A CHANGING YEAR AND THE YEAR AHEAD
It has certainly been a year of change and not just for SNIPEF. When I took over
the reins from Robert Burgon in May who knew what lay ahead. Who would have
thought 2016 would bring about BREXIT, a new Prime Minister and Donald Trump
as President Elect of the United States. Just as well I am not a betting woman. We are
living in unprecedented times with no proven, tried or tested solutions.
Thinking we know what lies ahead gives
us a degree of reassurance even if what
we expect to happen doesn’t. Looking
ahead, the only thing that seems clear
about the future is that it is hugely
uncertain. It is fair to say that SNIPEF
like its members has challenges ahead
but of course that means there will be
opportunities too.
The current economic conditions
have had a catastrophic effect
on Defined Benefit
pension schemes
and this, together
with the impact
of legislation, is
causing major
concern to many
employers.
Since May,
SNIPEF has been lobbying Government to
change legislation and we are thankful to
all our members who have supported us by
writing to their MPs, MSPs and MLAs. The
unfairness of the legislation has not gone
unnoticed and we are reassured that the
current Pensions Minister wants a solution.
Be assured that we will continue our efforts
during 2017 to bring about this change.
Communication in any organisation
is important but in a trade association
it is the key to success. Understanding
our members’ needs and meeting their
demands is essential. That is why engaging
with members will be at the forefront of
everything we do during 2017. Last month
in response to requests from members
we held a very successful technical event
in Aberdeen. We invited member firms
along to meet with various manufacturers,
and merchant, and to hear from key
stakeholders such as Scottish Water and
Gas Safe regarding recent developments
affecting the Industry. We have received
such positive feedback from the event
that we will be holding further similar
gatherings during 2017, the first of these
we hope to hold in Edinburgh in May.
We are constantly reminded that
we are facing a skills shortage and the
BREXIT situation only makes this worse.
If there is no freedom of labour the UK
needs to invest in training and we need
to do it quickly. The Apprentice Levy
provides a mechanism for this, however,
how the money collected will be passed
to the SMEs that in my experience
recruit apprentices, is not clear. And how
the money will be used in Scotland is
even less clear. For too many years the
Government gave young people the
impression that the only way to secure a
good future was to go to university. This
was a flawed approach and thankfully
many politicians now realise that the
apprenticeship route can be as good, if
not better in terms of securing futures.
During 2017 SNIPEF will drive forward
apprenticeships promoting our industry as
having something to offer everyone.
For the plumbing industry like so many
other areas, learning doesn’t stop once
you have completed an apprenticeship.
The world is constantly changing and you
need to keep ahead of your competitors
and take advantage of opportunities as
they arise; forward-looking businesses
embrace change, learn new skills as well
as consolidate existing ones. SNIPEF
introduced the Approved Certifier of
Construction Scheme in 2010 and since
then has been running courses on Building
Standards, enabling many of our members
to self-certify work that is subject to a
building warrant. We work closely with
Scottish and Northern Ireland Water who
recommend SNIPEF’s Approved Contractors
to members of the public. We are currently
working with both organisations to expand
this scheme in 2017.
These are just a sample of the work
we are currently undertaking and our
ambitions for 2017. Yes, challenges do lie
ahead but there are plenty opportunities
to raise SNIPEF’s profile alongside that of
professional plumbing and our members.

