The houses that provided
temporary hospitals during
World War One
At the outbreak of the First World War, the British Red
Cross and the Order of St John of Jerusalem combined
to form the Joint War Committee. These resources were
pooled under the protection of the red cross emblem.
As the Red Cross secured buildings, the organisation
was able to set up temporary hospitals as soon
as wounded men began to arrive from abroad.
These houses were based all over the UK, in
Monmouthshire alone there were 11 hospitals.
Wounded soldiers and Red Cross VAD’s (Voluntary Aid Detachment workers) outside Parade House.
Red Cross Hospital, Monmouth
The buildings in Monmouthshire varied widely, ranging from town halls and
schools to large and small private houses. The most suitable ones were established as
auxiliary hospitals. The Red Cross Hospital in Monmouth was a small privately owned
house converted in 1915 as a Red Cross auxiliary hospital for convalescent wounded
soldiers of World War I. A total of 1,422 patients were treated between 1915 and
1919. This building in now Parade House, Monmouth and used as a residential and
care home.
PM’s statement on Brexit:
14 November 2018
The Cabinet has just had a long, detailed and impassioned debate on the
draft Withdrawal Agreement and the Outline Political Declaration on our future
relationship with the European Union.
These documents were the result of thousands of hours of hard negotiation by UK
officials, and many, many meetings, which I and other ministers held with our EU
counterparts.
I firmly believe that the draft Withdrawal Agreement was the best that could be
negotiated, and it was for the Cabinet to decide whether to move on in the talks.
The choices before us were difficult, particularly in relation to the Northern
Ireland backstop.
But the collective decision of Cabinet was that the Government should agree the
draft Withdrawal Agreement and the Outline Political Declaration – this is a decisive
step which enables us to move on and finalise the deal in the days ahead.
These decisions were not taken lightly - but I believe it is a decision that is firmly
in the national interest.
When you strip away the detail, the choice before us is clear. This deal which
delivers on the vote of the referendum, which brings back control of our money, laws
and borders; ends free movement; protects jobs, security and our union; or leave with
no deal; or no Brexit at all.
I know that there will be difficult days ahead. This is a decision which will come
under intense scrutiny and that is entirely as it should be and entirely understandable.
But the choice was this deal, which enables us to take back control and to build a
brighter future for our country, or going back to square one with more division, more
uncertainty and a failure to deliver on the referendum.
It is my job as Prime Minister to explain the decisions that the Government
has taken and I stand ready to do that beginning tomorrow with a statement in
Parliament.
If I may end by just saying this. I believe that what I owe to this country is to
take decisions that are in the national interest, and I firmly believe with my head
and my heart that this is a decision which is in the best interests of our entire United
Kingdom.
Brexit Secretary Resigns:
15 November 2018
A day after Teresa May presented the draft Brexit agreement to Cabinet Dominic
Raab has resigned as Brexit secretary, saying he “cannot in good conscience support
the terms of the deal”.
In his resignation letter he says “I cannot support an indefinite backstop
arrangement where the EU holds a veto over our ability to exit.”
Raab wrote: “No democratic nation has ever signed up to be bound by such an extensive
regime, imposed externally without any democratic control over the laws to be applied,
nor the ability to exit the arrangement.”money, laws and borders; ends free movement;
protects jobs, security and our union; or leave with no deal; or no Brexit at all.

Museum’s home has a display in the museum that vividly illustrates the changing uses
of the building over the years.
These auxiliary hospitals were attached to central Military Hospitals, which looked
after patients who remained under military control. There were over 3,000 auxiliary
hospitals administered by Red Cross county directors.
Women in the local neighbourhood volunteered on a part-time basis. Lack of
staff meant the hospitals often needed to supplement voluntary work with paid roles,
such as cooks. Doctors and nurses also volunteered, despite the extra strain that the
medical profession was already under at that time.
The patients at these hospitals were less seriously wounded than at other hospitals
and they needed to convalesce. The servicemen preferred the auxiliary hospitals to
military hospitals because they were not so strict, they were less crowded and the
surroundings were more homely.
Lady Llangatock, mother of Charles Rolls, officially opened Parade House as a Red Cross Hospital in
April 1917. It replaced Cartref, in St James’ Square.Between 1915 and 1918 the two hospitals, staffed
by over 40 Monmouthshire VAD’s, tended to over 1422 injured servicemen.
Gwy House Red Cross Hospital, Chepstow
Gwy House in Chepstow was a Red Cross Hospital. The house itself has an
interesting history involving some prominent people in Chepstow’s past. Built in 1796
by Warren Jane the Younger, an Apothecary, Gwy House as it is known continued
to be linked to the medical profession. Owned for many years in the 19th century
by a respected local surgeon it became a Red Cross Hospital for soldiers in the First
World War and until recently was the Chepstow & District Hospital. Staffing and
funding these hospitals was very difficult during World War 1, apart from the lady
Commandant in charge and a trained staff nurse, the rest of the nurses were local
volunteers, working unpaid.
