FOR <strong>2018</strong> SEASON TICKET HOLDERS: If you have a Season Ticket or<br />

<strong>Exhibit</strong>or Ticket and wish to reenter the grounds on the same day you will<br />

need to get a WRISTBAND at the <strong>Fair</strong> Office. This wristband will be fastened<br />

by <strong>Fair</strong> Personnel ONLY to the Season/<strong>Exhibit</strong>or ticket holder. The Season/<br />

<strong>Exhibit</strong>or ticket is only good for the person to whom it was issued. A new<br />

ticket is used each day and a different wristband must be obtained each day<br />

if you wish to reenter the fairgrounds. You may also turn in your season ticket<br />

book and get a permanent wristband to be worn the entire week of the fair.<br />

No reserve seating and only season tickets can be purchased in advance.<br />

TO OPEN CLASS EXHIBITORS<br />

HOW TO ENTER ITEMS AT THE FAIR<br />

Entries are open to the world. Junior Department entries are listed in separate<br />

premium book obtainable from the University Extension Office in Juneau. Each<br />

person entering open class must fill out an entry blank found in four places in<br />

this book and pay entry fee for open class even if you have Junior Entries.<br />

Sheets of same size may be added.<br />

After filling out an entry blank as to name, address, division, class, premium<br />

number and description of article or animal, entry form accompanied by a<br />

check for exhibitor’s ticket must be in the hands of the secretary by the deadline<br />

as stated in each department. If mailed, postmark must bear this date. Tags<br />

will not be mailed unless accompanied by adequate postage.<br />

Items to be entered must then be brought to the <strong>Fair</strong>grounds on Tuesday of <strong>Fair</strong><br />

Week. Tags may be picked up in the main office, and should be affixed to each item<br />

entered. Then each item shall be taken, by the exhibitor, to the proper department<br />

and left with the superintendent there. No prizes are given for exhibits not listed in<br />

the premium book. If original entry tag has been altered, that item will be disqualified<br />

and will not be judged.<br />

Judging is done by state accredited judges on dates as noted in each department.<br />

Prizes are awarded on winning entry numbers so marked on the judges<br />

sheets and these awards are final. <strong>Exhibit</strong>ors are urged to attend the judging session<br />

if possible. These can be educational as well as interesting; but entrants who<br />

are observing the judging should refrain from identifying their entries until the<br />

judging has been completed.<br />

Winners checks should be picked up from the superintendent of the<br />

department where the most money was won and at the same time your<br />

entries are removed.<br />

Entries may not be removed before 6:00pm<br />

Animal Health Regulations<br />

for <strong>Fair</strong>s and Shows in Wisconsin: <strong>2018</strong> Season<br />

This is a summary of animal health requirements for fairs, shows and exhibitions only. They are not necessarily the same<br />

as requirements for importing animals into Wisconsin or moving them within the state for other purposes. They may<br />

change if animal diseases occur in Wisconsin or elsewhere, so you should always check our website or contact us for<br />

current information. Ref. s. ATCP 10.87, Wis. Admin. Code<br />

General<br />

Requirements<br />

for show<br />

organizers<br />

All fairs or exhibitions of any length must obtain, review, and keep for five years all required<br />

records and test results:<br />

<strong>Exhibit</strong>or’s name and address<br />

Animal identification (number, type, description)<br />

Documents showing compliance with disease testing and other health requirements<br />

Livestock premises number, if any, where animals originated<br />

<br />

If requested by the fair or show organizer, the documentation showing legal importation (if<br />

applicable) and movement to the event<br />

<strong>Fair</strong>s or exhibitions lasting more than 24 hours must appoint a licensed veterinarian to inspect<br />

all animals daily and review the above required records.<br />

Diseases<br />

Cattle and<br />

bison<br />

Animals that show evidence of having contagious or infectious diseases may not be<br />

commingled (or housed/kept) with other animals at a fair, show, or other exhibition in such a way<br />

as to allow disease to spread. Such animals should not attend the fair, show, or exhibition.<br />