Non-compliant imports pose a threat to
safety and the industry
The British Pump Manufacturers Association highlights areas
of concern over illegal pump imports
Our final exit from the EU is still some time
away and there are many questions that
still need to be addressed. A key factor
regarding the success of the ‘vote to leave’
camp was that it was perceived that this
would give us the ability to better control
our borders. This heightened protection
is seen as offering us the opportunity to
control immigration – but this factor is
only one small element within the bigger
border control picture.
Take pumps for example; they may not
be the first things you think of as a target
for non-compliance issues. However, pump
specialists in the UK who are part of the
British Pump Manufacturers Association
(BPMA) have been in active dialogue about
such imports with the NMRO (National
Measurement Regulatory Office) the
authority accountable for such matters.
In recent years, market surveillance has
been a key element in terms of delivering a
fair and efficient EU internal market and to
ensure that products placed on the market
complied with EU regulations and did not
pose any safety or environmental threats for
users and the public at large. All of this was
designed to ensure a level playing field and
fair competition on the market as well as
safeguarding the coherence of the European
regulatory framework, the consistency of
which depends on effective enforcement.
In the UK the responsibility for protecting
us from non-compliant imports falls to the
National Measurement and Regulation Office
whose role is to simplify technical regulation
for the benefit of British business. The BPMA
approached them with growing evidence
relating to the presence of illegal pump
imports entering the UK from other countries,
especially Asia back in 2013. The BPMA,
supported by CEO’s from prominent member
companies, met with senior management of
the NMRO and then subsequently the Better
Regulation Delivery Office (BRDO) in their
role as sponsors of the NMRO to encourage
them to take appropriate action in Market
Surveillance on Circulator Pumps.
To date, despite a variety of approaches
both directly and indirectly to the NMRO
and the BRDO, the situation remains
unchanged with no specific plan to remove
illegal products from the market, indeed
there would appear to be no cohesive
methodology to clearly identify rogue
imports.
There are many concerns regarding these
non-compliant products being available
within our market as they have the capacity
to cost bona fide companies millions of
pounds in lost revenue, thus placing jobs
and hard-earned reputations at risk. Another
area of real concern relates to their safety, as
without proper testing they could present a
safety risk.
The BPMA will not be giving up in seeking
action and currently is using a range of
approaches to key figures within the newly
formed Government to actively engage them
in this debate.
Market surveillance is an important
subject and one that is likely to come under
increasing scrutiny. Moving forward we need
a plan to protect our industries, reputations
and borders from the unscrupulous
exploitation of companies to whom
standards are irrelevant. This stance may not
be as headline grabbing as stopping people
at our border crossings, but has the potential
to make a fundamentally more significant
difference.
Pumps on the face of it may not seem to
be an obvious area of concern. However,
their importance is evident all around us
not only in maintaining internal ambient
temperatures, but also in keeping the wheels
of industry turning, delivering sufficient clean
water to where it is needed and removing
wastewater from where it is not. Protecting us
from rogue pump imports is only one factor
within this Brexit bigger picture. However, if
we were unsuccessful before the vote, how
can we ensure that we are protecting our
borders successfully moving forward?
We all need to start being more
responsible for the areas within which we can
have influence i.e. ensuring the provenance of
any pump systems that we are specifying or
purchasing. The BPMA is committed to bring
pressure to bear on all the agencies charged
with maintaining standards for the greater
good, but we need the support network to
function properly in order to ensure that we
are ready to take advantage of all the new
opportunities that await us.

Updates on grant and loan
funding for domestic heating and
support available for plumbers
Ian Cuthbert, Programme Manager, Sustainable Energy Supply Chain, Energy Saving Trust
There are a number of Scottish
Government funded schemes available
now which offer financial support to
householders wishing to upgrade their
heating systems. In this article, Ian
Cuthbert from the Energy Saving Trust
summarises both the support available
to householders, as well as suppliers
operating in the energy efficiency market
in Scotland.
Improving the energy efficiency of
Scotland’s existing buildings is fundamental
to meeting Scotland’s target of an 80 per
cent reduction in greenhouse gas emissions
by 2050.
Eradicating fuel poverty in Scotland
is also a key target for the Scottish
Government, and in June 2015 they
announced that improving the energy
efficiency of Scotland’s homes and nondomestic
building stock will be designated
a national infrastructure priority. This will
be implemented through Scotland’s Energy
Efficiency Programme (SEEP). With currently
over 500,000 F- and G-rated gas boilers in
Scotland there is clearly potential for boiler
upgrades.
To help meet these targets the Scottish
Government introduced a series of market
support programmes, standards and targets.
These include the Home Energy Efficiency
Programmes for Scotland (HEEPS) schemes,
which provide practical, long-term support
to households that may struggle with rising
fuel bills, and keeping their home warm.
This support includes interest free loans,
with 25% cashback (when combined with
the loan) and equity loans, all administered
by the Energy Saving Trust and which
can be used for measures such as boilers,
insulation and controls.
How much can householders get?
Under the HEEPS Loan scheme, applicants
can borrow up to 75% of their quoted costs,
up to a maximum loan value of £15,000.
In addition to this, applicants can claim a
grant of 25% of their quoted costs, up to a
maximum of £3,750. A Green Deal Advice
Report must be carried out prior to the loan
being approved, of which a grant of up to
£150 can be claimed towards the cost of the
report.
The maximum loan available for gas, LPG
and oil boilers, warm air units and electric
storage heaters is £5,000. Householders can
also claim up to £500 towards ‘secondary
measures’ including cylinder thermostats,
hot water jackets and heating controls
though this must be combined with a
‘primary measure’ such as a new boiler.

There are lots of ways you could make your home
warmer and more energy efficient with an interest free,
unsecured loan of up to £15,000*. Available through
Home Energy Scotland from the Scottish Government
your loan can let you spread the cost of a wide
variety of measures including boilers, insulation
and double glazing.
For a limited time and subject to available funding,
householders are eligible to receive a grant of 25%
of the costs of the work, up to a maximum of £3,750.
You must be able to complete works and claim funding
by 10th March 2017 to benefit from this offer.

