around impact measurement. This<br />

Arrangements - Over <strong>2018</strong>/19 new<br />
local safeguarding arrangements<br />
will be agreed, published and<br />
implemented, as the local authority<br />
(LA), local police chief and clinical<br />
commissioning group take joint<br />
responsibility for safeguarding in<br />
place of Local Safeguarding Children<br />
Boards (LSCBs). Safeguarding<br />
partners will have responsibility<br />
to identify ‘relevant agencies’ and<br />
publish plans that outline how they will<br />
work with those agencies to safeguard<br />
and promote children’s welfare. This<br />

The purpose of these exploratory<br />
studies was to increase understanding<br />
of CSE perpetration and perpetrators<br />
and identify the strengths and<br />
limitations of research approaches.<br />
The studies varied in their approach<br />
including: identifying findings from<br />
research to date, undertaking<br />
interviews with experts and in some<br />
cases, case file analysis, and<br />
pursuing new empirical evidence on<br />
the characteristics and perspectives<br />

This rapid evidence assessment was<br />
commissioned to inform work on<br />
improving the collection of data in<br />
England and Wales.<br />
It looks at the differences in victim<br />
and perpetrator self-report survey<br />
methodologies used internationally to<br />
measure the prevalence of CSA and<br />
CSE, in order to identify good practice<br />
that could be replicated here (and<br />
which might facilitate comparisons<br />
with studies in other countries).<br />

Presents findings from a rapid review<br />
of local commissioning looking at how<br />
child sexual abuse (CSA) and child<br />
sexual exploitation (CSE) services<br />
were commissioned in five local areas<br />
in England. The report describes<br />
findings from a review of the literature<br />
and interviews with 30 commissioners<br />
which show that CSE service<br />
commissioning practice appears<br />
well-developed, but there is a need<br />
to invest in CSA and harmful sexual<br />
behaviour (HSB) commissioning<br />
practice and service provision. The<br />
report points out that there is concern<br />
among stakeholders about the<br />
increasing demand for CSA, CSE<br />
and HSB services, including the need<br />
for a service response to the online<br />
facilitation of these abuses.<br />