Animals may be denied entry if they arrive at these events with contagious or infectious diseases,<br />

isolated and/or removed if they develop disease after arriving, or be subject to other action as<br />

would be necessary to control disease.<br />

Bovine animals with ringworm, mange, warts or scab will be removed from the fair or<br />

exhibition premises, unless the veterinarian in charge finds warts or ringworm lesions are<br />

incapable of transmitting disease.<br />

Cattle from within Wisconsin have no requirements for tests or health documents.<br />

Cattle from outside Wisconsin must:<br />

Be accompanied by certificate of veterinary inspection (CVI or health certificate)<br />

documenting official animal ID and all required tests and certifications<br />

Have at least one form of official individual ID (including steers)<br />

Meet all of Wisconsin’s normal requirements for import (see<br />

https://datcp.wi.gov/Pages/Programs_Services/CattleBison.aspx)<br />

Acceptable animal IDs for all cattle from outside Wisconsin<br />

USDA metal ear tag number that is part of the National Uniform Eartagging System (NUES)<br />

(starts with state 2-digit code, also known as “brite” tag); this includes the orange brucellosis<br />

vaccination tag<br />

15-digit “840” tags (visual or RFID)<br />

Valid only if applied before March 11, 2015:<br />

o Manufacturer-coded RFID tag - 15-digit number with the first three digits in 900s<br />

o American ID tag – 8 to 12-digit number prefaced with “USA”<br />

Brucellosis requirements for cattle from outside Wisconsin<br />

No cattle from outside Wisconsin are currently required to be brucellosis tested or vaccinated to<br />

come to fairs and shows in Wisconsin<br />

Tuberculosis requirements for cattle from outside Wisconsin<br />

Cattle from Michigan’s Modified Accredited Zone (for cattle from Michigan’s TB Free Zone,<br />

see requirements by state above) also need:<br />

Import permit<br />

To originate from a herd that has a negative whole-herd TB test within 12 months before<br />

arrival in Wisconsin that includes all animals 1 year and older<br />

Negative individual TB tests within 60 days before entering Wisconsin<br />

To return directly to the state of origin after the show, and there must be a statement on the<br />

CVI that they will be doing so<br />

Stating that the entire herd of origin was inspected on the farm within 30 days before the<br />

show and showed no signs of disease.<br />

Non-terminal <strong>Exhibit</strong>ions: All swine must have a PRRS (Porcine Reproductive and<br />

Respiratory Syndrome) and SECD (Swine Enteric Coronavirus Disease) test of the herd of<br />

origin within 90 days of the exhibition.<br />

Terminal <strong>Exhibit</strong>ions: No testing requirements.<br />

Swine from outside Wisconsin need a certificate of veterinary inspection that includes the<br />

following:<br />

The negative results of the PRRS test from the swine’s herd of origin conducted within<br />

90 days prior to movement into Wisconsin.<br />

The negative results of the SECD test from the swine’s herd of origin conducted within<br />

90 days prior to movement into Wisconsin.<br />

RULES OF INSPECTION<br />

1. All exhibitors must purchase an open class exhibitor’s ticket,<br />

regardless of age - price $25.00.<br />

2. The gates will open Wednesday, August 15th. Gate charge after 8:00 a.m.<br />

All entries same as otherwise specified, except cattle will close July 28th.<br />

3. The association reserves the right to reject any or all entries if, in their opinion,<br />

such an entry, or entries, are not for the best interest of the fair.<br />

4. No article will be excluded on account of having taken a premium at previous <strong>Dodge</strong><br />

<strong>County</strong> <strong>Fair</strong>s, except when so expressed.<br />

5. No premium shall be awarded to animals shown in the breeding class unless<br />

accompanied by a certificate of the owner or breeder that they have produced or<br />

begotten the young within eighteen months previous to the date of exhibition.<br />

6. All exhibitors of stock or other exhibits shall forfeit all premiums unless said exhibits are<br />

kept on exhibition on the grounds during fair week. All horses and cattle that have been<br />

awarded premiums must appear in the Stock Parade when held or forfeit premiums,<br />

unless excused by the Superintendent<br />

7. No person can be a judge in any class where he or she is an exhibitor nor can exhibitors<br />

be judges on each others animals.<br />

8. The premium cards and ribbons shall be placed on the successful articles or animals,<br />

by the Superintendent, as judged, as soon as the decision is made.<br />

9. No exhibitor may show the same animal in both the open and junior fair.<br />

10. The decision of the judges shall be final in all cases, except where mistake, fraud,<br />

misrepresentation or collusion, not discovered at the time of the award, is proven. In such<br />

cases, the Secretary or such referee as he may appoint, may make a decision or with his<br />

approval, the case may be appealed to the Board of Directors from whose decision there<br />

can be no appeal.<br />

11. A blue ribbon or card will represent the first premium, a red ribbon or card the second<br />

premium, a white ribbon or card the third premium, and a pink ribbon or card the fourth.<br />

