MINUTES of a MEETING of the <strong>COUNCIL</strong><br />
held in THE GLEBE CENTRE, onTHURSDAY, 19 th JANUARY 2012.<br />
Present: Councillor T Pinkney (Chair)<br />
Councillors G Maitland, A Cowley, J Maitland, G Lormor, H Napier, J<br />
Griffiths, S Harrison, G Rennoldson, M Errington, R Kelly and<br />
M Haswell.<br />

1. APOLOGIES<br />
D Gibson, P Penman and M Wylde.<br />

2. DECLARATION OF INTEREST<br />
None declared.<br />
3. POLICE REPORT<br />
. Present PCSO�s Linzi Graham and Craig Smith. PCSO Linzi Graham gave the<br />
police report for the last two months (report attached). She informed members that<br />
crime was down compared to last year figures, members were also informed that a<br />
�Community Beat Surgery was held every Thursday, 3-4pm in Murton Library. The<br />
Chairman praised the officers for going out of their way to follow up incidents and<br />
work hand in hand with local community it was very re-assuring, they were also<br />
thanked for their help with Senior Citizens Xmas Party.<br />
The Officers were thanked for their report and then left the meeting.<br />
4. CHAIRMANS REMARKS<br />
The Chairman welcomed members back after Xmas break and wished them all a<br />
happy new year. He informed everyone that it would be a tough year especially<br />
with cuts to be made at DCC and problems accessing some departments.<br />
5. MINUTES<br />
Minutes of the Parish Council Meeting held 17 th November 2011.<br />
Copy of the minutes were circulated to members previously.<br />
Resolved the minutes of the Parish Council meeting be approved, confirmed<br />
and signed as an accurate record.<br />
6. MATTERS ARISING<br />
Pursuant to item 6 from PC Meeting Cllr Napier asked if there was any update on<br />
Land adjacent to West View, Clerk informed members that the matter had been<br />
passed to DCC Asset and Property Management for advice.<br />
Pursuant to item 10 Public Footpath no 19 off Calvert Terrace Cllr. J Maitland said<br />
that wagons were parking on footpath and stopping access. Clerk to investigate<br />
further.
7. MINUTES OF A FINANCE COMMITTEE MEETING<br />
Held 11 th January 2012, a copy of which had been circulated to Members<br />
previously. These contained recommendations in respect of the Revised Budgets for<br />
2011-2012 and the Council�s Precept for 2012-2013.<br />
Resolved that the Minutes be adopted in full.<br />
8. <strong>COUNCIL</strong> TAX CALCULAT ION<br />
Report of Clerk<br />
Resolved to receive the information.<br />
9. VACANCY <strong>MURTON</strong> <strong>PARISH</strong> <strong>COUNCIL</strong> (WEST WARD)<br />
Clerk informed members that no requests have been received from ten electors for<br />
an election to take place, therefore we can co-opt a replacement member.<br />
Resolved that information be noted.<br />
10. WINTER MAINTENANCE ACTIVITIES<br />
Request from DCC to discharge its responsibilities in relation to certain activities in<br />
village: clearance of snow from pre-approved footways, salt spreading and filling<br />
of DCC salt bins. DCC are requesting we enter into a formal signed agreement to<br />
commit to these activities.<br />
Resolved not to enter into a formal agreement.<br />
11. MATTERS OF INFORMATION<br />
11.1 The Clerk informed members that over the next few weeks they will receive<br />
DCC Guide to Services informing the changes to rubbish and recycling collections.<br />
11.2 Funding has been secured through PP Partnership to carry out improvements<br />
to Bridleway no 5 in Murton from where it crosses the railway path, along the field<br />
edge and through Carr House Plantation, works will commence mid January<br />
weather permitting.<br />
Resolved to receive the information.<br />
12. CORRESPONDENCE<br />
12.1 Thank you letters received from residents of Penryn Avenue for the salt bin,<br />
Brother in Arms for kind donation towards memorial wall and Hartlepool &<br />
District Hospice for our kind donation.<br />
12.2 Olympic and Jubilee Celebrations over the coming months.<br />
Resolved to receive the information.<br />
13. PLANNING APPLICATIONS<br />
Resolved that the following proposed application be received:<br />
• Demolition of existing bungalow and construction of new 2 storey house at<br />
Woodlands Farm, South Hetton.<br />
• Variation of timescale to carry out highway works to A182 as required by<br />
Planning permission previously at Hawthorn Ind Est. (Resubmission).<br />
Clerk to receive further information on Woodlands Farm Application.<br />

14. FINANCIAL MATTERS<br />
14.1 Monthly Accounts and Wages<br />
Details of receipts and payments made in the past 2 months were reported as<br />
follows:<br />
Total of Accounts Received £ 9,348.31<br />
Total of Accounts Passed for Payment £ 13,092.78<br />
Total Wage Bill for the Month of Nov/Dec £ 23,265.09<br />
Contribution to Murton Welfare Assn. £ 12,000.00<br />
The Council supports the Community Centre financially under the<br />
• Local Government ( Miscellaneous Provisions ) Act 1976 Part 1,s19<br />
• Local Government Act 1972 s144,145 and 133.<br />
Resolved to receive and approve.<br />

St. Pauls Methodist Church increased donation agreed at Finance Meeting<br />

Resolved to donate through Power of Well-Being<br />
15. ANY OTHER BUSINESS<br />
Discussion ensued around PC expenditure which will be required over the coming<br />
years listed in Finance Minutes. Lengthy discussion ensued around Pit Wheel<br />
Memorial over ownership, responsibility and liability. Clerk write to DCC Asset &<br />
Management for clarity regarding these issues so progress can be made in future.<br />
Photos from Community Minded Child be displayed in PC Chamber.<br />
Xmas Tree Lighting Event proved very popular once again and members/staff from<br />
P Council and Murton Welfare Association were thanked for their contribution<br />
towards Xmas Events.<br />
Chair reminded everyone about Official Launch of Multi-Use Games Area and<br />
hoped to see members attend on Saturday, 21 st January 2012 at Glebe Centre.<br />
The Chairman thanked members for their attendance and closed the meeting at<br />
8.05pm<br />

RESOLVED and that the next Meeting of the Council be scheduled for 16 th February<br />
2012 at 7pm.<br />
