MINUTES of a MEETING of the COUNCIL
held in THE GLEBE CENTRE, onTHURSDAY, 19 th JANUARY 2012.
Present: Councillor T Pinkney (Chair)
Councillors G Maitland, A Cowley, J Maitland, G Lormor, H Napier, J
Griffiths, S Harrison, G Rennoldson, M Errington, R Kelly and
M Haswell.

1. APOLOGIES
D Gibson, P Penman and M Wylde.

2. DECLARATION OF INTEREST
None declared.
3. POLICE REPORT
. Present PCSO�s Linzi Graham and Craig Smith. PCSO Linzi Graham gave the
police report for the last two months (report attached). She informed members that
crime was down compared to last year figures, members were also informed that a
�Community Beat Surgery was held every Thursday, 3-4pm in Murton Library. The
Chairman praised the officers for going out of their way to follow up incidents and
work hand in hand with local community it was very re-assuring, they were also
thanked for their help with Senior Citizens Xmas Party.
The Officers were thanked for their report and then left the meeting.
4. CHAIRMANS REMARKS
The Chairman welcomed members back after Xmas break and wished them all a
happy new year. He informed everyone that it would be a tough year especially
with cuts to be made at DCC and problems accessing some departments.
5. MINUTES
Minutes of the Parish Council Meeting held 17 th November 2011.
Copy of the minutes were circulated to members previously.
Resolved the minutes of the Parish Council meeting be approved, confirmed
and signed as an accurate record.
6. MATTERS ARISING
Pursuant to item 6 from PC Meeting Cllr Napier asked if there was any update on
Land adjacent to West View, Clerk informed members that the matter had been
passed to DCC Asset and Property Management for advice.
Pursuant to item 10 Public Footpath no 19 off Calvert Terrace Cllr. J Maitland said
that wagons were parking on footpath and stopping access. Clerk to investigate
further.

7. MINUTES OF A FINANCE COMMITTEE MEETING
Held 11 th January 2012, a copy of which had been circulated to Members
previously. These contained recommendations in respect of the Revised Budgets for
2011-2012 and the Council�s Precept for 2012-2013.
Resolved that the Minutes be adopted in full.
8. COUNCIL TAX CALCULAT ION
Report of Clerk
Resolved to receive the information.
9. VACANCY MURTON PARISH COUNCIL (WEST WARD)
Clerk informed members that no requests have been received from ten electors for
an election to take place, therefore we can co-opt a replacement member.
Resolved that information be noted.
10. WINTER MAINTENANCE ACTIVITIES
Request from DCC to discharge its responsibilities in relation to certain activities in
village: clearance of snow from pre-approved footways, salt spreading and filling
of DCC salt bins. DCC are requesting we enter into a formal signed agreement to
commit to these activities.
Resolved not to enter into a formal agreement.
11. MATTERS OF INFORMATION
11.1 The Clerk informed members that over the next few weeks they will receive
DCC Guide to Services informing the changes to rubbish and recycling collections.
11.2 Funding has been secured through PP Partnership to carry out improvements
to Bridleway no 5 in Murton from where it crosses the railway path, along the field
edge and through Carr House Plantation, works will commence mid January
weather permitting.
Resolved to receive the information.
12. CORRESPONDENCE
12.1 Thank you letters received from residents of Penryn Avenue for the salt bin,
Brother in Arms for kind donation towards memorial wall and Hartlepool &
District Hospice for our kind donation.
12.2 Olympic and Jubilee Celebrations over the coming months.
Resolved to receive the information.
13. PLANNING APPLICATIONS
Resolved that the following proposed application be received:
• Demolition of existing bungalow and construction of new 2 storey house at
Woodlands Farm, South Hetton.
• Variation of timescale to carry out highway works to A182 as required by
Planning permission previously at Hawthorn Ind Est. (Resubmission).
Clerk to receive further information on Woodlands Farm Application.

14. FINANCIAL MATTERS
14.1 Monthly Accounts and Wages
Details of receipts and payments made in the past 2 months were reported as
follows:
Total of Accounts Received £ 9,348.31
Total of Accounts Passed for Payment £ 13,092.78
Total Wage Bill for the Month of Nov/Dec £ 23,265.09
Contribution to Murton Welfare Assn. £ 12,000.00
The Council supports the Community Centre financially under the
• Local Government ( Miscellaneous Provisions ) Act 1976 Part 1,s19
• Local Government Act 1972 s144,145 and 133.
Resolved to receive and approve.
14.2Request for Financial Assistance
Great North Air Ambulance Service £200
St. Pauls Methodist Church increased donation agreed at Finance Meeting
following further discussion £350
Dalton Park �Cyclathon� Nike Store £200
Resolved to donate through Power of Well-Being
15. ANY OTHER BUSINESS
Discussion ensued around PC expenditure which will be required over the coming
years listed in Finance Minutes. Lengthy discussion ensued around Pit Wheel
Memorial over ownership, responsibility and liability. Clerk write to DCC Asset &
Management for clarity regarding these issues so progress can be made in future.

Xmas Tree Lighting Event proved very popular once again and members/staff from
P Council and Murton Welfare Association were thanked for their contribution
towards Xmas Events.
Chair reminded everyone about Official Launch of Multi-Use Games Area and
hoped to see members attend on Saturday, 21 st January 2012 at Glebe Centre.
The Chairman thanked members for their attendance and closed the meeting at
8.05pm
.
RESOLVED and that the next Meeting of the Council be scheduled for 16 th February
2012 at 7pm.