The hospital was mainly equipped and maintained by gifts of furniture and linen
and food, and through collections in the community. Gwy House, now Chepstow
The photo shows the first contingent of wounded soldiers who arrived at Gwy House Red Cross Hospital,
Chepstow on 17 March 1915 in the forecourt of the Hospital. In the centre is the first commandant
Mrs. Stacey of St Pierre and right the “lady superintendent” trained nurse Emma Goold.
Act now to make the most of the seasonal surge
Traditionally, the festive period is one of the
busiest times of the year for online property
searches and local estate agency Peter Alan is
urging homeowners thinking of moving in the new
year, to instruct an agent today and get their property
on the market ready for this seasonal surge.
Analysis of traffic data from popular property
website Rightmove shows that year on year, the
Christmas period proves to be one of the most active
times for buyers searching online. Indeed, 2017
statistics show that Rightmove received an astounding
18 million visits to its site between Christmas and the
first working day of the new year*.
“Whilst people are enjoying some ‘down time’
with family over the Christmas holidays, it can be a
perfect time to be thinking of new starts and the year
ahead, with many browsing online in search of their
dream home,” says Andrew Barry, Managing Director
at Peter Alan. “Sellers who are planning a new year
move shouldn’t wait to make plans, but should
consider getting their property ready and onto the
market before Christmas, to showcase it at this time
of heightened activity.
“Similarly, those who already have their property
on the market but have not yet sold, should also
think about relaunching their property with us,
refreshing their marketing and taking advantage of
this busy time,” continues Andrew. “Why not preempt
the influx of buyers and give your home the
best possible chance of achieving a sale before the
New Year begins?”
BREXIT
7
27 Years of Caring
Phil Smith is the very familiar face of Roscoe Rogers and Knight and he takes a look ahead at the
2018 autumn/winter property market in the final months of the pre-Brexit period.
Those of us who have been connected to the property market for many years
will have seen a number of ups and downs. But I am quite sure we will all look
back at this pre-Brexit period as being the most demanding.
This prolonged period of uncertainty, despite some underlying positives in the
economy, has brought market activity to seemingly low levels for many buyers and sellers.
Buyers complain that there is nothing on the market. Sellers complain that there
are no buyers. It is understandable why they should do so. But both sets are wrong.
There are in fact excellent properties on the market and there are certainly enough
buyers. It is just that there aren’t as many as we have all become used to over the
past half-decade. Nor are some buyers and sellers quite as realistic as they could and
should be in these testing times.
Waiting for Brexit to be over is certainly deterring some movers. But how will
doing nothing help? The market is unlikely to shake off its flatness quickly after 29th
March 2019. The effects of Brexit will, no doubt, linger on until some stability and
acceptance has returned. But some people can’t wait a year or two for something to
happen before they move. Nor should they.
By and large, governments and politics do not determine the property market.
People do. So my advice, as ever, is to do what is right for you and your family in
the near-to-middle term and not try to anticipate the market too much - especially
in these uncertain times. We are in a period without precedent. But the two
handmaidens of a successful sale have to be high quality presentation whether it be
brochures or any media and accurate and realistic pricing. Get those two things right
and the market will love your property and you will have moved out quicker than you
can say..... Roscoe Rogers and Knight!
Over the years we have moved thousands of people in all sorts of personal
circumstances - many of them happy but some of them not so. But every single one of
those moves was extremely important to me.
So if you need all the experience of a very familiar face, call in or contact me and
you will soon see why caring so much has made us flourish for so long.
You see, good estate agency isn’t about economics or politics. It isn’t even all about
property........it is all about people and respecting their needs and aspirations.
Phil Smith, Roscoe Rogers and Knight
Control the controllable
and stay positive
On 29 March 2017, the Government triggered ‘Article 50’, which started Britain’s withdrawal from the EU.
That was passed through Parliament, and it dictated we’ll leave exactly two years after that, on 29 March 2019.
Yet beyond that, there are many different views of what Brexit entails -
usually depending on whether it is something you support or not.
Over the last year and a half, Britain has been negotiating with the EU over
what kind of arrangement we’ll have with other countries in Europe once we
leave.
MSE founder Martin Lewis shared his thoughts on Brexit this week. “The only
thing that is certain for the economy at the moment is the uncertainty. That isn’t a trite
phrase. It means when you’re making any decisions, you have to factor in the chance
of substantive change.
“Rather than trying to second-guess economic shifts, it is best to focus on your
own personal finances, which are more controllable and predictable.
“Clearly Brexit is likely to be one of the major factors impacting interest rates,
foreign exchange rates and the strength of the UK’s economic growth, all of which
have knock-on effects for many; job security, house prices, mortgage and savings rates
and more.
