The houses that provided<br />

temporary hospitals during<br />

World War One<br />

At the outbreak of the First World War, the British Red<br />

Cross and the Order of St John of Jerusalem combined<br />

to form the Joint War Committee. These resources were<br />

pooled under the protection of the red cross emblem.<br />

As the Red Cross secured buildings, the organisation<br />

was able to set up temporary hospitals as soon<br />

as wounded men began to arrive from abroad.<br />

These houses were based all over the UK, in<br />

Monmouthshire alone there were 11 hospitals.<br />

Red Cross Hospital, Monmouth<br />

The buildings in Monmouthshire varied widely, ranging from town halls and<br />

schools to large and small private houses. The most suitable ones were established as<br />

auxiliary hospitals. The Red Cross Hospital in Monmouth was a small privately owned<br />

house converted in 1915 as a Red Cross auxiliary hospital for convalescent wounded<br />

soldiers of World War I. A total of 1,422 patients were treated between 1915 and<br />

1919. This building in now Parade House, Monmouth and used as a residential and<br />

care home.<br />

PM’s statement on Brexit:<br />

14 November 2018<br />

The Cabinet has just had a long, detailed and impassioned debate on the<br />

draft Withdrawal Agreement and the Outline Political Declaration on our future<br />

relationship with the European Union.<br />

These documents were the result of thousands of hours of hard negotiation by UK<br />

officials, and many, many meetings, which I and other ministers held with our EU<br />

counterparts.<br />

I firmly believe that the draft Withdrawal Agreement was the best that could be<br />

negotiated, and it was for the Cabinet to decide whether to move on in the talks.<br />

The choices before us were difficult, particularly in relation to the Northern<br />

Ireland backstop.<br />

But the collective decision of Cabinet was that the Government should agree the<br />

draft Withdrawal Agreement and the Outline Political Declaration – this is a decisive<br />

step which enables us to move on and finalise the deal in the days ahead.<br />

These decisions were not taken lightly - but I believe it is a decision that is firmly<br />

in the national interest.<br />

When you strip away the detail, the choice before us is clear. This deal which<br />

delivers on the vote of the referendum, which brings back control of our money, laws<br />

and borders; ends free movement; protects jobs, security and our union; or leave with<br />

no deal; or no Brexit at all.<br />

I know that there will be difficult days ahead. This is a decision which will come<br />

under intense scrutiny and that is entirely as it should be and entirely understandable.<br />

But the choice was this deal, which enables us to take back control and to build a<br />

brighter future for our country, or going back to square one with more division, more<br />

uncertainty and a failure to deliver on the referendum.<br />

It is my job as Prime Minister to explain the decisions that the Government<br />

has taken and I stand ready to do that beginning tomorrow with a statement in<br />

Parliament.<br />

If I may end by just saying this. I believe that what I owe to this country is to<br />

take decisions that are in the national interest, and I firmly believe with my head<br />

and my heart that this is a decision which is in the best interests of our entire United<br />

Kingdom.<br />

Brexit Secretary Resigns:<br />

15 November 2018<br />

A day after Teresa May presented the draft Brexit agreement to Cabinet Dominic<br />

Raab has resigned as Brexit secretary, saying he “cannot in good conscience support<br />

the terms of the deal”.<br />

In his resignation letter he says “I cannot support an indefinite backstop<br />

arrangement where the EU holds a veto over our ability to exit.”<br />

Raab wrote: “No democratic nation has ever signed up to be bound by such an extensive<br />

regime, imposed externally without any democratic control over the laws to be applied,<br />

nor the ability to exit the arrangement.”money, laws and borders; ends free movement;<br />

Museum’s home has a display in the museum that vividly illustrates the changing uses<br />

of the building over the years.<br />

These auxiliary hospitals were attached to central Military Hospitals, which looked<br />

after patients who remained under military control. There were over 3,000 auxiliary<br />

hospitals administered by Red Cross county directors.<br />

Women in the local neighbourhood volunteered on a part-time basis. Lack of<br />

staff meant the hospitals often needed to supplement voluntary work with paid roles,<br />

such as cooks. Doctors and nurses also volunteered, despite the extra strain that the<br />

medical profession was already under at that time.<br />

The patients at these hospitals were less seriously wounded than at other hospitals<br />

and they needed to convalesce. The servicemen preferred the auxiliary hospitals to<br />

military hospitals because they were not so strict, they were less crowded and the<br />

surroundings were more homely.<br />

Lady Llangatock, mother of Charles Rolls, officially opened Parade House as a Red Cross Hospital in<br />

April 1917. It replaced Cartref, in St James’ Square.Between 1915 and 1918 the two hospitals, staffed<br />

by over <strong>40</strong> Monmouthshire VAD’s, tended to over 1422 injured servicemen.<br />

Gwy House Red Cross Hospital, Chepstow<br />

Gwy House in Chepstow was a Red Cross Hospital. The house itself has an<br />

interesting history involving some prominent people in Chepstow’s past. Built in 1796<br />

by Warren Jane the Younger, an Apothecary, Gwy House as it is known continued<br />

to be linked to the medical profession. Owned for many years in the 19th century<br />

by a respected local surgeon it became a Red Cross Hospital for soldiers in the First<br />

