SNEC EDUCATION PROGRAMME BOOK 3

Foreword
SNEC Continuing Medical
Education (CME) Programmes
Dear Faculty & Colleagues
At the Singapore National Eye Centre our focus is
on innovation and best practices in ophthalmic
teaching and we aim to impart high standard in
ophthalmic training in the region. The changing
patient needs will necessitate an increased
emphasis on skills required to manage chronic
conditions, including an understanding of the
course of illness and the patient experience
outside of tertiary eye care setting like in SNEC,
with a focus on prevention, behavioural change
and optimised functioning.
To respond to the changing needs of the population and
changing demands of ophthalmic practice in the future,
SNEC aims to contribute a leading role in the transformation
of education for all ophthalmic healthcare professionals.
In addition to our ophthalmology residents, practising
Ophthalmologists, Nursing and Allied health professionals, we
also have a responsibility to educate general health professionals
and the public locally, nationally and internationally.
SNEC is working on a broad education reform required to
prepare our ophthalmic professionals to be future ready to
meet the needs of the 21st century health system. We are
working to develop high-quality educational programs that
provide hands-on and micro surgical training and relevant
courses for ophthalmologists, optometrists, nurses and allied
health professionals locally and regionally.
After an eventful year with the 32nd Asia-Pacific Academy
of Ophthalmology (APAO) Congress and International
Conference on Ophthalmic Photography (ICOP) conferences
held in Singapore, we are continuing our effort to bring world
class ophthalmic training opportunities to the eye care team
locally and around the region. We managed to showcase our
training programs during these conferences, and we shared
the importance of training allied ophthalmic professionals
like ophthalmic assistants and technicians in a joint session
chaired by Joint Commission on Allied Health Personnel
in Ophthalmology (JCAHPO) and SNEC during one of the
APAO sessions. To make this vision of developing more allied
ophthalmic professional in the region a reality,
SNEC has signed a memorandum of understanding (MOU) with
JCAHPO to become the regional certification and examination
centre in 2017. Efforts are ongoing to customise existing AOP
training offered by SNEC to address the regional countries
needs and provide them adequate training to prepare them
for appearing for Certificate of Ophthalmic assistant and
technician (COA & COT) exams in Singapore or the respective
regional sites.
We have successfully launched the ophthalmic nursing
graduate certificate program in partnership with Curtin
University, Australia which will train our nursing workforce to
be highly competent in ophthalmic nursing practice. We are
also developing training programs to upskill them to provide
Intravitreal injections (IVT) and train them to become more
proficient and become ophthalmic nurse specialists.
Our efforts to support the subspecialty training through
fellowships and observerships are ongoing, and our
undergraduate and residency training in ophthalmology
undergoes a continuous improvement.
We continue to evolve with the education research, and we
are getting an expert committee to assist us in evaluating our
educational efforts and assist us in developing our faculties
and training programs that meet the vision of preparing
future ready eye care workforce. SNEC cannot sustain such
a huge education development efforts alone and we have
launched the VisionSave campaign last year to support these
highly impactful projects and we wish to seek support from
everyone who could enable us to continue our efforts to
improve the eye care standards through education, locally
and internationally.
I strongly encourage all the ophthalmic professionals to
participate in our training programs and provide your valuable
feedback to improve our courses. I would like to thank
our faculties and trainers who have made this educational
programs possible and I wish you all a prosperous year
ahead. Join us in this learning journey and be part of growing
tomorrow’s eye care.
Develop a passion for learning. If you do, you will
never cease to grow - Anthony J. D’Angelo
SNEC EDUCATION PROGRAMME BOOK 5

Undergraduate
Teaching Programme
Singapore National Eye Centre is a major training
centre for undergraduate ophthalmic education.
We offer a comprehensive two-week clinical
ophthalmology training programme for 4th
year medical students. The aim is to provide
a stimulating environment for learning with
exposure to an extensive array of ophthalmic
pathologies coupled with direct patient care.
