Ruta Energética: el camino hacia un sector moderno y eficiente<br />
Durante la próxima década observaremos cómo nuestro<br />
país aprovechará los excelentes niveles de competitividad<br />
mostrados por las energías renovables, quienes serán las<br />
encargadas de liderar nuestra evolución energética. La<br />
incorporación de un mayor volumen energético renovable no<br />
estará exenta de desafíos y modificará profundamente<br />
nuestro mercado, generando nuevas oportunidades de<br />
innovación y desarrollo tecnológico.<br />
En este contexto, nuestro Ministerio está llamado a liderar<br />
esta transformación energética, generando condiciones que<br />
faciliten la incorporación masiva de energías renovables a la<br />
red. Será necesario trabajar intensamente en un marco<br />
regulatorio moderno, que reconozca y promueva una mayor<br />
flexibilidad, permitiendo un desarrollo armónico de nuestro<br />
sistema y logrando que su incorporación se lleva a cabo de<br />
forma eficiente. En este aspecto, el llamado es a generar las<br />
modificaciones necesarias a nivel regulatorio de modo que<br />
el mercado entregue señales adecuadas para fortalecer un<br />
desarrollo sostenible de nuestra matriz energética.<br />
Este desarrollo armónico obliga no sólo a promover políticas<br />
públicas que apunten a un mayor beneficio y menor costo<br />
para el consumidor final, sino también se vele por atenuar y<br />
gestionar los eventuales impactos ambientales y territoriales,<br />
mientras se facilita el cumplimiento de nuestros<br />
compromisos internacionales para combatir el cambio<br />
climático.<br />
Esta y otras temáticas relevantes son parte del contenido de<br />
la Ruta Energética <strong>2018</strong>-2022 que nos ha llevado a recorrer<br />
cada región del país en un proceso participativo que busca<br />
levantar propuestas e inquietudes de diversos sectores y<br />
actores. Ello se verá plasmado en una hoja de ruta que<br />
definirá el camino de desarrollo de nuestro sector para los<br />
próximos años.<br />
De esta forma, la modernización de nuestro sector vendrá<br />
acompañada de un desarrollo energético con sello<br />
ciudadano, con un fuerte impulso a la innovación, donde el<br />
cliente residencial y comercial debe ser un protagonista<br />
activo. No sólo avanzaremos hacia la electrificación de<br />
nuestra matriz, sino también en enfrentar la demanda<br />
térmica mediante fuentes renovables, promoviendo medidas<br />
de eficiencia energética tanto en el sector doméstico,<br />
industrial y transporte, entre otros.<br />
Nuestra invitación es a trabajar en conjunto, a construir un<br />
Chile más libre, justo, solidario y sustentable, manteniendo<br />
un diálogo honesto y cercano, de modo de profundizar las<br />
raíces de una matriz moderna, limpia, segura, económica y<br />
diversificada.

REVIVE LA CENA ANUAL ERNC: UN CHILE RENOVABLE Y DESCARBONIZADO ESTÁ CADA VEZ MÁS CERCA<br />
Con completo éxito y una alta concurrencia se vivió la V versión<br />
de la Cena Anual de las ERNC el pasado 10 de abril. El evento<br />
contó con la presencia de la Ministra de Energía, Susana<br />
Jiménez, como autoridad principal, el Subsecretario de la misma<br />
cartera, Ricardo Irarrázabal; el Ministro de Minería, Baldo<br />
Prokurica; el Subsecretario de Minería, Pablo Terrazas, el<br />
Diputado Sebastián Álvarez; los Embajadores de Argentina,<br />
Canadá, Corea y Finlandia, además de Seremis de Energía de<br />
diferentes regiones del país, entre otras autoridades de gobierno<br />
y representantes del sector privado.<br />
El Presidente Sebastián Piñera tampoco quiso estar ausente de<br />
la celebración, por lo que envió un saludo desde el techo de La<br />
Moneda, el cual está cubierto de paneles solares instalados en el<br />
marco del Programa Techos Solares Públicos. En el video, el<br />
Presidente destacó el gran desarrollo que han tenido las<br />
Energías Renovables No Convencionales (ERNC) en los últimos<br />
años y la importancia que estas tecnologías han tenido en la<br />
mitigación del cambio climático.<br />
La Cena estuvo enmarcada en la celebración de los 15 años de<br />
la Asociación Chilena de Energías Renovables – <strong>ACERA</strong> AG., la<br />
cual se expande al Almacenamiento de Energía, consolidando su<br />
compromiso con el desarrollo de las ERNC y las tecnologías que<br />
las potencien para así aprovechar al máximo las materias primas<br />
con las que Chile cuenta y lograr a corto plazo un Chile 100%<br />
renovable.<br />
Una matriz energética limpia y el camino hacia la<br />
descarbonización fueron los temas centrales de la noche y los<br />
discursos así lo reforzaron. El primero en subir al escenario fue el<br />
Director Ejecutivo de <strong>ACERA</strong>, Carlos Finat, quien señaló que<br />
“el sector energía de nuestro país es el mayor emisor de GEI de<br />
Chile. La competitividad de las ERNC, sumada a una regulación<br />
adecuada, parece ser la medida más eficiente para mitigar estas<br />
emisiones. Como <strong>ACERA</strong> vemos con gran alegría que algunos<br />
de nuestros socios, titulares de centrales termoeléctricas, ya<br />
hayan iniciado este proceso, mostrando su compromiso con la<br />
descarbonzación y la promoción de las ERNC”.<br />
Por su parte, la Ministra de Energía, Susana Jiménez, comentó<br />
que “a medida que las energías renovables vayan avanzando en<br />
su integración, la creciente electrificación tendrá sin duda un<br />
profundo impacto en la limpieza de nuestra matriz energética.<br />
Trabajaremos para avanzar hacia una matriz energética<br />
totalmente limpia y renovable. Es esa nuestra aspiración”.<br />
La V versión de la Cena anual de las ERNC contó también con<br />
una muestra excepcional de automóviles eléctricos y solares,<br />
evidenciando que la energía limpia será la principal fuente de la<br />
movilidad baja en carbono, un futuro que se encuentra cada vez<br />
más cerca.<br />
El evento fue realizado en colaboración con la Asociación<br />
Chilena de Biomasa (AChBIOM), la Asociación Nacional de<br />
Empresas de Eficiencia Energética (Anesco Chile A.G.) y el<br />
Consejo Geotérmico. Además del auspicio en categoría<br />
Platinum de Acciona, AES Gener, Cerro Dominador, Enel Green<br />
Power y Engie, mientras que como Silver Sponsor estuvo DNV<br />
GL, ISA – Interchile, SMA y Transelec. Finalmente, como<br />
Supporting Sponsor, se hicieron presentes Acciona, Antuko,<br />
Mainstream RP y Wärtsila.

