Education (CME) Programmes<br />
Dear Faculty & Colleagues<br />
At the Singapore National Eye Centre our focus is<br />
on innovation and best practices in ophthalmic<br />
teaching and we aim to impart high standard in<br />
ophthalmic training in the region. The changing<br />
patient needs will necessitate an increased<br />
emphasis on skills required to manage chronic<br />
conditions, including an understanding of the<br />
course of illness and the patient experience<br />
outside of tertiary eye care setting like in <strong>SNEC</strong>,<br />
with a focus on prevention, behavioural change<br />
and optimised functioning.<br />
To respond to the changing needs of the population and<br />
changing demands of ophthalmic practice in the future,<br />
<strong>SNEC</strong> aims to contribute a leading role in the transformation<br />
of education for all ophthalmic healthcare professionals.<br />
In addition to our ophthalmology residents, practising<br />
Ophthalmologists, Nursing and Allied health professionals, we<br />
also have a responsibility to educate general health professionals<br />
and the public locally, nationally and internationally.<br />
<strong>SNEC</strong> is working on a broad education reform required to<br />
prepare our ophthalmic professionals to be future ready to<br />
meet the needs of the 21st century health system. We are<br />
working to develop high-quality educational programs that<br />
provide hands-on and micro surgical training and relevant<br />
courses for ophthalmologists, optometrists, nurses and allied<br />
health professionals locally and regionally.<br />
After an eventful year with the 32nd Asia-Pacific Academy<br />
of Ophthalmology (APAO) Congress and International<br />
Conference on Ophthalmic Photography (ICOP) conferences<br />
held in Singapore, we are continuing our effort to bring world<br />
class ophthalmic training opportunities to the eye care team<br />
locally and around the region. We managed to showcase our<br />
training programs during these conferences, and we shared<br />
the importance of training allied ophthalmic professionals<br />
like ophthalmic assistants and technicians in a joint session<br />
chaired by Joint Commission on Allied Health Personnel<br />
in Ophthalmology (JCAHPO) and <strong>SNEC</strong> during one of the<br />
APAO sessions. To make this vision of developing more allied<br />
ophthalmic professional in the region a reality,<br />
<strong>SNEC</strong> has signed a memorandum of understanding (MOU) with<br />
JCAHPO to become the regional certification and examination<br />
centre in 2017. Efforts are ongoing to customise existing AOP<br />
training offered by <strong>SNEC</strong> to address the regional countries<br />
needs and provide them adequate training to prepare them<br />
for appearing for Certificate of Ophthalmic assistant and<br />
technician (COA & COT) exams in Singapore or the respective<br />
regional sites.<br />
We have successfully launched the ophthalmic nursing<br />
graduate certificate program in partnership with Curtin<br />
University, Australia which will train our nursing workforce to<br />
be highly competent in ophthalmic nursing practice. We are<br />
also developing training programs to upskill them to provide<br />
Intravitreal injections (IVT) and train them to become more<br />
proficient and become ophthalmic nurse specialists.<br />
Our efforts to support the subspecialty training through<br />
fellowships and observerships are ongoing, and our<br />
undergraduate and residency training in ophthalmology<br />
undergoes a continuous improvement.<br />
We continue to evolve with the education research, and we<br />
are getting an expert committee to assist us in evaluating our<br />
educational efforts and assist us in developing our faculties<br />
and training programs that meet the vision of preparing<br />
future ready eye care workforce. <strong>SNEC</strong> cannot sustain such<br />
a huge education development efforts alone and we have<br />
launched the VisionSave campaign last year to support these<br />
highly impactful projects and we wish to seek support from<br />
everyone who could enable us to continue our efforts to<br />
improve the eye care standards through education, locally<br />
and internationally.<br />
I strongly encourage all the ophthalmic professionals to<br />
participate in our training programs and provide your valuable<br />
feedback to improve our courses. I would like to thank<br />
our faculties and trainers who have made this educational<br />
programs possible and I wish you all a prosperous year<br />
ahead. Join us in this learning journey and be part of growing<br />