An enthusiastic and highly motivated teaching faculty,
holding academic appointments from the National
University of Singapore and Duke-NUS as well as
visiting ophthalmologists holding part-time teaching
appointments are involved in this teaching programme.
Based on the students’ feedback and our past experiences,
we constantly remodel and upgrade our programme to
meet the learning needs of our younger generation.
The programme encompasses the gamut of lectures, didactic/
video teaching sessions, clinical attachments and skill transfer
demonstrations.
SKILL TRANSFER DEMONSTRATIONS
There are small group sessions led by clinical instructors that
focus on differential diagnosis, clinical examination skills, and
the use of ophthalmic instruments. In this way, each student is
exposed to major ophthalmic diseases, significant ophthalmic
signs/symptoms, and obtains actual examination experience,
all of which are useful in the practice of any medical specialty.
On site exposure in the operating theatre is scheduled to
enable students to observe the various types of ophthalmic
surgeries.
PERSONALISED CLINICAL TUTORIALS
An added feature of this posting is the introduction of
personalized clinical tutorials based on the eight lecture
modules where patients with specific disease entities
are featured.
The students will be able to better correlate factual
knowledge gained from didactic lectures to clinical
signs demonstrated on a live patient. Their examination
techniques can then be further refined.
We invite applications for a two week
clinical elective programme from local
and overseas medical students and for a
one-month Sub-internship from Duke-NUS
medical students.
Herein, the students are scheduled to our
sub-specialty disciplines to gain more in
depth knowledge of the subject:
• Cataract and Comprehensive Ophthalmology
• Cornea
• Glaucoma
• Oculoplastics
• Paediatrics and Strabismus
• Neuro-ophthalmology
• Uveitis
• Vitreo-retina
Students who are interested in pursuing
ophthalmology as a career can avail the
chance of being a part of a high quality
research project led by renowned vision
scientists at our centre.
A strong commitment to teaching by our teaching faculty
assures that ophthalmic education is maintained as a top priority
amidst the imperatives of patient care and research.
SNEC EDUCATION PROGRAMME BOOK 7

Message
As we look at the myriad of ophthalmology
courses and meetings one can attend, we can
see that ophthalmology practice has indeed
become highly specialised. The general
ophthalmologist will need to be constantly
updated in the advances in the world around
them to remain relevant. Even subspecialists
will need to have updates not just within their
field but the ophthalmology field in general.
The focus of our courses have always been not
only for the subspecialists but we are mindful
to also cater to those outside of the specialty.
As an academic medical centre, we run in-house
rounds, journal club and expert talks in addition to
the courses listed in our annual program. We conduct
clinical attachment and training for medical staff from
medical students to residents, subspecialty fellowship
training and training for general medical staff including
family medicine and emergency medicine. We have
started to utilize simulation in the training of skills like
cataract surgery, fundoscopy and binocular indirect
ophthalmoscopy. Our new in-house wetlab and
simulation centre also allows our doctors to hone in their
surgical and clinical skills, this has been made possible by
our generous donors and partners in healthcare.
As we focus on the training of our doctors, we must not
forget the training needs of our allied health and nursing
professionals. We have recently worked to develop
a new Ophthalmology Nursing Program together
Curtin University in Singapore. Our collaboration with
JCAHPO is also being looked at beyond having our
Ophthalmic Technician and Assistance courses receiving
their accreditation. SNEC will be working to become
a IJCAHPO-SNEC Regional Training and Certification
Center, this is recognition for the close collaboration
with SNEC in the past few years. We are indeed honoured
with the opportunity for such a collaboration. This will
expand our role to be a regional examination centre for
JCAHPO catering to the region. Ultimately, we need to
remind ourselves that the entire healthcare team needs
to be constantly upgraded to remain relevant. We note
that there will be increasing demands on healthcare in
areas like ophthalmology as the population ages. We
need to re-invent the way we take care of our patients
and develop innovative care models. Some of these new
care models will require all our staff to upskill themselves
and take on more responsibility in new areas. SNEC
hopes to be ready to provide the relevant training skills
to all ophthalmology healthcare professionals at all
levels when this happens. This is part of the journey the
training and education department will need to embark
on in tandem with the new clinical directions in SNEC.
