Work to improve sewer network for<br />
new homes and businesses<br />
Welsh Water is assisting the development of new homes and businesses<br />
in Monmouth with work to extend the sewerage system beginning this<br />
month.<br />
The not-for-profit company are due to begin work next week to install a new<br />
sewer between Blestium Street and the King’s Wood Gate Housing Development off<br />
Wonastow Road.<br />
The work is expected to take<br />
around nine months to complete<br />
and will be completed in stages to<br />
minimise disruption.<br />

will benefit the residents of the King’s Wood Gate Estate. The works have been<br />
programmed to avoid disruption during the busy Christmas shopping period.”<br />

£<strong>15</strong>m funding for new<br />
Hereford University<br />
Herefordshire Council can confirm that the county has<br />
secured £<strong>15</strong>million of government funding from the<br />
Department for Education for the new university.<br />
This adds to the existing £8m of funding provided by the Marches LEP through<br />
the government’s Growth Deal.<br />
Universities Minister Jo Johnson has today announced funding of up to £<strong>15</strong><br />
million over three years to support the establishment of a new university in Hereford.<br />
This announcement follows plans set out in the government’s Midlands Engine<br />
Strategy which includes significant investment in skills, connectivity and local growth<br />
to drive the region’s huge potential and promote it to the world.<br />
Herefordshire is one of only three English counties not to have a university, leading<br />
to an estimated 1,800 young people between the ages of 16 and 25 leaving the county<br />
for higher education or graduate jobs. Government investment in this project will<br />

Herefordshire Council<br />
has been working in<br />
collaboration with the<br />
New Model in Technology<br />
& Engineering (NMiTE)<br />
to develop proposals<br />
and bid for funds for the new city-based campus, which will include student<br />
accommodation and faculty buildings.<br />
Launched in 20<strong>15</strong> with the support of a strong coalition of leading universities,<br />
engineers, business people and MPs, NMiTE offers a way for Britain to address its<br />
shortfall of 40,000 engineering graduates, and will encourage more women to work<br />
in the industry. It also provides the opportunity for Hereford to attract more young<br />
people and revitalise the county’s economy. NMiTE will take a radical approach<br />
to training the next generation of engineers, taking its first cohort of students in<br />
September 2020.<br />
Councillor Tony Johnson, leader of Herefordshire Council, said:<br />
“This is wonderful news! We are proud of the role Herefordshire Council has<br />
played to support the university in developing the business case for government<br />
funding. A new university provides the opportunity to encourage young people<br />
to Herefordshire and to build on our economic vision for the county, with all the<br />
businesses and services that students, alumni and professionals require.”<br />
Today’s announcement builds on plans set out in the government’s modern<br />
Industrial Strategy which aims to improve living standards and economic growth by<br />
increasing productivity and driving growth across the whole country.<br />
The NMiTE university aims to open its doors to the first 300 students at a<br />
purpose-built city centre campus in Hereford in September 2020. It will have 5,000<br />
students by 2032.<br />
Scrapping of the<br />
Severn Bridge Tolls<br />
In the summer, it was announced tolls on the Severn<br />
crossings linking England with Wales are to be<br />
abolished for all vehicles at the end of 2018.<br />
What will this mean to the property market in Chepstow and the South Wales<br />