The Energy Saving Trust is an impartial organisation
and does not recommend or endorse any particular installer.
Certain measures require a certified installer.
* Successful loans will be subject to an administration fee.

For example if the cost of installing a
gas boiler was £2,500 (inc. VAT) then the
householder would receive £625 (25%)
cashback towards the cost of installing the
boiler with the remaining £1,875 provided
through an interest free loan.
Householders must use a Gas Safe
registered installer (or OFTEC registered for
oil) and they have up to 10 years to pay back
the loan.
For the equity loan scheme the maximum
loan that can be claimed is £40,000 with
at least 45% of the loan used for energy
efficiency improvements (55% or less can be
used for external repairs generally) though
this will depend on the mortgage remaining
on the property.
The scheme is due to launch in winter
2016/17 and will operate as a pilot in the
Glasgow City, Argyll and Bute and Perth
and Kinross council areas. An equity loan is
repaid when the property is sold so there
are no ongoing repayments. The amount
repaid is related to how much was borrowed
and the value of the property when it is
next sold. The scheme can be used to fund
energy efficiency improvements, renewable
technologies and certain repairs.
An interest free loan for up to 75% of the
cost of installing a home renewables system
up to £10,000 is also available to your
customers. A whole range of renewables
measures are covered by the Scottish
Government funded loan, including solar
PV, wind turbines, wood fuelled or biomass
boilers, and heat pumps.
Householders wishing to access any
of this funding should call Home Energy
Scotland on 0808 808 2282. In the case of
the equity loans householders can leave
an expression of interest until the scheme
launches.

Energy Saving Trust also manage the
sustainable energy supply chain programme
on behalf of the Scottish Government which
has been set up to support and develop
businesses providing energy efficiency
products and services in Scotland. This
includes plumbers and we are working
closely with SNIPEF to provide support
to its members. We provide market
insights, events, workshops, email updates,
procurement guidance, and online resources

AWARDS 2016 ANNOUNCED
THE Business of the Year Award 2016
has been awarded to CHC Group Ltd of
Craigavon.
A Gala Dinner and Awards Ceremony
was held at the Caledonian Waldorf
Astoria Hotel in Edinburgh. SNIPEF
President Brian Warrender was joined
by special guests from industry
organisations and trade associations as
well as by SNIPEF members, guests and
Council representatives.
The main award was presented by
Professor Rudi Klein, who was a member
of this year’s judging panel. Professor
Klein commented on the difficult process
of judging the award which recognises
technical skills and ability, excellent
customer service and a commitment to
raising standards in the industry.
The winning firm was described being
“a highly skilled operation with good
evidence of mentoring and multi-skilled
operatives” … “their use of technology
adds value and makes the business
efficient while ensuring good customer
service.”
On accepting the award Brenda Regan,
Commercial Director at CHC Group Ltd
said:
“We are delighted to have been
awarded SNIPEF Business of the Year
award 2016/17. I am very proud of our
team who work hard and go the extra
mile, showing skill and professionalism to

recognised on the night included the
SkillPLUMB/SNIPEF Apprentice of the Year
2016, Alasdair Scott of Moray College who
was presented with a certificate.
The winner of the SNIPEF Merchant
Customer Care Award 2016 was
announced as Jon Marshall of William
Wilson Ltd, Inverurie. The nominee said
that Jon’s:
“… knowledge of the industry is
second to none, he has memorised all
the different types of fittings and heating
controls we like to use so when placing
orders we don’t need to specify exact
materials as he knows what we want
[…] he is a hard working guy who truly
deserves the award.
Also shortlisted for the Merchant
Customer Care Award: Scott Hassan of
William Wilson, Kirkcaldy and Mark Baxter
of City Plumbing Supplies, Portobello,
Edinburgh. These individuals were
nominated by SNIPEF members for
excellent levels of customer service.
The SNIPEF Merit Award 2016 for
outstanding contribution to the plumbing
industry was presented to Professor Rudi
Klein, Chief Executive of the Specialist
Engineering Contractors’ Group. On
presenting the award, Fiona Hodgson,
Chief Executive of SNIPEF said:
[Rudi Klein] has campaigned tirelessly
for our industry delivering key messages
to both UK Government and the Devolved
Governments such as fair payment, the
abolition of retention clauses and the
promotion of project bank accounts.
Described as fearless and determined with
a passion for construction […] this man has
brought more benefit to the industry than
many appreciate or recognise.
In regard to the awards programme
SNIPEF/SkillPLUMB Apprentice of the year 2016, Alasdair Scott of Moray College

