Page 4 April Edition Carthage Gazette Carthage Town Manager went to college at Georgia Tech. After graduate school he returned to Hickory, NC working for the Western Piedmont Council of Governments for seven years. Thomas decided to become a consultant and was asked to become a county manager and was the town manger in several counties retiring from Rockingham county. Thomas was retired, enjoying golf in 2013 in Pinehurst when he saw that the town manager was retiring. He called the Mayor indicating he was a retired county manager and was hired immediately. He still enjoys working on his golf game, working for the town of Carthage on a part time basis. According to Mr. Robinson, “I really enjoy being the town manager”. Thomas Is responsible for the overall town management with all departments reporting to him. The town manager then reports to the Board of Commissioners. The town manager is responsible for developing the annual town budget and primarily to carry out the works programs. Moore County is developing the water park and gym at Hillcrest Park in Carthage. The town is in the process of developing and fi nishing the bike and pedestrian plan to provide trails and sidewalks throughout Carthage. This will also provide a large incentive for the redevelopment of the downtown district. The town of Carthage was also not in compliance with water standards when Thomas “came on board.” Since then the town has made major upgrades to the water plant and Carthage now enjoys some of the best water in the state. The sewer system is undergoing planning and upgrades due to the future residential subdivision developments on the horizon. Growth is being fueled by Fort Bragg as well as Southern Pines families. According to Thomas, “we are making sure that we pay attention to keeping our taxes and regulations reasonable, improve our infrastructure and have a plan in place to improve our appearance to make the future very attractive to future growth.“ The town has just recently upgraded the historical committee and purchased the last remaining building of the Tyson and Jones Buggy Factory on Rae Street which the town plans on rehabilitating. The town has stabilized the building and ideally they would like a private investment group to sdd retail anchor and develop the building. UNC graduates students completed a study on the building and to their surprise it is very feasible to develop the building. There is also a new Land Use Plan in the works. The new downtown redevelopment plan is going to begin this year. The town hired a national consulting fi rm Greenberg Development Services that developed a downtown renovation redevelopment plan. Hillary Greenberg, “Carthage is a vibrant, rural community of approximately 2,200 persons with a strong sense of place, historic buildings and rich history. Overall, the community enjoys a high quality of life with good schools, varied recreational opportunities and low housing costs. While the town has made several investments in or near the downtown over the years to improve public infrastructure, private sector investment has not kept pace.” “The town is in play and fortunately is located in the “sweet spot” being within 2 hours driving time of Charlotte, Raleigh, Greensboro, Fayetteville and Fort Bragg as well as near the destination area of Pinehurst” said Mr. Robinson. There have been several small businesses that have recently opened in the Carthage downtown area. “There is a lot to do here in Carthage and the future looks very bright.” By: Rick Levinger