World War and until recently was the Chepstow & District Hospital. Staffing and<br />

funding these hospitals was very difficult during World War 1, apart from the lady<br />

Commandant in charge and a trained staff nurse, the rest of the nurses were local<br />

volunteers, working unpaid.<br />

The hospital was mainly equipped and maintained by gifts of furniture and linen<br />

and food, and through collections in the community. Gwy House, now Chepstow<br />

ahead, with many browsing online in search of their<br />

dream home,” says Andrew Barry, Managing Director<br />

at Peter Alan. “Sellers who are planning a new year<br />

move shouldn’t wait to make plans, but should<br />

consider getting their property ready and onto the<br />

market before Christmas, to showcase it at this time<br />

of heightened activity.<br />

“Similarly, those who already have their property<br />

on the market but have not yet sold, should also<br />

think about relaunching their property with us,<br />

refreshing their marketing and taking advantage of<br />

this busy time,” continues Andrew. “Why not preempt<br />

the influx of buyers and give your home the<br />

best possible chance of achieving a sale before the<br />

27 Years of Caring<br />

Phil Smith is the very familiar face of Roscoe Rogers and Knight and he takes a look ahead at the<br />

2018 autumn/winter property market in the final months of the pre-Brexit period.<br />

Those of us who have been connected to the property market for many years<br />

will have seen a number of ups and downs. But I am quite sure we will all look<br />

back at this pre-Brexit period as being the most demanding.<br />

This prolonged period of uncertainty, despite some underlying positives in the<br />

economy, has brought market activity to seemingly low levels for many buyers and sellers.<br />

Buyers complain that there is nothing on the market. Sellers complain that there<br />

are no buyers. It is understandable why they should do so. But both sets are wrong.<br />

There are in fact excellent properties on the market and there are certainly enough<br />

buyers. It is just that there aren’t as many as we have all become used to over the<br />

past half-decade. Nor are some buyers and sellers quite as realistic as they could and<br />

should be in these testing times.<br />

Waiting for Brexit to be over is certainly deterring some movers. But how will<br />

doing nothing help? The market is unlikely to shake off its flatness quickly after 29th<br />

March 2019. The effects of Brexit will, no doubt, linger on until some stability and<br />

acceptance has returned. But some people can’t wait a year or two for something to<br />

happen before they move. Nor should they.<br />

By and large, governments and politics do not determine the property market.<br />

People do. So my advice, as ever, is to do what is right for you and your family in<br />

the near-to-middle term and not try to anticipate the market too much - especially<br />

in these uncertain times. We are in a period without precedent. But the two<br />

handmaidens of a successful sale have to be high quality presentation whether it be<br />

brochures or any media and accurate and realistic pricing. Get those two things right<br />

and the market will love your property and you will have moved out quicker than you<br />

Control the controllable<br />

and stay positive<br />

On 29 March 2017, the Government triggered ‘Article 50’, which started Britain’s withdrawal from the EU.<br />

That was passed through Parliament, and it dictated we’ll leave exactly two years after that, on 29 March 2019.<br />

Yet beyond that, there are many different views of what Brexit entails -<br />

usually depending on whether it is something you support or not.<br />

Over the last year and a half, Britain has been negotiating with the EU over<br />

what kind of arrangement we’ll have with other countries in Europe once we<br />

leave.<br />

MSE founder Martin Lewis shared his thoughts on Brexit this week. “The only<br />

thing that is certain for the economy at the moment is the uncertainty. That isn’t a trite<br />

phrase. It means when you’re making any decisions, you have to factor in the chance<br />

of substantive change.<br />

“Rather than trying to second-guess economic shifts, it is best to focus on your<br />

own personal finances, which are more controllable and predictable.<br />

“Clearly Brexit is likely to be one of the major factors impacting interest rates,<br />

foreign exchange rates and the strength of the UK’s economic growth, all of which<br />

have knock-on effects for many; job security, house prices, mortgage and savings rates<br />

and more.<br />

“And to complicate it further, this isn’t just about the practical outcome of Brexit<br />

itself. It’s about the prediction of the practical outcome of Brexit.<br />

“Markets move based on sentiment. Whether rightly or wrongly, the markets don’t<br />

like Brexit, and they don’t like uncertainty - as we saw from the large drop in the<br />

strength of the pound when it was announced.<br />

“So it is likely the more loose the final situation, and the less close the UK’s future<br />

relationship with the EU, the worse the markets will react in the short-term. Then<br />

after a while the practical effect itself takes over.<br />

“Of course, house prices are a double-edged sword - if the price drops, it means<br />

they become more affordable for many not on the housing ladder.<br />

“Those who already own houses don’t lose out in the short term as any price drops<br />

are just on paper. The real losers would be those looking to move (and not upgrade),<br />

cash up, or use their equity to release extra cash.”

