On “Face the Nation” on Sunday,
Treasury Secretary Steven Mnuchin
said that coronavirus relief checks
will start being delivered via direct
deposit to recipients “within three
weeks.” The IRS will use the direct
deposit information from your tax
returns to know where to send the
money.
If Mnuchin’s forecast proves
accurate, some people would
receive stimulus payments
sometime around the middle
of April. However, there is some
skepticism that such a timeline is
realistic. It took the IRS upwards
of three months for checks to be
sent after a stimulus package was
approved in 2008.
In 2020, it may take especially
long for to receive your stimulus
payment if the IRS doesn’t have
your direct deposit information and
must send a check by mail.
Tax filers with adjusted gross
income up to $75,000 for
individuals and up to $150,000 for
married couples filing joint returns
will receive the full payment. For
filers with income above those
amounts, the payment amount
is reduced by $5 for each $100
above the $75,000/$150,000
thresholds.
Eligible taxpayers who filed tax
returns for either 2019 or 2018 will
automatically receive an economic
impact payment of up to $1,200 for
individuals or $2,400 for married
couples and up to $500 for each
qualifying child.
The IRS will use the information
generated for Economic Impact
Payments to recipients of benefits
reflected in the Form SSA-1099
or Form RRB-1099 who are not
required to file a tax return and did
not file a return for 2018 or 2019.
This includes senior citizens, Social
Security recipients and railroad
retirees who are not otherwise
required to file a tax return.
The IRS urges anyone with a tax
filing obligation who has not yet
filed a tax return for 2018 or
2019 to file as soon as they can
to receive an economic impact
payment. Taxpayers should include
direct deposit banking information
on the return.
For those concerned about
visiting a tax professional or local
community organization in person
to get help with a tax return, these
economic impact payments will be
available throughout the rest of
2020.
For those of you that don‘t have
refunds from the IRS requiring
a bank acount and if they don‘t
have a current bank routing and
account number a new portal
will be available April 18th to
manually enter your bank account
information to receive your stimulus
check..
The Treasury plans to develop a
web-based portal for individuals to
provide their banking information to
the IRS online, on April 18th so that
individuals can receive payments
immediately as opposed to checks
in the mail.
Stimulus checks sent out in 2001
and 2008 were not considered
taxable income, and coronavirus
stimulus payments will also not be
taxed.

US auto insurance companies
are making billions more in profit
each month as Americans stay off
the roads during the coronavirus
outbreak.
As the virus continues to spread
throughout the US, far beyond the
hotspots of New York, California,
and Washington, most of the
country has suspended travel plans
and is largely staying indoors. Many
people are working from home and
not commuting. Others have lost
their jobs altogether.

Billions in Extra Profit

All this means that Americans
are driving fewer miles. Fewer
cars on the road means fewer
accidents. Fewer accidents means
fewer claims. In China, where the
coronavirus pandemic is further
along than it is in the US, auto
insurers have already reported a
steep decline in payouts.
According to a letter sent to state
insurance commissioners earlier
this month by the Consumer
Federation of America (CFA) and the
Center for Economic Justice (CEJ),
two nonprofits that advocate on
behalf of consumers, the reduced
traffic translates into an estimated
$50 more per month, per auto
policy, for insurance companies.
It may not sound like much until
you consider the fact that there
are 268 million cars in the US. And
although not every car on the road
is insured, it still adds up to about
$2 billion a month in “excessive
profits,” Douglas Heller, an
insurance expert at the Consumer
Federation, told Quartz.
The CFA and CEJ believe the extra
money should be returned to
policyholders.
“This premium relief will ensure
that rates are not excessive,” the
organizations said in the letter.
“Failure of insurers to offset
premiums will provide insurers
with a windfall—premiums based
on claim costs associated with
a substantially overestimated
amount of miles driven.”
CEJ executive director Birny
Birnbaum, who co-authored the
letter, was not aware of any large
companies offering rebates. Some,
however, have offered extended
grace periods for non-payment of
premiums, Birnbaum said.
He said Alaska’s director of
insurance issued (non-binding)
guidance encouraging insurers to
provide relief based on reduced
mileage. On the other hand,
Hunter, the former commissioner
of insurance for the State of Texas,
said New York has been “nonresponsive
given the huge drop in
driving there.”
If some of the big insurers agreed to
give refunds to consumers, others
might follow, Hunter explained.
“They really look bad if they don’t
do something here,” he told Quartz.
“Windfall profits on the backs of
[the] newly unemployed.”
Asked for comment, the National
Association of Insurance
Commissioners, which represents
state insurance directors, said it
“does not have an opinion” on the
issue.
“These companies are making a
fortune now because nobody’s on
the road anymore,” Ratcliff told
Quartz. “This is just an example of
the industry never letting a crisis go
to waste.”
