The Dodge County Fair dedicates this book

in loving memory of our past Fair Board members

who are celebrating the 2021 Dodge County Fair from afar.

Their hard work, efforts, and dedication have helped

make the Fair the success it is today.

Joe Meyer

1926 – 2021

Fair Board Member 1981 – 2005

Joe served as the Grounds Superintendent, a

role he took very seriously working day and night

to ensure the grounds were ready for any event.

He was essential to keeping the grounds in

order and was instrumental in establishing the

racing program at the Dodge County Fairgrounds

Speedway. Without Joe’s equipment, knowledge,

and many friends to draw from, we would not have

had the successful racing program that we did.

He was integral to making many improvements

around the grounds, including the construction

of the second grandstand and restrooms. Joe

added many special touches to his tasks at the

fairgrounds, such as planting flower beds, taking

time with grounds crew workers, and especially

enjoying his work with youth. His positive attitude,

ability to plan for the future, and ability to connect

with others made him a true treasure to the Fair.

Bill Christian

1930 – 2021

Fair Board Member 2001 – 2013

Fondly known as “Big Foot”, Bill first became

involved with the Fair Board as the head of security

for the racing program. He made sure we had

officers on the job for the races and was dedicated

to ensuring everyone’s safety. His presence was

always respected because of the kind manner

in which he worked with people. He employed

creative marketing techniques in obtaining ads for

the fair book. He was a big promoter of the Fair,

driving from corner to corner of Dodge County to

deliver fair books, posters, and season tickets to

banks and businesses. He made countless runs

to and from the gates, transporting supplies and

people . Bill’s big smile and twinkling eyes will

always be remembered. His booming voice will

echo through the fairgrounds for many years to

come.

1971 – 2020

Fair Board Member 1994 – 2020

Don served as the Space Manager for nearly 20 years.

He greatly helped increase our commercial exhibits

through his ability to connect with people. He visited

many fairs to network with vendors, allowing the

Dodge County Fair to offer a wide variety of foods,

services, and products. Don collaborated to create

the maps used for plotting out commercial spaces

at the Fair. He built many of the display units in the

Youth Building, which are still in use today. Years ago,

Don’s family would help clean up the grounds during

the summer. Don disposed of manure from the barns

by spreading it on the fields at his farm so it was

efficiently taken care of. With his unique perspective

and jovial personality, he was always willing to offer

advice for the betterment of the Fair.

Fair Board Member 1985 – 2020

Fair involvement was a family tradition as David

followed his father Bill in serving on the Fair Board.

The transition was natural, as they both worked

together at Hanefeld Trucking. David provided semis

and trucks for hauling tables, chairs, gates, and cages

at no cost to the Fair. He was always available to

help with catering, ice runs, and office work. He was

especially talented in running the money counter. In

2019, David and his wife Mary were presented with

the Wisconsin Association of Fairs Hall of Fame

Award for their many contributions. David enjoyed

sharing the Fair with his children and grandchildren.

He is remembered for his quiet presence, sincere

dedication, and adept trouble-shooting ability.

Fair Board Member 2020 – 2020

While Tom was only on the Fair Board for a short

time, he was a long-time fair enthusiast, showcased

by his involvement in the Fair as well as events at the

Fairgrounds. His involvement in the Fair spans back to

being a 4-H member and youth exhibitor. Later, he was

a parent of youth exhibiting and served as a 4-H leader

working with youth “to make the best better.” For the

past decade Tom volunteered in a variety of roles,

always ready to lend a hand or piece of equipment

and share ideas for positive change. This most notably

included his diligent efforts coordinating people and

equipment to ensure the success of our tractor pulls.

He was recognized by many by his large hat, his even

larger personality, and his contagious laugh.

FOR 2021 SEASON TICKET HOLDERS: If you have a Season Ticket or

Exhibitor Ticket and wish to reenter the grounds on the same day you will

need to get a WRISTBAND at the Fair Office. This wristband will be fastened

by Fair Personnel ONLY to the Season/Exhibitor ticket holder. The Season/

Exhibitor ticket is only good for the person to whom it was issued. A new

ticket is used each day and a different wristband must be obtained each day

if you wish to reenter the fairgrounds. You may also turn in your season ticket

book and get a permanent wristband to be worn the entire week of the fair.

No reserve seating and only season tickets can be purchased in advance.

Come join in the 2021 edition of the Dodge County Fair. You’ll see much

that is new and different this year and all those who work to stage this annual

event, want you to enjoy it, as you relax and visit.

Enter competition, view exhibits and judging, attend free grandstand shows,

and much, much more. It will be Dodge County on display, and at its best—

our farms, our factories, our kitchens, our youth, our skills and our talents. It is

a time of serious contest and much laughter. It is a time you do not want to

miss!

So, let’s get together at the Dodge County Fair. Come for a day, and then

return for more.

