HISTORY of<br />
LAKE PLACID<br />
<strong>Lake</strong> <strong>Placid</strong> Town Hall<br />
The land comprising present-day<br />
<strong>Lake</strong> <strong>Placid</strong> was<br />
opened to homesteading<br />
by an act of Congress in 1909 as<br />
most of the native Seminole Indians<br />
had, by then, been forcibly<br />
moved to Oklahoma or had fled<br />
into the swamps further south.<br />
Just three years later, there were<br />
75 homesteaders in the area,<br />
according to an unofficial census.<br />
As was customary during that<br />
period, the name of the settlement<br />
changed frequently. First, it<br />
was called <strong>Lake</strong> Buck, then <strong>Lake</strong><br />
June and then <strong>Lake</strong> Stearns,<br />
named after U.S. Surveyor<br />
General Marcellus Stearns.<br />
Things picked up a bit for the<br />
fledgling community in 1916<br />
when the Atlantic Coast Line<br />
Railroad began operations in the<br />
area to move timber, turpentine<br />
and people up and down the<br />
center of the Sunshine State. The<br />
settlement name was changed to<br />
Weco (or Wicco) to coincide with<br />
the name of the railroad stop. By<br />
1924 citrus production and land<br />
development began and the town<br />
was again listed as <strong>Lake</strong> Stearns.<br />
Things changed quickly when Dr.<br />
Melvil Dewey "discovered" the<br />
town in 1927 and thought the<br />
area looked a great deal like his<br />
native <strong>Lake</strong> <strong>Placid</strong>, New York.<br />
Dewey earned fame as the<br />
creator of the library cataloging<br />
method called the Dewey<br />
Decimal System. He had a<br />
vision that <strong>Lake</strong> Stearns could<br />
be a semitropical branch of his<br />
beloved <strong>Lake</strong> <strong>Placid</strong> Club in the<br />
Adirondack Mountains in New<br />
York state.<br />
Dewey hoped to attract wealthy<br />
members of his club to come<br />
south during the winter, so he<br />
built a hotel in town for rich<br />

tourists. Dewey convinced the<br />
town to change the name from<br />
<strong>Lake</strong> Stearns to <strong>Lake</strong> <strong>Placid</strong> to<br />
sell his resort idea back in <strong>Lake</strong><br />
<strong>Placid</strong>, New York. Town leaders<br />
followed Dewey’s lead and<br />
convinced the state to change<br />
<strong>Lake</strong> Stearns to <strong>Lake</strong> <strong>Placid</strong> in<br />
1927.<br />
Thus, the town began its status<br />
as a resort destination. Dewey's<br />
dream did, indeed, bring the<br />
rich and famous to <strong>Lake</strong> <strong>Placid</strong>.<br />
Among the visitors to the<br />
newly-named <strong>Lake</strong> <strong>Placid</strong> were<br />
inventor Thomas Edison,<br />
automobile visionary Henry<br />
Ford, tire magnate Harry S.<br />
Firestone, baseball legend Babe<br />
Ruth and even the notorious<br />
gangster Al Capone.<br />
The Great Depression<br />
interrupted the growth Dewey<br />
had anticipated. But <strong>Lake</strong> <strong>Placid</strong><br />

