MCAT’s Summer Connexion Program Connects
Students To Work Opportunities
In early May, 2018 the Travel Trainer for Manatee County Area
Transit (MCAT), Mr. Jim VanPelt, received a call from Mrs.
Barbara Harvey. Mrs. Harvey is very well-known in the
community and respected for helping area youth with scholastics,
and the achievement of educational goals. Mrs. Harvey, aware
of the MCAT Travel Training program, noted that many students
require transportation assistance for a summer work-study program,
and inquired about MCAT travel training assistance. Mr. VanPelt
established a meeting date with Mrs. Harvey to discuss the issue in
more detail.
In the following week, Mr. VanPelt met with Mrs. Harvey at her
facility in Palmetto, along with her chief administrative assistant,
Brenda Freeman. Mrs. Harvey explained the summer work-study
program, saying she had about 100 students who would participate
in this program, which is sponsored by the Manatee County School
Board. These students would help clean and maintain schools in
the Manatee County School District, working under the close
supervision of each school’s maintenance/plant operations
personnel. Students would work from 10:00 am until 1:00 pm, and
then travel to Mrs. Harvey’s facility to do study-related activities,
along with personal scholastic improvement exercises, which begin
at 2:00 pm. Many students would require transportation to/from their
work-site school and Mrs. Harvey’s facility.
In these discussions, it became apparent that a new youth fare
option is required to make travel more cost-effective for area
students, especially considering those with limited household
income. Staff started working on a proposal to develop a summer
youth unlimited ride bus pass fare option that would be available for
the summer months (i.e., from June 1st through August 31st). To
make it cost effective, staff developed a fee of $25/bus pass fee, or
less than $8/month, to make the fare affordable for area youth and
their families. Staff then prepared a write-up to add this pass option
to the current fare structure. This new summer bus pass is
branded as the new Summer ConneXion bus pass and provides
unlimited travel on local bus routes for area youth that are 19
years old or younger; and the Manatee County Board of County
Commissioners approved the new Summer ConneXion bus pass
program at their regularly scheduled meeting on May 22, 2018.
Ryan Suarez, the MCAT Planning Manager, and Jim VanPelt met
Mrs. Harvey and about 100 students to further explain the transit
fixed route bus system, and Summer ConneXion bus pass
program. This meeting occurred at the end of May at the
Palmetto High School auditorium as part of the work-study
orientation program. Those students who were interested in the
bus pass program were directed to Ryan Suarez and Jim VanPelt.
Ryan assisted with those interested in the use of mobile ticketing
and Jim issued regular magnetic stripe bus passes; and together a
total of 33 bus pass sales occurred on that day.
As the work -study program kicked-in this summer, Jim continues
to provide travel training and fixed route system navigation
assistance; and after more than a month, only five students are
having any problems with transportation. Jim follows-up as needed
with Brenda Freeman, and provides route and multi-modal
alternatives for students. As staff continues to assist students in
their transportation for the summer work-study program, students
use the summer months to improve their scholastic, employment,
and self-development life-skills.
“The Summer Connexion bus pass program is designed to
improve access to training and summer employment opportunities
for area youth during the summer break months,” said Manatee
County Transit Division Manager William Steele. “The program will
benefit local organizations that assist youth in vocational
training and job placement programs. It is truly a winning
proposition for Manatee County Government, the Manatee County
School District, and youth seeking to improve and develop their
work and scholastic skills.”
Over time, this new partnership between Manatee County
Government and the Manatee County School District will help
support ongoing work-study efforts, and in so doing, the Summer
ConneXion bus pass program can expand, and everyone involved
is invested in a much brighter future.
Organized as a series of three seminars, the ACC program is
completed after 27 hours of total course work. Participating
commissioners must commit to fully participate in all three
seminars. This year’s seminars focused on Preparing County
Manatee Libraries Partners With SCORE Again
to Bring New Meet-Up Workshops
Manatee Libraries announced today a new four-part monthly series
in partnership with Manasota SCORE that takes small business
owners through the lifecycle of a business.