Notice:

TO OPEN CLASS EXHIBITORS

HOW TO ENTER ITEMS AT THE FAIR

Entries are open to the world. Junior Department entries are listed in separate

premium book obtainable from the University of Wisconsin, Division of Extension

Dodge Co. in Juneau. 920.386.3790. Each person entering open class must fill

out an entry blank found in several areas in the book and pay entry fee for open

class even if you have Junior Entries. Additonal sheets may be added. NOTE:

Starting in 2021, open class exhibitiors can complete their entry form online.

Payment must be made before fair tags and exhibitor pass can be picked up. If you

enter online and would like to have tags mailed, please send a check for entry fee

and a self addressed stamped envelope.

After filling out an entry blank as to name, address, division, class, premium

number and description of article or animal, entry form accompanied by a

check for exhibitor’s ticket must be in the hands of the secretary by the deadline

as stated in each department. If mailed, postmark must bear this date. Tags

will not be mailed unless accompanied by adequate postage.

Items to be entered must then be brought to the Fairgrounds on Tuesday of Fair

Week. Tags may be picked up in the main office, and should be affixed to each item

entered. Then each item shall be taken, by the exhibitor, to the proper department

and left with the superintendent there. No prizes are given for exhibits not listed in

the premium book. If original entry tag has been altered, that item will be disqualified

and will not be judged.

Judging is done by state accredited judges on dates as noted in each department.

Prizes are awarded on winning entry numbers so marked on the judges

sheets and these awards are final. Exhibitors are urged to attend the judging session

if possible. These can be educational as well as interesting; but entrants who

are observing the judging should refrain from identifying their entries until the

judging has been completed.

Winners checks should be picked up from the superintendent of the

department where the most money was won and at the same time your

entries are removed.

Entries may not be removed before 6:00pm

Animal Health Regulations

Fairs and Shows in Wisconsin: 2021 Season

This is a summary of animal health requirements for fairs, shows and exhibitions only. They are not necessarily the same

as requirements for importing animals into Wisconsin or moving them within the state for other purposes. They may

change if animal diseases occur in Wisconsin or elsewhere, so you should always check our website or contact us for

current information. Ref. s. ATCP 10.87, Wis. Admin. Code

General

Requirements

for show

organizers

All fairs or exhibitions of any length must obtain, review, and keep for five years all required

records and test results:

Exhibitor’s name and address

Animal identification (number, type, description, and, when required, official identification

(see requirements for different animals below))

Documents showing compliance with disease testing and other health requirements

Livestock premises number, if any, where animals originated

Documentation showing legal importation to the event (if applicable) and, when required,

movement to the event (see requirements for different animals below)

For swine, a record of any swine transported directly to a slaughtering establishment

For swine, a record of any swine transported to an animal market where all animals sold at

the market sale for that day were shipped directly to a slaughtering establishment

Fairs or exhibitions lasting more than 24 hours must appoint a licensed veterinarian to inspect

all animals daily.

Please note: Except in specific circumstances, if an animal already bears an official 840 eartag,

that eartag must not be removed and additional official eartags must not be applied. Instead the

existing eartag must be read and recorded when a record of that animal is required. (Ref. s. ATCP

10.045, Wis. Admin. Code)

These regulations apply to all fairs and exhibitions, including additional events (like rodeos,

shows, or other organized events) that occur in conjunction with the fair.

Diseases

Animals that show evidence of having contagious or infectious diseases may not be

commingled (or housed/kept) with other animals at a fair, show, or other exhibition in such a way

as to allow disease to spread. Such animals should not attend the fair, show, or exhibition.

Animals may be denied entry if they arrive at these events with contagious or infectious diseases,

isolated and/or removed if they develop disease after arriving, or be subject to other action as

would be necessary to control disease.

Bovine animals with ringworm, mange, warts or scab will be removed from the fair or

exhibition premises, unless the veterinarian in charge finds warts or ringworm lesions are

incapable of transmitting disease.

Cattle and

bison

Cattle from within Wisconsin have no requirements for tests or health documents.

Cattle from outside Wisconsin must:

Be accompanied by certificate of veterinary inspection (CVI or health certificate)

documenting official animal identification (ID) and all required tests and certifications

Have at least one form of official individual ID (including steers)

Meet all of Wisconsin’s normal requirements for import (see

https://datcp.wi.gov/Pages/Programs_Services/CattleBison.aspx)

Acceptable animal IDs for all cattle from outside Wisconsin

USDA metal ear tag number that is part of the National Uniform Eartagging System (NUES)

(starts with state 2-digit code, also known as “brite” tag); this includes the orange brucellosis

vaccination tag

15-digit “840” tags (visual or RFID)

Valid only if applied before March 11, 2015:

o Manufacturer-coded RFID tag - 15-digit number with the first three digits in 900s

o American ID tag – 8 to 12-digit number prefaced with “USA”