Fiona added: “We are delighted to be able
to recognise professionalism, commitment
and innovation in the plumbing industry

skills and seek to uphold the highest of
standards in all aspects of domestic and
commercial work.”
The dinner closed with an address
by Lord O’Neill of Clackmannan, who
reminded us of the uncertain times
that lie ahead as we go through the
BREXIT process, but highlighted the
professionalism of our industry as
demonstrated by the high skill levels of the
award entrants and nominees.
SNIPEF offers congratulations to all the
winners and nominees and a big thank you
to everyone who submitted a nomination

owners and for member companies to access work opportunities, as well as address
the efficiency of their business premises.
There is a range of government
funding available out there for both
domestic and non-domestic situations.
The funding and grants are aimed
at the improvement of properties to
ensure they are more energy efficient.
There has been a recent change to
the Regulation 63 Climate Change Act
(Scotland) 2009 in regard to existing
non-domestic buildings and their
efficiency, the regulation requires nondomestic
building owners to ensure
their buildings are in line with current
efficiency guidelines and upgrade the
measures where required.
The Energy Saving Trust facilitates
several options for different situations:
HEEPS Loan Scheme - A scheme that
allows a home owner or private sector
landlord to improve the efficiency of
their home, the homeowner will need to
have a survey carried out by a Green Deal
Assessor (GDA), the survey will identify
what improvements are needed and what
will be acceptable on the scheme. The
scheme may allow the owner to apply for
up to £15,000 per property or for multi
property landlords up to £100,000 in
total. The repayments can be spread over
the duration of approximately 10 years
depending on loan size and the loan is
interest free. The home owner can then
select a company of their choice to carry
out the upgrade work as long as they are
approved and competent within their
field.
HEEPS Equity Loan Scheme- this is
a pilot scheme running from autumn
2016 until 31 March 2017 for domestic
properties, if the scheme is successful
it may be extended for another year. As
it is a pilot scheme it is only running in
in selected areas of Scotland (see the
accompanying article by EST, p.7). At least
45% of the loan has to be used on energy
efficiency improvements, up to 55% of the
loan can be used for external repair work
to the property. The Energy Saving Trust
website has some useful guidance.
HEEPS Warmer Home Scheme – this is
a scheme aimed at vulnerable people to
allow them to make their homes more
energy efficient, this includes home
owners and private sector tenants who
have lived in a property for more than 6
months. The scheme can fund wall and
loft insulation, draught proofing, central
heating and renewables. This is again
another great way for your clients to fund
a project in their home.
HEEPS Loan Scheme for Registered
Social Landlords - phase 1 : this scheme
will allow housing associations to loan
between £30,000 and £1 million interest
free over 10 years. The Housing association
or co-operative will be able to use the
loan to bring their properties in line with
Energy Efficiency Standard for Social
Housing (EESHH). Phase 1 is now closed
but there could be another phase once
phase one is processed.
We’ve been looking at loans and
funding aimed towards home owners,
tenants and landlords but what about
you and your business? Energy Saving
Trust can provide small to medium
businesses with loans of between £1000
to £100,000 to help the business to reduce
costs through energy efficiency, material
resource and water efficiency. The loan
is operated through Resource Efficient
Scotland with no set up charges. This is
a tool you could use for clients or even
in your own business premises. Recently
there was a change to Regulation 63 for
existing non-domestic properties, it is
required that the building owner shall
have the building surveyed by a Non
Domestic Energy Assessor and carry out
work to bring the building to the current
standards, the loan could be used to help
the building owner carry out the required
works.
The above funding schemes and loans
allow your company to provide options
to all different types of clients, the Energy
Saving Trust do not hold a register of
selected companies to carry out the work
so it is open to all companies to carry
out this type of work as long as they
are competent within the area they are
working, I believe this is great option
for professional companies like SNIPEF
members.