12. All protests against the awards of the judges must be in writing by the person deeming<br />

himself aggrieved, and the same left with the Superintendent of the Department where<br />

the protest arose on the day which the award was given. Such written protest shall<br />

contain specification of the charges on grounds of complaint and the names of the<br />

proposed witnesses.<br />

13. The superintendent receiving such protest shall on the day he receives it, file the same<br />

with the Secretary, who shall cause the protest to be brought before the Executive<br />

Board, which body shall dispose of the same, on the day received, if practical and its<br />

action shall be final.<br />

14. If necessary, the Executive Board shall hold meetings during the fair to adjust all matters<br />

and protests that may be brought before them.<br />

15. Premiums will not be awarded worthy animals or articles incorrectly named. All premiums<br />

will be paid in full whether there is competition or not.<br />

16. Any person who shall attempt to interfere with judges while in the discharge of their<br />

duties, or who shall afterwards on the premises of the Association, use any<br />

contemptuous or abusive language to any judge in consequence to any award made by<br />

him, shall forfeit his right to any premiums which he might otherwise be entitled and shall<br />

be excluded from exhibiting for one year thereafter: the judges are requested to report<br />

any such interference to the Executive Board.<br />

17. No person shall be permitted in the show ring during the making of awards except judges,<br />

necessary officials, and persons in charge of stock. Superintendents must enforce this rule.<br />

18. <strong>Exhibit</strong>ors are requested to make their entries as early as possible thereby avoiding<br />

confusion and hindrance in the rush to the secretary’s office on the last day of entry.<br />

The Association reserves the right to close the entries in any department when sufficient<br />

number of entries have been received to fill said department. All entries are booked in the<br />

order they have been received.<br />

19. All entries must embrace the name of the owner, his post office address in full, the name<br />

of the animal or article entered, the age and sex of the animal, and the class in which it is<br />

made.<br />

20. No article may be entered in any other name than the one of the owner, except in speed<br />

class, and any person violating this rule will forfeit the premium which might be otherwise<br />

awarded.<br />

21. All entries of pure-bred animals must be accompanied with satisfactory evidence of<br />

breeding. The herd books of the several breeds shall be good evidence .<br />

22. Not more than two prizes will be awarded an exhibitor under one class number; and only<br />

one prize in group and herd classes may be awarded to one exhibitor .<br />

23. Animals or articles that have been entered cannot be changed except by the request of the<br />

Superintendent of the department to the Secretary to make such changes.<br />

24. After making proper entry of intended exhibits, the exhibitors must then see that his exhibits<br />

are delivered on entry day to the proper superintendent so that they may be in place and<br />

ticketed no later than 7:00 p.m. August 14th.<br />

25. No animal or article may be taken from the grounds until 6 p.m. Sunday, August 19th<br />

except by the consent of the superintendent and secretary.<br />

26. <strong>Exhibit</strong>ors are likewise required to attend to their articles or animals while on exhibition and<br />

truthfully answer such questions as the judges may deem essential to a correct estimate<br />

of their relative value. <strong>Exhibit</strong>ors not taking proper care of animals may be ordered from the<br />

grounds and premium money forfeited.<br />

27. The Association will not be responsible for any loss or damage that may occur, either<br />

during their deliveries or on the grounds, their exhibition, or their removal; nor will it in any<br />

case make provisions for their transportation, or be subject to any expense thereof.<br />

28. Neither will the Association be responsible for any personal injury or accident sustained<br />

by an exhibitor, employee, or patron; or the damage to any animal or property of any<br />

exhibitor, employee or patron.<br />

29. No unsound animal shall be eligible for a premium.<br />

30. <strong>Exhibit</strong>ors of livestock must report to the superintendent in charge to inform themselves<br />

when their stock will be judged. Stock must be in the show ring promptly after being called.<br />

