REFUNDING
lower rates to pay off their older bonds and
realize those annual savings. Most bonds
have a “lock-out” period of ten years from
the beginning. However, prior to the Act,
the Federal government would allow the
City to refinance during the lock-out period
once during the life of the bond. This was an
advance refunding. Since this is no longer
allowed by the Act, some cities are not able
to achieve savings and are stuck with their
current debt payments. With municipal
bond rates still at all time lows, this means
billions of dollars of bonds are unable to be
refinanced, thus the loss of millions of dollars
in savings for local governments.
"We’d like to get Congress to put advance
refundings back on the table,” said NLC
President Mark Stodola, the mayor of Little
Rock, Ark. “It’s big money to every city.”
Stodola said he was able to give workers in
his city a raise last year because of the $1.5
million in savings it realized from a 2017
advance refunding.
In contrast, Stodola reports that Little Rock
is going to have to come up with an extra $3
million or $4 million to balance the budget
this year because revenues are not as much
as had been projected.
The NLC recommends that local governments
speak to their U.S. Congressmen for help in
changing this part of the Act.