Brucellosis requirements for cattle from outside Wisconsin

No cattle from outside Wisconsin are currently required to be brucellosis tested or vaccinated to

come to fairs and shows in Wisconsin

Tuberculosis (TB) requirements for cattle from outside Wisconsin

For requirements by state, see: https://datcp.wi.gov/Pages/Programs_Services/CattleBison.aspx

Cattle from Michigan’s Modified Accredited Zone (for cattle from Michigan’s TB Free Zone,

see requirements by state above) also need:

Import permit

To originate from a herd that has a negative whole-herd TB test within 12 months before

arrival in Wisconsin that includes all animals 1 year and older

Swine

Swine from within Wisconsin need a Wisconsin intrastate certificate of veterinary inspection

(CVI or health certificate):

Note: Herd of origin means the herd in which the pigs currently reside, likely the exhibitor’s

herd. When pigs are purchased from a herd, the herd from which they originate is the herd of

origin for the seller. Once the purchased pigs are added into the buyer's herd (even if the buyer's

herd only consists of one or just a few animals), the buyer's herd becomes the new herd of origin

and that herd must meet testing requirements to move pigs again.

Stating that the entire herd of origin was inspected on the farm within 30 days before the

show and showed no signs of disease.

Non-terminal Exhibitions: All swine must have a PRRS (Porcine Reproductive and

Respiratory Syndrome) and PEDv (Porcine Epidemic Diarrhea virus) test of the herd of

origin within 90 days of the exhibition. Include test date, type, and results on the CVI. For

swine originating from herds with positive tests, include the herd plan number on the CVI.

Terminal Exhibitions: No testing requirements.

Note: Terminal Exhibitions are those at which the swine go directly from the fair/show to the

slaughtering establishment OR to a slaughter only market sale. If going to a slaughter only market

sale, contact the Division of Animal Health fair inspector for required information to collect.

Note: If the fair intends to use a load-out facility, contact the Division of Animal Health in advance

to discuss requirements that must be met.

Swine from outside Wisconsin need a certificate of veterinary inspection that includes the

following:

The negative results of the PRRS test from the swine’s herd of origin conducted within

90 days prior to movement into Wisconsin including test date, type, and results.

The negative results of the PEDv test from the swine’s herd of origin conducted within

90 days prior to movement into Wisconsin including test date, type, and results.

A statement that the veterinarian has inspected the entire herd of origin within the past

30 days and that no clinical signs of PRRS and PEDv or any other apparent disease

was present at the time of inspection

Official individual identification (ID)

If the herd of origin tests positive for PRRS and/or PEDv, contact the Department of

Agriculture, Trade and Consumer Protection at 608-224-4872 for options.

Acceptable methods of ID for swine are:

USDA silver ear tag

USDA 840 ear tag, either visual or RFID

Breed association tattoo if the pig is a purebred and the tattoo is registered

An ear tag with the premises identification number and a unique identifier

Ear notch if the pig is a purebred and the notch is registered

Equine

Equine animals from within Wisconsin need documentation of a negative EIA test done within

the previous 12 months, which clearly identifies the animal by complete description, digital

photographs, or an approved microchip (if a reader is available). No test is needed for nursing

foals accompanying negative dams. Documentation may be:

Official test report VS 10-11, or

USDA-approved electronic test form, or

Global Vet Link EIA electronic form, or

Certificate of veterinary inspection with the test results listed

Equine animals from outside Wisconsin need:

Certificate of veterinary inspection (CVI or health certificate) which clearly identifies the

and turkeys must test negative for Mycoplasma gallisepticum.

Poultry and waterfowl from outside Wisconsin need a certificate of veterinary inspection or

equivalent (such as form VS 9-3) that states:

They originate from a flock classified pullorum-typhoid clean under NPIP or an equivalent

state program and turkeys must test negative for Mycoplasma gallisepticum, or

If they are sexually mature, that they have tested negative for pullorum-typhoid (and

Mycoplasma gallisepticum for turkeys) within 90 days before arrival at the show. These birds

also need wing or leg band ID.

The State Veterinarian recommends that exhibitors:

Vaccinate breeding cattle against bovine viral diarrhea (BVD) at least 30 days before the

event

Test cattle for BVD-PI by immunoperoxidase test, and bring them to shows only if they test

negative

Test cattle for Johne’s disease by ELISA test, and bring them to shows only if they test

negative

Clean and disinfect vehicles used to transport animals to and from the show, and vehicles

used on the grounds before, during, and after the show

Isolate exhibited animals returning to their farms or animals purchased at the show for 21

days before mingling them with other stock

The State Veterinarian recommends that show organizers:

House cattle separately from South American camelids and other exotic ruminants

House cattle separately from small ruminants, especially sheep

House ostriches, emus, rheas and cassowaries separately from domestic poultry

House swine separately from any other mammals

Include a space for the premises registration code on livestock entry forms

Provide hand-washing stations near all livestock facilities

Provide individual watering and feeding troughs rather than common ones

RULES OF INSPECTION

1. All exhibitors must purchase an open class exhibitor’s ticket,

regardless of age - price $25.00.