THE PERILS OF PRIVATE WATER SUPPLIES

Private water supplies (PWS)
are drinking water supplies
that are not the responsibility
of Scottish Water but of their
owners and users. There are
about 20,500 such water
supplies in Scotland, ranging
in size from those serving
single properties to supplies
for entire communities. Many
rural businesses rely on private
water supplies for their water.
Plumbers need to be aware of
the issues and risks concerned
with these supplies when they
are working with them.
When consumers in Scotland
turn on their tap they are
used to receiving high quality
water that is safe to drink and
looks acceptable to the eye.
Unfortunately, the same is not
always true of PWS, and many
do not meet drinking water
standards and can present a risk
to the health of those drinking
them – a big concern, especially
when the supply is providing
water to a hotel or other tourist
accommodation or where the
young or elderly are involved. It’s
very important for plumbers and
others working on water supplies
to be aware of PWS and the
potential risks.
What are the quality issues with
private water supplies?
Microbiology
By far the biggest risk to health;
however clear the water looks,
many bacteria and other bugs
can lurk unseen and make people
seriously ill. The pathogen E.coli
0157 has been found in PWS. All
supplies should be disinfected.
The most common way of
carrying out disinfection in a PWS
is by use of ultra violet light. It
should be noted that these units
need to be properly installed and
maintained.
Natural metals
Water often contains naturally
occurring metals, depending on
the local geology. Some, like iron
and manganese, result in more
of an aesthetic issue making the
water discoloured and leaving
sediment in tanks and pipes. More
worryingly, however, they can also
coat UV lamps and reduce their
effectiveness for disinfection.
Other substances can be health
issues in their own right. Although
uncommon, some private water
supplies contain high levels of
arsenic and these needs to be
removed from the water before it
is supplied.
Turbidity and colour
Turbidity and colour relate to the
appearance of the water and they
also have a significant impact
on the effectiveness of UV light
disinfection, which can leave
supplies unprotected. Many PWS
in Scotland are highly coloured,
especially after rainfall, as a result
of naturally occurring organic
compounds derived from peaty
soils. Colour can be quite difficult
and costly to remove from the
water.
Plumbing materials and pH
Most PWS in Scotland will
naturally be slightly acidic and
therefore have a low pH. This
means that they will be corrosive
to metals used in the plumbing
system. This may shorten the
lifespan of components and
increase the number of leaks.
It may also cause staining of
sanitary ware and small amounts
of the metals may be consumed
by the users in dissolved form.
This is a particular problem where
inappropriate materials, such as
lead, are present in the system.
Filters are available that correct
the pH of the water to acceptable
limits. Care needs to be taken to
ensure that the pipes and fittings
used on the system are approved
for use with drinking water.
Cross connections
Some properties have a dual
source of water, with a feed
from the public (Scottish Water)
supply and one from a private
source. Incidents have occurred
where private supply water has
contaminated the public system.
It’s vital that there are no crossconnections
on the system and
the system fully complies with
water byelaws.
How can I get further
information when working with
PWS?
The environmental health
departments of local authorities
are the main regulators of PWS
and the primary source of
information in the local area. They
also administer the PWS grant of
£800 per property that is available
to make improvements to quality.
This money can be pooled
to create larger ‘group’
improvements. The Drinking
Water Quality Regulator provides
a source of information on PWS
issues on its website http://dwqr.
scot/private-supply/. There are a
number of useful factsheets on
substances that may be present
in supplies as well as on the
wider issues affecting quality and
regulations.

SNIPEF though, and this is
usually down to not meeting

twin cylinder filter to remove corrosion
debris from both the flow and return

DAY 2016
THIS year we held the first of
a new fixture on the SNIPEF
calendar; SNIPEF Technical
Day was held in partnership
with the Aberdeen and District
Association, at Pittodrie
Stadium in Aberdeen on
the 11th of November. The
event was a huge success and
was supported well by both
SNIPEF members and partner
organisations. During the
day there were a number of
informative presentations from
leading organisations within
the industry and manufacturers
who were displaying and
demonstrating their products.
The Technical Day allowed
SNIPEF members to keep upto-date
with current and new
regulations in the industry
and find out about the latest
products on the market.
SNIPEF CEO Fiona Hodgson
opened the event and
introduced a local SNIPEF
member who was recently
crowned JT, Bristan and Plumb
Center Plumber of The Year
2016. Shaun Scott of Derek
Scott Plumbing and Heating
Ltd told the delegates about his
win and described some of the
areas he thinks are important
to running a successful
business. This was followed by
a welcome speech from Alan
McIntosh a past president of
SNIPEF on behalf of Aberdeen
and District Local Association.
Presentations and training
sessions were delivered to
delegates by Scottish Water,
Gas Safe, HETAS and William
Wilson. These training sessions
proved popular, allowing
SNIPEF members to ask
questions and raise issues on
a face-to-face basis, which is
rarely possible in the normal
working day-to-day life of
our members. Scottish Water
used a demonstration rig to h
sighlight backflow, backflow
prevention and risks associated
with this. The rig proved to be
a useful interactive resource to
demonstrate the issues.
Product training was
provided by Honeywell,
Worcester Bosch, McDonald
Engineers, Pegler Yorkshire,
Kane International and Wavin.
There was a good interest in
all the training sessions which
provided some great product
training and knowledge to our
members.
All presenters and training
providers had a stands in the
exhibition area and there was
ample opportunity to interact
and network with members
throughout the day. Other
organisations in attendance
were Fernox, Daikin, ADEY,
Renault and Clark Thomson,
all providing great support
and information on current
and past products to our
members, not to mention
furnishing members and local
apprentices with giveaways
and promotional products.
The Technical Day also
provided opportunity for
SNIPEF members of staff to
meet members and discuss
everyday issues affecting them
in the industry. The SNIPEF
team would like to thank
everyone who attended and
supported us on the day; we
are already planning our next
event. We are also grateful to all
the staff at Pittodrie who were
extremely supportive, friendly
and professional before and
during the event.
If you were there it was great to
see you, if you weren’t we hope
you can come along to our
next event in 2017. We hope
to announce venues and dates
in the New Year and we look

