THE ROAD AHEAD 31 • External financing will comprise 94 percent of the total financing in 2004-2005, and will drop to 89% percent in 2006-2007. • The recurrent costs of the government, largely representing wages, will nearly double over the next three years as pay reform is implemented. The reform aims to create a more skilled, motivated, and delivery-focused bureaucracy.
