building in Morrin, Ab. on Wed.<br />

Administration hope to start<br />
reconstruction of a new office in<br />
the village as soon as this<br />
summer.<br />
On May 25, 2018, at approximately<br />
4:30 a.m., the County<br />
building became engulfed in<br />
flames, rendering the facility a<br />
write-off in terms of insurance<br />
and usage.<br />
The east side took the most<br />
damage as fire crews used backhoes<br />
and trackhoes to lift the<br />
roof in an attempt to stop the<br />
fire by constantly feeding water<br />
into the structure.<br />
The west side, which did not<br />
fall, sustained serious smoke<br />
damage among other issues so it<br />
was determined the entire<br />
building would be demolished.<br />

and Drumheller Fire<br />
Departments responded as well<br />
as RCMP and EMS, all of which<br />
did not leave the scene until late<br />
in the evening.<br />
For now, ATCO has lent some<br />
mobile units that have been<br />
transformed to fit the needs of<br />
the County so they can continue<br />
running.<br />
“It’s been pretty good,” said<br />
Matthew Kreke, Assistant Chief<br />
Administrative Officer (CAO) of<br />
Starland County. “They [ATCO]<br />
were pretty good about setting it<br />
up real quick and giving us a<br />
spot to move in. We prefer to be<br />
in Morrin.”<br />
Shortly before the fire, the<br />
County was making plans to<br />
construct a new public works<br />
facility that currently sits at the<br />
north end of the village.<br />
The County is now pivoting<br />
and taking advantage of the<br />
misfortune by allocating their<br />
funds towards an entirely new<br />
building or buildings that will<br />
hold space for both public works<br />
and administration.<br />
“We’re going to be using the<br />
money to build a new location,”<br />
continued Kreke. “We made the<br />
decision not to rebuild. It was<br />
pretty expensive to rebuild and<br />
we were already in planning to<br />
build a new public works shop<br />
on the north end of town. We<br />

states there was an error in<br />
the newspaper’s reporting<br />
on MLA Rick Strankman’s<br />
decision to leave the UCP to<br />
sit as an Independent in the<br />
provincial legislature.<br />
This correction information<br />
is, in fact, incorrect and<br />
misleading.<br />
The “correction” contends<br />
that Mr. Strankman did not<br />
leave UCP for the reasons he<br />
stated publicly when he left<br />
the Party in January, with<br />
<strong>ECA</strong> citing different motivation<br />
assumed to be definitive<br />
and conclusive.<br />
Those assumptions are<br />
inaccurate. The factual reasons<br />
communicated by MLA<br />

Council picked up where<br />
they left off by reviewing the<br />
Traffic Bylaw as they continue<br />
to look at each<br />
segment in depth during<br />
their meeting on Wed. Mar.<br />

The rules of parking was<br />
this week’s topic.<br />
One of the rules requires<br />
vehicles to not park within<br />
five metres of a fire hydrant,<br />
marked crosswalk or stop or<br />
yield sign.<br />
Recently, a new stop sign<br />
was erected in the village to<br />
curb speeding in a residential<br />
area which happens to<br />
also be located close to a<br />
school zone.<br />
A resident who lives right<br />
outside of this stop sign has<br />
lived on the property longer<br />
than the sign so councillors<br />
felt there should be some<br />
discretion for the homeowner<br />
when it comes to<br />
parking vehicles near his<br />
property.<br />
The bylaw acts as a way<br />
for law enforcement to have<br />
backing when investigating<br />
a complaint.<br />
The system is complaint<br />
driven.<br />
Another concern coming<br />
from both residents and<br />
councillors was idle times in<br />
a residential district.<br />
Some residents earn their<br />
living by truck driving so<br />
some semi-trailer trucks<br />
can be seen parked overnight<br />
in these areas and are<br />
sometimes run for long<br />
periods of time in the<br />
morning to warm up.<br />

Those reasons cited by MLA<br />
Strankman stand as stated publicly in<br />
communications on both dates in this<br />
matter:<br />
1) Repressive top-down control of<br />
the UCP, and<br />
2) The slow elimination of Party<br />
grassroots principles developed by<br />
Wildrose, and brought to UCP in the<br />
parties’ merger, but slowly being eliminated<br />
under UCP leadership and<br />
administration.<br />
This was correctly reported in the<br />
<strong>ECA</strong> <strong>Review</strong>, front page coverage, Feb<br />
21, <strong>2019</strong> of the Feb. 18 announcement<br />
meeting in Stettler.<br />

which point a committee<br />
will check the submissions,<br />

“We’re hoping to get<br />
shovels in the ground this<br />