The “Your Business From Start to Finish” series, which concludes
September 25 at Downtown Central Library, touches on a variety of
helpful tips, including designing an elevator pitch, safety and security,
disaster planning, community giving and exit planning strategies.
This series is the latest installment of business classes offered by
Manatee Libraries, winner of this year’s Florida Library
Association’s Libraries Mean Business Award and Manasota
SCORE, 2017 Mid-size market SCORE Chapter of the Year. This
is the third year Manatee Libraries and SCORE have partnered to
bring informational free workshops to small business owners. Last
year’s focus was financial while the year before that was social
media. All workshops have been well attended. Ericka Dow,
Information Services Supervisor, says her team is committed to
providing relevant topics identified through outreach events and
surveys.
6

“These events not only offer an educational opportunity for small
business owners and entrepreneurs but also a chance for
networking, a key component of success. We thank Manasota
SCORE for their continued partnership,” said Dow.
The workshops, which meet on the last Tuesday of the month, from
11:30 AM to 1:00 PM, at Downtown Library, are as follows:
August 28: Giving Back is GOOD for Business: Supporting the
local community is not only the right thing to do, it’s also a savvy
business move. According to Fortune, giving back by donating
money to local non-profits, allowing employees to volunteer on work
time, and otherwise operating with a spirit of generosity is correlated
with higher rates of employee retention and satisfaction. In this
session, the three panelists will discuss the importance of giving
back to the community as part of a successful business model.
Panelists are John Horne, owner of Anna Maria Oyster Bar and
winner of National Restaurant Association Good Neighbor Award;
Jacki Dezelski, president of Manatee Chamber of Commerce; and
Trudy Moon, owner of Air & Energy.
September 25: Exit Strategy Imperative: You put so much energy
into starting your business and growing your business, but what will
happen when you are ready to move on? Do you have a plan in
place? SCORE’s Exit Strategy Canvas provides an effective tool for
engaging the critical thinking process that helps develop the
strategy for succession planning. It will trigger valuable insights into
the timing of the transition as well as maximization of the
opportunity. Presented by Dr. Ken Baylor, certified SCORE mentor
and Harvard instructor.
Registration is not required but is appreciated and can be completed
via the Manasota SCORE website at https://manasota.score.org/
County Master Gardeners Unveil New Mural for
Rose Garden
A new mural was unveiled last month at the Manatee County Agriculture
and Extension Service, part of a beautification project in the
Master Gardeners’ Rose Demonstration Garden. Local artist K-Lyn
Martell designed and painted the mural that was funded through a
grant from the Manatee River Garden Club.
The rose garden exhibits varieties and cultural practices that work
for Florida. It is part of the Educational Gardens maintained by
University of Florida/IFAS Master Gardeners on the grounds of the
Extension Service. Included in the plantings are old garden roses,
hybrid teas, shrub and miniature roses, floribundas, polyanthas,
grandifloras, and large climbing roses.
Guided tours of the Educational Gardens are offered every third
Tuesday of the month at 10:00 am or by appointment. Call the Master
Gardener Plant Diagnostic Clinic at 941-722-4524 to schedule a
tour. An annual plant sale fundraiser is held in the Gardens on the
first Saturday of October.
Manatee County’s annual budget process begins
with $1.4 billion recommended budget
County Administrator Ed Hunzeker rolled out a recommended
budget for next year that will pay for 12 new Sheriff’s Office deputies
8

and cover a host of infrastructure projects including a new Lincoln
Park Pool, extensions for 44th Avenue and improvements for Canal
and Moccasin Wallow roads. Property tax rates are proposed to
remain unchanged for the 12th consecutive year.
Hunzeker announced next year’s proposed budget to the County
Commissioners today. The gross budget for next year is a
recommended $1.4 billion, which includes reserves, internal
services and transfers. The net budget of $723 million is buoyed by
an estimated 9 percent growth in the tax base.
