PREMIUM LISTS(a) Premiums for which state aid is requested by county and district fairs shall be in strictconformity with uniform premium lists and other requirements as prescribed in these rules.Fairs requesting state aid for net premiums shall submit to the department, 30 days prior to theopening of the fair, a printed copy of the premium list to be used at the fair.(b) The officers of each fair shall mail a copy of the premium list to other associations, societies,or boards conducting a fair in Wisconsin when copy is requested by them.(c) Sections Ag 5.01, 5.02 and 5.07 Wis. Adm. Code shall be published in premium books to beused at a fair for which state aid is requested.2. ENTRY FEESRULES & REGULATIONS(a) Exhibitors in educational and school departments shall not be required to purchase exhibitors’tickets. Other exhibitors may be required, when no entry fee is charged, to purchase an exhibitor’sseason ticket at a price not to exceed that charged for non-exhibitors’ season tickets.(b) Exhibitors shall not be required to become members of the fair society, or be required to makeany donations or refunds to the society.3. EXHIBITS AND EXHIBITORS(a) State aid may not be approved for out-of-state exhibits or for separate classes of local andnon-local exhibitors. Aids may not be approved for payment of premiums to Wisconsin residentswith out-of-state addresses unless the fair secretary provides the department with an affidavit thatsuch exhibitors reside in Wisconsin.(b) State aid may be paid only on articles or animals actually on display in exhibit buildings oractually shown in the show ring during regular fair dates except as split dates are provided forunder sub. (6). State aid will not be paid on D.H.I.A. records, transportation aids, production contests,or the like, unless special approval is granted under section Ag 5.02 (8), Wis. Adm. Code.(c) State aids may not be paid on exhibits removed from the fair grounds before 6 p.m. of the lastday of the fair, or such other later time as may be specified by the fair, without prior approval of thedepartment. Authority for earlier removal may be granted by the department in the case of meatanimal sales or other special classes, if requested before the beginning of the fair. In otherhardship cases, approval may be granted by the local fair. Exhibits in dog obedience and smallanimal pet classes shall be judged during the regular fair but are not required to remain presentduring the entire fair.
