Policy additions- Pg. 17<br />
State Sponsor and SP-Elects<br />
Item #1- State Sponsor and SP-Elects- changes.<br />
Bob provided clarification as to the reason for this policy. Ken Dinkins and<br />
Jerry Newton asked for clarification about this change. Laura Lewis provided<br />
why this is needed to encourage all sponsor to bring students. Pat Stout gave<br />
further explanation. <strong>Board</strong> asked that the following statement is added to the<br />
policy, “State Sponsor and State Sponsor Elects must register students – only in<br />
extenuating circumstances and with approval of the Council Chair and<br />
notification to the CEO will this policy be amended”. Currently, we pay $1500<br />
for State Sponsor to attend the national convention that is already in policy.<br />
For the state conventions, the State Sponsor receives hotel, mileage, and per<br />
diem for food which is in policy. Keith Leger and Jerry Newton gave a<br />
clarification for this and move to create a motion. Discussion was held.<br />

State Councils<br />
Item #1--Dennis Campbell is not in favor of any changes.<br />
Stan Long stated how the councils were initially organized.<br />
Dale Hughes asked for clarification. Troy Hickey explained<br />
his position and asked for clarification. Clarke Scott gave<br />
clarification explanation. Jerry Newton asked about the<br />
discussion phase.<br />
Herman Williams made the motion to table the discussion<br />
for #1.<br />

Item #2-Ken Dinkins gave an explanation as to why this<br />
change is necessary. Troy Hickey made a motion to table all<br />
4 items until this summer at which time it will be revisited.<br />
