AGRICULTURE 14 M arch 14'19 haNNa / c oroN atioN /Stettler, a b. eca review Council approves charges for campground concession Cont’d from Pg 3 Chief Administrative Officer (CAO) Michelle White noted she is in talks with Public Works to find an area that can accomodate these vehicles as a possible truck stop area. Recreation Vehicles (RV) or trailers were also a hot topic. Any RV or trailer is currently not allowed to block access to any public or private property, and if said vehicle can not move due to mechanical issues they will have 72 hours to promptly remove it. Nobody is allowed to live in their trailer on the street either as there are areas such as a the campground for this. The CAO has the right to waive these issues if it is necessary to do so. White mentioned she will investigate to learn more about Cont’d from Pg 2 Major projects like pavement patching and sidewalk improvements along with the 2019 roadway reconstruction, water, anitary and storm service replacement at a cost $1.72 million were highlighted. “There is support for all kinds of areas and services in our community from water, sewer, roads, drainage, planning studies, recreation and culture components so it’s a gamut of a full spectrum of expenditures,” said Chief Administrative Officer (CAO) Greg Switenky. The budget also reveals the large carry-over amounts from continuous or new projects coming up. There are internal funds being used as well as grants. The town, like many other municipalities across the province, are waiting for the results of the provincial election as it will determine whether there will be modifications to the budget or even postponing projects as grants may be slashed or added to. “I’ve been pleased by some of the feedback received by senior staff,” said CAO Switenky. “Historically, we have had limited sort of participation by all of our department senior staff at the capital budget. “I think they greatly added value to the question and answer session. I had at least two or three of them come forward and basically say how much they enjoyed the process and relationship with members of Council.” Mayor Sean Nolls added, “I think what it really shows, Greg, is the inclusivity of this organization and that’s why we are who we are and what we can accomplish.” RVs on private property and how this can be added into the bylaw. Campground Concession fees questioned Council debated on the future of charges for the use of the campground concession. They historically have charged for usage but there was arguments for both sides of the issue. After discussion, Council passed a motion to charge $100 for use of the concession. Some councillors felt the facility would stop people from exploring downtown by ‘taking money from people on main street’. Others were not as concerned highlighting that the facility draws people to the campground and lake. Along with the approval of the 2019 Capital Budget, council also discussed their Strategic Plan for the town of approximately 6,000 people. Five main goals have been identified; the first being corporate and identify branding. The other goals highlighted were downtown improvements like parking solutions for the north and south end of main street, the multi-use facility, highway access and West Stettler Park improvements. Although these goals are on the radar, more discussion will be taking place. Stampede gains $10,000 in entertainment funding President Earl Radford of the Steel Wheel Stampede as well as Vice President Sean Nolls presented their case for further funding of the event at the regular meeting held on Mar. 11. The pair, on behalf of the stampede committee, requested $10,000 in funding to get a ‘foot in the door for us’ as entertainment pieces are costly. Council agreed to give the Steel Wheel Stampede $10,000 in funding from the Community Development account of the 2019 budget. A bullfighting night is expected to take place on the Thursday night for approximately $4,500 again but the committee feels extra family friendly events are warranted as it attracts more people through the gates. This will also help them get the event to a more sustainable state. This is the third year the Town has supported the event. Coun. Wayne Smith asked about their financial state once last year’s event numbers rolled in. Radford explained there was roughly $3,000 in accounts to put towards this At one point, the caretaker of the campground had the authority to operate the concession themselves, sub-lease it or keep it closed. Reserve allocations Village Financial Statements show the amount of Municipal Reserves as part of the Village’s annual audit report. These amounts are a total of the capital and operating reserves for each department and so council is able to create, use or re-assign reserves through resolutions if they see fit. Administration asked council to combine both capital and operating reserves into one reserve as it would give a more clear picture of what is available in each departments reserves. Stettler town senior staff added value to budget discussions year and that the relationship between the Steel Wheel Stampede and Stettler Agricultural Society is becoming stronger each day. The only fee they have to pay for the ground usage is a damage deposit, keeping costs low in that regard. As for live entertainment, the stage will be moved to a different location again as they figure out which space works best. The parade route is also being reexamined as the route last year was found to be quite long. Legacy Track close to reaching lofty goal On Mar. 8, Clearview Public Schools announced the resurfacing of the 1991 Summer Games Legacy Track located at the William E. Hay High School. The three stakeholders including the Town of Stettler came together to pool the funds needed for this project. When separated it leaves room for interpretation. Council made a resolution to amalgamate both reserves into one. Lake vitality research taking place A request made by local resident Sharon Frazer during the Feb. 20 Alix Council meeting has prompted administration to dig deeper into the logistics of Alix Lake and the Nature Trail. A letter was sent to council asking council and staff to do more to keep the lake sustainable as well as checking to make sure they are adhering to an agreement between the Queen and the village. CAO commits full-time at village CAO Michelle White has chosen to work full time for the Village of Alix. She recently left Big Valley, allowing Priscilla Brown the opportunity to be CAO for their village. It was mentioned Brown has never worked as a CAO but has a strong financial background. Mayor and council were pleased to have White onboard full-time.
ECA rE viE w HANNA/CoroNAtioN /StE ttlE r, Ab M A r CH 14'19 15 Technology mimics what oceans do Cont’d from Pg 4 Interestingly, if you go to the Carbon Engineering website and read about their four step Direct Air Capture (DAC) technology, you will find that the first two steps mimic and accomplish exactly what the oceans do, they scrub the CO2 out of the air and produce pellets of calcium carbonate, better known as limestone! In steps three and four, they burn natural gas for heat to convert the CACO3 into lime (CaO) and slaked lime (Ca(OH)2) while capturing purified CO2. They boast of being able to produce “carbon neutral” purified CO2 because the CO2 that they remove from the air to make the calcium carbonate pellets makes up for the CO2 released when they are burning the natural gas. Talk about a shell game! It would be really ironic if their purified CO2 was used to inject into greenhouses to increase plant growth! Hopefully you are beginning to see what I mean by “contemptibly stupid”! The other more minor but vitally important contributor to natural carbon sequestration is of course photosynthesis, the process that converts sunlight, water and CO2 to sugar and makes life possible on this earth. It also allowed for the vast deposits of fossil fuel deposits that we have been blessed with. Here is where the potentially dangerous part comes in. If humans were to somehow reduce CO2 levels to 150 parts per million, all plants and therefore all life on Earth would die. Of course, that is not going to happen, but as I have previously mentioned, for every increase or decrease of 100 ppm you get an approximate corresponding increase or decrease of 10 - 15 per cent in plant growth and therefore, food production. Again, hopefully you see where I am going. Maybe farmers worldwide should be preparing to sue Carbon Engineering and their investors for damages due to reduced crop production potential. Maybe we also should throw in the climate alarmist environmentalists and the whoring politicians as part of the suit as well! How could so many people who are supposedly so smart have missed this and fallen for this carbon capture bravo sierra? Who is to blame for this “contemptible stupidity”? In Canada, I blame our education system and feel that I have the right to do so as I am a science teacher. We are not teaching students logic, critical thinking and the basics of how the Earth works. If everyone knew what I just explained about limestone deposition, photosynthesis and the history of atmospheric CO2 levels on the Earth, we would all be able to see through the climate alarmist garbage. Worldwide, I blame the United Nations and their neo-pagan globalist agenda, but there is not enough space to elaborate on that here. Canadians, please think well about these issues.