2. The gates will open Wednesday, August 18th. Gate charge after 8:00 a.m.

Entries close August 6, 2021 except for Beef and Dairy Cattle which close July 30, 2021

3. The association reserves the right to reject any or all entries if, in their opinion,

such an entry, or entries, are not for the best interest of the fair.

4. No article will be excluded on account of having taken a premium at previous Dodge

County Fairs, except when so expressed.

5. No premium shall be awarded to animals shown in the breeding class unless

accompanied by a certificate of the owner or breeder that they have produced or

begotten the young within eighteen months previous to the date of exhibition.

6. All exhibitors of stock or other exhibits shall forfeit all premiums unless said exhibits are

kept on exhibition on the grounds during fair week. All horses and cattle that have been

awarded premiums must appear in the Stock Parade when held or forfeit premiums,

unless excused by the Superintendent

7. No person can be a judge in any class where he or she is an exhibitor nor can exhibitors

be judges on each others animals.

8. The premium cards and ribbons shall be placed on the successful articles or animals,

by the Superintendent, as judged, as soon as the decision is made.

9. No exhibitor may show the same animal in both the open and junior fair.

10. The decision of the judges shall be final in all cases, except where mistake, fraud,

misrepresentation or collusion, not discovered at the time of the award, is proven. In such

cases, the Secretary or such referee as he may appoint, may make a decision or with his

approval, the case may be appealed to the Board of Directors from whose decision there

can be no appeal.

11. A blue ribbon will represent the first premium, a red ribbon the second premium,

a white ribbon the third premium, and a pink ribbon the fourth premium.

12. All protests against the awards of the judges must be in writing by the person deeming

himself aggrieved, and the same left with the Superintendent of the Department where

the protest arose on the day which the award was given. Such written protest shall

contain specification of the charges on grounds of complaint and the names of the

proposed witnesses.

13. The superintendent receiving such protest shall on the day he receives it, file the same

with the Secretary, who shall cause the protest to be brought before the Executive

Board, which body shall dispose of the same, on the day received, if practical and its

action shall be final.

14. If necessary, the Executive Board shall hold meetings during the fair to adjust all matters

and protests that may be brought before them.

15. Premiums will not be awarded to incorrectly entered items. All premiums will be paid

in full whether there is competition or not.

16. Any person who shall attempt to interfere with judges while in the discharge of their

duties, or who shall afterwards on the premises of the Association, use any

contemptuous or abusive language to any judge in consequence to any award made by

him, shall forfeit his right to any premiums which he might otherwise be entitled and shall

be excluded from exhibiting for one year thereafter: the judges are requested to report

any such interference to the Executive Board.

1. PREMIUM LISTS

(a) Premiums for which state aid is requested by county and district fairs shall be in strict

conformity with uniform premium lists and other requirements as prescribed in these rules.

Fairs requesting state aid for net premiums shall submit to the department, 30 days prior to the

opening of the fair, a printed copy of the premium list to be used at the fair.

(b) The officers of each fair shall mail a copy of the premium list to other associations, societies,

or boards conducting a fair in Wisconsin when copy is requested by them.

(c) Sections Ag 5.01, 5.02 and 5.07 Wis. Adm. Code shall be published in premium books to be

used at a fair for which state aid is requested.

RULES & REGULATIONS

(a) Exhibitors in educational and school departments shall not be required to purchase exhibitors’

tickets. Other exhibitors may be required, when no entry fee is charged, to purchase an exhibitor’s

season ticket at a price not to exceed that charged for non-exhibitors’ season tickets.

(b) Exhibitors shall not be required to become members of the fair society, or be required to make

any donations or refunds to the society.

3. EXHIBITS AND EXHIBITORS

(a) State aid may not be approved for out-of-state exhibits or for separate classes of local and

non-local exhibitors. Aids may not be approved for payment of premiums to Wisconsin residents

with out-of-state addresses unless the fair secretary provides the department with an affidavit that

such exhibitors reside in Wisconsin.

(b) State aid may be paid only on articles or animals actually on display in exhibit buildings or

actually shown in the show ring during regular fair dates except as split dates are provided for

under sub. (6). State aid will not be paid on D.H.I.A. records, transportation aids, production contests,

or the like, unless special approval is granted under section Ag 5.02 (8), Wis. Adm. Code.

