The interview with Petula Clark<br />

by Carl Kozlowski in your Nov. 29<br />

edition (“Timeless Talent”) was<br />

very interesting and brought back<br />

memories to me of show business in<br />

England during World War II.<br />

In 1941, I was working in a comedy<br />

act, “Tommy Jover and Nena and<br />

Raf,” in a variety show at a theater in<br />

London. One day, word went around<br />

the company that a little girl, a singing<br />

sensation, would be appearing in the first half of the program.<br />

This little girl, Petula Clark, was 9 and had to go on early in the<br />

evening in order to comply with England’s child labor laws.<br />

I was 19 and watched Petula from the wings as she stood all<br />

alone on that stage in front of a microphone and sang her heart<br />

out. I was sure right then that she would go on to achieve even<br />

bigger things, and am not a bit surprised she is still thrilling<br />

people with her singing.<br />

Dear Rabbi Gross, thank you for your Nov. 20, 2018 letter<br />

sharing the results of the Temple‘s community engagement<br />

on the matters you discussed. Since the Nov. 17, 2017 incident<br />

involving Christopher Ballew, the Police Department has<br />

taken considerable steps forward, including organizational<br />

accountabilities, enhanced policies and procedures and training<br />

modules. To that end, in 2018 use-of-force incidents by Pasadena<br />

police officers have decreased by 30 percent and force has been<br />

chief of police has developed<br />

a Chief’s Advisory Council<br />

with members representing<br />

Pasadena, Altadena, the<br />

Pasadena Chapter of the<br />

NAACP, CICOPP, Pasadenans<br />

Organizing for Progress and<br />

immigration rights groups to<br />

ensure better communication<br />

and community engagement.<br />

For background and to<br />

clarify your letter, the Police<br />

Department is conducting the<br />

internal affairs investigation<br />

into the November 2017<br />

incident, but that investigation<br />

has been tolled as allowed by<br />

state law. “Tolling” means that<br />

the one-year deadline to make<br />

final findings and to impose<br />

discipline is stayed because<br />

of pending civil litigation.<br />

So, while the incident is<br />

being looked at and is being<br />

addressed in the internal<br />

affairs investigation process,<br />

we hope you agree that<br />

disciplinary matters should be<br />

100 percent disconnected from<br />

any considerations related to<br />

ongoing litigation.<br />

We cannot get into details<br />

about the pending internal<br />

affairs investigation, due to<br />

state laws providing for the<br />

confidentiality over police<br />

officer personnel records.<br />

Separately, however, the<br />

National Police Foundation<br />

(NPF) has been retained<br />

to prepare an independent<br />

review of (a) the November<br />

2017 incident, and, (b) when<br />

completed, the internal affairs<br />

review. The NPF report, when<br />

it is completed, will be shared<br />

publicly, and we hope that<br />

report will provide some of the<br />

discussion and information<br />

your letter seeks.<br />

As to your concerns over<br />

the pending civil litigation<br />

brought by Mr. Ballew, the<br />

Police Department, and not<br />

the city attorney‘s office, is<br />

conducting the internal affairs<br />

investigation, as mentioned<br />

above.<br />

In regards to the Police<br />

Department’s use-of-force<br />

policy, and separate from the<br />

independent review of the<br />

November 2017 incident. NPF<br />

has been retained to review<br />

Police Department policies,<br />

procedures and training in<br />

many areas, including use of<br />

force. We have provided NPF<br />

with a copy of the referenced<br />

letter from the ACLU of<br />

Southern California and<br />

CICOPP.<br />
