S<strong>in</strong>gapore is a small island that th<strong>in</strong>ks big. The progressive nation has evolved dramatically over <strong>the</strong> past decade, driven by one of <strong>the</strong> fastest-grow<strong>in</strong>g economies <strong>in</strong> <strong>the</strong> world. Provid<strong>in</strong>g world-class public service to its rapidly chang<strong>in</strong>g population is a complex job. But through an <strong>in</strong>novative jo<strong>in</strong>t venture with <strong>Accenture</strong>, <strong>the</strong> S<strong>in</strong>gapore government has not only answered <strong>the</strong> challenge, it has created a dynamic education platform that it can market to o<strong>the</strong>r countries: <strong>the</strong> S<strong>in</strong>gapore Learn<strong>in</strong>g Exchange. Launched <strong>in</strong> August 2001, <strong>the</strong> S<strong>in</strong>gapore Learn<strong>in</strong>g Exchange is an “onl<strong>in</strong>e marketplace” for deliver<strong>in</strong>g Internet-based and traditional education and tra<strong>in</strong><strong>in</strong>g programs to <strong>the</strong> country’s 60,000 civil servants and 4.3 million citizens. Featur<strong>in</strong>g an anywhere-anytime curriculum of premier life-long learn<strong>in</strong>g programs, <strong>the</strong> Learn<strong>in</strong>g Exchange will enable <strong>the</strong> country’s civil servants to cont<strong>in</strong>uously improve <strong>the</strong>ir skills, expand <strong>the</strong>ir careers and deliver better government service. The Learn<strong>in</strong>g Exchange grew out of an earlier collaboration between S<strong>in</strong>gapore and <strong>Accenture</strong> that saved <strong>the</strong> government S$15.8 million (US$8.9 million) <strong>in</strong> 2000 alone. To create even greater benefits, it will also be marketed to o<strong>the</strong>r countries and to corporations, potentially provid<strong>in</strong>g a long-term source of <strong>in</strong>come for <strong>the</strong> island nation. “The Learn<strong>in</strong>g Exchange is a new model for public- and private-sector collaboration,” said Jung <strong>We</strong>i Foo, <strong>Accenture</strong> client partner. “For <strong>the</strong> government, it is an <strong>in</strong>novative way to multiply <strong>the</strong> value of its assets.