New equity release plans rise by a third as lending<br />
passes £800 million in a single quarter for first time<br />
• Value of quarterly lending in Q3 2017 rises 44% year-on-year as growing numbers look to<br />
housing wealth as a core pillar of financial planning for retirement<br />
• 9,905 new plans were agreed from July to September, a rise of 34% from Q3 2016<br />
• In total, the sector saw activity from almost 18,000 new or returning customers in Q3 2017<br />
• Demand for drawdown products continue to rise - accounting for over three quarters<br />
of all new products taken out<br />
Over-55s withdrew a total of £824 million of property wealth from their homes<br />
via equity release plans during Q3 2017, according to the latest quarterly<br />
figures from the Equity Release Council (The Council)1, as increased<br />
competition and a continued commitment to consumer safeguards supported a rise in<br />
new customer numbers and lending activity between July and September.<br />
Total lending surpassed the £701m recorded in Q2 this year to become the highest<br />
figure seen in any single quarter since The Council began tracking quarterly activity in<br />
2002. This represents a 44% year-on-year increase from Q3 2016 when lending stood<br />
at £572 million.<br />
Members of The Council recorded a total of 17,982 customers between July and<br />
September, up by 12% from Q2. Of these, 9,905 of were new customers, representing<br />
a 17% quarterly increase from Q2 and a 34% annual rise compared with Q3 2016.<br />
The remainder were made up of 6,849 returning drawdown customers releasing<br />
housing wealth in instalments (up from 6,566 in Q2) and 1,138 further advance<br />
customers agreeing extensions to existing plans (up from 1,002 in Q2).<br />
The growing range of products on the market and increasing consumer appetite<br />
to use housing wealth as a source of retirement finance mean that Q3 lending activity<br />
has now risen by 82% in the last two years, up from £453 million in Q3 20<strong>15</strong>. New<br />
customer numbers have risen 64% over the same period from 6,049 in Q3 20<strong>15</strong>.<br />
Continued rise in drawdown customers<br />
A further shift towards offering more breadth across drawdown lifetime mortgages<br />
to reflect consumer demand has meant the proportion of new customers choosing this<br />
option over lump sum lifetime mortgages or home reversion plans in Q3 2017 rose<br />
by nine percentage points to 77% from the previous quarter (68%) and <strong>15</strong> percentage<br />
points year-on-year (from 62%).<br />
Drawdown products typically see customers releasing smaller amounts of equity<br />
to begin with (£64,793 in Q3 2017 vs. £100,389 via lump sum plans), therefore<br />
reducing the build-up of interest over the duration of the plan. It also provides<br />
customers with the flexibility to unlock further sums via future instalments as and<br />
when they need to.

Mortgage Interest Rate?<br />
Mortgage holders were relieved Bank of England decided last week to leave borrowing costs<br />
at an all time low of 0.25%, however all the signs and warnings suggest a rate rise is on its way.<br />
The current bank base rate is the lowest in the Bank of Englands 323 year history and changes<br />
upwards could lead homeowners, who have borrowed at the reduced levels,<br />
to face increases in their bills in the near future.<br />
For those on a lender’s standard variable rate, a rise in interest<br />
rates has the potential to have a huge impact. Those on a<br />
fixed rate won’t be impacted until the end of their fixed term.<br />
Many mortgage holders will assume that as interest rates have<br />
reduced over the past few years that even if they are currently on<br />
their lenders standard variable rate then as they are bound to be<br />
getting a good deal. Think again.<br />
Here are a sample of standard variable rates:<br />
• Barclays 3.74%<br />
• Halifax 3.74%<br />
• Natwest 3.75%<br />
• Santander 4.49%<br />

You will agree that these rates look good compared to how high historic rates have<br />
been until you see what might be available.<br />
Lets assume you have a repayment mortgage of £<strong>15</strong>0,000 and you have 25<br />
years remaining and you are paying the current standard variable rate for the<br />
aforementioned lenders. Lets say the value of your home is £200,000 which means<br />
you are eligible for a 75% loan to value mortgage.<br />
The monthly cost would be:<br />
• Barclays £770 a month<br />
• Halifax £770 a month<br />
• Natwest £771 a month<br />
• Santander £832 a month<br />
Now lets see what happens to the monthly payments for the same 75% loan to<br />
value mortgage if you come off the standard variable rate for the above companies and<br />
switch to a fixed rate elsewhere.<br />
The prices below are for a fee free remortgage based on a balance of £<strong>15</strong>0,000 with<br />
25 years remaining:<br />
• 2 year fixed rate £596 a month<br />
• 3 year fixed rate £620 a month<br />
• 5 year fixed rate £631 a month<br />
THESE ARE SAVINGS OF BETWEEN £<strong>15</strong>0 AND £200 A MONTH.<br />
These rates are correct at time of this article going to print and subject to the<br />
lenders affordability and criteria rules.<br />
With rates so low many people are also choosing to fix and reduce the term of<br />
the mortgage. For example for the same payment over 25 years on a lenders standard<br />
variable rate you could potentially remortgage to the 2 year fixed above and reduce<br />
your mortgage term to 19 years and still pay the same as you was before whilst<br />
knocking a huge 72 months off your mortgage!<br />