New technologies for the modern home
Sharon Oliver of Mitsubishi Electric
explains why modern homes have
very different heating and ventilation
requirements and offers some insight
into the technologies that can help
improve efficiency and comfort in newbuild
properties.
Thousands of years ago, in a dank and
gloomy cave, early man managed to light
a fire for the first time and unknowingly
started a revolution in home heating.
As the centuries passed, home heating
solutions became ever more sophisticated
– from wood burning hearths, coal stoves
and then open coal fires up to the electric
heaters and gas boilers of the 20th century.
As we forge onwards into the 21st
century, home heating and ventilation
technology is evolving faster than ever
before, with advanced systems such as
Mechanical Ventilation and Heat Recovery
(MVHR) and air source heat pumps leading
the way.
The whole house approach
Most modern houses are well insulated
and have high EPC ratings which means that
their heating and ventilation requirements
look very different when compared with
homes built even 10 years ago.
By taking a holistic approach and looking
closely at the heating and ventilating
requirements of the whole house, a
healthier environment can be created and
maintained, offering improved comfort and
lower energy bills for the homeowner.
As part of the government’s push
towards low carbon houses, new-build
homes have become increasingly air tight.
While this reduces CO 2 emissions and
makes for a more energy efficient building,
indoor air quality inevitably suffers as stale
air circulates for prolonged periods.
MVHR
An MVHR system is extremely effective
in extracting stale air from the home and,
in doing so, recovering heat energy and
transferring it to the incoming fresh air.
This improves indoor air quality
throughout the home and helps to reduce
the risk of damp, mould and mildew
build-up in high humidity areas such as
kitchens and bathrooms.
Highly efficient, MVHR systems such as the
Lossnay VL220 MVHR unit can help maintain a
comfortable indoor environment and provide
a cost effective way of ensuring that clean,
fresh air is supplied to residential buildings.
The energy efficient heat recovery process
recovers heat from the outgoing air so that
the fresh air needs less energy to bring it up
to room temperature. Quiet operation and
advanced feature-rich controls provide the
user with an unobtrusive and flexible system
that offers greater control over energy usage.
Air source heat pumps
Alongside an MVHR solution, an air
source heat pump represents a modern and
efficient way of heating the home all year
round as part of a whole house heating and
ventilation approach.
Modern homes are very well insulated
and have reduced demand for heating. As a
result, the requirement for hot water often
exceeds the demand for heating.
Innovative heat pumps such as the
Ecodan QUHZ have been designed with new
homes firmly in mind and deliver energy
efficient space heating and hot water on
demand. In-built energy monitoring through
an Internet based system permits the user to
check performance either at home or away
from the property.
With the Government committed to
reducing greenhouse gas emissions by
34 per cent by 2020, a highly efficient
heat pump is an ideal way to reduce
energy consumption in line with changing
requirements for heating and hot water.
Fresh thinking
It has been suggested that the
Government should be looking to build
300,000 new homes a year– an increase of
50 per cent – if it is to solve the worsening
housing crisis. This may be an ambitious
target but it’s clear that an increasing number
of new developments are likely to get the goahead
over the next decade.
This represents an ideal opportunity to
revisit heating and ventilation options and
offer homeowners a range of advanced
solutions that match their needs.
Both MVHR systems and air source heat
pumps are established technologies that
represent the next stage in the evolution of
heating and ventilation.
Modern homes have modern requirements
and the heating and ventilation should
reflect this - occupants in new-build
properties should have the option to select
an affordable energy efficient solution that
will keep them comfortable for years to come.

E-BUILDING STANDARDS
Kevin Stewart MSP, Minister for Local
Government and Housing launched the new
e-Building Standards portal. This allows the
electronic submission to local authorities of
applications for building warrants and other
related forms, such as completion certificates.