“And to complicate it further, this isn’t just about the practical outcome of Brexit
itself. It’s about the prediction of the practical outcome of Brexit.
“Markets move based on sentiment. Whether rightly or wrongly, the markets don’t
like Brexit, and they don’t like uncertainty - as we saw from the large drop in the
strength of the pound when it was announced.
“So it is likely the more loose the final situation, and the less close the UK’s future
relationship with the EU, the worse the markets will react in the short-term. Then
after a while the practical effect itself takes over.
“Of course, house prices are a double-edged sword - if the price drops, it means
they become more affordable for many not on the housing ladder.
“Those who already own houses don’t lose out in the short term as any price drops
are just on paper. The real losers would be those looking to move (and not upgrade),
cash up, or use their equity to release extra cash.”

Gifted Deposits
According to research by the Council of Mortgage Lenders in 2014, approximately 52% of first time buyers received
financial help when buying a home, either from family or through government schemes such as Help to Buy.
With lenders requiring buyers to have quite
large deposits it can be hard for first time
buyers to raise this without support from
parents or other family members. Naturally most
parents would want to help their youngsters get a foot
on the property ladder and the bank of mum and dad is
a popular way to raise the deposit.
But whilst the money is welcome, gifted deposits
can bring an extra complication to the buying process
as there are several legal issues which arise particularly
when the youngster is also having a mortgage.
One of the key provisions of gifted deposit is that
the money cannot be a loan it must be a true ‘gift’ and
the person providing the money will be asked to sign
a legal declaration to confirm this position. This has
the effect that the family member providing the money
cannot ask for it back, expect repayments nor will
they be able to claim any interest in the property later.
Any mortgage lender involved with the purchase will
usually want to know that the person providing the
gift has taken independent legal advice to ensure they
understand these points and that they have signed a
legal declaration to confirm this position. Any money
being ‘loaned’ should be protected by the person
providing the money taking a second legal charge on the
property which is a different legal process entirely.
A further requirement of a person providing a
gifted deposit will often be that they will be required to
provide evidence of their ID and a copy of their bank
or savings account statement to evidence where the
money has come from (this type of gift comes under the
standard money laundering rules). Mortgage lenders
will have varying rules as to where the money can come
from – some will state that whilst mum and dad or
immediate family members can provide monies, more
distant relatives such as aunts and uncles or people
unrelated may not.
Any buyer planning on having a gifted deposit to
help with the purchase should discuss the following
with their potential lender or mortgage broker at an
early point to ensure the requirements of the lender will
be met,
• ‘who is providing the deposit money’,
• ‘on what basis the money is being provided’, and
• ‘how this gift might impact on the amount
available to borrow’
Whilst it is a great gift for a young buyer to have
all or part of their deposit provided they will need to
be aware that if the person providing the money dies
within 7 years or becomes insolvent within 6 years the
details of the gift may come under careful consideration
– firstly as to whether inheritance tax is payable on the
amount and secondly whether the gift can be clawed
back under the insolvency rules. Insurance is available
for such occurrences for the buyer and the benefits of
this should be discussed with the Conveyancer handling
the purchase.
26 ADVICE
Unlock the value of your home
with Equity Release
Improving health and an increase in life expectancy is putting a strain on people who fund their lifestyle on limited
resources, particularly in times of instability on stock markets and low interest rates.
Coupled with this is the increase in debt being carried into retirement, funding the provision of care,
supporting children in adulthood and the growth in relationship breakdown with the over 60s.
As an owner, your property is probably your biggest asset and with the passage of time there has
been an ever-increasing number of homeowners turning to equity release as a means of releasing some of the
tax-free cash tied up in it. What started off as a scheme to enable people in need to release capital or income
from their home has developed into an integral part of financial planning to be used in a variety of ways
including:
• maintaining your standard of living by supplementing income or replacing capital
• consolidating credit cards, loans and other debts
• paying off an interest-only age restricted mortgage
• home improvements and adaptations
• holiday of a lifetime
• funding medical and social care
• assisting children and grandchildren on the property ladder
• funding divorce or civil partnership settlements for self or children
• paying school and university fees
• mitigating inheritance tax
Equity release is highly regulated and there are many safeguards in place to protect those who take out a
plan, however, it is important that advice is sought from a specialist solicitor and financial adviser with the
relevant experience early in the process.
Wines for your Christmas Wine Rack
Here we are, the festive season is upon us! What are we going to drink?
Here are nine suggestions, all available from Fingal-Rock in Monmouth.
1. Champagne from Guy de Forez @ £22.50 – the
perfect festive aperitif! This is made from 100%
Pinot Noir, coming from a village, Les Riceys, that
specialises in growing Pinot Noir. Excellent value.