Today, this gracious property is home to Angela and Edwin Stuart, who<br />
moved to Herefordshire from Buckinghamshire in 2003. They had searched<br />
most of the south of England, looking at around 40 houses, in order to find<br />
the right place.<br />
The secluded country house, near St Weonards, with its far-reaching<br />
views and now much reduced “estate” of eight acres, provided the lifestyle<br />
they were looking for. One of its attractions was its size. With six bedrooms<br />
and plenty of reception rooms, it was big enough to provide separate living<br />
space for Angela’s mother. But there was a time when this already generous<br />
house was even larger – with 13 bedrooms and a grand ballroom.<br />
“A fire in the late 1960s destroyed one wing,” says Angela. This explains<br />
why the sweeping oak staircase rises not from the centre of the house,<br />
but from a hallway at one end, converted in 1988 from a former coach<br />
house. It’s also the reason why the couple have added what they call the<br />
“New Room” along the side of the property. “The fire destroyed the wing<br />
that overlooked the views, so in 2011 we put the New Room in to take<br />
advantage of them and to make a nice, light room for eating and living in,”<br />
says Angela.<br />
The long distance views across the rolling hills towards Monmouthshire<br />
and the Forest of Dean are indeed spectacular and enhanced by a recently<br />
established lake and the extensive landscaping which Angela and Edwin<br />
have overseen. These same views can also be enjoyed from a garden room,<br />
added along the fire-ravaged side of the house by a previous owner. This<br />
looks out over a pretty walled terrace, built into the Picturesque ruins of<br />
the former wing. The couple have had the terrace paved and balustraded to<br />
provide an enchanting outdoor seating area.<br />
For Angela, a keen gardener, the eight acres of gardens and paddocks<br />
were a key factor. She wanted the paddocks to keep donkeys (although<br />
she now uses them for her alpaca) and early on she had some of the<br />
plot planted with a small orchard of 17 different trees which now fruit<br />
prolifically. She also extended the vegetable garden, incorporated an<br />
asparagus bed and added a wildflower patch.<br />
The work on the garden was earliest among a series of enlightened<br />
changes the couple made in their first eight years at the property. They went<br />
on to incorporate an adjoining outbuilding into the house in order to make<br />
a large utility/laundry room, with floor-to-ceiling shelving where Angela<br />
keeps part of her collection of 600 plus cookery books!<br />

property details which tell another story – about the history of this intriguing<br />
property. Alongside details of the sale of the estate land in 1842, there’s a<br />
description of an<br />
auction in 1856.<br />

built.” It had been<br />

years earlier.<br />
“It was bought<br />
by the Vicar of Huntley and given to his son as a wedding present,” says Angela.<br />
The family lived in it until about 1940 but in the meantime, in 1919, 1000 acres<br />
of the surrounding estate were sold off.<br />
Now the property faces another change of ownership – Angela and Edwin have<br />
decided to downsize and move to the West Country. However, the framed details<br />
came with the house and will remain there, as a record of its fascinating past.<br />
Favourite things<br />
When the couple had a new kitchen installed in 2010, they renewed the<br />
oil-fired Aga, a decision which Angela has revelled in ever since. She is<br />
also delighted with the bespoke greenhouse which was a present from her<br />
mother and where she indulges her passion for growing herbs. The enormous,<br />
traditional walk-in pantry is also a great favourite. Meanwhile Edwin loves<br />
relaxing in the formal and beautifully decorated drawing room, where he had<br />
cupboards made to display his collection of porcelain.<br />