Harriet joins the company with 24 years lettings experience working extensively throughout<br />

Gifted Deposits<br />

According to research by the Council of Mortgage Lenders in 2014, approximately 52% of first time buyers received<br />

financial help when buying a home, either from family or through government schemes such as Help to Buy.<br />

With lenders requiring buyers to have quite<br />

large deposits it can be hard for first time<br />

buyers to raise this without support from<br />

parents or other family members. Naturally most<br />

parents would want to help their youngsters get a foot<br />

on the property ladder and the bank of mum and dad is<br />

a popular way to raise the deposit.<br />

But whilst the money is welcome, gifted deposits<br />

can bring an extra complication to the buying process<br />

as there are several legal issues which arise particularly<br />

when the youngster is also having a mortgage.<br />

One of the key provisions of gifted deposit is that<br />

the money cannot be a loan it must be a true ‘gift’ and<br />

the person providing the money will be asked to sign<br />

a legal declaration to confirm this position. This has<br />

the effect that the family member providing the money<br />

cannot ask for it back, expect repayments nor will<br />

they be able to claim any interest in the property later.<br />

Any mortgage lender involved with the purchase will<br />

usually want to know that the person providing the<br />

gift has taken independent legal advice to ensure they<br />

understand these points and that they have signed a<br />

legal declaration to confirm this position. Any money<br />

being ‘loaned’ should be protected by the person<br />

providing the money taking a second legal charge on the<br />

property which is a different legal process entirely.<br />

A further requirement of a person providing a<br />

gifted deposit will often be that they will be required to<br />

provide evidence of their ID and a copy of their bank<br />

or savings account statement to evidence where the<br />

money has come from (this type of gift comes under the<br />

standard money laundering rules). Mortgage lenders<br />

will have varying rules as to where the money can come<br />

from – some will state that whilst mum and dad or<br />

immediate family members can provide monies, more<br />

distant relatives such as aunts and uncles or people<br />

unrelated may not.<br />

Any buyer planning on having a gifted deposit to<br />

help with the purchase should discuss the following<br />

with their potential lender or mortgage broker at an<br />

early point to ensure the requirements of the lender will<br />

be met,<br />

• ‘who is providing the deposit money’,<br />

• ‘on what basis the money is being provided’, and<br />

• ‘how this gift might impact on the amount<br />

available to borrow’<br />

Whilst it is a great gift for a young buyer to have<br />

all or part of their deposit provided they will need to<br />

be aware that if the person providing the money dies<br />

within 7 years or becomes insolvent within 6 years the<br />

details of the gift may come under careful consideration<br />

– firstly as to whether inheritance tax is payable on the<br />

amount and secondly whether the gift can be clawed<br />

back under the insolvency rules. Insurance is available<br />

for such occurrences for the buyer and the benefits of<br />

this should be discussed with the Conveyancer handling<br />

the purchase.<br />

Wines for your Christmas Wine Rack<br />

Here we are, the festive season is upon us! What are we going to drink?<br />

Here are nine suggestions, all available from Fingal-Rock in Monmouth.<br />

1. Champagne from Guy de Forez @ £22.50 – the<br />

perfect festive aperitif! This is made from 100%<br />

Pinot Noir, coming from a village, Les Riceys, that<br />

specialises in growing Pinot Noir. Excellent value.<br />

Dry White<br />

2. Este Vinho Verde @ £7.95 – delicious, light,<br />

delicately pétillant, from northern Portugal – and<br />

pleasingly low in alcohol – only 11.5%.<br />

3. La Palma Chardonnay @ £7.50 – people have<br />

turned against Chardonnay, but that’s because lots of<br />

cheap, nasty examples came on the market, ruining<br />

its reputation. Good Chardonnay is still wonderful<br />

wine. This Chilean is crisp and fresh, but with<br />

sufficient weight to go well with food.<br />

4. Another Chardonnay: Saint Romain “La Combe<br />

Bazin” @ £18.50, from Domaine Prunier-Bonheur,<br />

a grower based in Meursault – this is serious white<br />

burgundy, with depth and length of flavour. Treat<br />

yourself!<br />

Red<br />

5. Dão “Porta dos Cavaleiros” @ £9.50 – this red<br />

from Portugal demonstrates how the quality of<br />

winemaking there has in recent years been on an<br />

upward trajectory. This has plenty of colour and<br />

vigour, and yet is only 12.5% alcohol, and will<br />

consequently go very well with turkey.<br />

6. Beaujolais Nouveau @ £9.95 – this is made in<br />

Fleurie by Mathieu Mélinand, who spent a month<br />

in Monmouth ten years ago learning about the wine<br />

trade by doing an internship at Fingal-Rock! I know,<br />

I know, Beaujolais Nouveau is widely perceived as<br />

so last century, filthy, undrinkable, to be avoided. I<br />

won’t give you the lecture now - nor will I ask you to<br />

take my word for it - drop into the shop in Monnow<br />

Street, and taste and see for yourself that good<br />

Beaujolais Nouveau is delicious.<br />

7. Saint Romain “Sous le Château” @ £18.50 – Pascal<br />