(c) State aids may not be paid on exhibits removed from the fair grounds before 6 p.m. of the last

day of the fair, or such other later time as may be specified by the fair, without prior approval of the

department. Authority for earlier removal may be granted by the department in the case of meat

animal sales or other special classes, if requested before the beginning of the fair. In other

hardship cases, approval may be granted by the local fair. Exhibits in dog obedience and small

animal pet classes shall be judged during the regular fair but are not required to remain present

during the entire fair. The local fair may prescribe the length of time horses shall remain on the

4. JUNIOR FAIRS

(a) In the junior fair division, state aid will be paid on prizes offered to exhibitors who are 8 through

19 years of age. On January 1 of the current fair year except exhibitors under section Ag 5.06 (35)

Wis. Adm. Code may be pupils of school age as defined in S. 118.14, Stats. State aid will not be

paid on prizes for club parades, club floats, song contests, or any project which is not an exhibit or

demonstration at the fair.

(b) All exhibitors in the junior fair division shall be members of 4-H, FFA, FHA, FCCLA, CTSO,

SKILLS, USA, or any other recognized youth organization under adult leadership and with an education

program approved by the local fair.

(c) Exhibits in the junior fair shall be a result of the exhibitor’s own labor in the project or projects in

which he or she is regularly enrolled.

(d) Premiums in the educational department shall be paid directly to the exhibitor making the exhibit

and not to the school or teacher, except for group premiums offered to interschool competitive

classes. A complete list of exhibitors and a complete set of judges’ sheets for the education

department, similar to those required in other departments, shall be filed with the department.

No aid may be paid on education department premiums unless this is done. All educational exhibits

shall be on display at the fair even though they are judged prior to the fair.

(e) State aid may be used for the payment of no more than one premium awarded an exhibitor under

any one premium or lot number in the junior fair division, except when awarded as a part of a group

in livestock exhibits or in showmanship.

(f) Junior fair exhibitors may receive state aid premiums on articles or animals at only one county or

district fair and may not receive state aid premiums in the same department at any other fair.

5. PREMIUMS

(a) The state aid authorized by S. 93.23 (1), Stats., may be paid on net premiums only.

Net premiums shall be construed to mean the total premiums paid less total entry fees received.

State aid will be paid only on premiums actually paid by bank check or draft.

(b) No deductions may be made from premium money won by an exhibitor. Premiums may, however,

be withheld where exhibition rules established by the fair association are violated. A written statement

of violation shall be submitted to the department to justify action taken by the local fair.

(c) Premiums offered shall be definite in amount. No decrease or increase in published premiums

may be made because of the financial condition of the organization or for any other reason.

Premiums offered shall be paid as published if state aid is available for the current fair year as

provided for in Wisconsin Statutes, 93.23. In the event no state aid is available, the Dodge County

Fair Association reserves the right to decrease the amount of premiums by not more than 50%.

(d) State aid may be paid on no more than two premiums awarded an exhibitor under one premium or

lot number in open class individual livestock classes, and no more than one premium in other classes.

(e) To be eligible for state aid, no animal or article shall be entered in competition for more than one

premium, except as part of a herd group, carcass class, or a performance class.

(f) No state aid will be paid on the cost of ribbons, cups, trophy prizes or entertainment contests.

6. DATES

No state aid may be paid to fairs having split dates, unless prior written approval is granted by the

department. Extreme hardship must be established by the fair organization before approval can be

granted. A split date is one where exhibits or contests are judged, and premiums paid at more than

one time or more than one location during the current year. When split dates are approved, all blue

ribbon winners shall be required to repeat their demonstration or exhibit at the regular fair dates,

unless exempted by the department in hardship cases. Split date approval shall not be required for

dress revue, demonstration, or favorite foods revue.

Ag 5.02. CLASSES: GENERAL

1. In all prescribed departments, special classes may be established for any item, article or

recognized breed (eligible for registry), where none are specified, including special classes for grade

(not eligible for registry) and crossbred females in beef, swine, and sheep in the junior fair division.

State aid, in the amount prescribed, may be paid for such special classes.

2. Classes may be combined, but state aid shall be limited to maximum premiums listed

for a single class of such animals, items or articles.

3. No state aid may be paid on premiums awarded for any dairy cattle, beef cattle, sheep, goats,

swine or horses of the male sex (other than those which have been desexualized) exhibited in any

class unless the animal is registered or eligible for registry.

4. Animals entered in group classes shall also be exhibited in a class for individual animals.

5. State aid for premiums awarded for horses in open classes shall be limited to horses which are

owned by the exhibitor.

6. The total of maximum premiums prescribed for the places in any open class of livestock,

(excluding poultry and rabbits) may be divided into premiums for a greater number of places but the

maximum premium for any additional place shall not be higher than the maximum prescribed for the

last place in such class.

7. If 16 or more animals, items or articles are entered in any junior fair class, at the discretion of the

fair, the class may be divided into 2 or more approximately equal groups according to weight, age or

other identification and each group judged as a class.

