<strong>Issue</strong> 4: Winter 2012<br />

Welcome to the fourth edition <strong>of</strong> the <strong>Schools</strong> <strong>PPP</strong> – <strong>Hobsonville</strong> <strong>Point</strong> newsletter. This newsletter aims to<br />

keep you up to date on the progress <strong>of</strong> two new schools to be built in <strong>Hobsonville</strong> <strong>Point</strong>. In this edition we<br />

meet the secondary school principal and introduce some <strong>of</strong> the design concepts for the primary school.<br />

Contract awarded<br />

In April 2012 Hon Craig Foss, Associate Minister <strong>of</strong> Education<br />

announced that the <strong>Ministry</strong> <strong>of</strong> Education and the Learning<br />

Infrastructure Partners consortium have entered into a public<br />

private partnership contract for <strong>Hobsonville</strong> <strong>Point</strong> schools.<br />

Learning Infrastructure Partners were awarded the contract<br />

following several months <strong>of</strong> negotiations between the two<br />

parties. Learning Infrastructure Partners will design, build and<br />

finance the schools and will be responsible for maintaining them<br />

throughout the 25 year contract. The board <strong>of</strong> trustees and staff<br />

will still be responsible for providing education in the school.<br />

Building the schools<br />

The construction <strong>of</strong> the primary school is progressing quickly with the<br />

first precast slabs now erected for the hall. In ground works associated<br />

with the foundations including excavations and services are mostly<br />

complete and concrete works have commenced. Construction <strong>of</strong> the<br />

secondary school is expected to start in August this year.<br />

<strong>Hobsonville</strong> <strong>Point</strong> primary school will open in term 1 2013 and<br />

<strong>Hobsonville</strong> <strong>Point</strong> secondary school (years 9-13) will open early 2014.<br />

“This is an exciting development for <strong>Hobsonville</strong> <strong>Point</strong> and its<br />

future learners. Under this <strong>PPP</strong>, the Board <strong>of</strong> Trustees and school<br />

leadership will not have to worry about maintaining school property<br />

and the Crown is no longer exposed to design and construction risks.<br />

These become the responsibility <strong>of</strong> the private partner who must fix<br />

them promptly or face financial penalties”.<br />

Meet the new secondary school principal<br />

During the past 10 years as Principal <strong>of</strong> Opotiki<br />

College I have been researching and implementing<br />

practices that make schooling relevant to 21st century<br />

learners. As a result, Opotiki College is considered<br />

to be a high achieving and innovative school.<br />

I have discovered that the elements that make<br />

schooling relevant for learners <strong>of</strong> today are<br />

strong, positive relations between all involved<br />

in the learning process, teachers who have high<br />

expectations <strong>of</strong> their students to learn and <strong>of</strong><br />

themselves to find ways for all students to learn,<br />

the creation <strong>of</strong> learning and its structures (eg<br />

curriculum and timetabling) which have student<br />

learning at the centre, and a strong connection<br />

with the local community and wider world.<br />

I feel extremely proud to have the opportunity to<br />

work towards the opening <strong>of</strong> <strong>Hobsonville</strong> <strong>Point</strong><br />

Secondary School in 2014. All <strong>of</strong> those involved in<br />

the school will be striving to make learning authentic<br />

and relevant for all learners and equipping them<br />

with the skills and values that will allow them to<br />

make a positive contribution to their communities.<br />

Design update<br />

<strong>Hobsonville</strong> <strong>Point</strong> primary school and <strong>Hobsonville</strong><br />

<strong>Point</strong> secondary school are being designed to<br />

meet the needs <strong>of</strong> teaching and learning in the<br />

21st century. Students and teachers will have a<br />

range <strong>of</strong> innovative, flexible and functional spaces<br />

to support a wide variety <strong>of</strong> teaching and learning<br />

practices. Outdoor and indoor learning spaces<br />

will be safe and inspiring providing all learners<br />

the opportunity and encouragement to achieve<br />

their full potential. Designs have been developed<br />

on environmentally friendly and ecologically<br />

sound principles with genuine commitment to<br />

sustainability issues.<br />

Establishment Board<br />

<strong>of</strong> Trustees update<br />

The board met with the <strong>Hobsonville</strong> schools<br />

community on the 20 June 2012. At the<br />

meeting the board introduced the proposed<br />

draft enrolment zones for both schools.<br />

ASC Architects (the design partner <strong>of</strong> the<br />

consortium) presented the design concepts<br />

and the principals discussed their education<br />

philosophy for the schools.<br />

Recruitment for a number <strong>of</strong> leadership<br />

positions at both schools is continuing with<br />

one deputy principal for the primary school<br />

appointed.<br />

The board has provided input into the<br />

primary and secondary school design<br />

development process and recently visited<br />

the school sites to see the exciting progress<br />

being made.<br />