Undergraduate<br />
Teaching Programme<br />
Singapore National Eye Centre is a major training<br />
centre for undergraduate ophthalmic education.<br />
We offer a comprehensive two-week clinical<br />
ophthalmology training programme for 4th<br />
year medical students. The aim is to provide<br />
a stimulating environment for learning with<br />
exposure to an extensive array of ophthalmic<br />
pathologies coupled with direct patient care.<br />
An enthusiastic and highly motivated teaching faculty,<br />
holding academic appointments from the National<br />
University of Singapore and Duke-NUS as well as<br />
visiting ophthalmologists holding part-time teaching<br />
appointments are involved in this teaching programme.<br />
Based on the students’ feedback and our past experiences,<br />
we constantly remodel and upgrade our programme to<br />
meet the learning needs of our younger generation.<br />
The programme encompasses the gamut of lectures, didactic/<br />
video teaching sessions, clinical attachments and skill transfer<br />
demonstrations.<br />
SKILL TRANSFER DEMONSTRATIONS<br />
There are small group sessions led by clinical instructors that<br />
focus on differential diagnosis, clinical examination skills, and<br />
the use of ophthalmic instruments. In this way, each student is<br />
exposed to major ophthalmic diseases, significant ophthalmic<br />
signs/symptoms, and obtains actual examination experience,<br />
all of which are useful in the practice of any medical specialty.<br />
On site exposure in the operating theatre is scheduled to<br />
enable students to observe the various types of ophthalmic<br />
surgeries.<br />
PERSONALISED CLINICAL TUTORIALS<br />
An added feature of this posting is the introduction of<br />
personalized clinical tutorials based on the eight lecture<br />
modules where patients with specific disease entities<br />
are featured.<br />
The students will be able to better correlate factual<br />
knowledge gained from didactic lectures to clinical<br />
signs demonstrated on a live patient. Their examination<br />
techniques can then be further refined.<br />
We invite applications for a two week<br />
clinical elective programme from local<br />
and overseas medical students and for a<br />
one-month Sub-internship from Duke-NUS<br />
medical students.<br />

Message<br />
As we look at the myriad of ophthalmology<br />
courses and meetings one can attend, we can<br />
see that ophthalmology practice has indeed<br />
become highly specialised. The general<br />
ophthalmologist will need to be constantly<br />
updated in the advances in the world around<br />
them to remain relevant. Even subspecialists<br />
will need to have updates not just within their<br />
field but the ophthalmology field in general.<br />
The focus of our courses have always been not<br />
only for the subspecialists but we are mindful<br />
to also cater to those outside of the specialty.<br />
As an academic medical centre, we run in-house<br />
rounds, journal club and expert talks in addition to<br />
the courses listed in our annual program. We conduct<br />
clinical attachment and training for medical staff from<br />
medical students to residents, subspecialty fellowship<br />
training and training for general medical staff including<br />
family medicine and emergency medicine. We have<br />
started to utilize simulation in the training of skills like<br />
cataract surgery, fundoscopy and binocular indirect<br />
ophthalmoscopy. Our new in-house wetlab and<br />
simulation centre also allows our doctors to hone in their<br />
surgical and clinical skills, this has been made possible by<br />
our generous donors and partners in healthcare.<br />
As we focus on the training of our doctors, we must not<br />
forget the training needs of our allied health and nursing<br />
professionals. We have recently worked to develop<br />
a new Ophthalmology Nursing Program together<br />
Curtin University in Singapore. Our collaboration with<br />
JCAHPO is also being looked at beyond having our<br />
Ophthalmic Technician and Assistance courses receiving<br />
their accreditation. <strong>SNEC</strong> will be working to become<br />
a IJCAHPO-<strong>SNEC</strong> Regional Training and Certification<br />
Center, this is recognition for the close collaboration<br />
with <strong>SNEC</strong> in the past few years. We are indeed honoured<br />
with the opportunity for such a collaboration. This will<br />
expand our role to be a regional examination centre for<br />
JCAHPO catering to the region. Ultimately, we need to<br />
remind ourselves that the entire healthcare team needs<br />
to be constantly upgraded to remain relevant. We note<br />
that there will be increasing demands on healthcare in<br />
areas like ophthalmology as the population ages. We<br />
need to re-invent the way we take care of our patients<br />
and develop innovative care models. Some of these new<br />
care models will require all our staff to upskill themselves<br />
and take on more responsibility in new areas. <strong>SNEC</strong><br />
hopes to be ready to provide the relevant training skills<br />
to all ophthalmology healthcare professionals at all<br />
levels when this happens. This is part of the journey the<br />
training and education department will need to embark<br />
on in tandem with the new clinical directions in <strong>SNEC</strong>.<br />

The Ophthalmology Residency Programme started<br />
on 4th July 2011. The first 3 years of the revised<br />
training system are carried out under the guidelines<br />
of the Accreditation Council for Graduate Medical<br />
Education (ACGME).<br />
In these 3 years, beyond clinical training, all<br />
residents are instructed on and expected to master<br />
the 6 core competencies which are the main<br />
tenets of the ACGME. These competencies cover<br />
medical knowledge, patient care, interpersonal<br />
and communication skills, practice-based learning<br />
and improvement, system-based practice and<br />
professionalism. The remaining 2 years in the<br />
Residency Programme will allow our residents<br />
to hone their clinical skills in all subspecialties<br />
before they attain full subspecialty registration<br />
in Singapore.<br />
the ACGME requirements, goals and objectives of each<br />
clinical posting and information on all diagnostic tests and<br />
investigations pertinent to ophthalmology. <strong>SNEC</strong> boasts<br />
a faculty of more than 88 attending ophthalmologists<br />
in all ophthalmic subspecialties including ophthalmic<br />
pathology. We have a training and education department<br />
that provides the invaluable administrative support for<br />
residency training. SingHealth and <strong>SNEC</strong> are committed<br />
to providing the best possible training for ophthalmic<br />
residency in Singapore.<br />

