capable of catching Nor<strong>the</strong>ast multispecies, except gillnet vessels with pingers deployed<br />
on <strong>the</strong> nets. This area is closed from March 1 through March 31 <strong>to</strong> all vessels using sink<br />
gillnet gear or gillnet gear capable of catching Nor<strong>the</strong>ast multispecies.<br />
• Offshore Closure Area – This area is closed from November 1 through May 31 <strong>to</strong> all<br />
vessels using sink gillnet gear or gillnet gear capable of catching Nor<strong>the</strong>ast multispecies,<br />
except gillnet vessels with pingers deployed on <strong>the</strong> nets.<br />
• Cashes Ledge Closure Area – This area, which is located within <strong>the</strong> Offshore Closure<br />
Area, is closed from February 1 through February 28 (or 29) <strong>to</strong> all vessels using sink<br />
gillnet gear or gillnet gear capable of catching Nor<strong>the</strong>ast multispecies.<br />
NMFS has set forth pinger specifications under <strong>the</strong> HPTRP such that when immersed in water<br />
<strong>the</strong>y broadcast a 10 kHz (±2 kHz) sound at 132 decibels (dB), ±4 dB, re 1 micropascal at 1<br />
meter, lasting 300 milliseconds (±15 milliseconds), and repeating every 4 seconds (± 0.2<br />
seconds). Additionally, one pinger must be attached at each end of a gillnet string and at <strong>the</strong><br />
bridle of every net within <strong>the</strong> gillnet string. To ensure that vessel opera<strong>to</strong>rs know how <strong>to</strong><br />
properly use pingers, opera<strong>to</strong>rs are required <strong>to</strong> complete a one-time pinger training, and must<br />
have a pinger training authorization, issued by NMFS, on board <strong>the</strong> vessel when fishing in<br />
management areas in which pingers are required.<br />
The Mid-Atlantic region has been divided in<strong>to</strong> two large management areas (Waters off New<br />
Jersey and Sou<strong>the</strong>rn Mid-Atlantic Waters, Figure 2-2) within which seasonal closures and large<br />
(7 – 18 inches, or 18 – 46 cm) and small (>5 <strong>to</strong> 13 <strong>to</strong>