Meeting to discuss the current pension
issues facing many of our members and
ways in which legislation could be changed
to ease the financial burdens imposed on
employers. Ian Blackford MP is the Shadow
SNP Spokesperson for Pensions and together

has been sympathetic to and supportive of
SNIPEF’s campaign for change.

WATER AND WRAS
Update from Scottish Water and WRAS of
current issues they are facing with respect to
water quality. Discussed the need to expand
the use of notifications and compliance
certificates and promote professionally
qualified plumbers. SNIPEF presented an
updated Approved Contractor Scheme for
consideration by Scottish Water.
BELFAST 23 SEPTEMBER - NORTHERN
IRELAND WATER
Interesting meeting with Northern Ireland
Water to discuss issues currently facing the
industry. It is evident that while action has
been taken against Water Authorities for water
pollution very few individuals or businesses
have been prosecuted but this is likely to
change.
ELGIN 27 SEPTEMBER - MORAY
COLLEGE
A great afternoon at Moray College seeing
the fantastic training facilities available to our
apprentices. I attended the Prize Giving in the
evening and was impressed by the standard
of winners and their achievements. Also had
the chance to meet with a few members the
following day for a coffee and a chat.
LONDON 3 OCTOBER - WATERSAFE
SNIPEF is a partner of Watersafe, an online
directory of approved plumbing businesses
and a national brand covering seven approved
contractor’ schemes across the UK, of which
SNIPEF is one, representing Scotland and
Northern Ireland Water.
The Board comprises representatives from
each of the Approved Contractor Schemes
who meet to discuss among other things how
to promote to the public the benefits of using
Approved Contractors and ensure quality is
maintained within the industry.
EDINBURGH 5 OCTOBER - LARGER
CONTRACTOR MEETING
Well attended meeting by members of this
Group. We were joined by Rudi Klein, CEO
of the SEC Group, Clark Thomson Insurance
Brokers and John Dougall, a Loss Adjuster.
Matters discussed included retentions,
procurement, payment, insurance claims and

apprentice training as well as pensions issues
and wage agreements.
EDINBURGH 7 OCTOBER - SNIPEF
COUNCIL MEETING
Representatives from each of the Local
Associations together with the SNIPEF Office
Bearers met to discuss the issues faced by
employers as a result of section 75 of the
Pensions Act 1995 and amendments and also
the implications for the scheme itself.
YORK 11 OCTOBER, PHCA
Plumbing and Heating Contractors’ Alliance
(PHCA) is an over-arching body for plumbing
and heating businesses throughout the UK
comprising an alliance between APHC and
SNIPEF. The Group meets twice a year to
discuss common interests.
EDINBURGH 18 OCTOBER - SPECIALIST
ENGINEERING CONTRACTORS’ (SEC)
GROUP
The SEC Group is a group of 6 Trade
Associations (SNIPEF, SELECT, BESA, BCSA, ECA,
and LEIA) comprising over 60,000 firms and a
workforce of more than 300,000. It accounts
for the largest single component (by value)
of construction output. Being an umbrella
organisation, SEC Group can have greater
power and influence with government and
government bodies than SNIPEF could by
acting alone.
SEC Group is pushing for a provision that
requires cash retentions to be placed in trust
to be included in The Enterprise Bill. The Group
has been instrumental to the introduction
by the Scottish Government that Scottish
Government bodies must include Project Bank
Accounts in tender documents for contracts
commencing procurement procedures from
31 October 2016.
LONDON 20 OCTOBER - SUMMITSKILLS
At this meeting the future strategic direction
of SummitSkills, the standard setting
organisation for the Building Engineering
Services Industry, was discussed. As a result
of continued uncertainty in the sector, the
ongoing viability of SummitSkills in its current
form was in question and the Board agreed
that the company would be wound down
and cease to operate from March 2017. This
is very disappointing and means that SNIPEF
will need to work with the other bodies to
establish how the standards can be retained
within our Industry.
EDINBURGH 21 OCTOBER - BPEC
BPEC present to us the products currently
offered by them and their plans for future
development. We are keen to develop online
training facilities for our members to
save them the time and cost of travelling to
Edinburgh. Working in conjunction with BPEC
on this would be beneficial as they have vast
experience in the training area.
ELGIN 28 OCTOBER - BANFF & MORAY
DINNER DANCE
A very enjoyable evening spent with member
firms in Elgin at the Association’s Annual
Dinner Dance
GLASGOW 3 NOVEMBER - SCOTTISH
GOVERNMENT CONSUMER AND
COMPETITION POLICY UNIT
Meeting with various representatives from
Building Standards and the Consumer and
Competition Policy Unit to promote the
benefits of using SNIPEF members. We also
discussed our concerns on the promotion of
Trusted Trade Schemes by Local Authorities
who do not carry out the level of checks
that SNIPEF members are subject to and
which ensure the qualifications and the
professionalism of its members.
ABERDEEN 11 NOVEMBER - SNIPEF
TECHNICAL DAY
SNIPEF held their first Technical Day in
Aberdeen which was well attended by
member firms and apprentices who were
able to network with various exhibitors and
stakeholders and develop their skills via adhoc
training courses. The day was supported
by the Aberdeen 7 District Association and I
hope will be one of many more to come. We
are already planning and event in Edinburgh,
which we hope will coincide with the SNIPEF
AGM in May.
EDINBURGH 18 NOVEMBER - COUNCIL
MEETING AND SNIPEF GALA DINNER &
AWARDS CEREMONY
The SNIPEF Council met during the day and in
the evening we celebrated the achievements
of our members who had been nominated for
the Business of the Year Award. The standard
of entries was very impressive and the award
this year was won by a member firm from
Northern Ireland, CHC Group Ltd. The SNIPEF
Customer Care Award was awarded to Jon
Marshall of William Wilson and this year’s Merit
Award was given to Rudi Klein, CEO of the SEC
Group for the enormous amount of work he
had done in lobbing for fair payment in the
Industry. We were also joined by Alasdair Scott,
the SNIPEF Apprentice of the Year and by Lord
O’Neill of Clackmannanshire who gave the
Loyal Toast.
NEWCASTLE, CO DOWN 26 NOVEMBER -