8. Special educational exhibits may be instituted if presented to the Wisconsin Association of Fairs

prior to October 1 of the year preceding the fair year, and such exhibits approved by the Department

of Agriculture.

9. In the swine departments, mature boars may not be entered unless their tusks have been removed.

10. All animals in the open class shall be owned by the exhibitor except as provided in Section 5.03

(2), Wis. Adm. Code.

Ag 5.07. JUDGING REGULATIONS

1. Judging shall be done at county and district fairs by individuals who are registered with the

department and who have knowledge, training or experience in the specific class or classes to

be judged as determined by the department. Judging shall be done in accordance with the

requirements of Section Ag 5.08 (3) (a), Wis. Adm. Code. In no case shall any person who is an

officer or director of a fair be eligible to judge exhibits at such fair; nor shall any person interested

directly or indirectly in exhibits shown in any department of a fair be eligible to judge articles or

animals in that department.

2. Each judge shall be provided with a copy of the premium book at least 7 days prior

to the opening date of the fair at which he or she shall act as judge.

3. No animal or article, irrespective of the number of entries in the class in which it is entered shall

be awarded a higher rating than its merit would entitle it to in comparison to the standard of

perfection in the class.

(a) No state aid will be paid on premiums awarded under the Danish system in any classes except

in the junior and educational departments.

(b) When classes in the junior and educational departments are judged according to the Danish

system, 4 group placings shall be awarded in any class. When there are less than 8 exhibitors in the

class, there shall not be more than 2 in the first group, not more than 4 in the first 2 groups and not

more than 6 in the first 3 groups. If there are 8 or more entries in the class, there shall not be more

than 25% in the first group, not more than 50% in the first 2 groups, and not more than 75% in the

first 3 groups.

(c) The number of awards in the last group placing may be increased to the extent necessary to give

awards to all exhibitors.

Ag 5.08. ACCOUNTING REQUIREMENTS

1. All receipts from any source whatsoever shall be deposited in a bank, and all accounts without

exception shall be paid by check or draft. All records, papers, stubs, checks, vouchers or other

orders relating to the fair transactions shall be preserved for a 6-year period subsequent to the year

in which they were made or issued.

2. Premiums shall be actually paid or bona fide notice of premium awards sent to all premium

winners before a claim for state aid may be considered.

3. Claims for the state aid shall be filed with the department within 30 days after the close of the fair,

and shall include:

(a) Judging sheets completed according to instructions contained thereon. All entries shall be in

typewritten form with the exception of entries in the winning entry column which may be made with

a ball point pen or indelible pencil. The total premium awarded on each judging sheet shall be

shown at the bottom of each sheet. State aid shall not be paid on judging sheets which are not

signed by the judge or accompanied by an affidavit of the judge listing the department and classes

judged. A separate affidavit shall be required for each department.

(b) Index of exhibitors and their addresses, with amounts paid on premiums opposite each name.

The total of each index sheet shall be shown on the bottom of the sheet. and the total of the index

shall correspond with the total of premiums awarded as shown by judging sheets.

(c) One voucher claim for state aid.

(d) One premium book.

4. One copy of the annual financial report shall reach the office of the department before the end

of the calendar year in which the fair is held. State aid received for the current year shall be

included as a receipt in such statements .

5. Before submitting its financial report, every fair association, society or board shall have its

accounts audited by either a certified public accountant, a county auditor, or an auditing committee.

If audited by an auditing committee, at least one of the committee members shall be familiar with

the records and procedures. The society or board shall submit to the department at the time the

financial report is submitted, a statement of the type of audit conducted including the date and

names of those making the audit, or a copy of the audit report.

6. A copy of the financial report as published in a newspaper of general circulation in the county in

which the fair was held shall be submitted to the department prior to December 31st of the year in

which the fair was held. The financial statement shall include all receipts, disbursements, accounts

receivable and accounts payable in connection with the operation of the fair, and shall show the

financial condition of the fair organization before and after the fair.

ATCP 10.87 FAIRS AND EXHIBITIONS

(1) ORGANIZER RESPONSIBILITIES. The organizer of a fair or exhibition shall do all of the following:

(a) Comply with this section, and take reasonable steps to ensure that all exhibitors comply.

(b) Obtain, review, and keep in writing all of the information required under sub. (2) (b). The

organizer may keep the written information in electronic form. The organizer shall keep the

information for at least 5 years, and shall make it available to the department for inspection

and copying upon request.

(c) Appoint a licensed veterinarian to do all of the following on behalf of the organizer, if the fair or

exhibition lasts for more than 24 hours:

1. Conduct a daily inspection of the exhibited animals.

2. Review information under sub. (2) (b) on behalf of the organizer.

Note: A “fair,” as defined in s. ATCP 10.01 (41), means a state, county, or district fair. An “exhibition,”

as defined in s. ATCP 10.01 (37), means an organized fair, swap meet, rodeo, trail ride, show,

or other organized event at which animals owned by different persons are brought together and

exhibited on the same premises. An “exhibition” does not include any of the following:

• An animal market.

• An exhibition operated by an institution accredited by the association of zoos and aquariums.

• A wild animal exhibition operated pursuant to a permit from the Wisconsin department of natural

resources.

(2) EXHIBITOR RESPONSIBILITIES. A person who exhibits an animal at a fair or exhibition shall

do all of the following:

(a) Comply with applicable requirements under this chapter related to the movement and exhibition

of animals.

(b) Provide all of the following to the organizer of the fair or exhibition:

1. The exhibitor’s name and address.

2. Identification of animals exhibited, including number, type, and description.

3. Appropriate and reliable documentation to show compliance with disease testing and other

health requirements under this section.

Note: Documentation may include certificates of veterinary inspection or other appropriate and

4. The livestock premises code, if any, of the premises from which the animals originate.

5. Appropriate and reliable documentation, if requested by the organizer of the fair or exhibition,

(3) SWINE.

(a) No person may exhibit swine at a fair or exhibition unless the swine are accompanied by a

certificate of veterinary inspection. The certificate shall certify that the veterinarian has inspected the

entire herd of origin within the past 30 days and that no apparent disease was present at the time

of inspection. The certificate shall also include a report of test results, herd classification, or other

health information that the exhibitor relies upon to document compliance with this subsection.

(b) No person may exhibit any breeding swine at a fair or exhibition unless the exhibitor documents

one of the following:

1. The swine tested negative for pseudorabies in a pseudorabies test performed not more than 30

days before the person moves the swine to the fair or exhibition.

2. The swine originate from a qualified pseudorabies negative herd or a qualified pseudorabies

negative grow-out herd in this state.

3. The swine originate from a state or area that the federal bureau has currently designated as a

pseudorabies stage IV or V state or area.

(c) No person may exhibit non-breeding swine at a fair or exhibition unless one of the following

applies:

1. All breeding swine have been removed from the premises of the fair or exhibition before the

non-breeding swine arrive, and the non-breeding swine are shipped directly from the fair or

exhibition to a slaughtering establishment for slaughter.

2. The exhibitor documents that the swine tested negative for pseudorabies in a test performed

within 30 days before the swine are exhibited.

3. The exhibitor documents that non-breeding swine originate from a qualified pseudorabies negative

herd or qualified negative pseudorabies grow-out herd in this state.

4. The exhibitor documents that the swine originate from a state or area that the federal bureau has

currently designated as a pseudorabies stage IV or V state or area.

(4) BOVINE ANIMALS.

(a) Bovine animals infected with mange, scab, ringworm, or warts may not be exhibited at any fair or

exhibition. Animals showing evidence of infection shall be isolated from other susceptible animals

and shall be removed from the premises.

(b) Paragraph (a) does not apply to animals with ringworm or wart lesions if, in the opinion of the

veterinarian in charge of the fair or exhibition, the lesions are inactive and not capable of transmitting

the disease.

(5) POULTRY AND FARM-RAISED GAME BIRDS. No person may exhibit poultry or farm-raised

game birds at a fair or exhibition unless the exhibitor documents compliance with s. ATCP 10.40.

(6) EQUINE ANIMALS.

(a) Except as provided in par. (b), no person may exhibit any equine animal at a fair or exhibition

unless the exhibitor documents the animal has tested negative on an equine infectious anemia test

conducted within 12 months from the date the blood was drawn for the test to the date on which

the animal is first exhibited.

(b) Paragraph (a) does not apply to a nursing foal accompanying its dam if the dam has tested

negative for equine infectious anemia according to par. (a).

(7) SHEEP. No person may exhibit a sheep at a fair or exhibition unless the exhibitor documents

that the sheep bears official individual identification as required in s. ATCP 10.70.

(8) GOATS. No person may exhibit a goat at a fair or exhibition unless the exhibitor documents that

the goat bears official individual identification as required in s. ATCP 10.77.

Objective

To promote interest in the Dairy Project, the Dodge County Dairy Youth Advisory Committee organizes and sponsors

a "Junior Britches" Showmanship Contest. The contest is open to anyone going into grades 3-4, interested in showing

a dairy calf. Participants are encouraged to watch Showmanship Classes.

Contest Rules

Youth participating will be divided into grade divisions according to number of entrants (age determined as of

contest date)

Female calves already at the Fairgrounds will be used for the show.

Animals should be clipped. Toplines encouraged, not required.

All participants are required to wear white pants and use show halters for a better experience. NO HATS TO

BE WORN IN THE SHOW RING.

Judging based on proper showmanship techniques as demonstrated by child and how well the calf has been

trained.

Pre-entry encouraged by August 1.

