umbrella<br />

organisation, SEC Group can have greater<br />

power and influence with government and<br />

government bodies than SNIPEF could by<br />

acting alone.<br />

SEC Group is pushing for a provision that<br />

requires cash retentions to be placed in trust<br />

to be included in The Enterprise Bill. The Group<br />

has been instrumental to the introduction<br />

by the Scottish Government that Scottish<br />

Government bodies must include Project Bank<br />

Accounts in tender documents for contracts<br />

commencing procurement procedures from<br />

31 October <strong>2016</strong>.<br />

LONDON 20 OCTOBER - SUMMITSKILLS<br />

At this meeting the future strategic direction<br />

of SummitSkills, the standard setting<br />

organisation for the Building Engineering<br />

Services Industry, was discussed. As a result<br />

of continued uncertainty in the sector, the<br />

ongoing viability of SummitSkills in its current<br />

form was in question and the Board agreed<br />

that the company would be wound down<br />

and cease to operate from March 2017. This<br />

is very disappointing and means that SNIPEF<br />

will need to work with the other bodies to<br />

establish how the standards can be retained<br />

within our Industry.<br />

EDINBURGH 21 OCTOBER - BPEC<br />

BPEC present to us the products currently<br />

offered by them and their plans for future<br />

development. We are keen to develop online<br />

training facilities for our members to<br />

save them the time and cost of travelling to<br />

Edinburgh. Working in conjunction with BPEC<br />

on this would be beneficial as they have vast<br />

experience in the training area.<br />

firms in Elgin at the Association’s Annual<br />

GLASGOW 3 NOVEMBER - SCOTTISH<br />

GOVERNMENT CONSUMER AND<br />

COMPETITION POLICY UNIT<br />

Meeting with various representatives from<br />

Building Standards and the Consumer and<br />

Competition Policy Unit to promote the<br />

benefits of using SNIPEF members. We also<br />

discussed our concerns on the promotion of<br />

Trusted Trade Schemes by Local Authorities<br />

who do not carry out the level of checks<br />

that SNIPEF members are subject to and<br />

which ensure the qualifications and the<br />

professionalism of its members.<br />

ABERDEEN 11 NOVEMBER - SNIPEF<br />

TECHNICAL DAY<br />

SNIPEF held their first Technical Day in<br />

Aberdeen which was well attended by<br />

member firms and apprentices who were<br />

able to network with various exhibitors and<br />

stakeholders and develop their skills via adhoc<br />

training courses. The day was supported<br />

by the Aberdeen 7 District Association and I<br />

hope will be one of many more to come. We<br />

are already planning and event in Edinburgh,<br />

which we hope will coincide with the SNIPEF<br />

AGM in May.<br />

EDINBURGH 18 NOVEMBER - COUNCIL<br />

MEETING AND SNIPEF GALA DINNER &<br />

AWARDS CEREMONY<br />

The SNIPEF Council met during the day and in<br />

the evening we celebrated the achievements<br />

of our members who had been nominated for<br />

the Business of the Year Award. The standard<br />

of entries was very impressive and the award<br />

this year was won by a member firm from<br />

Northern Ireland, CHC Group Ltd. The SNIPEF<br />

Customer Care Award was awarded to Jon<br />

Marshall of William Wilson and this year’s Merit<br />

Award was given to Rudi Klein, CEO of the SEC<br />

Group for the enormous amount of work he<br />

had done in lobbing for fair payment in the<br />

Industry. We were also joined by Alasdair Scott,<br />

the SNIPEF Apprentice of the Year and by Lord<br />

O’Neill of Clackmannanshire who gave the<br />

Loyal Toast.<br />

NEWCASTLE, CO DOWN 26 NOVEMBER -<br />

NIMPA DINNER DANCE<br />

A great evening hosted by the Northern<br />

Ireland Master Plumbers’ Association. A good<br />

opportunity for me to meet some of our<br />

members and discuss business in Northern<br />

Ireland.<br />

Since the last issue of <strong>Plumbheat</strong> I have<br />

attended a workshop in Glasgow facilitated<br />

by Rehau on district heating, attended by the<br />