Any person failing to comply with this order will be ruled out of the competition.<br />

31. The <strong>Dodge</strong> <strong>County</strong> <strong>Fair</strong> Association will not give any production awards or trophies in the<br />

<strong>Open</strong> <strong>Class</strong>. However, any person or organization giving such shall comply with the rules<br />

of the State or that particular breed organization, which state that the animal winning the<br />

production award shall stand in the upper 50% of the class in which shown.<br />

32. Anyone staying in the Camping area must make arrangements with the <strong>Fair</strong> Office<br />

before setting up. There will be a $75.00 Camping Fee, and a Permit (which must<br />

be posted) issued.<br />

Ag 5.01 PREMIUMS AND EXHIBITS<br />

1. PREMIUM LISTS<br />

(a) Premiums for which state aid is requested by county and district fairs shall be in strict<br />

conformity with uniform premium lists and other requirements as prescribed in these rules.<br />

<strong>Fair</strong>s requesting state aid for net premiums shall submit to the department, 30 days prior to the<br />

opening of the fair, a printed copy of the premium list to be used at the fair.<br />

(b) The offi cers of each fair shall mail a copy of the premium list to other associations, societies,<br />

or boards conducting a fair in Wisconsin when copy is requested by them.<br />

(c) Sections Ag 5.01, 5.02 and 5.07 Wis. Adm. Code shall be published in premium books to be<br />

used at a fair for which state aid is requested.<br />

2. ENTRY FEES<br />

RULES & REGULATIONS<br />

(a) <strong>Exhibit</strong>ors in educational and school departments shall not be required to purchase exhibitors’<br />

tickets. Other exhibitors may be required, when no entry fee is charged, to purchase an exhibitor’s<br />

season ticket at a price not to exceed that charged for non-exhibitors’ season tickets.<br />

(b) <strong>Exhibit</strong>ors shall not be required to become members of the fair society, or be required to make<br />

any donations or refunds to the society.<br />

3. EXHIBITS AND EXHIBITORS<br />

(a) State aid may not be approved for out-of-state exhibits or for separate classes of local and<br />

non-local exhibitors. Aids may not be approved for payment of premiums to Wisconsin residents<br />

with out-of-state addresses unless the fair secretary provides the department with an affi davit that<br />

such exhibitors reside in Wisconsin.<br />

(b) State aid may be paid only on articles or animals actually on display in exhibit buildings or<br />

actually shown in the show ring during regular fair dates except as split dates are provided for<br />

under sub. (6). State aid will not be paid on D.H.I.A. records, transportation aids, production contests,<br />

or the like, unless special approval is granted under section Ag 5.02 (8), Wis. Adm. Code.<br />

(c) State aids may not be paid on exhibits removed from the fair grounds before 6 p.m. of the last<br />

day of the fair, or such other later time as may be specifi ed by the fair, without prior approval of the<br />

department. Authority for earlier removal may be granted by the department in the case of meat<br />

animal sales or other special classes, if requested before the beginning of the fair. In other<br />

hardship cases, approval may be granted by the local fair. <strong>Exhibit</strong>s in dog obedience and small<br />

animal pet classes shall be judged during the regular fair but are not required to remain present<br />

during the entire fair. The local fair may prescribe the length of time horses shall remain on the<br />

grounds for junior exhibitors.<br />

4. JUNIOR FAIRS<br />

(a) In the junior fair division, state aid will be paid on prizes offered to exhibitors who are 8 through<br />

19 years of age. On January 1 of the current fair year except exhibitors under section Ag 5.06 (35)<br />

Wis. Adm. Code may be pupils of school age as defi ned in S. 118.14, Stats. State aid will not be<br />

paid on prizes for club parades, club fl oats, song contests, or any project which is not an exhibit or<br />

demonstration at the fair.<br />

(b) All exhibitors in the junior fair division shall be members of 4-H, FFA, FHA, or any other<br />

recognized youth organization under adult leadership and with an education program approved<br />

by the local fair.<br />

(c) <strong>Exhibit</strong>s in the junior fair shall be a result of the exhibitor’s own labor in the project or projects in<br />

which he or she is regularly enrolled.<br />

(d) Premiums in the educational department shall be paid directly to the exhibitor making the exhibit<br />

and not to the school or teacher, except for group premiums offered to interschool competitive<br />

classes. A complete list of exhibitors and a complete set of judges’ sheets for the education<br />

department, similar to those required in other departments, shall be fi led with the department.<br />