He outlined four broad priorities for Commissioners to consider as
the summer budgeting process begins. The Recommended
Budget prioritizes the County Commission’s longstanding
commitment to law enforcement and public safety. Hunzeker also
proposes investment in County employees by continuing to
address stress in the workforce caused by increased demands for
services from an expanding population. Rounding out the
priorities are a large investment in infrastructure improvements and
a phased budget approach to offset impacts of a proposed
reduction in property taxes.
“We must also plan for another significant reduction in local
revenues looming next year,” Hunzeker said. “This year we
present (Commissioners) with the second year of a three-year plan
to invest in one-time expenses to avoid a substantial reduction in
revenues we expect in 2020.”
The anticipated shortfall comes from the ballot item this fall that asks
voters to consider a new property tax exemption that would apply to
assessed values between $100,000 and $125,000. If
approved, the exemption will mean an $11.1 million annual
reduction to the County’s revenues beginning in 2020.
Next year’s budget proposal calls for $1.8 million for 12 new
Sheriff’s Office deputies and their equipment, two of whom will be
funded by the City of Anna Maria Island for additional police in the
city. The new positions, combined with increases for employee
healthcare, retirement contributions and salaries, equal a proposed
increase of $7.3 million, or 6.2 percent for the Sheriff’s Office above
the current adopted budget. The total recommendation is $126.7
million for the Sheriff’s Office. The proposed budget would pay for
18 positions in the School Resource Officers Program which
maintains the same level the Sheriff’s Office has provided for
several years. With associated increases in costs, the Manatee
County School Board and the Board of County Commissioners will
continue to split evenly the cost of 15 School Resource Officers and
three supervisors, at a cost of $1.1 million each.
As part of the Administrator’s Recommended Budget, Hunzeker
proposes funding for high profile community projects such as the
Lincoln Pool, new trails for west Manatee County, the continued
expansion of 44th Avenue, long-awaited sidewalks and drainage
improvements for Rubonia and enhancements to Canal Road and
Moccasin Wallow Road. The budget also proposes to undertake 87
Infrastructure Sales Tax projects by beginning to construct
9

intersection and road projects. A recommended $4.7 million in
stormwater projects aims to improve drainage throughout the
County.
Hunzeker’s Recommended Budget also includes a proposed 30
percent reduction in building permit and inspection fees that will
lower the cost of doing business with the Building Department on
most projects. Most of the fee reductions will benefit homeowners
seeking to add to or remodel their homes. The reduction in fees is
the result of a strong rebound in the local economy with building
permits fully covering expenses in the Building Division of the
Building and Development Services Department. Building and
permit fees can only be used to fund the Building Division and
cannot supplement other parts of the County budget.
County Commissioners will review the budget in great detail during
a series of public workshops this summer.
All budget meetings will be held in the County Administration
Building, 1112 Manatee Ave. W. during this summer schedule:
Two public hearings will be held in September to finalize and adopt
the FY2018-18 budget. Dates will be announced later this year. All
budget materials will be posted to the County’s website at www.
mymanatee.org/budget as they’re available later this summer.
Manatee County invites community to go
‘Back to the Future’
What do you want Manatee County to look like in 2038? That’s the
question Manatee County Government is asking residents through
a visioning project focused on infrastructure, quality of life,
economics and housing.
This visioning project, titled “Back to the Future,” highlights what the
County looked like in 1998, how we have progressed to what we
have now in 2018, and predicts the future of the County in 2038.
“It is imperative to begin planning for the future today,” said
Manatee County Administrator Ed Hunzeker. “This is the
opportunity for residents to voice their opinion on key issues that
affect our area and for us as county government to listen.”
“Our goal is to eliminate as many barriers to participate as
possible,” said Simone Peterson, Neighborhood Services
Specialist. “We want Manatee County to continue being a great
place to live, work, and play, but we need participation from our
residents.”
In addition to neighborhood/organization-specific presentations,
seven public sessions are scheduled to accommodate residents.
