This is partly because the buildings are not seen as a memorial to hated colonial rule, as in other parts of Africa. “Despite the evidence of its colonial imprint, Asmara has been incorporated into the Eritrean identity, acquiring important meaning during the struggle for selfdetermination,” according to UNESCO. During the Italian and brief British colonial periods, Asmara was the intellectual centre of Eritrea, explains Denison. During Ethiopian rule, it became a symbol of the struggle for independence. “To liberate Asmara meant to liberate the country,” says Denison, who worked on the application. “The UNESCO application was motivated by the desire to develop the city by retaining its characteristics, rather than preserving its history.” Internationally, some are hoping that the UNESCO recognition will now lead to changes in the country. The government says that tourists are welcome. In 2016, just 142,000 visitors came to Eritrea, compared with 864,000 to neighbouring Ethiopia the previous year. The Eritrean Ministry of Information is hoping that inclusion on the World Heritage List will potentially benefit the tourism sector in Eritrea. However, the aim of the UNESCO application was to create benefits for the local population – tourism was not the priority, Denison says.
