Highland Park City Council
City Council OKs
preliminary plan for
Karger Center site
Stephanie Kim
Freelance Reporter
The Highland Park City Council approved
a preliminary redevelopment plan
for the Karger Center site at 1850 Green
Bay Road Monday, Feb. 25, after months
of deliberation and public comment.
The preliminary plan — which proposes
a new 171-unit, 63-foot tall five-story
apartment building, known as the Albion
at Highland Park — includes conditions
set by the council and Plan and Design
Commission and also identifies zoning
relief for upper-story step-back, rear yard
setback and inclusionary housing, among
other modifications.
The preliminary plan passed by a 4-2
vote, with a recusal by councilman Anthony
Blumberg, who participated in the
meeting by phone. Blumberg noted his
wife’s position as the president of the
board of directors for the Highland Park
Community Nursery School, which is at
the Karger Center site.
Councilman Daniel Kaufman and councilwoman
Kim Stone both disapproved
the preliminary plan based on concerns
about the process related to the affordable
housing component of the development