Peterson said each session will give visitors a glimpse of future
community needs, along with a chance to prioritize them. The
workshops will be held at the following locations and dates:
Today’s Lesson:
School Lunch Safety
Students across Manatee
County are headed back to
school, and lunch safety is
today’s lesson. Here are
some smart lunch tips to
move you to the front of the
class:
· A clean start. Before
prepping, wash hands,
surfaces and utensils
with warm, soapy water
to stop bacterial
contamination.
· Contain items
properly. Make
lunches the night before
and stash them in the
refrigerator. Insulated
lunch bags, when paired
with a frozen juice box,
are a cool way to keep
food chilled until eaten.
· Go for the good
stuff. Add healthy
snacks such as fruit,
nuts, sliced vegetables
and raisins for a
nutritious boost.
For more lunch safety tips,
visit the Partnership for
Food Safety Education’s
website at
It’s not too late to vaccinate
August 2018
August is Vaccination Awareness Month, and it’s time we take a few moments to
recognize the amazing health benefits provided by immunizations. Diseases
which used to strike terror into people’s hearts by their mere names alone —
smallpox, polio and diphtheria—have been eliminated from North America or
even the world.
But, we can’t let our guard down. Recently, highly-contagious measles cases
have been happening where people are deciding to decline vaccinations for their
children, and those children are suffering—or even dying—from those decisions.
Vaccines have been proven safe in study after study. Not only are you protecting
yourself and your child, but you are also
protecting immunocompromised people who
may be undergoing chemotherapy and cannot
benefit from the vaccine.
Don’t take any chances. Be sure your
immunizations are up to date. Learn the facts
about vaccines at www.cdc.gov/vaccines/
index.html.
Breastfeeding awareness in August
August is National Breastfeeding Awareness Month, and aims to raise
awareness of the importance of breastfeeding. Research shows that breastfed
infants have a decreased risk of infection, childhood obesity, diabetes, and
sudden infant death syndrome.
In Manatee County, overall breastfeeding initiation has increased substantially
to 77 percent as of May 2018. What was once an important tradition is now the
norm for raising children today, and gives babies the best start possible in life.
DOH-Manatee’s Women, Infant and Children
(WIC) program seeks to encourage breastfeeding
and ensure moms and their children get proper
nutrition to promote their health. Learn more at
New Website Will Help Florida Businesses Prepare for Natural Disasters
The Florida Department of Economic Opportunity (DEO) announced the launch of a new website,
FloridaDisaster.biz, to help Florida businesses prepare for and recover from hurricanes and other disasters. By
providing critical information before, during and aer a disaster, the website will help businesses recover and
get Floridians back to work following emergencies.
Features of the new website include:
• A disaster planning toolkit to help businesses prepare for hurricanes and other disasters;
• Critical disaster updates from the State Emergency Operations Center to keep businesses informed during
emergencies; and
• A Business Damage Assessment Survey to help businesses get back up and running aer an emergency.
Governor Scott said, “Floridians understand the importance of being prepared for disasters, especially during
hurricane season. This new website will help businesses make safe and informed decisions for themselves,
their employees and their customers. Every Florida business can visit FloridaDisaster.biz, make a disaster plan
and stay updated as we move further into hurricane season.”
Cissy Proctor, DEO Executive Director, said, “The new FloridaDisaster.biz provides key resources and information
to help Florida’s job creators in the face of a disaster. We know that businesses, like individuals and families,
must be prepared with a plan, and FloridaDisaster.biz will guide businesses step-by-step to help them
prepare and recover quickly from an emergency.”
Wes Maul, Director of the Florida Division of Emergency Management, said, “Effectively preparing for, responding
to and recovering from disasters takes input from the whole community. This valuable tool will boost
Florida’s private sector engagement during emergencies and help raise awareness of available resources. Ensuring
our businesses can reopen quickly is critical to the speedy recovery of our impacted communities.”