Ireland Master Plumbers’ Association. A good
opportunity for me to meet some of our
members and discuss business in Northern
Ireland.

I attended the highly successful SNIPEF
Technical Day 2016 took place in Aberdeen;

who were there.

Certifier of Construction Scheme and I met
up with the following manufacturers: Wilo,
Honeywell, Wavin and Daikin UK.

In August I met with two Stakeholder
Managers from Gas Safe Register in Edinburgh
and discussed issues which had been brought

to our attention by some members. This was a
positive meeting with the prospect of a closer
working relationship with Gas Safe in the
future.
September saw visits to both Scottish Water
and Northern Ireland Water to discuss the
requirement for approved contractors to issue
compliance certificates and the possible ways
in which this can be made easier and quicker.
All parties are keen to move on with this and to
work collaboratively to increase the number of
certificates issued.
In October I met with a representative of
the Drinking Water Quality Regulator and we
are working together to raise awareness of the
number of these supplies in Scotland, many
of which supply water which does not meet
drinking water standards and can pose a risk
to public health. There are grants available to
property owners to bring their private water
supplies up to standard and SNIPEF members
with suitable skills and knowledge of private
water supplies can inform clients of this funding
and help owners achieve a wholesome water
supply.
In October and November I delivered two
ACCS training courses, one for new members
and one refresher, and as usual both were well
attended.
November was an extremely busy month
for promoting the benefits of SNIPEF and
increasing awareness of our organisation. 8th
November saw myself and Ruth Gibb, who
manages communications at SNIPEF, exhibit at
the Scottish Association of Landlords exhibition
in Edinburgh where we were kept very busy
introducing the benefits of using SNIPEF
members. We were very pleased with the
positive responses of the delegates present.
The Technical Event in Aberdeen on 11th
November went well with a good turnout from
members and we received positive feedback
from the exhibitors who were very pleased with
the interest shown by the delegates. Feedback
from delegates is very welcome - please let us
know via technical@snipef.org or on the form in
the delegate pack.
On 16th November I was with the SEC Group
Health and Safety Forum keeping up to date
with the latest issues in health and safety within
the construction industry. If anyone has an issue
regarding health and safety that you’d like me
to take to the next forum meeting please send
them to me at technical@snipef.org.
On 17th November I took part in the ACCS
Scheme Providers meeting in Livingston, which
is always a good opportunity to keep up to date
with developments in the Certification Scheme
and to share ideas on how to improve the
Scheme for the future.
The 23rd and 24th November was spent in
Glasgow at the Scotland Build exhibition with
Ruth Gibb and Andy Furnevel, Membership
Officer – another busy two days promoting
awareness of SNIPEF to all the delegates who
were from a very wide range of organisations.
It was also good to see some friendly faces
amongst the throng including members and
associate members.
2017 is shaping up to be even busier than
this year so I’m looking forward to the Christmas
break before making plans for more events and
training, and continuing to advise members on
the wide range of issues facing plumbing and
heating contractors. ●