Energy Saving Trust and CIBSE.<br />

I attended the highly successful SNIPEF<br />

Technical Day <strong>2016</strong> took place in Aberdeen;<br />

I look forward to more of these, thanks to all<br />

who were there.<br />

I delivered training for the Approved<br />

Certifier of Construction Scheme and I met<br />

up with the following manufacturers: Wilo,<br />

Honeywell, Wavin and Daikin UK.<br />

I took part in a meeting with BPEC to discuss<br />

future plans on training..<br />

In August I met with two Stakeholder<br />

Managers from Gas Safe Register in Edinburgh<br />

and discussed issues which had been brought

to our attention by some members. This was a<br />

positive meeting with the prospect of a closer<br />

working relationship with Gas Safe in the<br />

future.<br />

September saw visits to both Scottish Water<br />

and Northern Ireland Water to discuss the<br />

requirement for approved contractors to issue<br />

compliance certificates and the possible ways<br />

in which this can be made easier and quicker.<br />

All parties are keen to move on with this and to<br />

work collaboratively to increase the number of<br />

certificates issued.<br />

In October I met with a representative of<br />

the Drinking Water Quality Regulator and we<br />

are working together to raise awareness of the<br />

number of these supplies in Scotland, many<br />

of which supply water which does not meet<br />

drinking water standards and can pose a risk<br />

to public health. There are grants available to<br />

property owners to bring their private water<br />

supplies up to standard and SNIPEF members<br />

with suitable skills and knowledge of private<br />

water supplies can inform clients of this funding<br />

and help owners achieve a wholesome water<br />

supply.<br />

In October and November I delivered two<br />

ACCS training courses, one for new members<br />

and one refresher, and as usual both were well<br />

attended.<br />

November was an extremely busy month<br />

for promoting the benefits of SNIPEF and<br />

increasing awareness of our organisation. 8th<br />

November saw myself and Ruth Gibb, who<br />

manages communications at SNIPEF, exhibit at<br />

the Scottish Association of Landlords exhibition<br />

in Edinburgh where we were kept very busy<br />

introducing the benefits of using SNIPEF<br />

members. We were very pleased with the<br />

positive responses of the delegates present.<br />

The Technical Event in Aberdeen on 11th<br />

November went well with a good turnout from<br />

members and we received positive feedback<br />

from the exhibitors who were very pleased with<br />

the interest shown by the delegates. Feedback<br />

from delegates is very welcome - please let us<br />

know via technical@snipef.org or on the form in<br />

the delegate pack.<br />

On 16th November I was with the SEC Group<br />

Health and Safety Forum keeping up to date<br />

with the latest issues in health and safety within<br />

the construction industry. If anyone has an issue<br />

regarding health and safety that you’d like me<br />

to take to the next forum meeting please send<br />

them to me at technical@snipef.org.<br />

On 17th November I took part in the ACCS<br />

Scheme Providers meeting in Livingston, which<br />

is always a good opportunity to keep up to date<br />

with developments in the Certification Scheme<br />

and to share ideas on how to improve the<br />

Scheme for the future.<br />

The 23rd and 24th November was spent in<br />

Glasgow at the Scotland Build exhibition with<br />

Ruth Gibb and Andy Furnevel, Membership<br />

Officer – another busy two days promoting<br />

awareness of SNIPEF to all the delegates who<br />

were from a very wide range of organisations.<br />

It was also good to see some friendly faces<br />

amongst the throng including members and<br />

associate members.<br />

2017 is shaping up to be even busier than<br />

this year so I’m looking forward to the Christmas<br />

break before making plans for more events and<br />

training, and continuing to advise members on<br />

the wide range of issues facing plumbing and<br />

heating contractors. ●<br />