FloridaDisaster.biz is a partnership between DEO and the Florida Division of Emergency Management. Other
partners include the U.S. Department of Commerce, Florida State University’s Center for Disaster Risk Policy,
the Florida Chamber of Commerce, the Florida Restaurant and Lodging Association, the Florida Retail Federation,
VISIT FLORIDA, the Florida Small Business Development Center Network and others. DEO is the lead
agency for the support of business, industry and economic stabilization during a statewide disaster.
August 9–26
Based on the 1899 New York City newsboys
strike, newsboy Jack Kelly rallies the homeless
and orphaned boys who sell newspapers
to strike when publishers Pulitzer and Hearst
raise distribution prices. Feeling they couldn’t
survive with the new costs, the boys join Kelly
in their cry for safer working conditions,
better pay and quality of life. Rousing songs
and dance numbers bring hope to their
difficult life situation!
August 23–September 9
This is the journey of America’s most famous
sex therapist, Karola Ruth Siegel, who fled
the Nazis in the Kindertransport and joined
Jerusalem’s Haganah as a scout and sniper.
As a struggling single mother, Siegel arrived
in the US and eventually became a household
name. Becoming Dr. Ruth is humorous, filled
with the honesty and the life-affirming spirit
of Dr. Ruth.
September 13–30
In 1903, an aging farmer from Green Gables,
Canada, decided to adopt an orphan boy to
help out on his farm. Instead, a feisty, redhaired
heroine arrives with a challenging personality
that’s difficult to welcome. However,
she endears herself to the family, her schoolmates
and the community with her precocious
and imaginative mind, and her passion and
heart. Laughter fills the story and keeps too
much cloying sentiment at bay.
October 18–November 4
Calendar Girls is based on the true story of
11 British women who posed nude for a
calendar to raise money for leukemia research.
After Annie’s husband dies of leukemia, she
and her best friend resolve to raise money for
a new settee for the local hospital waiting
room. The calendar is a success, but tests the
relationship of the two friends. Calendar Girls
is the fastest selling play in British theater
history.
Medicare Drug Plans
Do you have a Medicare Part D Prescription Drug
plan? Do you realize that the open enrollment
period for Part D plans runs from October 15 to
December 7 and that during that period you are
encouraged to review your plan and possibly
change to a new plan in order to save money? A
study a few years ago found that 92% of people
with Part D plans were paying more than
necessary because they did not review their plan
annually. Drug plans change every year in terms of
cost and the drugs that they cover. That coupled
with the fact that your medications may have
changed are important reasons why you should
review your options. By changing plans you may be
able to save as much or more than you are spending
on transportation. A good site to explore your
options is: https://www.medicare.gov/find-a-plan/
questions/home.aspx
we will get back to you the following day.
• You may request a ride for any reason, on any
day of the week including weekends, at any time of
the day or night to anywhere within Sarasota and
Manatee
Counties. Please make your ride request by 1 pm
the day before you want a ride.
• For rides you need on Sundays and Mondays,
please call in your ride requests by 1 pm the
previous Friday. On Friday afternoons, we set the
schedules for
Saturday, Sunday and Monday rides.
• If the details of a particular ride change after you
have called us and made the ride request, please
let us know asap and do not wait until you receive
the confirmation call. Our ride schedules are pretty
set by the time of the confirmation calls so making
changes at that time can cause problems for us.

• When you call to make a ride request, please be prepared to give us your pickup and destination
addresses and the times when you want to get picked up for both portions of your travels.
• You now have the option of submitting ride requests through email instead of giving us a call. Requests
should be sent to info@itnsuncoast.org.
• You are welcome to have friends join you for rides to wherever you want to go. Your friends do not have to be
iTNSunCoast members and there will be an
additional charge of $2.50 per person per ride. If you have a caregiver who accompanies you on rides, the
caregiver rides for free.
• You may request rides for friends to visit you at your home. In this case, we will charge you, our member, the
regular fare for the ride requested and it will be up to you to collect the charge or not from your friend.
