Minutes of Board of Directors Meeting august 23, <strong>2017</strong><br />
CALL TO ORDER<br />
The Board of Directors meeting of the <strong>Cypress</strong> <strong>Mill</strong> Homeowners<br />
Association Inc. was held on August 23, <strong>2017</strong> at <strong>Cypress</strong> <strong>Mill</strong> Recreation<br />
Center, 14710 <strong>Mill</strong>s Park Lane, <strong>Cypress</strong>, Texas. Those in attendance were<br />
Larry Ramirez, Beverly McGaughey and George Rogers. Emma Deatherage<br />
and Angela Rivera were also in attendance (representing Principal<br />
Management Group). With a quorum duly established, Larry Ramirez,<br />
called <strong>Cypress</strong> <strong>Mill</strong> Board of Director’s meeting to order at 6 PM with an<br />
open prayer.<br />
CONTRACTOR FORUM<br />
Dunrite Construction, Robert reported the status of the pressure washing<br />
and fence repairs to perimeter fences in the neighborhood. The whole<br />
project expected to be around 3 weeks, weather permitting. Curbs will be<br />
painted on the esplanades along <strong>Cypress</strong>wood Drive.<br />
CONSTABLE FORUM<br />
Lance Rodgers reported July’s crime statistics.<br />
APPROVAL OF MINUTES<br />
The Board approved the Board of Directors Meeting Minutes of the July 26,<br />
<strong>2017</strong> were reviewed, discussed and approved.<br />
TREASURER’S REPORT<br />
Emma Deatherage presented the July <strong>2017</strong> Financials. The Financials<br />
were accepted as presented. The following items noted:<br />
• Operating Funds of 221,630.51 and Reserve Funds of $369,832.53 as of<br />
July 31, <strong>2017</strong>.<br />
• 94.5% of the <strong>2017</strong> assessment have been collected.<br />
• July <strong>2017</strong> YTD actual expenses were over budgeted by $6,190.92.<br />
MANAGEMENT REPORT<br />
Emma Deatherage review the monthly reports:<br />
• Covenants Status Count Report - 167 violations letters sent out in August<br />
and 200 closed violations. The majority of violations were trash can in<br />
view and lawn maintenance.<br />

• Delinquency Status Count Report - currently at 94.5% collected. 22<br />
accounts were transferred to the attorney’s office for collection and 3<br />
accounts for deed enforcement.<br />
• 5 ACC applications were approved and 2 are still being reviewed for the<br />
month of August.<br />
OLD/NEW BUSINESS<br />
The Board reviewed the Organizational Annual Rental Agreement Form.<br />
No changes were made.<br />
HOMEOWNER/CONTRACTOR FORUM<br />
Homeowners present discussed the following items:<br />
• Veteran’s Day celebration discussion<br />
• Irrigation leak at Moss Valley and <strong>Cypress</strong>wood.<br />
• Deed violations were brought up on vacant home, over hanging tree<br />
limbs items left on driveways and loose dogs.<br />
• Rose Beer Garden representative was unable to attend. They will be reinvited<br />
to the next meeting.<br />
ADJOURN TO EXECUTIVE SESSION<br />
RECONVENE FROM EXECUTIVE SESSION<br />
The following items with were discussed and noted actions approved<br />
during the executive session:<br />
Motions were made and seconded and passed unanimously to:<br />
• Reserve Study Updates discussed and Board approved the proposal from<br />
Reserve Advisors for $4,200.<br />
• 2018 Budget was discussed, changes were made and will be resubmitted<br />
for approval next month.<br />
• PMG to research fining policy for deed enforcement and send samples<br />
to the Board.<br />
• The Board discuss adding the access system to the gate and clubhouse<br />
doors.<br />
ADJOURNMENT<br />
There being no further business to come before the Board, the regular<br />
business session of the meeting was adjourned at 9 PM.<br />
Next meeting will be held on Wednesday, September 27, <strong>2017</strong>, <strong>2017</strong><br />
at 6 PM.<br />