ENGIE: AVANZANDO HACIA LA DESCARBONIZACIÓN<br />
El <strong>2018</strong> comenzó con un gran anuncio por parte del gobierno de Chile, no se construirán<br />
nuevas plantas de carbón “que no cuenten con sistemas de captura y almacenamiento de<br />
carbono u otras tecnologías equivalentes”. La decisión estuvo enmarcada en el programa<br />
Política Energética 2050, que incluye la creación de un grupo de trabajo, coordinado por el<br />
Ministerio de Energía, para determinar las condiciones y un calendario de un cese programado<br />

y gradual de las centrales a carbón que no cuenten con dichos sistemas de captura y<br />

almacenamiento de carbono.<br />
Fue junto con este anuncio que algunas compañías nacionales decidieron cerrarle la puerta al<br />
carbón. Ese es el caso de la empresa socia de <strong>ACERA</strong>, Engie Energía Chile S.A., quienes<br />
anunciaron durante el mes de abril que saldrán gradualmente del negocio de la generación<br />
energética en base a carbón, privilegiando la reconversión de su portafolio hacia uno renovable,<br />
con la utilización de tecnologías como la solar y viento.<br />
Al respecto, el gerente general de la empresa, Axel Levêque, explicó los alcances de esta<br />
decisión. “En Engie nos propusimos ser líderes de la transición energética, por lo que hace un<br />
tiempo comenzamos a trabajar en un plan considerando a nuestro entorno, entre ellos, los<br />
clientes, el sistema eléctrico, los colaboradores y las comunidades, con el objetivo de contribuir<br />
a la transformación de la matriz energética y a un progreso con armonía. También conversamos<br />
esta decisión con el Ministerio de Energía, que valoró la iniciativa y con quien compartimos<br />
nuestra especial preocupación por la seguridad energética y la debida mitigación del impacto<br />
social", concluyó Levêque.<br />

PROFESIONAL DE CORFO FUE LA GANADORA DE LA BECA<br />
RENOVABLE <strong>2018</strong><br />
Después de un reñido proceso de postulación y selección, el cual tenía como objetivo<br />
encontrar al o la mejor postulante para ganar la versión <strong>2018</strong> de la “BECA RENOVABLE”,<br />
el jurado deliberó y con una amplia mayoría la profesional Ruth Rain Céspedes fue quien<br />
obtuvo la flamante #BecaRenovable<strong>2018</strong>, compitiendo con casi un centenar de<br />
postulantes. Ruth Rain es Administradora Pública de profesión y actualmente se<br />
desempeña como Ejecutiva de Estudios y Diseño en la Corporación de Fomento de la<br />
Producción (CORFO).<br />
La iniciativa, organizada por ECODIE, Unidad de Educación Continua del Departamento<br />
de Ingeniería Eléctrica (DIE), de la Facultad de Ciencias Físicas y Matemáticas de la<br />
Universidad de Chile y <strong>ACERA</strong>, está destinada a profesionales representantes del sector<br />
financiero, específicamente aquellos involucrados en la evaluación y financiamiento de<br />
proyectos de energía, para cursar de forma totalmente gratuita el Diploma de Energías<br />
Renovables, Versión Executive.<br />
El Jurado contó con la presencia de un destacado “Comité Evaluador” conformado por<br />
Cecilia Duarte, directora de ECODIE, Marcelo Matus, coordinador académico de<br />
ECODIE, José Ignacio Escobar, presidente de <strong>ACERA</strong>, Carlos Finat, director ejecutivo<br />
de <strong>ACERA</strong>, Mario Manríquez, director y socio fundador de <strong>ACERA</strong> y Cristián<br />
Hermansen, presidente del Colegio de Ingenieros y académico de la Universidad de<br />
Chile.