The residents will be evaluated in all these competencies<br />
in their daily clinical practice and are expected to meet the<br />
required level of competence before being allowed to exit<br />
the programme. This programme differs from the old 6-year<br />
training programme in the provision of supervised structured<br />
training and regular evaluations. Residents are required to<br />
monitor their duty hours and are provided with protected<br />
education time to ensure that they<br />
get enough rest and opportunities to<br />
attend teaching sessions. The multiple<br />
evaluations during training enable the<br />
programme director to monitor<br />
residents and identify those who need<br />
help early to guide them along. The<br />
system believes in graduated<br />
responsibilities so that residents will<br />
be given increased responsibilities<br />
and procedural privileges as<br />

This 1-day introductory course on phacoemulsification surgery aims to<br />
provide a comprehensive introduction to the skills required for successful<br />
phacoemulsification surgery.<br />
COURSE OUTLINE<br />
We have assembled a large <strong>SNEC</strong> faculty for this course. The main highlights<br />
include didactic lectures on phacoemulsification surgery techniques, as well as,<br />
wet-lab exposure. We will be using the award-winning KITARO wetlab system<br />
where different grades of nuclear hardness are available for phacoemulsification<br />
and realistic capsulorrhexis is possible.<br />
Various phacoemulsification machine technology from 4 companies: Alcon<br />
(Infiniti), AMO (Signature), B&L (Stellaris) and Zeiss (Visalis 500) will be available<br />
for use at the wetlab. Their respective intraocular lens and Injectors systems<br />
will also be featured and practice opportunities will be readily available. Our<br />

COURSE OUTLINE<br />
Optical coherence tomographic angiography (OCTA) is a rapidly evolving imaging<br />
modality that is poised to become an important clinical tool for the diagnosis and<br />
management of both anterior and posterior eye diseases. In this one day course,<br />
participants will learn the basis behind OCTA, its interpretation and its application<br />
to major eye diseases such as neovascular age related macular degeneration,<br />
polypoidal choroidal vasculopathy, diabetic retinopathy, retinal vein occlusion,<br />

This wetlab course aims to teach general ophthalmologists and ophthalmology<br />
trainees the essentials of ophthalmic microsurgery. This includes the basic skills<br />
necessary to deal with on-call emergencies and those needed to embark on<br />
more specialised elective operations.<br />
COURSE OUTLINE<br />
The course will encompass the essential techniques in suturing and tissue<br />
handling, followed by a step-by-step approach to extracapsular cataract extraction,<br />
trabeculectomy and basic oculoplastic procedures. The basic course concentrates<br />
on cementing good surgical practice and the advanced course applies this<br />
knowledge to the more common and most useful microsurgical operations.<br />
During this 2-day comprehensive course, participants will attend didactic lectures<br />
with ample wetlab opportunities to perform microsurgery on animal eyes. The use<br />
of high quality surgical instruments and microscopes coupled with attentive expert<br />

This annual seminar is organised by the Infection Control Committee of <strong>SNEC</strong> and<br />
will highlight the importance of infection control and infection surveillance in a<br />
tertiary eye centre.<br />
<strong>SNEC</strong> prides itself on its low postoperative infection rates and the aim of this<br />
seminar is to promote continued awareness of minimising the risk of postoperative<br />
infection among all medical and nursing staff.<br />
The correct technique of hand washing, gowning, instrument handling and<br />
maintaining strict operating theatre sterility will be emphasised. Prophylactic<br />

inflammation (TASS), including irrigating solutions, medications, instrument<br />

This course discusses the clinical features of endophthalmitis following cataract<br />
surgery for the acute, subacute and late types of presentation. Diagnosis,<br />
therapy and management, including when to use intravitreal antibiotics and/or<br />
vitrectomy, are all reviewed and illustrated. The bacteria causing postoperative<br />
infections are reviewed, together with their epidemiology, pathogenicity, and<br />
sensitivity to different antibiotics. Possible prophylaxis of endophthalmitis<br />
with antibiotics given by different routes (subconjunctival, intracameral, or<br />
topical) and their effects on the incidence of infection are reviewed. The effects<br />
of the antibiotics on controlling postoperative endophthalmitis are discussed,<br />
including their respective pharmacokinetic properties. This highly rated course<br />
was certified by the European Board of Ophthalmology (EBO) in 2009.<br />