No aid may be paid on education department premiums unless this is done. All educational exhibits<br />

shall be on display at the fair even though they are judged prior to the fair.<br />

(e) State aid may be used for the payment of no more than one premium awarded an exhibitor under<br />

any one premium or lot number in the junior fair division, except when awarded as a part of a group<br />

in livestock exhibits or in showmanship.<br />

(f) Junior fair exhibitors may receive state aid premiums on articles or animals at only one county or<br />

district fair and may not receive state aid premiums in the same department at any other fair.<br />

5. PREMIUMS<br />

(a) The state aid authorized by S. 93.23 (1), Stats., may be paid on net premiums only.<br />

Net premiums shall be construed to mean the total premiums paid less total entry fees received.<br />

State aid will be paid only on premiums actually paid by bank check or draft.<br />

(b) No deductions may be made from premium money won by an exhibitor. Premiums may, however,<br />

be withheld where exhibition rules established by the fair association are violated. A written statement<br />

of violation shall be submitted to the department to justify action taken by the local fair.<br />

(c) Premiums offered shall be defi nite in amount. No decrease or increase in published premiums<br />

may be made because of the fi nancial condition of the organization or for any other reason.<br />

Premiums offered shall be paid as published if state aid is available for the <strong>2018</strong> <strong>Fair</strong> as provided<br />

for in Wisconsin Statutes, 93.23. In the event no state aid is available, the <strong>Dodge</strong> <strong>County</strong> <strong>Fair</strong><br />

Association reserves the right to decrease the amount of premiums by not more than 50%.<br />

(d) State aid may be paid on no more than two premiums awarded an exhibitor under one premium or<br />

lot number in open class individual livestock classes, and no more than one premium in other classes.<br />

(e) To be eligible for state aid, no animal or article shall be entered in competition for more than one<br />

premium, except as part of a herd group, carcass class, or a performance class.<br />

(f) No state aid will be paid on the cost of ribbons, cups, trophy prizes or entertainment contests.<br />

6. DATES<br />

No state aid may be paid to fairs having split dates, unless prior written approval is granted by the<br />

department. Extreme hardship must be established by the fair organization before approval can be<br />

granted. A split date is one where exhibits or contests are judged, and premiums paid at more than<br />

one time or more than one location during the current year. When split dates are approved, all blue<br />

ribbon winners shall be required to repeat their demonstration or exhibit at the regular fair dates,<br />

unless exempted by the department in hardship cases. Split date approval shall not be required for<br />

dress revue, demonstration, or favorite foods revue.<br />

Ag 5.02. CLASSES: GENERAL<br />

1. In all prescribed departments, special classes may be established for any item, article or<br />

recognized breed (eligible for registry), where none are specified, including special classes for grade<br />

(not eligible for registry) and crossbred females in beef, swine, and sheep in the junior fair division.<br />

State aid, in the amount prescribed, may be paid for such special classes.<br />

2. <strong>Class</strong>es may be combined, but state aid shall be limited to maximum premiums listed<br />

for a single class of such animals, items or articles.<br />

3. No state aid may be paid on premiums awarded for any dairy cattle, beef cattle, sheep, goats,<br />

swine or horses of the male sex (other than those which have been desexualized) exhibited in any<br />

class unless the animal is registered or eligible for registry.<br />

4. Animals entered in group classes shall also be exhibited in a class for individual animals.<br />

5. State aid for premiums awarded for horses in open classes shall be limited to horses which are<br />

owned by the exhibitor.<br />

6. The total of maximum premiums prescribed for the places in any open class of livestock,<br />

(excluding poultry and rabbits) may be divided into premiums for a greater number of places but the<br />

maximum premium for any additional place shall not be higher than the maximum prescribed for the<br />

last place in such class.<br />

7. If 16 or more animals, items or articles are entered in any junior fair class, at the discretion of the<br />

fair, the class may be divided into 2 or more approximately equal groups according to weight, age or<br />