Dry White
2. Este Vinho Verde @ £7.95 – delicious, light,
delicately pétillant, from northern Portugal – and
pleasingly low in alcohol – only 11.5%.
3. La Palma Chardonnay @ £7.50 – people have
turned against Chardonnay, but that’s because lots of
cheap, nasty examples came on the market, ruining
its reputation. Good Chardonnay is still wonderful
wine. This Chilean is crisp and fresh, but with
sufficient weight to go well with food.
4. Another Chardonnay: Saint Romain “La Combe
Bazin” @ £18.50, from Domaine Prunier-Bonheur,
a grower based in Meursault – this is serious white
burgundy, with depth and length of flavour. Treat
yourself!
Red
5. Dão “Porta dos Cavaleiros” @ £9.50 – this red
from Portugal demonstrates how the quality of
winemaking there has in recent years been on an
upward trajectory. This has plenty of colour and
vigour, and yet is only 12.5% alcohol, and will
consequently go very well with turkey.
6. Beaujolais Nouveau @ £9.95 – this is made in
Fleurie by Mathieu Mélinand, who spent a month
in Monmouth ten years ago learning about the wine
trade by doing an internship at Fingal-Rock! I know,
I know, Beaujolais Nouveau is widely perceived as
so last century, filthy, undrinkable, to be avoided. I
won’t give you the lecture now - nor will I ask you to
take my word for it - drop into the shop in Monnow
Street, and taste and see for yourself that good
Beaujolais Nouveau is delicious.
7. Saint Romain “Sous le Château” @ £18.50 – Pascal
Prunier at Domaine
Prunier- Bonheur
also makes a
delicious red; the
style is pale and
light, yet with
lots of flavour,
making it an
excellent partner for turkey.
Finally, two Sweet Wines
8. Coteaux du Layon @ £14.50 – this comes from
the region of the Loire just south of Angers; the
producer is Château Soucherie, which was bought
by a French zillionaire in 2007; he has poured
unlimited funds into the property and revived its
fortunes.
9. Heaven on Earth @ £8.95 per half bottle – made
from the Muscat grape, this comes from South
Africa; the grapes are raisined to concentrate the
flavour – they are dried on beds of Rooibos tea,
which adds an extra dimension to the flavour.
Aromas of apricots, honey, with a hint of smokiness
from the Rooibos.
HOME IMPROVEMENTS
31
There’s more to window and door
quotes than meets the eye
Investing in any home improvement is a serious business.
From the products you choose to the companies you employ to carry out the work,
each and every decision can be hugely important.
Not only do your improvement
projects have a significant
impact on your enjoyment of
your home, but they can also have big
implications for its value somewhere
down the line.
A common mistake made by
homeowners is to let their decisions be
influenced too heavily by the figure at
the bottom of the quotes they receive – it
can be a mistake to think that cheaper
is always better. While there’s a lot to be
said for getting the best deal available,
things are rarely so straightforward. Here,
we take a look at the most important
things to consider when comparing
quotes for new windows and doors.
Energy efficiency
Your home’s windows and doors play
a considerable role in your domestic
finances. Beyond the money you pay
to have them fitted, expect them to be
a contributing factor in each and every
energy bill you receive in years to come.
This is why it is key to understand
the energy rating of your proposed
new windows and doors. Simply put,
investing extra money in energy efficient
windows can save you money on future
utility bills. Of course, there’s also an
environmental incentive to prioritise
efficiency.
Company experience
Fitting windows and doors isn’t
easy, and it’s not something that can be
learned overnight. To ensure the job’s
done right, it pays to go with tried and
tested professionals. If you want an
assurance of experience and quality, be
sure to opt for a company which is a
member of the industry body FENSA.
Security features
Poorly fitted or cheap windows with
insufficient security features are one
of the most common flaws in modern
housing. Investing in secure windows
and doors is an effective means of
keeping criminals at bay. This works in
practice and can also provide a powerful
deterrent.
Aftercare
Modern windows are built to last, but
they are sure to require some attention in
the years to come. Opting for windows
and doors that come with a guarantee
is a good start, but it can also help to
employ a company which is committed
to providing lasting aftercare solutions.
Independent reviews
No matter how many boxes a
company ticks, by far the best way to
tell if they’re up to the job is to speak to
people who have worked with them in
the past. Word of mouth reviews from
people you know and trust are ideal,
but they aren’t always easy to come by.
Alternatively, try looking for independent
review sites like Best of Gloucester to
read what other people have to say.
Identifying the best people to fit
windows and doors locally can require
a good deal of work, but it’s worth your
while. While low quotes can be alluring,
it’s important to think carefully about the
long term. The price is important, but
it’s essential that you invest sensibly in
a job well done and think value rather
than price alone. From using a reputable
company to selecting high-quality,
energy efficient products, making smart
decisions now will make life easier – and
cheaper – in the years to come.