Lamentamos profundamente el fallecimiento de Gabriel Díaz, estudiante de Ingeniería de la<br />
Universidad de Chile, y queremos manifestar nuestras condolencias a toda su familia y seres queridos.<br />
MINISTRA DE ENERGÍA SE REÚNE CON EL GREMIO RENOVABLE<br />
Ya van dos meses desde el inicio de la gestión de la nueva Ministra de Energía, Susana Jiménez,<br />
periodo que, en gran parte, aprovechó para reunirse con los diferentes gremios y actores de la<br />
industria energética, con la intención de conocer sus miradas sobre el sector y abordar el<br />
escenario actual y desafíos futuros que podrían enfrentar como ministerio.<br />
Fue en ese contexto que la Ministra, en conjunto con el subsecretario de la cartera, Ricardo<br />
Irarrázabal, se reunieron con el gremio que agrupa ¡ÉSTA al ES sector LA PRIMERA renovable del PLANTA país, la Asociación<br />
Chilena de Energías Renovables y Almacenamiento GEOTÉRMICA (<strong>ACERA</strong>). En DE la reunión SUDAMÉRICA! se tocaron diferentes<br />
temas de interés de la asociación, que se enfocaron principalmente en elementos a trabajar para<br />
que el sector energía siga siendo una palanca efectiva para impulsar el desarrollo económico<br />
sustentable y el bienestar de las personas.<br />
Asimismo, la Ministra aprovechó la instancia para comentar con el directorio del gremio las líneas<br />
estratégicas e intenciones del ministerio de fomentar al máximo el desarrollo de las Energías<br />
Renovables No Convencionales (ERNC), en línea con la reducción de emisiones que impulsan<br />
como gobierno.<br />
A la reunión asistieron, además de la Ministra y el Subsecretario, el Director Ejecutivo de <strong>ACERA</strong>,<br />
Carlos Finat, y gran parte de su Directorio y Consejo: José Ignacio Escobar (Presidente del<br />
gremio), Alfredo Solar, Marta Alonso, Paola Hartung, Pablo Caerols, Patricia Darez, Alejandra<br />
Álvarez, Gonzalo Torres y Manuel Tagle.<br />
<strong>ACERA</strong> Y EL COORDINADOR ELÉCTRICO NACIONAL<br />
REVISAN LOS DESAFÍOS DE LA OPERACIÓN<br />
La interconexión del SIC y SING era una de las tareas pendientes -y más complejas- del<br />
sector energía. Durante el año 2017 se creó el Coordinador Eléctrico Nacional (que<br />
reemplazó los CDEC), conformando también su Consejo Directivo, quienes fueron los<br />
encargados de respaldar y apoyar este proceso de interconexión a fines del año pasado.<br />
Con ese paso se logró, por fin, tener un único gran Sistema Eléctrico Nacional.<br />
El rol de este organismo se vuelve fundamental para las empresas generadoras del país<br />
-varias de las cuales son socias de <strong>ACERA</strong>-, especialmente cuando operación de un<br />
sistema vive una transición energética hacia las energías renovables. Es por esto que la<br />
Asociación se reunió con los responsables del Coordinador, con la intención de plantearle<br />
su visión respecto al escenario actual que están viviendo sus empresas socias y cómo<br />
trabajar en conjunto para llevar adelante con éxito los desafíos que enfrenta el sector.<br />
Por parte del Coordinador Eléctrico participó Germán Henríquez, presidente de la<br />
entidad, junto al Consejo Directivo, mientras que por <strong>ACERA</strong> asistió el director ejecutivo<br />
del gremio, Carlos Finat, en compañía de José Ignacio Escobar, presidente; Nicolás<br />
Caussade, vicepresidente; Alfredo Solar, Past-President; además de los directores<br />
Clemente Pérez, Matías Steinacker, Manuel Tagle y Paola Hartung, junto con Hugo Vits,<br />
Consejero de <strong>ACERA</strong>.
ESTADÍSTICAS<br />
CINCO PROYECTOS ERNC ENTRARON EN PERIODO DE PRUEBAS<br />
En abril de <strong>2018</strong>, el Servicio de Evaluación Ambiental aprobó tres proyectos ERNC, los que representan 18,3 MW.<br />
A su vez, 13 proyectos ERNC fueron admitidos a calificación -totalizando 384,6 MW-, destacándose el Parque eólico “Calama” de la empresa<br />
socia de <strong>ACERA</strong>, Engie (162 MW) y el Parque Fotovoltaico “Pampa Tigre” de Andes Mainstream (142 MW), también socia de <strong>ACERA</strong>.<br />
En la resolución exenta número 293 del 23 de abril de <strong>2018</strong>, publicada por la CNE, dos nuevos proyectos ERNC fueron declarados en<br />
construcción, totalizando 7,2 MW. En el mismo documento se anunció que cinco proyectos ERNC -que suman 26,6 MW- entraron en periodo<br />
de pruebas.<br />

Durante marzo de <strong>2018</strong> las ERNC aportaron el 17,53% de la energía total del sistema.<br />
La energía solar fue la que más contribuyó con un 7,36%, lo que significó un aumento del 11% con respecto a la generación del mes anterior.<br />
Le siguió la energía eólica con un 4,94%, aumentando un 44% con respecto a febrero de <strong>2018</strong>. La energía proveniente de la bioenergía estuvo<br />
en tercer lugar con 2,73%, representando una disminución del 4%. A continuación, estuvo la energía proveniente de centrales mini-hidro, con<br />
un 2,42%, con un incremento del 7% con respecto a febrero. Finalmente, estuvo la energía geotérmica que contribuyó con un 0,09%, lo que<br />
significó una disminución del 66% con respecto a la generación del mes anterior.<br />

María Pía Bravo Rivera es chilena, tiene dos hijos, es Ingeniero Civil<br />
Industrial de la Universidad de Concepción y tiene un Magister en Medio<br />
Ambiente y Energías Renovables. Cuenta con ocho años de experiencia en<br />
evaluaciones ambientales de líneas de transmisión de alto voltaje,<br />
subestaciones, parques eólicos y solares. Es socia de KAS Ingeniería.<br />
¿Cuáles son los productos o servicios que entrega su empresa y hacia<br />
qué tipo(s) de ERNC?<br />
Somos una empresa de consultoría multidisciplinaria experta en el<br />
mercado eléctrico. Nuestra especialidad abarca las áreas de medio<br />
ambiente, mercado eléctrico, regulación e ingeniería en proyectos de<br />
generación, transmisión y distribución de energía eléctrica.<br />
¿Cuáles son las novedades o cambios de su empresa en el último<br />
tiempo?<br />
KAS ha desarrollado grandes proyectos de ERNC y en el último tiempo<br />
hemos dedicado los esfuerzos en incursionar en los sistemas<br />
fotovoltaicos, aprovechando las posibilidades del Net Billing.<br />
¿Cuáles son los principales proyectos -o temas- que están trabajando<br />
en el último tiempo en torno a las ERNC o el medioambiente? En caso<br />
de ser plantas de generación, ¿dónde se ubican? ¿Cuáles son sus<br />
características centrales?<br />
Estamos colaborando en el desarrollo de proyectos eólicos en el sur de<br />
Chile, específicamente en la Región de Los Lagos y proyectos solares en<br />
la región de Atacama y Antofagasta. También dentro de nuestra carpeta<br />
está el desarrollo de pequeñas instalaciones fotovoltaicas en la RM.<br />
¿Qué elementos caracterizan y/o diferencian a su empresa?<br />
Nuestra empresa se ha estructurado con versatilidad y flexibilidad, de<br />
forma de contar con un staff permanente de profesionales senior y junior<br />
con sólida formación en las áreas de ingeniería eléctrica, civil, industrial,<br />
economía y ambiental.<br />
¿Cuál considera que es la importancia de la participación ERNC en el<br />
sistema eléctrico del país?<br />
Desde nuestra visión, su importancia es alta y radica en tener una matriz<br />
con menor huella ecológica, más limpia respecto de emisiones<br />
atmosféricas y en base al uso de recursos naturales renovables propios<br />
de nuestro país.<br />
¿Por qué recomendaría ser socio de <strong>ACERA</strong>?<br />
Porque a través de <strong>ACERA</strong> se logran cambios necesarios a nivel de<br />
Estado para incorporar de forma masiva las Energías Renovables No<br />
Convencionales.<br />

ámbito de gestión comercial y venta consultiva, tanto a nivel nacional como<br />

¿Cuáles son los productos o servicios que entrega su empresa y hacia<br />
qué tipo(s) de ERNC?<br />
El principal objetivo de o4uchile es apoyar y acompañar a nuestros<br />
clientes durante todo el desarrollo de un proyecto. Para ello contamos<br />
con tres líneas de negocios: Apoyo en el Proceso de Licitación y<br />
Preparación de Ofertas/Propuestas; Gestión de Proyectos (PMO) e<br />
Ingeniería (Conceptual, Básica, de Detalle y de Contraparte para<br />
Subestaciones y Líneas de Media y Alta Tensión). Abarcamos, por lo<br />
tanto, cualquier tipo de ERNC.<br />
¿Cuáles son las novedades o cambios de su empresa en el último<br />
tiempo?<br />
Gracias a la confianza que nuestros clientes nos han otorgado y el<br />
compromiso de o4uchile, es que hemos crecido de manera exponencial,<br />
razón que nos llevó a cambiarnos de oficina de operaciones por una de<br />
mayor capacidad. Esperamos en el corto plazo seguir aumentando<br />
nuestra planta. Por otro lado, estamos ya observando potenciales<br />
negocios en el mercado argentino.<br />
¿Cuáles son los principales proyectos -o temas- que están trabajando<br />
en el último tiempo en torno a las ERNC o el medioambiente? En caso<br />
de ser plantas de generación, ¿dónde se ubican? ¿Cuáles son sus<br />
características centrales?<br />
Desde el año 2017 a la fecha, hemos trabajado fuertemente con Acciona<br />
Energía en el apoyo de dos parques eólicos. Además, estamos<br />
evaluando, junto a un actor privado, el apoyo para la construcción de<br />
una reserva turística que se abastecerá de ERNC por medio de un<br />
parque híbrido conformado por un sistema Eólico y otro Fotovoltaico.<br />
¿Qué elementos caracterizan y/o diferencian a su empresa?<br />
o4uchile se caracteriza por ser una empresa que puede apoyar a sus<br />
clientes desde el inicio hasta el fin del proyecto, flexibilizamos los<br />
procesos y formas de trabajar según las necesidades del cliente y de<br />
acuerdo con los avances de cada proyecto.<br />
¿Cuál considera que es la importancia de la participación ERNC en el<br />
sistema eléctrico del país?<br />
Chile tiene el potencial para convertirse, en un futuro no muy lejano, en<br />
un referente en el desarrollo y uso de las energías renovables, es por eso<br />
que o4uchile apoya a los principales actores del mercado de ERNC en<br />
las diversas etapas del desarrollo de sus proyectos. No debemos perder<br />
de vista, que cada vez más irá aumentando y fortaleciéndose nuestra<br />
matriz energética con el uso de las ERNC, lo que implícitamente conlleva<br />
al crecimiento de este mercado.<br />
¿Por qué recomendaría ser socio de <strong>ACERA</strong>?<br />
Particularmente, para o4uchile ha sido una plataforma de acercamiento<br />
y un medio de información sobre los nuevos actores del mercado,<br />
tecnologías y proyectos. Adicionalmente Acera permite la participación<br />
y discusión presencial sobre el uso, modificaciones e iniciativas de<br />
fuentes limpias de energía.

Energy Roadmap: the path towards a modern and efficient sector<br />
During the next decade, we will watch our country taking<br />
advantage of the excellent competitiveness levels showed<br />
by renewable energies, which will lead our energy evolution.<br />
The incorporation of a larger renewable power volume shall<br />
not be exempt from challenges, and will deeply modify our<br />
market, generating new opportunities for innovation and<br />
technological development.<br />
In this context, our Ministry is called to lead this energy<br />
transformation, generating the conditions conducive to the<br />
massive incorporation of renewable energies to the grid. It<br />
will be necessary to work intensely on a modern regulatory<br />
framework which acknowledges and promotes more<br />
flexibility, thus enabling a harmonious development of our<br />
system and achieving its efficient incorporation. The call is,<br />
therefore, to generate the necessary regulatory modifications<br />
so that the market sends the right signals to strengthen a<br />
sustainable development of our energy matrix.<br />

sectors and actors. All of this will be reflected in a roadmap<br />
that shall define our sector’s development path during the<br />
next few years.<br />
In this way, our sector’s modernization will be accompanied<br />
by a citizen-driven energy development, strongly promoting<br />
innovation, where the commercial and residential customers<br />
must play an active leading part. We shall not only move<br />
towards the electrification of our matrix, but also in facing<br />
thermal demand through renewable sources, promoting<br />
energy efficiency measures in the household, industrial and<br />
transport sectors, among others.<br />
Our proposal is to work together to build a more solidary,<br />
sustainable, free and fair Chile, keeping an honest and close<br />
dialogue with the purpose of strengthening the roots of a<br />
modern, clean, safe, economic and diversified matrix.<br />
This harmonious development requires not only the<br />
promotion of public policies aiming at higher benefits and<br />
lower costs for the final consumers but also looking out for<br />
mitigating and handling possible environmental and territorial<br />
impacts, while facilitating the accomplishment of our<br />
international commitments to combat climate change.<br />
This and other relevant themes are part of the content of the<br />
Energy Roadmap <strong>2018</strong>-2022 which has led us to visit every<br />
region of the country as part of a participatory process