Objective:

To promote interest in the Dairy Project, the Dodge County Dairy Youth Advisory Committee organizes

and sponsors a “Little Britches” Showmanship Contest. Contest is open to anyone 4 years of age and

older (up to grade 3) interested in showing dairy.

Contest Rules:

Youth participating are divided into age divisions according to number of entrants (age

determined as of contest date)

Calves must have a MAY or JUNE birth date (of current year), represent any major dairy breed

(Ayrshire, Brown Swiss, Guernsey, Holstein, Jersey, Milking Shorthorn), and may be male or

female. NO BEEF BREEDS!!!!

Calves are brought to Fairgrounds (may be housed in North end of Farm Progress Arena) the

Morning of Show- anytime before 1:00pm.- and return home following the show. Calves must

have an acceptable form of animal identification for breeding animals. These are 1.) and

official metal ear tag, 2.) a breed registration number, 3.) a breed registration tattoo or 4.)

other identification approved by the department.

Calf clipping and washing are not required: however animals should be clean and well brushed.

All participants must wear white pants and use rope/ show halter- especially 3 rd graders for a

better workshop experience. NO HATS TO BE WORN IN THE SHOW RING.

Youth will be expected to know general information of animals.

Youth will be introduced by name- there will be NO INDIVIDUAL INTERVIEWS!

Judging based on proper showmanship techniques as demonstrated by child and how well the

calf has been trained.

One on one helpers will be provided for the younger classes, No Family Helpers!!!

Sunday of the Fair

TIME: 1:00 pm

Small Animal Building

Objective: to provide an opportunity for 4K – 4 th grade youth to experience an activity involving rabbits.

Eligibility:

- 4K through grade 4 (in the coming school year)

- Bunny needs to be owned by the exhibitor or his/her family or a bunny he/she has cared for at some time this year.

- Bunny can be a pure breed, mixed breed, or a pet.

- One entry only.

- Supply an appropriate cage or carrier.

- Furnish own food and water.

- Must be free of disease - any animal showing signs of disease will be sent home.

Judging:

- Based on name and breed of bunny

- Cleanliness of bunny

- Condition of bunny

- Description of care

- Questions about, but not limited to: feed, water, care, housing, grooming, weight, parts of a bunny

- Why you like your bunny

- Judging will be Face-to-Face, one at a time.

All breed exhibitors meeting with the Dairy Cattle Superintendent will be held on Sunday,

of the Fair at 1:30pm in the barn.

Milk Money will be divided evenly between all cows registered for milking.

All exhibits must come from Dodge County and Counties adjoining Dodge County unless

otherwise stated.

Exhibits must be truly characteristic of the varieties they represent; they must show quality; and

they should be free from disease; and the net weight of the entry is to be shown on the entry form.

An exhibit entered under “any other variety” must bear on the tag the true name of the variety.

CHEESE

As usual, we will assist you in getting your cheese to the judging table! Please send a text or

call 920-296-7012 to confirm that you will have an entry to pick up. Confirmation of the text

or phone call will be made by the superintendent!

We will pick up your cheese contest entries (entry forms and cheese!) at your company

location August 12th, in the AM hours. Please note the following:

1. The cheese and entry ticket pick up will be made at the address listed on the email that

you send to the superintendent.

2. Please have your cheese entry form(s) properly filled out.

3. Please have your $25 ENTRY fee ready at the time of our pick up August 12th.

(Checks should be made payable to the Dodge County Fair). Your exhibitors pass will be

given to you, by Jeanie, on the day of the cheese and entry form pickup.

Entries will be stored in a cooler in a secured fashion at a local cheese manufacturer until it

is judged at 1:30pm on Monday, August 16, 2021.

Each entry must consist of at least 5 pounds of product in it’s original form, unless otherwise

noted in the class.

NOTE: If you enter cheese in MORE THAN ONE CLASS, each entry MUST beat least 5

pound weight. Because of the limited display space available, cheese made in the regular 40

pound block, may be cut and exhibited in a five pound piece. This is a SPECIAL PRIVILEGE

granted you.

Judging to take place prior to dates of fair. Judging by Representative of Dept. of

Grading and Inspection Service. Any of the following shall constitute an exhibit:

(a) Not less than one cheese or more than 3 with a minimum of not less than

5 lbs. each entry. Try to maintain the minimum entry weight of 5 lbs. each entry.

(EXHIBITOR MAY NOT ENTER MORE THAN ONE ITEM IN EACH CATEGORY.)

(b) Cheese shall be judged on a standard scale as identified by WDATCP by

cheese type (as it fits into a category for the small scale County Fair)

(c) All cheese shall be stamped showing date made by month and year.

(d) Cheese previously tested with a trier shall not be considered as an exhibit for a

premium. Such cheese shall be entitled to a complimentary score only, except for

Swiss cheese which may have one plug hole.

11 x 14 size limit. Photos should be attached using permanent double stick tape or rubber