issues its September Housing Report<br />
House-buying process<br />
• As the Government announces it will consult on the home-buying and selling<br />
process, the NAEA <strong>Property</strong>mark September Housing Report reveals that last<br />
month, eight in 10 (79 per cent) agents confirmed that the home-buying process is<br />
outdated.<br />
Demand for housing<br />
• In September, the number of house hunters registered at estate agents rose to the<br />
highest level seen since March this year, with 394 on average per branch<br />
• This number was up from 343 in August and 347 in July.<br />
Number of house hunters registered per branch from September 2016-2017<br />
Supply of properties and sales agreed<br />
• The number of properties available to buy on estate agents’ books increased from 37<br />
in August, to 41 in September – the highest number recorded since March this year.<br />
Sales agreed and the proportion made to<br />
first-time buyers (FTBs)<br />
• Despite the fact that both supply and demand for properties increased in<br />
September, the number of sales agreed remained flat, with an average of eight<br />
agreed per branch – the same as July and August<br />
• The proportion of sales made to FTBs was 23 per cent in September, which is also<br />
the same as the previous two months.<br />
Mark Hayward, Chief Executive, NAEA <strong>Property</strong>mark said: “The Government’s<br />
announcement last weekend that it will consult to reform the home-buying process<br />
couldn’t come soon enough, and we welcome it. Our findings show that estate agents<br />
agree, and would welcome changes to ensure the process for buying and selling is<br />
brought into the twenty first century. The current prolonged process means sales<br />
are stagnating despite the fact that the supply of housing is up, and there is growing<br />
demand. Hopefully we will see activity pick up marginally in the short term, when<br />
properties which are being marketed now are taken off the market and pushed<br />
through, so buyers can be in before Christmas.”<br />
Moving Times<br />
New research undertaken by estate agent lead generation specialists,The ValPal Network,<br />
has revealed the average time it takes to move home in the UK.<br />
Previous research on the home moving process<br />
only measures from when the property is ‘on<br />
the market’, which is currently approximately 2<br />
months according to Rightmove. The new data takes<br />
the seller’s consideration period into account, including<br />
making the decision to sell and choosing an estate<br />
agent, giving a unique insight how long the whole<br />
moving process takes from start to finish.<br />
The ValPal Network’s data analysis encompasses over<br />
4,100 estate agents that use the instant online valuation<br />
tool, and has revealed that over the last year (October<br />
2016 – October 2017) it has taken on average 201 days<br />
to move home. This figure has been measured across<br />
54,000 completions, from the point at which someone<br />
values their home online to when it appears as sold on<br />
the Land Registry.<br />
The research (infographic attached) also shows<br />
that it takes on average 58 days from valuation for a<br />
vendor to choose an agent and get a property ‘on the<br />
market’, 62 days to sell (according to Rightmove),<br />
then around 81 days to arrange the conveyancing and<br />
finance (according to MyHomeMove, the UK’s largest<br />
conveyancer).<br />
Analysis of home sales since 20<strong>15</strong> shows that on<br />
average it is getting quicker to sell your home. Although<br />
figures in 2017 have slowed a little in comparison to the<br />
previous year, this could be due to a number of factors,<br />
including tentative buyers and sellers caused by looming<br />
Brexit and the snap General Election earlier this year.<br />
What’s more, 2016’s impressive figures could have been<br />
affected by the rush of buy-to-let investors and second<br />
home purchasers looking to acquire property before the<br />
April introduction of a 3% stamp duty surcharge.<br />

Craig Vile, Director at the ValPal Network said, “Our<br />
data shows that on average the home moving process<br />
is speeding up and becoming more efficient. Advances<br />
in technology have definitely played a role here. This<br />
is critical information for agents as it shows an all<br />
important ‘window of opportunity’ from the point at<br />
which a vendor values their house and shows intent to<br />
sell and then chooses an agent.<br />
The ValPal Network is using technology to help<br />
estate and letting agents speak to more prospective<br />
clients. The offer of an instant online valuation is<br />
appealing to the consumer as everyone wants to know<br />
the value of their home. Our tech is all about traffic<br />
conversion and the more traffic an agent drives to their<br />
valuation tool, the more leads they will generate.<br />
Home movers - particularly millennials - now<br />
want to be able to carry out their valuations, property<br />
searches or obtain mortgage advice out of traditional<br />
working hours. Technology is helping estate agents,<br />
mortgage brokers and other property firms to adapt to<br />
these changes and provide the modern consumer with<br />
the 24/7 service they desire.”

QI am buying my first home and my parents<br />
are gifting me the deposit. Do I need to<br />
disclose this to the solicitor?<br />
AYes, a solicitor would need to be aware of<br />
this as the solicitor would need to advise<br />
the lender that not all funds for the purchase<br />
are coming from your own resources. This can<br />
be frustrating as 99% of the time the lender is<br />
already aware, however as it is not normally<br />
stated on the mortgage offer the solicitor would<br />
still have to refer to the lender. The sooner you<br />
make your solicitor aware of the circumstances<br />
the sooner the point can be dealt with avoiding<br />
last minute delays.<br />
QI currently own a property with my exhusband.<br />
We have separated and there<br />
is no court order in place. We have agreed to<br />
transfer the property to my sole name and I will<br />
not pay him anything for his share. Do I have to<br />
pay stamp duty?<br />
AIf there is no court order in place stamp<br />
duty will be payable on half of the<br />
outstanding mortgage on the property. Care<br />
should be taken if you own other properties as<br />
you may get caught by the additional higher<br />
rate of stamp duty. People are often unaware of<br />
this position when transferring properties.<br />
QHow do I know which boundary is mine<br />
to maintain at my property?<br />
ABoundary maintenance will all depend<br />
on what is stated within the title to the<br />
property or the old title deeds. Even after<br />
checking the title to the property it may not<br />
actually state who is responsible for which<br />
boundary! If there is nothing in the title or the<br />
deeds extra care should be taken before carrying<br />
out any works to avoid any boundary dispute<br />
and always consult with your neighbours.<br />
QI am selling my property and I replaced<br />
windows in 2005. I cannot get hold of the<br />
installer and have misplaced my paperwork.<br />
The buyer’s solicitor is asking for a building<br />
regulations completion certificate or an<br />
indemnity policy – help!<br />
AFirst port of call would be to establish<br />
if the installer was FENSA or CERTAS<br />
registered. If so a duplicate certificate can be<br />
obtained. If not the fastest and easiest way and<br />
most often used in transactions is to take out<br />
and indemnity insurance policy. The policy will<br />
not cover the buyer for the quality of the work<br />
and will only cover them if the local authority<br />
decided to take enforcement action. Any<br />
approach to the local authority would null and<br />
void the policy.<br />