other identification and each group judged as a class.<br />

8. Special educational exhibits may be instituted if presented to the Wisconsin Association of <strong>Fair</strong>s<br />

prior to October 1 of the year preceding the fair year, and such exhibits approved by the Department<br />

of Agriculture.<br />

9. In the swine departments, mature boars may not be entered unless their tusks have been removed.<br />

10. All animals in the open class shall be owned by the exhibitor except as provided in Section 5.03<br />

(2), Wis. Adm. Code.<br />

Ag 5.07. JUDGING REGULATIONS<br />

1. Judging shall be done at county and district fairs by individuals who are registered with the<br />

department and who have knowledge, training or experience in the specifi c class or classes to<br />

be judged as determined by the department. Judging shall be done in accordance with the<br />

requirements of Section Ag 5.08 (3) (a), Wis. Adm. Code. In no case shall any person who is an<br />

offi cer or director of a fair be eligible to judge exhibits at such fair; nor shall any person interested<br />

directly or indirectly in exhibits shown in any department of a fair be eligible to judge articles or<br />

animals in that department.<br />

2. Each judge shall be provided with a copy of the premium book at least 7 days prior<br />

to the opening date of the fair at which he or she shall act as judge.<br />

3. No animal or article, irrespective of the number of entries in the class in which it is entered shall<br />

be awarded a higher rating than its merit would entitle it to in comparison to the standard of<br />

perfection in the class.<br />

(a) No state aid will be paid on premiums awarded under the Danish system in any classes except<br />

in the junior and educational departments.<br />

(b) When classes in the junior and educational departments are judged according to the Danish<br />

system, 4 group placings shall be awarded in any class. When there are less than 8 exhibitors in the<br />

class, there shall not be more than 2 in the fi rst group, not more than 4 in the fi rst 2 groups and not<br />

more than 6 in the fi rst 3 groups. If there are 8 or more entries in the class, there shall not be more<br />

than 25% in the fi rst group, not more than 50% in the fi rst 2 groups, and not more than 75% in the<br />

fi rst 3 groups.<br />

(c) The number of awards in the last group placing may be increased to the extent necessary to give<br />

awards to all exhibitors.<br />

Ag 5.08. ACCOUNTING REQUIREMENTS<br />

1. All receipts from any source whatsoever shall be deposited in a bank, and all accounts without<br />

exception shall be paid by check or draft. All records, papers, stubs, checks, vouchers or other<br />

orders relating to the fair transactions shall be preserved for a 6-year period subsequent to the year<br />

in which they were made or issued.<br />

2. Premiums shall be actually paid or bona fi de notice of premium awards sent to all premium<br />

winners before a claim for state aid may be considered.<br />

3. Claims for the state aid shall be fi led with the department within 30 days after the close of the fair,<br />

and shall include:<br />

(a) Judging sheets completed according to instructions contained thereon. All entries shall be in<br />

typewritten form with the exception of entries in the winning entry column which may be made with<br />

a ball point pen or indelible pencil. The total premium awarded on each judging sheet shall be<br />

shown at the bottom of each sheet. State aid shall not be paid on judging sheets which are not<br />

signed by the judge or accompanied by an affi davit of the judge listing the department and classes<br />

judged. A separate affi davit shall be required for each department.<br />

(b) Index of exhibitors and their addresses, with amounts paid on premiums opposite each name.<br />

The total of each index sheet shall be shown on the bottom of the sheet. and the total of the index<br />

shall correspond with the total of premiums awarded as shown by judging sheets.<br />

(c) One voucher claim for state aid.<br />

(d) One premium book.<br />

4. One copy of the annual fi nancial report shall reach the offi ce of the department before the end<br />

of the calendar year in which the fair is held. State aid received for the current year shall be<br />

included as a receipt in such statements .<br />

5. Before submitting its fi nancial report, every fair association, society or board shall have its<br />

accounts audited by either a certifi ed public accountant, a county auditor, or an auditing committee.<br />

