Statement of the Council and Chief Executive’s Responsibilities<br />

The Council's Royal Charter requires the Council<br />

to prepare a statement of accounts for each<br />

financial period in the form and on the basis<br />

determined by the Secretary of State for Digital,<br />

Culture, Media and Sport, with the consent of HM<br />

Treasury.<br />

The financial statements are prepared on an<br />

accruals basis to show a true and fair view of the<br />

Council and Group's state of affairs at the period<br />

end, and of its income and expenditure and cash<br />

flows for the financial period.<br />

In preparing the financial statements the Council<br />

is required to:<br />

• Observe the accounts direction issued by the<br />

Secretary of State for Digital, Culture, Media<br />

and Sport, including the relevant accounting<br />

and disclosure requirements, and apply<br />

suitable accounting policies on a consistent<br />

basis<br />

• Make judgements and estimates on a<br />

reasonable basis<br />

• State whether applicable accounting<br />

standards have been followed, and disclose<br />

and explain any material departures in the<br />

financial statements; and<br />

• Prepare the financial statements on the going<br />

concern basis, unless it is inappropriate to<br />

presume that the Council will continue in<br />

operation.<br />

The Accounting Officer for the Department for<br />

Digital, Culture, Media and Sport has designated<br />

the Chief Executive of The English Sports Council<br />

as the Accounting Officer for the Council. Her<br />

relevant responsibilities as Accounting Officer,<br />

including her responsibility for the propriety and<br />

regularity of the public finances for which she is<br />

answerable and for the keeping of proper records,<br />

are set out in “Managing Public Money”, issued by<br />

HM Treasury.<br />

The Accounting Officer of The English Sports<br />

Council is responsible for preparing financial<br />

statements that give a true and fair view, and for<br />

making available to the auditors all relevant<br />

information for their purposes.<br />

So far as the Accounting Officer is aware there is<br />

no relevant audit information of which The English<br />

Sports Council’s auditors are unaware. Further,<br />

the Accounting Officer has taken all the steps she<br />

ought to have taken to make herself aware of any<br />

relevant audit information and to establish that<br />

The English Sports Council’s auditors are aware<br />

of that information.<br />

The Accounting Officer confirms that the annual<br />

report and accounts as a whole is fair, balanced<br />

and understandable and takes personal<br />

responsibility for the annual report and accounts<br />

and the judgments required for determining that it<br />

is fair, balanced and understandable.<br />
