Minutes of Board of Directors Meeting august 23, 2017
CALL TO ORDER
The Board of Directors meeting of the Cypress Mill Homeowners
Association Inc. was held on August 23, 2017 at Cypress Mill Recreation
Center, 14710 Mills Park Lane, Cypress, Texas. Those in attendance were
Larry Ramirez, Beverly McGaughey and George Rogers. Emma Deatherage
and Angela Rivera were also in attendance (representing Principal
Management Group). With a quorum duly established, Larry Ramirez,
called Cypress Mill Board of Director’s meeting to order at 6 PM with an
open prayer.
CONTRACTOR FORUM
Dunrite Construction, Robert reported the status of the pressure washing
and fence repairs to perimeter fences in the neighborhood. The whole
project expected to be around 3 weeks, weather permitting. Curbs will be
painted on the esplanades along Cypresswood Drive.
CONSTABLE FORUM
Lance Rodgers reported July’s crime statistics.
APPROVAL OF MINUTES
The Board approved the Board of Directors Meeting Minutes of the July 26,
2017 were reviewed, discussed and approved.
TREASURER’S REPORT
Emma Deatherage presented the July 2017 Financials. The Financials
were accepted as presented. The following items noted:
• Operating Funds of 221,630.51 and Reserve Funds of $369,832.53 as of
July 31, 2017.
• 94.5% of the 2017 assessment have been collected.
• July 2017 YTD actual expenses were over budgeted by $6,190.92.
MANAGEMENT REPORT
Emma Deatherage review the monthly reports:
• Covenants Status Count Report - 167 violations letters sent out in August
and 200 closed violations. The majority of violations were trash can in
view and lawn maintenance.

• Delinquency Status Count Report - currently at 94.5% collected. 22
accounts were transferred to the attorney’s office for collection and 3
accounts for deed enforcement.
• 5 ACC applications were approved and 2 are still being reviewed for the
month of August.
OLD/NEW BUSINESS
The Board reviewed the Organizational Annual Rental Agreement Form.
No changes were made.
HOMEOWNER/CONTRACTOR FORUM
Homeowners present discussed the following items:
• Veteran’s Day celebration discussion
• Irrigation leak at Moss Valley and Cypresswood.
• Deed violations were brought up on vacant home, over hanging tree
limbs items left on driveways and loose dogs.
• Rose Beer Garden representative was unable to attend. They will be reinvited
to the next meeting.
ADJOURN TO EXECUTIVE SESSION
RECONVENE FROM EXECUTIVE SESSION
The following items with were discussed and noted actions approved
during the executive session:
Motions were made and seconded and passed unanimously to:
• Reserve Study Updates discussed and Board approved the proposal from
Reserve Advisors for $4,200.
• 2018 Budget was discussed, changes were made and will be resubmitted
for approval next month.
• PMG to research fining policy for deed enforcement and send samples
to the Board.
• The Board discuss adding the access system to the gate and clubhouse
doors.
ADJOURNMENT
There being no further business to come before the Board, the regular
business session of the meeting was adjourned at 9 PM.
Next meeting will be held on Wednesday, September 27, 2017, 2017
at 6 PM.