THE NCRE’S ANNUAL DINNER REVIVES: A RENEWABLE AND DECARBONIZED CHILE IS COMING<br />
INCREASINGLY CLOSER<br />
A completely successful V version of the NCRE’s Annual Dinner<br />
took place on last April 10th, with a large turnout. The event was<br />
attended by the Minister of Energy, Susana Jiménez, as the main<br />
authority; the Undersecretary of the same Ministry, Ricardo<br />
Irarrázabal; the Mining Minister, Baldo Prokurica; the<br />
Undersecretary of Mining, Pablo Terrazas; Congressman<br />
Sebastián Alvarez; the Ambassadors of Argentina, Canada,<br />
Korea and Finland, and the Energy Seremis (Regional Ministerial<br />
Secretaries) of different regions of the country, among other<br />
authorities from the Government, as well as representatives of<br />
the private sector.<br />
President Sebastián Piñera didn’t want to stay out of the<br />
celebration and sent a greeting from the roof of La Moneda,<br />
which is covered with solar panels installed as part of the Public<br />
Solar Roofs Program. In the video, the President pointed out the<br />
great development of Non-Conventional Renewable Energies<br />
(NCRE) during the last few years and the importance of these<br />
technologies in mitigating climate change.<br />
The Dinner was part of the 15th anniversary of the Chilean<br />
Renewable Energies Association – <strong>ACERA</strong> AG., which is<br />
expanding to Energy Storage, consolidating its commitment with<br />
the development of NCRE and the technologies boosting them,<br />
so that Chile can take the most advantage of its raw materials<br />
and become 100% renewable in the short term.<br />
A clean energy matrix and the path towards decarbonization<br />
were the central topics of the night which were reinforced by the<br />
speeches. The first to take the podium was <strong>ACERA</strong>’s Executive<br />
Director, Carlos Finat, who stated that “our country’s largest<br />
emitter of GHG is the energy sector. NCRE’s competitiveness,<br />
together with a proper regulation, seem to be the most efficient<br />
measures to mitigate these emissions. As <strong>ACERA</strong>, we are very<br />
pleased to see that some of our members, holders of<br />
thermoelectric power plants, have already begun this process,<br />
showing their commitment to decarbonization and NCRE’s<br />
promotion”.<br />
The Minister of Energy, Susana Jiménez, for her part,<br />
commented that “as renewable energies continue their<br />
integration process, the increasing electrification will<br />
undoubtfully have a profound impact on the cleanness of our<br />
energy matrix. We shall work to move towards a completely<br />
clean and renewable energy matrix. That is our dream”.<br />
The V version of the NCRE’s Annual Dinner also had an<br />
outstanding show of electric and solar cars, highlighting that<br />
clean energy will be the main source of law-carbon mobility, a<br />
future becoming increasingly closer.<br />
The event was carried out in collaboration with the Chilean<br />
Biomass Association (AChBIOM), the National Association of<br />
Energy Efficiency Companies (Anesco Chile A.G.), and the<br />
Geothermal Council. It was also sponsored by Acciona, AES<br />
Gener, Cerro Dominador, Enel Green Power, and Engie, as<br />
Platinum Sponsors, and by DNV GL, ISA – Interchile, SMA, and<br />
Transelec as Silver Sponsors. Finally, Acciona, Antuko,<br />

ENGIE: MOVING TOWARDS DECARBONIZATION<br />
<strong>2018</strong> began with a great announcement from the Chilean government: no new coal plants “without<br />
carbon capture and storage systems or other equivalent technologies” shall be built. The decision<br />
was made as part of the Energy Policy 2050 program, which includes the creation of a working group<br />
coordinated by the Ministry of Energy aimed at establishing the conditions for and a scheduled and<br />
gradual cessation of the coal plants that do not have the above-mentioned carbon capture and<br />
storage systems.<br />

GEOTÉRMICA DE SUDAMÉRICA!<br />
In parallel with this announcement, some national companies decided to close the door on coal.<br />
Such is the case of <strong>ACERA</strong>’s member company Engie Energía Chile S.A., who announced during<br />
April that they will gradually leave the business of coal-based energy generation, focusing on<br />
reconverting their portfolio into a renewable one based on technologies such as solar and wind.<br />
Regarding this decision, the company’s general manager, Axel Levêque explained: “We set out to<br />
be leaders in energy transition, and therefore, some time ago we started to work on a plan taking into<br />
account our environment, i.e. customers, electric system, collaborators, and communities, with the<br />
purpose of contributing to the transformation of the energy matrix and harmonious progress. We<br />
discussed this decision with the Ministry of Energy, who appreciated the initiative, and we told them<br />
about our special concern on energy security and the due mitigation of social impact”.<br />