that showcases a unique<br />
farming industry and<br />

<strong>Lake</strong> <strong>Placid</strong>’s nicknames,<br />
“The Caladium<br />
Capital of the World.”<br />
Some 70-80 percent of<br />
the world’s caladiums<br />
are grown here from<br />
seed and their bulbs<br />
shipped to market. A<br />
highlight of the<br />
Caladium Festival is<br />
a car and motorcycle<br />
show that is<br />
rightfully billed as the<br />
largest summertime car<br />
show in the southeast.<br />
The Arts & Crafts<br />
Country Fair, staged<br />
each February, is<br />
organized and staged by<br />
an all-volunteer<br />
committee. The two-day<br />
celebration is now<br />
celebrated as a mecca<br />
for arts and crafts<br />
enthusiasts and spans<br />
uptown DeVane Park<br />
and at nearby <strong>Lake</strong><br />
<strong>Placid</strong> Middle School.<br />
The reason for another<br />
nickname, “Town of<br />
Murals,” is evident<br />
to anyone who visits.<br />
<strong>Visitors</strong> immediately<br />
notice the beautiful<br />
and informative murals<br />
that adorn commercial<br />
buildings. The murals<br />
tell the story of<br />
historical events and<br />
people of <strong>Lake</strong> <strong>Placid</strong>.
<strong>Lake</strong> <strong>Placid</strong> Country Fair Mural<br />
The vision of <strong>Lake</strong> <strong>Placid</strong> as a<br />
“mural town” came from Bob and<br />
Harriet Porter who had seen a<br />
similar concept during a<br />
motorcycle adventure in Canada<br />
and returned home to create the<br />
<strong>Lake</strong> <strong>Placid</strong> Mural Society. From<br />
humble beginnings, the Mural<br />
Society now boasts 47 giant<br />
outdoor murals in its collection.<br />
In 2013, the town added yet<br />
another nickname: “The Most<br />
Interesting Town in America,”<br />
according to a readers' vote<br />
conducted by Reader’s Digest<br />
magazine.<br />
<strong>Lake</strong> <strong>Placid</strong> is also home to the<br />
American Clown Museum and<br />
School, where classes account for<br />
more than 1,600 graduates<br />
taking “Smiles, Love and<br />
Laughter” back into their<br />
communities as members of<br />

A special mural entitled “Town<br />
of Murals- How it All Began”<br />
highlights Bob and Harriet<br />
Porter, co-founders of the <strong>Lake</strong><br />
<strong>Placid</strong> Mural Society. The mural<br />
depicts their Gold Wing motorcycle<br />
that they traveled with. It<br />
was during these travels that the<br />
Porters visited a small town in<br />
Vancouver Island, B.C., which<br />
was brought back from the brink<br />
of financial disaster through<br />
tourism its murals created. The<br />
Porters brought the idea back to<br />
<strong>Lake</strong> <strong>Placid</strong> and in 1993, the first<br />
mural was painted and the rest is<br />
a colorful history.<br />
The masterpieces have been<br />
created by many artists over the<br />
years. Keith Goodson has<br />
painted the most with a total<br />
of 17 to his credit. His latest is<br />
called “Snapshot in Time,”<br />
completed in 2016.<br />
The society has also included<br />
artwork to disguise garbage<br />
containers around the town.<br />
Some are miniature trains, cars<br />
and even a turpentine can, each<br />
significant to the town’s history.<br />
Indigenous birds painted on<br />
medallions are spread throughout<br />
the business district. Painted<br />
clown benches offer tourists rest.<br />
“The murals are funded by<br />
donations and sponsors,” said<br />
President Harriet Porter. “We<br />
repaint the murals and maintain<br />
the artwork throughout the year<br />
when they need it.”<br />

CALADIUM CAPITAL<br />
of the WORLD<br />
“Red Flash” caladium variety<br />
This summer, <strong>Lake</strong> <strong>Placid</strong> will<br />
roll out the white, deep<br />
crimson, purple, bronze, pink<br />
and green foliage carpet for the 29th<br />
annual Caladium Festival.<br />
But who would have thought such a<br />
thing back in 1990, when two<br />
competing caladium growers –<br />
Carolyn Phypers of Happiness Farms<br />
and Dot Bates of Bates Sons and<br />
Daughters Caladiums – worked<br />
together and made the first festival<br />
possible?<br />
The idea to celebrate the caladium was<br />
first broached by Doris Gentry. A few<br />
years later, growers were prodded and<br />
helped by Ann Bond and Audrey<br />
Vickers from the Convention and<br />
<strong>Visitors</strong> Bureau. They suggested<br />
September, when caladiums were in<br />
full color and the month was slow for<br />
merchants.<br />
Unfortunately, the written history<br />
and an historical exhibit of the<br />
caladium industry were lost in a 2004<br />
hurricane, but enough survived in<br />
family files to tell the story and<br />
continue the festival.<br />
Happiness Farms was the Caladium<br />
Festival’s first location. To prepare,<br />

