Schools PPP – Hobsonville Point
Issue 4: Winter 2012
Welcome to the fourth edition of the Schools PPP – Hobsonville Point newsletter. This newsletter aims to
keep you up to date on the progress of two new schools to be built in Hobsonville Point. In this edition we
meet the secondary school principal and introduce some of the design concepts for the primary school.
Contract awarded
In April 2012 Hon Craig Foss, Associate Minister of Education
announced that the Ministry of Education and the Learning
Infrastructure Partners consortium have entered into a public
private partnership contract for Hobsonville Point schools.
Learning Infrastructure Partners were awarded the contract
following several months of negotiations between the two
parties. Learning Infrastructure Partners will design, build and
finance the schools and will be responsible for maintaining them
throughout the 25 year contract. The board of trustees and staff
will still be responsible for providing education in the school.
Building the schools
The construction of the primary school is progressing quickly with the
first precast slabs now erected for the hall. In ground works associated
with the foundations including excavations and services are mostly
complete and concrete works have commenced. Construction of the
secondary school is expected to start in August this year.
Hobsonville Point primary school will open in term 1 2013 and
Hobsonville Point secondary school (years 9-13) will open early 2014.
“This is an exciting development for Hobsonville Point and its
future learners. Under this PPP, the Board of Trustees and school
leadership will not have to worry about maintaining school property
and the Crown is no longer exposed to design and construction risks.
These become the responsibility of the private partner who must fix
them promptly or face financial penalties”.
Associate Minister of Education, Hon Craig Foss
Meet the new secondary school principal
During the past 10 years as Principal of Opotiki
College I have been researching and implementing
practices that make schooling relevant to 21st century
learners. As a result, Opotiki College is considered
to be a high achieving and innovative school.
I have discovered that the elements that make
schooling relevant for learners of today are
strong, positive relations between all involved
in the learning process, teachers who have high
expectations of their students to learn and of
themselves to find ways for all students to learn,
the creation of learning and its structures (eg
curriculum and timetabling) which have student
learning at the centre, and a strong connection
with the local community and wider world.
I feel extremely proud to have the opportunity to
work towards the opening of Hobsonville Point
Secondary School in 2014. All of those involved in
the school will be striving to make learning authentic
and relevant for all learners and equipping them
with the skills and values that will allow them to
make a positive contribution to their communities.
Design update
Hobsonville Point primary school and Hobsonville
Point secondary school are being designed to
meet the needs of teaching and learning in the
21st century. Students and teachers will have a
range of innovative, flexible and functional spaces
to support a wide variety of teaching and learning
practices. Outdoor and indoor learning spaces
will be safe and inspiring providing all learners
the opportunity and encouragement to achieve
their full potential. Designs have been developed
on environmentally friendly and ecologically
sound principles with genuine commitment to
sustainability issues.
Establishment Board
of Trustees update
The board met with the Hobsonville schools
community on the 20 June 2012. At the
meeting the board introduced the proposed
draft enrolment zones for both schools.
ASC Architects (the design partner of the
consortium) presented the design concepts
and the principals discussed their education
philosophy for the schools.
Recruitment for a number of leadership
positions at both schools is continuing with
one deputy principal for the primary school
appointed.
The board has provided input into the
primary and secondary school design
development process and recently visited
the school sites to see the exciting progress
being made.
