2.2.3 Food banks<br />

A <strong>food</strong> bank is: "a centralized warehouse or clearing<br />

house registered as a n<strong>on</strong>-profit organizati<strong>on</strong> for the<br />

purpose of collecting, storing <str<strong>on</strong>g>and</str<strong>on</strong>g> distributing <strong>surplus</strong><br />

<strong>food</strong>, free of charge, to fr<strong>on</strong>t line agencies which<br />

provide supplementary <strong>food</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> meals to the<br />

hungry." 5 Food banks deal with faulty n<strong>on</strong>-perishable<br />

processed <strong>food</strong>s with a l<strong>on</strong>g shelf-life such as tins, dry<br />

goods <str<strong>on</strong>g>and</str<strong>on</strong>g> jars. Manufacturers, wholesalers <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

supermarkets d<strong>on</strong>ate to the <strong>food</strong> bank which then<br />

redistributes to charities, government agencies or, (out<br />

of the UK), individuals. Food banks also receive n<strong>on</strong><strong>surplus</strong><br />

<strong>food</strong>, d<strong>on</strong>ated from harvest festivals,<br />

individual d<strong>on</strong>ati<strong>on</strong>s, churches etc.<br />

On a universal basis, <strong>food</strong> banks are the most<br />

comm<strong>on</strong> way to redistribute <strong>surplus</strong> <strong>food</strong> (there are<br />

hundreds worldwide). The methods of operati<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

funding vary enormously. There is <strong>on</strong>ly <strong>on</strong>e official<br />

<strong>food</strong> bank in the UK, the South <str<strong>on</strong>g>and</str<strong>on</strong>g> West Lancashire<br />

Food Bank. Also, <strong>on</strong>e of the two main <strong>surplus</strong> <strong>food</strong><br />

redistributors in the UK, Grocery Aid, is listed in the<br />

1998 Internati<strong>on</strong>al Food Bank Directory. 6 However,<br />

Grocery Aid does not call itself a <strong>food</strong> bank because it<br />

differs from the American model where <strong>food</strong> is given<br />

from the bank to <strong>food</strong> pantries (agencies that<br />

distribute <strong>food</strong> as parcels to take home). Still, because<br />

it approximates to the definiti<strong>on</strong> of a <strong>food</strong> bank<br />

defined above, it is listed as <strong>on</strong>e here (see secti<strong>on</strong><br />

3.3.1).<br />

2.2.4 Redistributi<strong>on</strong> of agricultural<br />

<strong>surplus</strong><br />

A government body usually deals with agricultural<br />

<strong>surplus</strong> removed from the market. In the UK the<br />

Interventi<strong>on</strong> Board carries out this task, withdrawing<br />

products when prices fall below certain levels (details<br />

given in secti<strong>on</strong> 3.4).<br />