CORFO PROFESSIONAL WAS THE WINNER OF THE RENEWABLE<br />
SCHOLARSHIP <strong>2018</strong><br />
After a hard-fought application and selection process, aimed at finding the best applicant<br />
for the <strong>2018</strong> version of the “RENEWABLE SCHOLARSHIP”, the jury deliberated and<br />
granted the #BecaRenovable<strong>2018</strong>, by a large majority, to Ruth Rain Céspedes, among<br />
almost 100 applicants. Ruth is a professional Public Administrator, and is currently<br />
working as a Studies and Design Executive at the Corporación de Fomento de la<br />
Producción (CORFO)<br />
The initiative, organized by ECODIE, the Continuing Education Unit of the Electrical<br />
Engineering Department (DIE) of the Faculty of Physical and Mathematical Sciences of the<br />
Universidad de Chile, and <strong>ACERA</strong>, is intended for professionals representing the financial<br />
sector, specifically those involved in the assessment and financing of energy projects, to<br />
study, free of charge, the Diploma in Renewable Energies, Executive Version.<br />
The Jury had an outstanding “Evaluating Committee”, formed by Cecilia Duarte,<br />
ECODIE’s Director, Marcelo Matus, ECODIE’s Academic Coordinator, José Ignacio<br />
Escobar, <strong>ACERA</strong>’s President, Carlos Finat, <strong>ACERA</strong>’s Executive Director, Mario<br />
Manríquez, <strong>ACERA</strong>’s Director and Founding Partner, and Cristián Hermansen, President<br />
of the College of Engineers and professor of the Universidad de Chile.

MINISTER OF ENERGY MEETS THE RENEWABLE INDUSTRY<br />
It has been already two months since the new Minister of Energy, Susana Jiménez began her<br />
term, and during this time she has met the different associations and actors of the energy<br />
industry in order to learn about their views concerning the sector, and address the present<br />
scenario and future challenges that the ministry could face.<br />
In this context, the Minister, together with the Energy ¡ÉSTA Undersecretary, ES LA PRIMERA Ricardo PLANTA Irarrázabal, met<br />
<strong>ACERA</strong>, the Chilean Association of Renewable GEOTÉRMICA Energies and Storage DE SUDAMÉRICA!<br />
which gathers all the<br />
country’s renewable sector. During the meeting different topics relevant for the association<br />
were discussed, focusing mainly on the elements to work so that the energy sector continues<br />
being an effective driving force for sustainable economic development and the welfare of<br />
people.<br />
The Minister also took the opportunity to comment with <strong>ACERA</strong>’s Board of Directors the<br />
strategical guidelines and intentions of the Ministry to maximize the development of<br />
Non-Conventional Renewable Energies (NCRE), in line with the reduction of emissions<br />
promoted by the Government.<br />
In addition to the Minister and the Undersecretary, the meeting was attended by <strong>ACERA</strong>’s<br />
Executive Director, Carlos Finat, and most of its Board of Directors and Council: José Ignacio<br />
Escobar (President of the Association), Alfredo Solar, Marta Alonso, Paola Hartung, Pablo<br />
Caerols, Patricia Darez, Alejandra Álvarez, Gonzalo Torres, and Manuel Tagle.<br />
<strong>ACERA</strong> AND THE NATIONAL ELECTRIC COORDINATOR GO<br />
OVER THE CHALLENGES OF THE OPERATION.<br />
The SIC-SING interconnection was one of the pending -and most complex- tasks of the<br />
energy sector. During 2017, the National Electric Coordinator was created (replacing the<br />
CDECs) and its Governing Board was formed, both in charge of backing and supporting<br />
this interconnection process at the end of last year. This last step gave rise, finally, to a<br />
large unique National Electric System.<br />
The role of this entity becomes fundamental for the country’s generating companies<br />
-many of which are members of <strong>ACERA</strong>-, especially when the operation of a system is<br />
experiencing a transition towards renewable energies. This is why the Association met the<br />
representatives of the Coordinator, with the purpose of putting forward its vision of the<br />
present scenario that its member companies are living, and the joint work required to<br />
pursue successfully the challenges faced by the sector.<br />
The Electric Coordinator was represented by its President, Germán Henríquez, and its<br />
Governing Board, while from <strong>ACERA</strong> attended its Executive Director, Carlos Finat,<br />
together with José Ignacio Escobar, President; Nicolás Caussade, Vice-President; Alfredo<br />
Solar, Past-President; in addition to the Directors Clemente Pérez, Matías Steinacker,<br />
Manuel Tagle, and Paola Hartung, as well as <strong>ACERA</strong>’s Advisor, Hugo Vits.
STATISTICS<br />
FIVE NCRE PROJECTS BEGAN THEIR TEST PERIOD<br />
In April <strong>2018</strong>, the Environmental Assessment Service granted the environmental approval to three NCRE projects, totaling 18.3 MW.<br />
On the other hand, 13 NCRE projects were admitted to environmental permit process during this month, totaling 384.6 MW, of which we must<br />
point out the “Calama” wind farm (162 MW) of <strong>ACERA</strong>’s member company Engie, and the “Pampa Tigre” Photovoltaic Park (142 MW) of Andes<br />
Mainstream, also a member of <strong>ACERA</strong>.<br />
In the Exempt Resolution Nº293 of April 23, <strong>2018</strong>, published by the National Energy Commission - CNE, two NCRE projects were declared in<br />
construction, totaling 7.2 MW. The same document states that five NCRE projects, accounting for 26.6 MW, began their test period.<br />