If audited by an auditing committee, at least one of the committee members shall be familiar with<br />

the records and procedures. The society or board shall submit to the department at the time the<br />

fi nancial report is submitted, a statement of the type of audit conducted including the date and<br />

names of those making the audit, or a copy of the audit report.<br />

6. A copy of the fi nancial report as published in a newspaper of general circulation in the county in<br />

which the fair was held shall be submitted to the department prior to December 31st of the year in<br />

which the fair was held. The fi nancial statement shall include all receipts, disbursements, accounts<br />

receivable and accounts payable in connection with the operation of the fair, and shall show the<br />

fi nancial condition of the fair organization before and after the fair.<br />

ATCP 10.87 FAIRS AND EXHIBITIONS<br />

(1) ORGANIZER RESPONSIBILITIES. The organizer of a fair or exhibition shall do all of the following:<br />

(a) Comply with this section, and take reasonable steps to ensure that all exhibitors comply.<br />

(b) Obtain, review, and keep in writing all of the information required under sub. (2) (b). The<br />

organizer may keep the written information in electronic form. The organizer shall keep the<br />

information for at least 5 years, and shall make it available to the department for inspection<br />

and copying upon request.<br />

(c) Appoint a licensed veterinarian to do all of the following on behalf of the organizer, if the fair or<br />

exhibition lasts for more than 24 hours:<br />

1. Conduct a daily inspection of the exhibited animals.<br />

2. Review information under sub. (2) (b) on behalf of the organizer.<br />

Note: A “fair,” as defi ned in s. ATCP 10.01 (41), means a state, county, or district fair. An “exhibition,”<br />

as defi ned in s. ATCP 10.01 (37), means an organized fair, swap meet, rodeo, trail ride, show,<br />

or other organized event at which animals owned by different persons are brought together and<br />

exhibited on the same premises. An “exhibition” does not include any of the following:<br />

• An animal market.<br />

• An exhibition operated by an institution accredited by the association of zoos and aquariums.<br />

• A wild animal exhibition operated pursuant to a permit from the Wisconsin department of natural<br />

resources.<br />

(2) EXHIBITOR RESPONSIBILITIES. A person who exhibits an animal at a fair or exhibition shall<br />

do all of the following:<br />

(a) Comply with applicable requirements under this chapter related to the movement and exhibition<br />

of animals.<br />

(b) Provide all of the following to the organizer of the fair or exhibition:<br />

1. The exhibitor’s name and address.<br />

2. Identifi cation of animals exhibited, including number, type, and description.<br />

3. Appropriate and reliable documentation to show compliance with disease testing and other<br />

health requirements under this section.<br />

Note: Documentation may include certifi cates of veterinary inspection or other appropriate and<br />

reliable documentation.<br />

4. The livestock premises code, if any, of the premises from which the animals originate.<br />

5. Appropriate and reliable documentation, if requested by the organizer of the fair or exhibition,<br />

to show that the animals were lawfully imported or moved to the fair or exhibition.<br />

(3) SWINE.<br />

(a) No person may exhibit swine at a fair or exhibition unless the swine are accompanied by a<br />

certifi cate of veterinary inspection. The certifi cate shall certify that the veterinarian has inspected the<br />

entire herd of origin within the past 30 days and that no apparent disease was present at the time<br />

of inspection. The certifi cate shall also include a report of test results, herd classifi cation, or other<br />

health information that the exhibitor relies upon to document compliance with this subsection.<br />

(b) No person may exhibit any breeding swine at a fair or exhibition unless the exhibitor documents<br />

one of the following:<br />

1. The swine tested negative for pseudorabies in a pseudorabies test performed not more than 30<br />

days before the person moves the swine to the fair or exhibition.<br />

2. The swine originate from a qualifi ed pseudorabies negative herd or a qualifi ed pseudorabies<br />

negative grow-out herd in this state.<br />

3. The swine originate from a state or area that the federal bureau has currently designated as a<br />

pseudorabies stage IV or V state or area.<br />

(c) No person may exhibit non-breeding swine at a fair or exhibition unless one of the following<br />

applies:<br />

1. All breeding swine have been removed from the premises of the fair or exhibition before the<br />

non-breeding swine arrive, and the non-breeding swine are shipped directly from the fair or<br />

