The key questi<strong>on</strong> to be answered is whether <strong>surplus</strong> <strong>food</strong> redistributi<strong>on</strong> should be<br />

judged as a political or practical issue. Politically, we have argued that <strong>food</strong><br />

redistributi<strong>on</strong> is not an effective way to resolve problems associated with poverty <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

<strong>food</strong>, nor with excess <strong>food</strong> producti<strong>on</strong>, <str<strong>on</strong>g>and</str<strong>on</strong>g> as such we would not recommend such<br />

initiatives as l<strong>on</strong>g-term soluti<strong>on</strong>s to <strong>food</strong> poverty. However, these initiatives are already<br />

established <str<strong>on</strong>g>and</str<strong>on</strong>g> used by members of the public <str<strong>on</strong>g>and</str<strong>on</strong>g> any suggesti<strong>on</strong> that they might<br />

be removed will be seen as, <str<strong>on</strong>g>and</str<strong>on</strong>g> experienced, as a retrograde step. Our<br />

recommendati<strong>on</strong>s are therefore as follows:<br />

l There should be a wider debate <strong>on</strong> the l<strong>on</strong>g-term implicati<strong>on</strong>s of <strong>surplus</strong> <strong>food</strong><br />

redistributi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> how it relates to welfare provisi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> to l<strong>on</strong>ger-term structural<br />

resp<strong>on</strong>ses to <strong>food</strong> poverty. This debate should be aired throughout the redistributi<strong>on</strong><br />

chain, from those eating the <strong>food</strong> to those d<strong>on</strong>ating it.<br />

l Government should undertake to maintain social security provisi<strong>on</strong>, by adopting<br />

minimum income st<str<strong>on</strong>g>and</str<strong>on</strong>g>ards that take into account the amount of m<strong>on</strong>ey required to<br />

purchase a healthy diet, <str<strong>on</strong>g>and</str<strong>on</strong>g> not allow this to be substituted for by <strong>surplus</strong> <strong>food</strong><br />

redistributi<strong>on</strong>.<br />

l The questi<strong>on</strong> of why <strong>surplus</strong> <strong>food</strong> exists in the first place needs to be placed under<br />

greater public scrutiny <str<strong>on</strong>g>and</str<strong>on</strong>g> policies to reduce waste need to be implemented.<br />

l Those involved in <strong>surplus</strong> <strong>food</strong> redistributi<strong>on</strong> schemes should play a role in<br />

advocating l<strong>on</strong>ger-term soluti<strong>on</strong>s to <strong>food</strong> poverty <str<strong>on</strong>g>and</str<strong>on</strong>g> homelessness as well as<br />

distributing <strong>surplus</strong> <strong>food</strong>. The d<strong>on</strong>ors should not have any influence over the<br />

campaigning views the recipients may choose to take.<br />

l The relati<strong>on</strong>ship between <strong>surplus</strong> <strong>food</strong> redistributi<strong>on</strong> <str<strong>on</strong>g>and</str<strong>on</strong>g> community <strong>food</strong> initiatives<br />

needs to be explored further with the people involved.<br />

l Policies should be developed to ensure that the work of community <strong>food</strong> projects<br />

is not undermined by the development of organisati<strong>on</strong>s distributing <strong>surplus</strong> <strong>food</strong>.<br />

l There should be a more thorough assessment of the costs, effectiveness <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

efficiency of <strong>surplus</strong> <strong>food</strong> redistributi<strong>on</strong> schemes, including the Interventi<strong>on</strong> Board<br />

scheme, <str<strong>on</strong>g>and</str<strong>on</strong>g> the impact they have <strong>on</strong> local agencies.<br />

l Further research is needed at all levels to aid the above recommendati<strong>on</strong>s, including<br />

a closer examinati<strong>on</strong> of the situati<strong>on</strong> in the rest of Europe.<br />

l There should be improved liais<strong>on</strong> <strong>on</strong> these issues at nati<strong>on</strong>al, European <str<strong>on</strong>g>and</str<strong>on</strong>g><br />

internati<strong>on</strong>al level between <str<strong>on</strong>g>and</str<strong>on</strong>g> within the voluntary sector, government <str<strong>on</strong>g>and</str<strong>on</strong>g> the private<br />

sector.<br />