During March <strong>2018</strong>, NCRE’s contribution to the total energy system amounted to 17.53%.<br />
The highest contribution was solar energy, with a 7.36%, which represents an 11% increase as compared to the prior month generation, followed<br />
by wind energy with a 4.94%, representing a 44% increase with respect to February <strong>2018</strong>. Bioenergy was placed third with a 2,73%,<br />
representing a 4% decrease, followed by energy from mini hydro stations, with a 2.42%, which represents a 7% increase as compared to<br />
February. Finally, geothermal energy was placed fifth, with a 0.09% contribution, which meant a 66% decrease as compared to the prior month<br />
generation.<br />

María Pía Bravo Rivera is Chilean, has two sons, is an Industrial Civil<br />
Engineer from the Universidad de Concepción and has a master’s degree in<br />
Environment and Renewable Energies. She has an eight-year experience in<br />
environmental assessment of high-voltage transmission lines, substations,<br />
wind and solar farms. She is a partner in KAS Ingeniería.<br />

NCREs?<br />
We are a multidisciplinary consulting company, expert in the electric market. Our<br />
specialty areas include environment, electric market, regulation and engineering<br />

Which have been the latest new services or changes introduced by your<br />
Company?<br />
KAS has developed large NCRE projects, and we are currently channeling all our<br />
efforts in engaging in photovoltaic systems, taking advantage of the possibilities<br />
offered by Net Billing.<br />
What are the main projects -or themes- you have been recently working on<br />
concerning NCRE or the environment? In case they are generation plants, where<br />
are the located and which are their main characteristics?<br />
We are collaborating in the development of wind projects in the South of Chile,<br />
specifically in the Los Lagos Region, and in solar projects in the Atacama and<br />
Antofagasta Region. Our portfolio also includes the development of small<br />
photovoltaic installations in the Metropolitan Region.<br />
Which elements characterize and/or distinguish your company?<br />
Our Company’s structure is versatile and flexible so we have a permanent staff of<br />
senior and junior professionals with a rich background in electric, civil, and<br />
industrial engineering, as well as in economics and environmental issues.<br />
How important is NCRE participation in the Chilean electric system?<br />
From our point of view, it is highly important and lay in having a matrix with a<br />
smaller ecological footprint, cleaner with regard to atmospheric emissions and<br />
based on the country’s own renewable natural resources.<br />
Why would you recommend being an <strong>ACERA</strong> member?<br />
Because <strong>ACERA</strong> enables the achievement of the State-level changes required for<br />
the massive incorporation of Non-Conventional Renewable Energies.<br />

Janice is Chilean and an Electronic Engineer with a degree in Business<br />
Management and in Negotiation. She has a strong professional experience<br />
in business management and consultative selling in Chile as well as in the<br />
Southern Cone Region.<br />
What products or services does your company deliver and to what kind(s) of<br />
NCREs?<br />
o4uchile’s main objective is to support and accompany our customers through the<br />
entire development of a project. For that purpose, we have three lines of<br />
business: Support in the Tender and Offers/Proposals Preparation Process;<br />
Project Management (PMO), and Engineering (Conceptual, Basic, Detailed and<br />
Counterpart for Substations and Medium and High Voltage Lines). Therefore, we<br />
cover any kind of NCRE.<br />
Which have been the latest new services or changes introduced by your<br />
Company?<br />
Thanks to the confidence of our customers and to our commitment, we have<br />
experienced an exponential growth, and as a result we had to move our<br />
operational offices to larger premises. We look forward to further increasing our<br />
plant in the short therm. On the other side, we are already watching for potential<br />
business opportunities in the Argentinean market.<br />
What are the main projects -or themes- you have been recently working on<br />
concerning NCRE or the environment? In case they are generation plants, where<br />
are the located and which are their main characteristics?<br />
Since 2017 to this date, we have been working hard with Acciona Energía in<br />
supporting two wind farms. In addition, we are assessing, with a private actor, our<br />
support in building a tourist reserve fully supplied by NCRE through a hybrid wind<br />
and solar PV farm.<br />
Which elements characterize and/or distinguish your company?<br />
o4uchile is characterized by being a company that supports its clients from the<br />
beginning to the end of their projects, adapting the processes and ways of<br />
working to the customer’s requirements and to the advances of each project.<br />
How important is NCRE participation in the Chilean electric system?<br />
Chile has the potential to become, in the not-too-distant future, a referent in the<br />
development and use of renewable energies, and that is why o4uchile supports<br />
the main actors of the NCRE market through the various stages of their projects’<br />
development. We must not lose sight of the fact that, with the use of NCRE, our<br />
energy matrix will become each time greater and stronger, which will imply a<br />
consequent growth in this market.<br />
Why would you recommend being an <strong>ACERA</strong> member?<br />
Particularly for o4uchile, <strong>ACERA</strong> has been a means of information on the new<br />
market actors, technologies, and projects, as well as a platform to approach them.<br />
It also allows face-to-face participation and discussion on the use, changes, and<br />
initiatives of clean power sources.