Bates and Phypers drove and<br />
walked around <strong>Lake</strong> Clay from<br />
County Road 621 to <strong>Lake</strong> Blue<br />
Estates and offered residents<br />
bags of free caladium bulbs if<br />
they agreed to plant them. Buses<br />
ferried visitors to see how<br />
beautifully caladiums could be<br />
incorporated into home<br />
landscapes and to see the<br />
colorful fields of the caladium<br />
farms. The festival had one bus<br />
and two runs the first year,<br />
increasing to 41 tours the second<br />
year.<br />
Two years later, the festival<br />
organizers added the WatersEdge<br />
neighborhood and left trays of<br />
bulbs in the cul-de-sac for any<br />
homeowners who wanted to<br />
plant them.<br />

“We wanted to help the<br />
town and businesses,<br />
so the second year we<br />
held it in town,” Carolyn<br />
Phypers said. Every year<br />
since, the festival has<br />
been held in Stuart Park<br />
on Interlake Boulevard.<br />
The festival was later<br />
changed to August<br />
because of hurricanes,<br />
and then again moved<br />
to the last weekend in<br />
July.<br />

video about the<br />
industry in a barn.<br />

caladium pioneers were<br />
recognized: Emmett<br />
and Mildred Bates,<br />
Paul Phypers Sr., Boots<br />
Holmes and Zena<br />
Hendry. Older growers<br />
sat in rocking chairs at<br />
the Caladium Arts and<br />
Crafts Cooperative and<br />
talked with visitors. The<br />
men stood under the<br />
shade cloth and<br />
answered questions.<br />
The meet-and-greet<br />
with growers was later<br />
moved into the airconditioned<br />
comfort<br />
of the Caladium Arts<br />
and Crafts Cooperative,<br />
with Dot and Maxine<br />
Kelley overseeing the<br />
historical aspect.<br />
Although the number of<br />
growers has decreased<br />
over the last few years,<br />
second generations<br />
have made their mark.<br />

and Phypers families<br />
can be seen throughout<br />
the festival each year,<br />
representing a third<br />
generation.<br />
“What sustained the<br />
festival have been the<br />
profits from selling the<br />
potted plants which<br />
Bates grows, and the<br />
caladium bulbs which<br />
Happiness Farms bags<br />
up and sells,” said Dot<br />
Bates.<br />
“All of that money went<br />
back into the festival to<br />
keep it going,” Phypers<br />
added.<br />
The festival was turned<br />
over to the Greater <strong>Lake</strong><br />
<strong>Placid</strong> Chamber of<br />
Commerce in 2007.<br />
That <strong>Lake</strong> <strong>Placid</strong> is<br />
acknowledged as the<br />
Caladium Capital of the<br />
World is owed to the<br />
vision of a few<br />
enthusiasts who<br />
brought the unique<br />
plant to the U.S. more<br />
than 120 years ago, and<br />
a few dozen local
farmers who believed in the<br />
future of caladiums.<br />
It was in 1893 that Adolph<br />
Leitze, at the time living in Rio<br />
de Janeiro, exhibited more than<br />
400 varieties of hybrid caladiums<br />
at the World’s Fair in Chicago. He<br />
is credited with being the first<br />
to introduce Brazilian caladiums<br />
to the U.S., which aroused public<br />
and horticultural interest.<br />
Most people had never seen or<br />
heard of caladiums. “Here was a<br />
beautiful backyard plant, with<br />
terrific potential, that had gone<br />
virtually unnoticed by<br />
gardeners everywhere. A big part<br />
of the problem, of course, was<br />
that they were not in abundant<br />
supply,” according to The History<br />
of Caladiums.<br />
In 1910, two <strong>Florida</strong>’s pioneer<br />
horticulturists, Henry Nehrling<br />
of Gotha and Theodore L. Mead<br />
of Oviedo, began breeding<br />
caladiums in <strong>Florida</strong>. Nehrling<br />
is the father of famous varieties<br />
today: “Mrs. W.B. Halderman,”<br />
“Arno Nehrling,” “John Peed” and<br />
“Fannie Munson.”<br />
Meade focused on new<br />
lance-leafed varieties. After his<br />
death, caladium breeding went<br />
into a decline.<br />
The next significant caladium<br />
hybridizer was F.M. Joyner. The<br />
Tampa postman began his breeding<br />
efforts about 1937. Joyner’s<br />
hybrids were commercially grown<br />
by L.L. Holmes of <strong>Lake</strong> <strong>Placid</strong> by<br />
a cooperative agreement:<br />
“Aaron,” “Crimson Beauty,”<br />
“Kathleen,” “White Queen” and<br />
“Postman Joyner.”<br />
In the 1950s, the Hoffman,<br />
Hendry and Bates families<br />
started growing caladiums in<br />
<strong>Lake</strong> <strong>Placid</strong>. In 1964, Paul<br />
Phypers Sr. purchased half of a<br />
sod farm and converted fields to<br />
caladium production. Happiness<br />
Farms quickly became the largest<br />