The course will discuss the causes of sterile postoperative anterior segment<br />
inflammation (TASS), including irrigating solutions, medications, instrument<br />
sterilisation problems, contaminants, and IOL-related and OVD-related<br />
problems. Investigating outbreaks and preventive measures for TASS will also<br />
be discussed by the faculty.<br />
Learning Objectives<br />
Attendees will be able to identify the signs and symptoms, causes<br />
and treatment of toxic anterior segment syndrome (TASS). They will<br />
also be able to critically evaluate postoperative inflammation and<br />
distinguish TASS from infectious postoperative endophthalmitis.<br />

The management of nursing homes primarily focuses on the delivery of basic<br />
nursing care. It is a constant challenge to upgrade clinical skills of these health<br />
care providers due to a constraint in manpower resources. Clinical nursing skills<br />
are of paramount importance to provide comprehensive care and enhance clinical<br />
competency in the scope of practice. <strong>SNEC</strong> has developed a training programme<br />
for AIC healthcare providers to equip and enhance their clinical competency to<br />
deliver basic eye care. This one day course aims to equip health care providers with<br />
the knowledge and practical nursing skills to care for the elderly on Common Eye<br />
Diseases. The programme includes both theory and hands-on practical nursing<br />
skills such as Eye Dressing, Instillation of Eye Drops/ Eye Ointments, Assessing Visual<br />
Acuity for Distance and Near, as well as clinical observation at Outpatient Clinics<br />
and Day Surgery in <strong>SNEC</strong>.<br />

This course is designed to prepare registered nurses to assume the role of<br />
ophthalmic care nurses in the ophthalmic unit. It consists of 4 units (12 weeks per<br />
unit) which combine theoretical and clinical nursing components.<br />
The theoretical components consist of didactic lectures, structured learning<br />
packages, group discussions, a critique of literature and oral presentations.<br />
Participants will be attached to the various ophthalmic units for clinical experience.<br />
The clinical components include on-the-job training (OJT) which will be guided<br />
through the use of Clinical Competency Assessment Tools (CCATs), demonstrations<br />

Keratoplasty is the procedure whereby abnormal corneal tissue is replaced by<br />
a healthy donor cornea. It has been performed for over a century and has been<br />
the most common and most successful form of human transplantation. Corneal<br />
transplantation continues to evolve and emerging techniques offer the potential of<br />
a truly customised personal transplant material within a generation.<br />
This course will discuss the advances in Keratoplasty, developments in corneal<br />
donation and approach to post-operative care of a corneal transplant recipient.<br />

Continuing professional education (CPE) consists of educational activities that<br />

<strong>SNEC</strong>’s facilities include an eight-storey tower block and<br />
a four-storey podium block. There are three floors of<br />
subspecialty outpatient clinics supported by diagnostic,<br />
imaging and laser systems, nine operating theatres, day<br />
recovery suites, an ophthalmic pharmacy, training and<br />
educational facilities as well as one floor dedicated to<br />
Singapore Eye Research Institute’s (SERI) research clinics.<br />

The vigorous quality assurance programme in <strong>SNEC</strong> has<br />
been internationally recognised as a cost effective method<br />
for monitoring standards. Every single eye operation is<br />
videotaped for teaching purposes and the monitoring of<br />
outcomes. Surgical results are audited and benchmarked<br />
against international standards.<br />
RESEARCH<br />
<strong>SNEC</strong> is actively involved in clinical trials and research into<br />
the causes and treatment of major eye conditions such as<br />
myopia and glaucoma. Thousands of ophthalmologists<br />
from neighbouring countries and beyond have<br />
participated in the Centre’s teaching courses and<br />
international meetings. To advance ophthalmic science<br />
and service, <strong>SNEC</strong> has also fostered strategic links with<br />
leading eye institutions around the world.<br />
<strong>SNEC</strong> was accorded the Excellence for SingaporeAward<br />
2003 for achieving excellence in the area of<br />
Ophthalmology, thrusting Singapore into international<br />
prominence. In 2006 <strong>SNEC</strong> received the first Minister for<br />
Health Award for public health. Clinician scientists from<br />
<strong>SNEC</strong> and SERI were awarded the prestigious President’s<br />
Science and Technology Awards in 2009, 2010 and 2014<br />
for their outstanding contributions in translational,<br />
clinical and epidemiological research. <strong>SNEC</strong> has attained<br />
Joint Commission International (JCI) accreditation, an<br />