GET A HEAD START ON THOSE IMPORTANT BACK-TO-SCHOOL ESSENTIALS
Beat the rush with free immunizations and low-cost physicals offered at DOH-Manatee
Backpacks. Lunch Boxes. Pens, pencils and crayons. While picking up the essentials for your students, be sure
to remember the most critical elements of all – vaccinations and school physicals. Kindergartners, seventh
graders and new and transferring students must provide proof of immunization to enroll in Manatee County
Schools. Students leaving for higher education should check with their college or university to ensure they
follow that school’s immunization requirements. To avoid the back-to-school rush, students should get these
shots sooner rather than later.
“Vaccinations are the safest and most effective way to protect children and families from the spread of serious
infectious diseases,” said Dr. Jennifer Bencie, Health Officer with DOH-Manatee. “Parents and guardians should
carefully review the student’s immunization records, and if needed, visit us at the health department or check
with their child’s physician to schedule vaccination appointments as soon as possible.”
Immunization requirements
A Florida Certificate of Immunization, Form DH 680, is the only document that Manatee County Schools are
permitted to accept as proof of immunization. These forms can be obtained at the Florida Department of
Health or through a healthcare provider.
DOH-Manatee is providing free immunization services for eligible children up to the age of 18 who are enrolled
in elementary, middle or high school. School physicals are offered by appointment for $30 per child. Hours
are from 7:30 a.m. to 4 p.m., Monday through Friday. To schedule an appointment, call (941) 748-0747, ext. 0.
Appointments are encouraged, but walk-ins are welcome, based on availability.
Chosen Families
What’s this program about?
Chosen Families is a unique program specifically
designed for adoptive families. Adoption
Competent Certified professionals provide a
variety of services customized to meet your
family’s unique needs. Utilizing the expertise of
three organizations, (Parenting Matters, Family
Resources, and FND Manasota), your family can
receive parenting support, counseling, respite
care, and educational advocacy with just one call.
Who can participate?
This program is available to Manatee County
families with adopted children ages birth to 17.
Families created through all types of adoption are
welcome (domestic, private, child welfare,
international, step-parents, and relatives).
How does it work?
Our Family Service Coordinator will meet with you
to understand your needs and help you access
desired services. Your family can participate in all
of our services or just one. We can also work in
cooperation with other agencies your family may
be involved with. Our goal is for your family to
receive the services you want and need.
How much does it cost?
Fees vary for services, ranging from $10-$30. No
insurance is required. Fees can be reduced or waived
on an individual basis.
How will it benefit my family?
This program is designed to alleviate common
challenges related to adoption and to sustain and
grow safe, secure, and nurturing relationships
among family members. Not only will you feel more
supported as a parent, you will better understand
your child and know how to effectively address
adoption-specific questions and behaviors. All
family members can participate in services, so
everyone will benefit.
Proper Medication Disposal
Through Deterra Drug
Deactivation System
Proper disposal of unwanted medication
helps to prevent environmental
contamination from flushing and throwing
away medications, as well as helps to
decrease the occurrence of misuse or
abuse.
Made by Minneapolis-based Verde
Technologies, Inc., the Deterra Drug
Deactivation System provides a safe and
environmentally responsible solution for
disposal of unwanted prescription and
over-the-counter medications. The system
renders unwanted, unneeded narcotics,
antibiotics, transdermal patches and other
medications ineffective – safe for disposal
and the environment.
How the Technology Works
Using activated carbon, the deactivation
system neutralizes the active chemicals in
prescription drugs. This technology is highly
effective in absorbing and firmly binding
pharmaceuticals, rendering them inactive
and ineffective for misuse or accidental
exposure to children or pets.
How to Deactivate and Dispose of
Unwanted Medication
1. Place unused medications in the pouch.
2. Fill halfway with warm tap water.
3. Wait 30 seconds.
4. Seal pouch.
5. Gently shake.
6. Dispose with normal trash.
These systems have been made possible by
a donation from Mallinckrodt
Pharmaceuticals, in partnership with
Community Anti-Drug Coalitions of
America (CADCA) and the Florida Rural
Water Association. Learn more at the Drug
Deactivation website:
