Background
• More than 7000 off-shore constructions world wide
• More than 600 off-shore constructions in the North Sea
• In due time the platforms will have reached their
lifetime limit and will have to be decommissioned

The OSPAR aggreements
The Oslo/Paris aggrements (OSPAR) of 1988, states with regard to
the North Sea off-shore constructions:
"No off-shore installations or off-shore pipelines shall be dumped
and no off-shore installations shall be left wholly or partly in place
in the maritime area”

Decommissioning in Esbjerg
Through several years, a group of companies, consultants,
educational institutions and politicians in Esbjerg has
made sincere efforts to enable the Port of Esbjerg to be able to
handle off-shore construction projects

Mainly topside and jacket constructions

other parts of larger constructions

Dekommissionering af offshore platforme
Administration
Udviklingsprojektet er støttet af Videnskabsministeriet med 1,1
mio. kr. De involverede parter erlægger det samme beløb i
egne timer
Pengene anvendes til projektledelse, rejser,
konsulent/rådgivning og formidling af projektresultatet
Projektet løber over 4 år, med start august 2003 og afslutning
juni 2007
Offshore Center Danmark er administrativ projektleder på
Projektet
Øvrige deltagere er: RAMBØLL, Mærsk Contractors, Uniscrap,
DNV, EOS, Force Technology, Promecon, Esbjerg Havn,
Esbjerg Kommune, Aalborg Universitet Esbjerg

Environmental Assesment of decommission facilities
• What is the nature and extent of impacts on the
environment on shore and in The Wadden Sea?
• If unacceptable: can the impact be reduced or eliminated?
• Will the construction and operation of the facilities affect
the infrastructure?
• Will it affect the visual, cultural and recreational values of
the shoreline and/or the landscape?
• Risk assesment and contingency planning?

Public Hearing Phases
1. A general hearing based on the announcement of intent,
i.e. "we want to establish and operate such a facility"
2. The Environmental Impact Assesment is presented along
with the necessary adjustments of the regional plans for
area use, encompassing ideas and arguments received at
the hearing
3. A second public hearing (8 weeks)
4. The County adobts the plan and approves the
environmental license for the facility