We hope to see some of you at the courses in SNEC this
year. Best Wishes to all.
SingHealth Ophthalmology Residency
Education Programme Committee
The Ophthalmology Residency Programme started
on 4th July 2011. The first 3 years of the revised
training system are carried out under the guidelines
of the Accreditation Council for Graduate Medical
Education (ACGME).
In these 3 years, beyond clinical training, all
residents are instructed on and expected to master
the 6 core competencies which are the main
tenets of the ACGME. These competencies cover
medical knowledge, patient care, interpersonal
and communication skills, practice-based learning
and improvement, system-based practice and
professionalism. The remaining 2 years in the
Residency Programme will allow our residents
to hone their clinical skills in all subspecialties
before they attain full subspecialty registration
in Singapore.
the ACGME requirements, goals and objectives of each
clinical posting and information on all diagnostic tests and
investigations pertinent to ophthalmology. SNEC boasts
a faculty of more than 88 attending ophthalmologists
in all ophthalmic subspecialties including ophthalmic
pathology. We have a training and education department
that provides the invaluable administrative support for
residency training. SingHealth and SNEC are committed
to providing the best possible training for ophthalmic
residency in Singapore.
The residents will be evaluated in all these competencies
in their daily clinical practice and are expected to meet the
required level of competence before being allowed to exit
the programme. This programme differs from the old 6-year
training programme in the provision of supervised structured
training and regular evaluations. Residents are required to
monitor their duty hours and are provided with protected
education time to ensure that they
get enough rest and opportunities to
attend teaching sessions. The multiple
evaluations during training enable the
programme director to monitor
residents and identify those who need
help early to guide them along. The
system believes in graduated
responsibilities so that residents will
be given increased responsibilities
and procedural privileges as
they progressively demonstrate
competence in the areas of training.
Our residents are provided with a
comprehensive 2-week orientation
programme which covers all aspects of
ophthalmology training, knowledge of
Keratoplasty is the procedure whereby abnormal corneal tissue is replaced by
a healthy donor cornea. It has been performed for over a century and has been
the most common and most successful form of human transplantation. Corneal
transplantation continues to evolve and emerging techniques offer the potential of
a truly customised personal transplant material within a generation.
This course will discuss the advances in Keratoplasty, developments in corneal
donation and approach to post-operative care of a corneal transplant recipient.
Continuing optometry education is organised bi-monthly to help professionals keep
abreast on the up-to-date knowledge and technology related to Optometry. This
ensures that Optometrists maintain their knowledge and practise at a competent
level and participate in continuing professional education activities.
Continuing professional education (CPE) consists of educational activities that
serve to maintain, develop or increase the knowledge, skills and professional
performance of optometrists and opticians. It is important for the practitioners to
continue upgrading their professional competence to provide up-to-date services
to the public. To ensure this, the optometrists and opticianary Board oversees a CPE
framework to help practitioners to stay conversant.
Course Director
Ms SIOW Kalin
Coordinator
Ms Adeline HO
The Board had recently enhanced the CPE framework and it is now mandatory for
all professionals with full registration to declare their CPE credits obtained during
the qualifying period at their next PC renewal. Participants will be awarded 1 CPE
point by OOB.
Vision Save Giving
Education
Education empowers and sustains our vision to save sight
and prevent blindness. Philanthropic support continues to be
an important leverage in our efforts to achieve excellence in
eye care education, through the nurturing of a robust pipeline
of competent, caring healthcare professionals, and in turn
assures us of a ‘best-in-class’ eye care delivery resource for
generations to come.
“
The partnership between SNEC and SERI
has produced some of the best research in
the world, and among the most qualified
doctors and scientists in the field. We aim
to build on this foundation so that current
and future generations can be confident
that the eye care they receive is of the
highest quality. Your contribution through
VisionSave will have an enormous impact
on this.
