Introduction<br />
In addition to the high concentration of <strong>Hispanic</strong> <strong>and</strong> <strong>Latinx</strong> persons, these geographic areas have higher<br />
than average rates of poverty. With the exception of West <strong>York</strong>, the percentage of <strong>Hispanic</strong> <strong>and</strong> <strong>Latinx</strong><br />
persons living in poverty within these jurisdictions is significantly higher than the <strong>County</strong> as a whole, <strong>and</strong><br />
their borough, township or metro area as a whole. Also, the percentage of <strong>Hispanic</strong> <strong>and</strong> <strong>Latinx</strong> persons<br />
living in poverty within these jurisdictions is significantly higher than their white neighbors living in their<br />
borough, township or metro area.<br />

B. Objectives<br />
The primary objectives of the <strong>2017</strong> <strong>York</strong> <strong>County</strong> <strong>Hispanic</strong> <strong>and</strong> <strong>Latinx</strong> <strong>Community</strong> <strong>Assessment</strong> is to<br />
provide the United Way of <strong>York</strong> <strong>County</strong> with in-depth information regarding the <strong>Hispanic</strong> <strong>and</strong> <strong>Latinx</strong><br />
population living in <strong>York</strong> <strong>County</strong>, as well as information related to accessing human <strong>and</strong> social services.<br />
This report also aims to identify previously unknown issues or gaps in services within the community. In<br />
<strong>2017</strong>, the United Way of <strong>York</strong> <strong>County</strong> contracted Vinny Cannizzaro, the Arthur J. Glatfelter Institute for<br />
Public Policy, <strong>and</strong> the <strong>York</strong> College of Pennsylvania’s Center for <strong>Community</strong> Engagement to undertake<br />
this assessment.<br />
This report seeks to:<br />
• Identify pressing needs in the <strong>Hispanic</strong>/<strong>Latinx</strong> community;<br />
• Identify currents assets;<br />
• Assess gaps in services to identify needs;<br />
• Identify current barriers to accessing services;<br />
• Identify issues that could complicate developing a service delivery system for the <strong>Hispanic</strong>/<strong>Latinx</strong><br />
community;<br />
• Determine best models for service delivery to the <strong>Hispanic</strong>/<strong>Latinx</strong> community; <strong>and</strong>,<br />
• Make recommendations for next steps.<br />
C. Methodology<br />
The Arthur J. Glatfelter Institute for Public Policy used a variety of techniques to collect the information<br />
<strong>and</strong> data compiled within this assessment. The Instituted collected <strong>and</strong> analyzed over 200 surveys from<br />
persons living throughout <strong>York</strong> <strong>County</strong> from January 2018 through March 2018. With this number, the<br />
results are statistically significantly representative of the target population.<br />
The surveys were distributed with the assistance of the community, as well as in-person collection at<br />
community events. The survey gauged self-identified issues affecting persons, their family, <strong>and</strong> their<br />
community; interactions with social service <strong>and</strong> government organizations; which services or needs are<br />
most pressing; <strong>and</strong> any barriers related to accessing human <strong>and</strong> social services. In addition to the<br />
collection of paper surveys, the Institute for Public Policy collected data <strong>and</strong> information through focus<br />
