lockportlegend.com news the Lockport Legend | January 10, 2019 | 3 Lockport City Council Two local unions come to bargaining agreement with City administrators Rochelle McAuliffe Freelance Reporter During November and December 2018, City administrators met with the bargaining teams of the Metropolitan Alliance of Police Chapter #75 and the International Union of Operating Engineers, Local 175 to negotiate an extension to the current collective bargaining agreement. On Jan. 2, The Committee of the Whole heard the collective bargaining agreements for Lockport police officers, represented by MAP Chapter #75 and City employees, represented by the International Union of Operating Engineers, Local 150, which are set to expire June 30. Both labor associations have reached tentative agreements with City administration for another four-year contract, with both tentative agreements calling for a three-percent wage increase annually. City administration approached the bargaining with the goal of implementing a wage increase that reflected current economic conditions while still preparing for unforeseen instability. The wage increase is to come with no additional increase in budgetary costs to the City, and the agreement is to have predictable employee costs for the next four years which help with economic forecasting and budgeting. The agreements were reached in a spirit of labormanagement cooperation and are meant to help promote a continuing cooperation between the City and its bargaining units. “We did this in the spirit that times are well right now,” Mayor Steve Streit said. “We have the opportunity to re-bargain anything if times change.” Alderman Jim Petrakos said he was happy about the agreement, stating that “it’s nice to have an open dialogue with our unions.” “It was nice to know that the discussion was happening, and ... that if we have another recession or anything else, the discussion is already there,” Petrakos said. Final consideration and approval of the resolution is to occur during the Jan. 16 city council meeting. If approved by the council, the agreements must then be ratified by both unions before going into effect July 1. Marcus Theatre development amendment The Lockport Committee of the Whole heard the minor amendment to the planned unit development, as well as the amendment to the preliminary and final development plans to the future Marcus Theatre in Lockport Square. The amendment to the PUD allows for an increase in building height and the use of linear lighting as part of the architecture to create the movie theater theme. The amendment is considered a “minor amendment” because the proposed use is still intended to be commercial. As a “minor amendment,” a public hearing was not required. During its regular meeting Dec. 11, the Planning and Zoning Commission considered the request. The Commission recommended the approval of a building height greater than 35 feet as shown on the elevation plans, as well as the use of linear lighting as part of the architecture to create the movie theater theme. The project is to occur in two phases, with construction anticipated to begin in 2019. Phase 1 is to include a 48,404-square-foot building containing 10 auditoriums for approximately 1,220 seats; a 1,900-squarefoot lounge with bar and table seating; full concession stands with kitchen and selfserve drinks; self-serve tickets and a box office. Phase 2 would include a 14,200-square-foot addition containing four additional auditoriums for approximately 432 seats. Because the building addition in Phase 2 would be contingent on the success of Phase 1, some City Council members questioned the usability of land under the current design should the second phase not be built. Under the current proposed design, the Phase 2 addition would be built on the east side of the building, facing Interstate 355. Until Phase 2 begins, the design calls for grass to be planted as a temporary landscape for the plot. “One of our biggest frontages in Lockport is 355, so seeing that not filled in or just grass isn’t our best foot forward,” Petrakos said. Petrakos then asked if there was any reason why they wouldn’t start development on the east side of the lot and have the addition toward the center of the property, rather than the other way around. Paul Phillips of JSD Professional Services, who is representing Marcus Theatres, said they would reassess the design to move the addition to the center. The item was placed on the agenda for final consideration at the Jan. 16 meeting. GG Temple annexation agreement amended In August 2017, the City Council held a hearing that approved the amended and restated annexation of Ganesha Gayathri Temple, located at 16059 and 16105 W. 151st St., to replace a previous existing annexation agreement from 2012. The amended annexation agreement set forth a schedule of the final development plans for GG Temple in three phases, with Phase I to have been completed by June 30, 2018. At the end of 2018, Phase I has not been completed, and it became evident that the administration would need to revise the develop- Preschool ment schedule to ensure compliance. The priority in the completion deadlines are to be for development items that are related to maintaining the occupancy and City Code requirements. Development items that are related to the beautification of the property will be pushed to the later stages of phase deadlines. Administration recommended that the restated and amended annexation agreement be amended again, with the date of completion for Phase I changing from June 30, 2018, to June 30, 2021; Phase II changing from June 30, 2019, to June 30, 2023; and Phase III changing from June 20, 2024, to June 30, 2026. This amendment is to come with added provision that the owner must present an annual report with the status of the development; and that failure to meet the revised development goals will be subject to revocation of the certificate of occupancy until compliance with the conditions of the annexation are met. A public hearing is to be held Jan. 16 for the final consideration of the amendment to the amended and restated annexation agreement.
