Tingley said the decision was made with building administrators, including principals and assistant principals, who he said were “all in agreement that it would be prudent at this time to limit the access to our schools during the day.” “The security of the building is the responsibility of the administration,” he said, citing board policy 4.170, which states, in part: “The Superintendent or designee shall develop, implement, and maintain a comprehensive safety and security plan that includes, without limitation: An emergency operations plan(s) addressing prevention, preparation, response, and recovery for each school; Provisions for a coordinated effort with local law enforcement and fire officials, emergency medical services personnel, and the Board Attorney; A school safety drill plan; Instruction in safe bus riding practices; and a clear, rapid, factual, and coordinated system of internal and external communication.” No formal action on the issue was taken by the board. Tingley said there had been discussions with board members prior to making the decision. District 210 Board Secretary Aaron Janik said that the move was “an administrative decision.” Janik was the only member of the board to respond to requests for comments. Prior to March 8, community members were permitted to use track and pool facilities at Lincoln-Way district high schools while classes were in session. Now, those hours will be limited to those after school park district hours. Tingley said there will be an exception made for some morning swimmers, but those programs will be revisited with the park district before the start of the next school year. “There will still be opportunities for the community to use our facilities through the park district hours,” Tingley said. “They can still come and walk the track. We still have evening swim hours that are in place, so they still have access to the facilities.” The move comes ostensibly in response to recent tragedies involving shootings at schools across the country; however, a 2004 report from the Secret Service and the Department of Education, which looked at 37 such incidents involving 41 suspects from 1974-2000, showed that, “Almost all of the attackers were current students at the school where they carried out their attacks” — 95 percent of them, in fact. Although community users were required to scan their driver’s licenses into the Raptor Visitor Management software upon entering the building, Tingley said the school did not have an employee assigned to walk to the athletic facilities with those users to insure they did not stray to other parts of the building. In response to security concerns concerning people bringing in large duffel bags, he said front desk personnel would not be tasked with bag searches because they are not considered security personnel. “That’s a clerical position,” Tingley said. “That’s not a security position, so they’re not trained nor would they qualify to do searches of bags, searches of individuals or their person.” “We still want to partner with our community and that’s why there will still be park district access in the evenings to our facilities and also we will have access to our swimming pools still free of charge,” Tingley said. In fact, the agreement to allow community members access to the schools’ facilities was part of a referendum passed in 2006, which created the Lincoln-Way Area Park District program. “Our community members are going to have to adjust their personal schedules to make that work,” Tingley said. “We certainly understand the inconvenience. We still want to provide the opportunity for usage of our facilities, but at the same time you’re not going to see many other high schools that are doing what we did. Not in today’s world.” In response to the assertion that he told people the decision would not be made until the March 15 board meeting, Tingley declined to answer the allegation directly, and only offered: “As I told all the individuals, this has been discussed for years. This isn’t a new topic. There have been discussions about limiting the use of outside groups.” As of press time, the agenda for the March 15 Board of Education meeting was not available.