Some of the lakes get absolutely<br />
no fishing pressure, and as a<br />
result, yield large numbers of<br />
bass as well as some real lunkers.<br />
Other larger and better known<br />
lakes that are under tremendous<br />
fishing pressure also produce<br />
high fish counts and even bigger<br />
trophy fish.<br />
Fishing is excellent at all <strong>Lake</strong><br />
<strong>Placid</strong> lakes, but there’s no<br />
denying that <strong>Lake</strong> Istokpoga is<br />
the star of the bunch,<br />
having a worldwide reputation as<br />
the place to fish in the state.<br />
Just because you’re at a lake,<br />
doesn’t mean you have to stick to<br />
fish, as there are also<br />
numerous wildlife viewing<br />
activities at many of the lakes.<br />
You can frequently find Great<br />
Egrets and White Ibises in the<br />
middle of <strong>Lake</strong> Istokpoga, while<br />
<strong>Lake</strong> Istokpoga Park has one of<br />
the largest numbers of Osprey<br />
nests in the United States. You<br />
can also find Bald Eagles, Purple<br />
Gallinules, Snail Kites, Sandhill<br />
Cranes and Wood Storks, among<br />
others, at the park.<br />
Those serious about spotting<br />
wading birds can launch their<br />
boats and visit Cypress Isle<br />
Marina at the southern portion<br />
of the lake, where it’s not<br />
uncommon to spot Crested<br />
Caracaras, Black-bellied<br />

South <strong>Florida</strong> State College’s <strong>Lake</strong> <strong>Placid</strong> Center<br />
was established in 1988 and offered adult<br />
education, child care, welding, and vocational, GED<br />
and ESOL (English for Speakers of Other<br />
Languages) courses.<br />
Prior to the SFSC Foundation's purchase of the<br />
building from the Highlands County School Board,<br />
it was utilized as a high school.<br />
In 1994, the current director, Randy Paeplow, took<br />
over the Center and has since expanded class<br />
offerings. Dual enrollment now makes up more<br />
than 25 percent of the Center’s population with<br />
students enrolled in college courses.<br />
At the <strong>Lake</strong> <strong>Placid</strong> Center, students can take lab<br />
science classes, such as Introduction to Biology,<br />
Anatomy & Physiology 1, and Anatomy &<br />
Physiology 2, in fully stocked laboratories.<br />
Students enrolled in these courses typically<br />
pursue degrees in nursing, radiologic technology,<br />
and dental hygiene.<br />
Currently, the Center hosts community education<br />
classes in chair aerobics, low impact aerobics, and<br />
Zumba. In the future, the Center will introduce<br />
classes in office management and Quickbooks, and<br />
the College’s new mobile lab will visit the Center to<br />
offer classes in welding.<br />

In 2015, South <strong>Florida</strong> State College celebrated its<br />
50th anniversary. The 228-acre Highlands campus<br />
is located two miles south of Avon Park on an<br />
isthmus, bounded on the north by <strong>Lake</strong> Lelia, to<br />
the south by <strong>Lake</strong> Glenada, and to the west by U.S.<br />
27.<br />
A public college, the institution offers college credit<br />
certificates, occupational certificates, and associate<br />
degrees in more than 60 fields of study as well as<br />
Bachelor of Science degrees in nursing and<br />
elementary education, and a Bachelor of Applied<br />
Science degree in business management and<br />
supervision.<br />
Through the SFSC University Center, SFSC<br />
partners with other four-year colleges and<br />
universities to offer selected bachelor’s and<br />
master’s degrees. Specialized courses are geared for<br />
adult education needs and course work is offered<br />
through a combination of traditional classroom<br />
and distance learning instruction.<br />
An athletic program fields teams in women’s<br />

nation for employment gains in 2017. Only one<br />
other <strong>Florida</strong> Metropolitan Statistical Area (MSA)<br />
