Hampton Permitting Process<br />
Mayor Donnie Tuck expressed his appreciation to VPAR for input into City meetings regarding streamlining<br />
Hampton’s permitting process. From conducting enhanced customer service training for permitting staff to<br />
increasing staff through the engagement of contractors, the City intends to improve the experience for<br />
permittees at all levels of the process. More Info Here..<br />
Hampton Zoning Amendments and Recurrent Flooding<br />
Terry O’Neill, Director of Community Development, PPC member Peggy Todd (and Hampton Neighborhood<br />
Commissioner) and VPAR’s Legislative Consultant are meeting on <strong>June</strong> 5 th to discuss best practices for<br />
building better communities in the face of recurrent flooding. The City reached out to your Legislative<br />
Consultant with the request that VPAR provide input to the City.<br />
Ft. Eustis/City of Newport News AICUZ and JLUS<br />
VPAR’s CEO and Legislative Consultant has provided input into the development of Ft. Eustis Air Installation<br />
Compatible Use Zone (AICUZ). Personnel from the installation will be meeting with the VPAR PPC on July<br />
10th to review the details and the language. Staff from the City also will brief the Committee on the recently<br />
approved Ft. Eustis Joint Land Use Study (JLUS) that will help to ensure the installation’s future as an<br />
economic driver in the region, securing (or at least, reducing) it from potential BRAC impacts. An educational<br />
program is in development for VPAR members.<br />
Newport News Rental Inspection Program<br />
Newport News Codes Compliance Director Harold Roach and his team will be meeting with VPAR members<br />
on <strong>June</strong> 21 st to provide an update of the rental inspection program and receive VPAR feedback on potential<br />
challenges and inefficiencies.<br />

Regional Issues<br />
Evictions Study in Hampton and Newport News<br />
In recent weeks, there has been widespread coverage of alleged high eviction rates in Hampton and Newport<br />
News. A study conducted by Princeton’s Eviction Lab project, which in April found that Hampton and Newport<br />
News have the third- and fourth-highest rates of eviction in the country. Richmond had the second-highest rate;<br />
Norfolk and Chesapeake were ranked sixth and 10th, respectively.<br />
Researchers looked at a database of court records and specifically tracked money judgments awarded to<br />
landlords. The accuracy of the data is being scrutinized closely by local government officials who are concerned<br />
that the data overstates the issue, and by state officials, particularly at the Virginia Housing Commission, which<br />
is chaired by Sen. Mamie Locke (D-2 nd ) of Hampton.<br />
VPAR will convene this summer a roundtable of Association leaders, local officials, the <strong>Peninsula</strong>’s General<br />
Assembly Delegation, and others to conduct a deep dive into the issue, looking specifically toward any<br />
legislative fixes that might be offered in the 2019 General Assembly Session.<br />
Recurrent Flooding and Related Issues<br />
VPAR has approved supporting the efforts of The Seawall Coalition https://seawallcoalition.org/, a nonpartisan<br />
group of elected officials, military groups, nonprofit organizations, businesses, and local leaders that have come<br />
together to unlock national solutions to sea level rise and flooding that support coastal and riverfront<br />
communities and protect our nation’s residents, economy, and military installations. A recent example of the<br />
Coalition’s success, including support from VPAR, was on unanimous passage by the U. S. House of<br />
Representatives of an amendment by Congressman Scott Taylor (R-2 nd ) to the National Defense Appropriations<br />
Authorization legislation that will allow military installations to use DoD funds to address sea level rise and<br />
recurrent flooding for defense access roads.<br />

Federal Issues<br />
Lead by VPAR Immediate Past President Chandra Patterson,<br />
VPAR’s BOD and PPC, joined by HRRA’s Jimmy Jackson,<br />
had a wonderful afternoon of discussions on May 31 st with<br />
Congressman Robert C. “Bobby” Scott (D-3 rd ). As the<br />
Federal Political Coordinator to the Congressman and his<br />
office, Chandra is the direct <strong>REALTOR®</strong> contact between<br />
NAR and Congressman Scott. Along with several of his<br />
staffers, Rep. Scott and the <strong>REALTOR®</strong> discussed issues<br />
including the National Flood Insurance Program, recurrent<br />
flooding net neutrality, taxation and equal access to housing<br />

On Friday May 11th, your VPAR Charitable<br />
Foundation hosted its annual golf tournament<br />
at the Kiln Creek Golf Course. Once again,<br />
several thousand dollars was raised for local<br />
housing related charities. WOW!<br />
On behalf of the Foundation, we give each of<br />
the sponsors, the players and all who donated<br />
raffle prizes our huge, heartfelt appreciation.<br />
This tournament or the charities we support<br />
could not be a success without your help.<br />
A special thank you goes out to Jim Wetzel, our<br />
Association CEO who once again volunteered<br />
countless hours promoting and supporting<br />
this worthwhile event. A job well done, Jim.<br />
Lastly regarding the golf tournament, words<br />
cannot express the depth of our appreciation<br />
for Joe Carney who once again chaired the golf<br />
tournament. He has done this for so many<br />
years now that I have lost count. If people<br />
fully understood the tremendous amount of<br />
background hours that Joe spends on these<br />
tournaments, they would be amazed. No<br />
detail goes untouched. From arranging and<br />
negotiating the venue and food selections, to<br />
signing up teams and sponsors, to successfully<br />
ensuring the tournament runs smoothly<br />
on the day of the event, Joe does it all. Sadly,<br />
this is Joe’s last year chairing the golf tournament.<br />
He will be missed. Please, if you see<br />
Joe around, or have his email/phone, let him<br />
know how much we, and the housing-related<br />
charities we support, appreciate him.<br />
SO WHAT IS NEXT????????<br />
So glad you asked. Not all of our support for<br />
our charities are fundraisers. We have committed<br />
to helping out our charities with four<br />
specific outreach programs in <strong>2018</strong>. In January,<br />
we helped out the FoodBank to distribute<br />
food and later this summer, we will be helping<br />
Habitat for Humanity with a home construction<br />
project.<br />
But in the meantime, Eugenia Jackson and<br />
Dee Karlsson are co-chairing the “Menchville<br />
House Extreme Room Make Over Event.” This<br />
is a new outreach for us and we are all excited<br />
about this. In a nutshell, affiliates and brokers<br />
can form teams to sponsor rooms at the<br />
Menchville House. In this sponsorship, your<br />
duties would be to simply paint, make minor<br />
repairs and refurnish a room for a family that<br />
has found itself on hard times and is temporarily<br />
staying at the Menchville House. If you<br />
would like to make a difference in the lives<br />
of these residents as well as the staff of the<br />
Menchville House, please call Eugenia Jackson<br />
on her cell at 715-1179 or Dee Karlsson at<br />
508-0786. Also, please feel free to share the<br />
information with everyone.<br />
