Surplus <strong>food</strong> redistributi<strong>on</strong>: the current debate<br />

workshops for projects receiving <strong>food</strong><br />

in L<strong>on</strong>d<strong>on</strong>. 88 Fresh produce does have<br />

the potential to improve the nutriti<strong>on</strong>al<br />

intake of those suffering from <strong>food</strong><br />

insecurity. A study by Naomi Evans<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> Elizabeth Dowler found that the<br />

diets of the majority of people using<br />

day centres in L<strong>on</strong>d<strong>on</strong> do not meet<br />

current dietary recommendati<strong>on</strong>s for<br />

health, <str<strong>on</strong>g>and</str<strong>on</strong>g> suggested that <strong>surplus</strong><br />

fresh <strong>food</strong> could go some way to<br />

improve the situati<strong>on</strong>. 89 They noted: "The primary<br />

reas<strong>on</strong> for this survey [of homeless peoples' diets] was<br />

to mobilize potential new <strong>food</strong> sources from <strong>food</strong><br />

retailers, particularly perishable <strong>food</strong>s, to improve the<br />

<strong>food</strong> provisi<strong>on</strong> to those who rely <strong>on</strong> day centres <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

soup runs for their <strong>food</strong> requirements." 90 In another<br />

survey, Evans showed that the potential of Crisis<br />

FareShare to boost the nutriti<strong>on</strong>al needs of the<br />

homeless in L<strong>on</strong>d<strong>on</strong> was significant, 91 c<strong>on</strong>cluding:<br />

"schemes such as FareShare can help promote health<br />

<str<strong>on</strong>g>and</str<strong>on</strong>g> empower the homeless populati<strong>on</strong> by ensuring<br />

they obtain the correct amount of vitamins <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

minerals."<br />

There is also potential for fruit <str<strong>on</strong>g>and</str<strong>on</strong>g> vegetables from<br />

EU <strong>surplus</strong> to improve health. A report assessing the<br />

European Community Food Programmes states: "The<br />

social usefulness of the measure [to distribute fruit <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

vegetables] is clear, since it improves the diet of the<br />

needy." 92 The 1998 Independent Inquiry into<br />

Inequalities in Health (the Aches<strong>on</strong> Report) noted that:<br />

"At a time when data have pointed to the protective<br />

effects of fruit <str<strong>on</strong>g>and</str<strong>on</strong>g> green vegetables in the preventi<strong>on</strong><br />

of cancer <str<strong>on</strong>g>and</str<strong>on</strong>g> cor<strong>on</strong>ary heart disease, large sums of<br />

m<strong>on</strong>ey are being spent in the destructi<strong>on</strong> of these<br />

products. This amounted to 2.5 billi<strong>on</strong> kilos of fruit <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

vegetables at a cost of 390 milli<strong>on</strong> ecus in 1993-94."<br />

The report therefore recommended<br />

"strengthening the CAP Surplus Food<br />

Scheme to improve the nutriti<strong>on</strong>al<br />

positi<strong>on</strong> of the less well off." 93 This<br />

point was significant in encouraging<br />

UK distributi<strong>on</strong> (EU <strong>surplus</strong> was not<br />

distributed until December 1998, as<br />

detailed in secti<strong>on</strong> 3.4.1). With the<br />

redistributed fresh fruit <str<strong>on</strong>g>and</str<strong>on</strong>g> vegetables<br />

are appreciated for health reas<strong>on</strong>s.<br />

Rhea Brooks, a community worker in<br />

Plymouth, now takes <strong>food</strong> from the<br />

Interventi<strong>on</strong> Board to "help change<br />

<strong>food</strong> culture <str<strong>on</strong>g>and</str<strong>on</strong>g> encourage the intake<br />

of fresh fruit <str<strong>on</strong>g>and</str<strong>on</strong>g> vegetables, especially<br />

c<strong>on</strong>sidering current government<br />

healthy eating recommendati<strong>on</strong>s." 94<br />

However, evidence that schemes distributing<br />

<strong>surplus</strong> fresh produce are effective in actually (rather<br />

than potentially) boosting nutriti<strong>on</strong> is limited. Despite<br />

earlier assumpti<strong>on</strong>s, the authors of the European<br />

Community Food report admit that "the effectiveness<br />

of the measure [to distribute fruit <str<strong>on</strong>g>and</str<strong>on</strong>g> vegetables] is<br />

difficult to assess in view of the lack of indicators." 95 In<br />

the UK <strong>on</strong>ly <strong>on</strong>e such evaluati<strong>on</strong> has been carried out.<br />

The study, of Crisis FareShare Southampt<strong>on</strong>, was<br />

limited because evaluati<strong>on</strong> was based <strong>on</strong> data<br />

collected <strong>on</strong>ly <strong>on</strong>e m<strong>on</strong>th after the scheme was set up.<br />

It showed that FareShare Southampt<strong>on</strong> improved<br />

access <str<strong>on</strong>g>and</str<strong>on</strong>g> appreciati<strong>on</strong> of fruit, but, in the early stages<br />

of the scheme at least, did not actually increase fruit<br />

c<strong>on</strong>sumpti<strong>on</strong>. 96 The study recommended further<br />

evaluati<strong>on</strong>.<br />

Unreliability of <strong>surplus</strong> <strong>food</strong> supplies <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

the perpetuati<strong>on</strong> of <strong>food</strong> insecurity<br />

Analysis of the DCFB shows the scheme offers a limited<br />

choice, restricted product range <str<strong>on</strong>g>and</str<strong>on</strong>g> no guarantee of<br />

basic supplies. 97 According to Graham Riches, a critic<br />

of <strong>food</strong> banking in Canada, <str<strong>on</strong>g>and</str<strong>on</strong>g> author of a book <strong>on</strong><br />

the subject, this situati<strong>on</strong> is typical. He writes: "Food<br />

banks allow us to believe that hunger is being solved.<br />

Yet this is not so. Despite the massive amounts of <strong>food</strong><br />

they give away, they run out of <strong>food</strong>,<br />

cannot guarantee nutritious <strong>food</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

have had to develop systems of<br />

rati<strong>on</strong>ing <str<strong>on</strong>g>and</str<strong>on</strong>g> eligibility to protect their<br />

<strong>food</strong> supplies." 98 The latter of Riches'<br />

criticisms is accepted by the UK<br />

organisati<strong>on</strong>s themselves. "There is no<br />

guarantee of <strong>food</strong> supply to the<br />