Although the summer months are traditionally the best time<br />
to put a home up for sale, the lead up to Christmas and after<br />

Light It Up<br />
Getting as much light in the space as possible is crucial in creating<br />
a light, more open space. This can be achieved by keeping blinds and<br />

No Dogs, No Scented Candles, No Clutter. As always, remove<br />
all negative or potentially offensive smells. Animals can turn some<br />
buyers off whatever the weather, but the smell of a wet dog is far more<br />
noticeable than usual. Plus, it’s common for people to have allergies or<br />
sensitivities to scents, so no candles or deodorizers before viewings. You<br />
might think your festive candle is a dream, but someone with different<br />
tastes may be deterred.<br />
The smell of freshly baked bread is said to “help sell your home”<br />
although it is widely believed this is somewhat of a wives tale. However,<br />
some homemade cake or mince pies are always a welcome winter treat<br />
to accompany a hot cup of tea.<br />
Putting boots, shoes and jacket away in a closet is necessary, as well<br />
as reorganising rooms to have the appearance of being larger without<br />
being empty. Any carpets should get a deep clean before the property<br />
goes on the market and it goes without saying that a home should be<br />
consistently tidy.<br />
Showcase Out of Season Features<br />
Summer photos are a must to showcase what the property looks<br />
like in different light, especially with a garden. A photo album with all<br />
the wonderful features during warmer months is a good idea to entice<br />
potential buyers about what to look forward to in warmer weather.<br />
Even in the winter months, the outdoor space is a sought after<br />
feature and needs to look great. Make sure you clear any leaves, mow<br />
the lawn and at least keep the flower beds in check despite having no<br />
beautiful flowers at this time of year. Make sure any outdoor storage is<br />
neat and tidy and turn on any working floodlights to help showcase the<br />
outdoor space during long dark nights.<br />

from the National House-Building Council has<br />
revealed that between July and September 2017,<br />
37,936 new homes were registered, a 6% increase on<br />
the same period last year. Of these 29,083 were for<br />
the private sector, a 9% increase on Q3 2016.<br />

Meanwhile in the affordable sector, registrations dropped 5% to 8,853<br />
new homes.<br />
NHBC said that seven out of 12 UK regions saw registration growth<br />
during Q3 2017 against 2016. Among those with the most significant growth<br />
were Scotland which experienced a 50% rise to 3,056 new homes registered, the<br />
East Midlands at 42% growth to 3,575, and the North East, seeing registrations<br />
improve 34% to 2,078.<br />
But Greater London’s registrations dropped from 3,860 in Q3 2016 to 2,494<br />
during the July to September period this year.<br />
NHBC’s ceo Steve Wood, said: “We have seen encouraging growth in terms<br />
of the number of new homes being registered over the last three months, across<br />
many parts of the country.<br />
With demand for high quality new homes as strong as ever, this is positive<br />
news for the industry and prospective homebuyers, particularly in light of the<br />
current political and economic uncertainties.”<br />
Of the 97,102 sales received for registration in September 2017:<br />
• 72,519 were freehold, a 3.2% increase on September 2016<br />
• 9,013 were newly built, a 21.6% decrease on September 2016<br />

Threat of rate rise sees surge in fixed rate mortgage applications<br />

The rise in fixed rate mortgage applications is<br />
despite the Yorkshire currently offering its lowest ever<br />
discounted SVR with an interest rate of 0.87%.<br />

the Bank of England could trigger a rate rise this week,<br />
our data indicates borrowers are keen to secure a deal<br />

borrowers value being able to lock-in to a fixed rate deal<br />
and know that their monthly payments won’t change<br />