exhibition to a slaughtering establishment for slaughter.<br />

2. The exhibitor documents that the swine tested negative for pseudorabies in a test performed<br />

within 30 days before the swine are exhibited.<br />

3. The exhibitor documents that non-breeding swine originate from a qualifi ed pseudorabies negative<br />

herd or qualifi ed negative pseudorabies grow-out herd in this state.<br />

4. The exhibitor documents that the swine originate from a state or area that the federal bureau has<br />

currently designated as a pseudorabies stage IV or V state or area.<br />

(4) BOVINE ANIMALS.<br />

(a) Bovine animals infected with mange, scab, ringworm, or warts may not be exhibited at any fair or<br />

exhibition. Animals showing evidence of infection shall be isolated from other susceptible animals<br />

and shall be removed from the premises.<br />

(b) Paragraph (a) does not apply to animals with ringworm or wart lesions if, in the opinion of the<br />

veterinarian in charge of the fair or exhibition, the lesions are inactive and not capable of transmitting<br />

the disease.<br />

(5) POULTRY AND FARM-RAISED GAME BIRDS. No person may exhibit poultry or farm-raised<br />

game birds at a fair or exhibition unless the exhibitor documents compliance with s. ATCP 10.40.<br />

(6) EQUINE ANIMALS.<br />

(a) Except as provided in par. (b), no person may exhibit any equine animal at a fair or exhibition<br />

unless the exhibitor documents the animal has tested negative on an equine infectious anemia test<br />

conducted within 12 months from the date the blood was drawn for the test to the date on which<br />

the animal is fi rst exhibited.<br />

(b) Paragraph (a) does not apply to a nursing foal accompanying its dam if the dam has tested<br />

negative for equine infectious anemia according to par. (a).<br />

(7) SHEEP. No person may exhibit a sheep at a fair or exhibition unless the exhibitor documents<br />

that the sheep bears offi cial individual identifi cation as required in s. ATCP 10.70.<br />

(8) GOATS. No person may exhibit a goat at a fair or exhibition unless the exhibitor documents that<br />

the goat bears offi cial individual identifi cation as required in s. ATCP 10.77.<br />

Milk Money will be divided evenly between all cows registered for milking.<br />

No space in the Dairy Barns will be allocated for clipping animals. Charging Jr. exhibitors<br />

for clipping services is discouraged. Professionals wishing to provide such services shall<br />

All exhibits must come from <strong>Dodge</strong> <strong>County</strong> and Counties adjoining <strong>Dodge</strong> <strong>County</strong> unless<br />

otherwise stated.<br />

<strong>Exhibit</strong>s must be truly characteristic of the varieties they represent; they must show quality;<br />

and they should be free from disease; and the net weight of the entry is to be shown on the<br />

entry form. An exhibit entered under “any other variety” must bear on the tag the true name<br />

of the variety.<br />

CHEESE<br />

As usual, we will assist you in getting your cheese to the judging table! Please<br />

send a text or call 920-296-7012 to confirm that you will have an entry to<br />

pick up. Confirmation of the text or phone call will be made by the superintendent!<br />

We will pick up your cheese contest entries (entry forms and cheese!) at your<br />

company location on Thursday, August 9, in the AM hours. Please note the following:<br />

1. The cheese and entry ticket pick up will be made at the address listed on the email that<br />

you send to the superintendent.<br />

2. Please have your cheese entry form(s) properly filled out.<br />

3. Please have your $25 ENTRY fee ready at the time of our pick up on Thursday, August<br />

9th. (Checks should be made payable to the <strong>Dodge</strong> <strong>County</strong> <strong>Fair</strong>). Your exhibitors pass will<br />

be given to you, by Jeanie, on the day of the cheese and entry form pickup.<br />

Entries will be held at Rechek’s Food Pride on North Spring St. in Beaver Dam until it is<br />

judged at 1:30pm on Monday, August 13, <strong>2018</strong>.<br />

NOTE: If you enter cheese in MORE THAN ONE CLASS, each entry MUST be the ten<br />

pound weight. Because of the limited display space available, cheese made in the regular<br />

40 pound block, may be cut and exhibited in two five pound or one ten pound unit. This is<br />

a SPECIAL PRIVILEGE granted you.<br />

(a) Not less than one cheese or more than 3 with a minimum of not less than<br />

10 lbs. each entry. Try to maintain the minimum entry weight of 10 lbs. each entry.<br />
