Background<br />

• More than 7000 off-shore constructions world wide<br />

• More than 600 off-shore constructions in the North Sea<br />

• In due time the platforms will have reached their<br />

lifetime limit and will have to be decommissioned<br />

The OSPAR aggreements<br />

The Oslo/Paris aggrements (OSPAR) of 1988, states with regard to<br />

the North Sea off-shore constructions:<br />

"No off-shore installations or off-shore pipelines shall be dumped<br />

and no off-shore installations shall be left wholly or partly in place<br />

in the maritime area”<br />

OSPAR-konventionen, Annex III Article 5,2<br />

Decommissioning in Esbjerg<br />

Through several years, a group of companies, consultants,<br />

educational institutions and politicians in Esbjerg has<br />

made sincere efforts to enable the Port of Esbjerg to be able to<br />

handle off-shore construction projects<br />

Administration<br />

Udviklingsprojektet er støttet <strong>af</strong> Videnskabsministeriet med 1,1<br />

mio. kr. De involverede parter erlægger det samme beløb i<br />

egne timer<br />

Pengene anvendes til projektledelse, rejser,<br />

konsulent/rådgivning og formidling <strong>af</strong> projektresultatet<br />

Projektet løber over 4 år, med start august 2003 og <strong>af</strong>slutning<br />

juni 2007<br />

Offshore Center Danmark er administrativ projektleder på<br />

Projektet<br />

Øvrige deltagere er: RAMBØLL, Mærsk Contractors, Uniscrap,<br />

DNV, EOS, Force Technology, Promecon, Esbjerg Havn,<br />

Public Hearing Phases<br />

1. A general hearing based on the announcement of intent,<br />

i.e. "we want to establish and operate such a facility"<br />

2. The Environmental Impact Assesment is presented along<br />

with the necessary adjustments of the regional plans for<br />

area use, encompassing ideas and arguments received at<br />

the hearing<br />

3. A second public hearing (8 weeks)<br />

4. The County adobts the plan and approves the<br />

environmental license for the facility<br />
