Eca REVIEW Surplus in 2018 Cont’d from Pg 3 Council heard that the 2018 year ended on a positive note again with a surplus that council agreed to place into restricted surplus accounts. A surplus transfer of $220,000 into the following capital accounts including Common Services Equipment at $50,000; Roads at $50,000; Airport at $50,000; Recreation at $50,000 and Wellness Centre at $20,000. “I’m wondering if we should do a fire hydrant program?,” questioned Coun. Vickey Horkoff. Kulyk confirmed that a program under operating is budgeted for two new fire hydrants a year and “is anywhere between $10,000 and I think it was $30,000 last year,” said Kulyk. “We need to start replacing those olds ones,” said Horkoff. “And just get it all done,” Coun. Jackie Brigley added. “You could do it as a major capital replacement,” offered Kulyk. There are 52 or 53 fire hydrants in the town confirmed Kulyk. “You can certainly change your allocations in reserves at anytime,” said CAO Kulyk, “so if you want to revisit it later on in the year you certainly can.” Council will also consider Deputy Mayor Ron Checkel’s question, “Do we want to look at starting to run fibre optics to everything in town?” “Start building a fund, that would be a good idea,” said Kulyk. Broadband Council discussed the government’s priority to have all small communities with broadband access. “They [provincial government] have made it a priority,” said Coun. Cook, “they just haven’t put money as a priority yet.” “BRAED [Battle River Alliance for Economic Development] has done a research project on a viable broadband for us,” said Cook, “and through all the research they have done, they’re saying the government is going to have to be our partner to bring broadband in. The communities aren’t going to be able to afford it. “They’ve [government] made it a priority, they just haven’t financially made it a priority,” concluded Cook. Council had heard at their last meeting from councillors Horkoff and Brigley, who had attended a group meeting with Castor and County councillors, that determined costs to get fibre optics into the communities would be “$3.2 million for this whole region” and that would not include getting fibre optics into each household. Bylaw Officer’s report In the Bylaw Officer’s report, it noted 2.75 hours accumulated on three snow complaints. Coun. Vickey Horkoff inquired as to what the snow complaints were stating, “They took up a lot of [Bylaw Officer Wuzinski’s] time.” “One of them definitely was a contractor again,” answered CAO Kulyk. An additional Castor CAO finishes 39-year career Terri Huxley ECA Review Sandy Jackson has concluded a 39 year career with the Town of Castor. She originally began as Assistant Chief Administrative Officer (CAO) and then transitioned into CAO ten years ago. Jackson began her career with the town almost immediately after finishing her studies at Reeves College in Red Deer. She studied to be in paralegal administration but fate had other plans. “It just so happened that I was just finishing and so I got this job. The timing was perfect,” she said. Over the years, Jackson has seen it all, including the change in town office buildings and community hall. The previous office building is located next to the current facility but was very close quarters as the fire hall, two administrators, and public works were sharing the space for a short time. “It was a little crowded,” she said. Then the County built their new building near Highway 12 in 2010, allowing the town an opportunity to take over the building. Now, most of the offices are utilized. “The biggest change from when I started was that we had one electric typewriter – no computers. There’s just a big NCR posting machine that we did all the utility bills by hand and everything by hand which balanced everything. Like all of our financial ledgers were balanced by calculating so we went from that to computers and I think we brought those in 1984. However, there is far more paperwork now than there was back in 1980,” said Jackson. As for council, the veteran CAO has seen turnover of 14 different councils altogether. Her favourite part of being CAO with the town was the various beautification projects including horticulture, the pathways connected throughout the park and the recently constructed Community Centre. “The anticipation of knowing that something is not going to go well and you better be prepared because some people aren’t going to be happy,” she said. “That to me is one of the more Caring for you & your Smile! One of the things, she is looking forward to is dedicating more time to the Castor Legion for a special World War 1 and World War 2 mural of the fallen soldiers. “All together there are 39 fallen soldiers between World War 1 and 2 and we have been getting plaques with their pictures and we are hanging them in the Legion,” she said. She also teaches Aquafit in the summer months, a passion of hers for the past 13 years. As for winter activities, she will follow many snowbirds south to vacation and soak in the sun rays. Taking her place is Christopher Robblee, a skilled man in both the public and private sector with multiple years of education and experience to add to the town. “I know the staff that is here right now are all good. They are young. ECA REVIEW HANNA/CORONATION/STETTLER, AB MARCH 21'19 5 Dragons season closes Terri Huxley ECA Review With a nail biting five-game series between the Drumheller Dragons and Canmore Eagles Junior A Hockey teams, the Dragon’s season has come to an abrupt end. On Wed. Mar. 13, the Dragons hosted the Eagles in front of a full house of spectators. Leading up the intense evening, the hometown team consisting of players from all over Western Canada began the beginning of playoffs at home on Thur. March 7. The Eagles won 2 – 1 in overtime. Game 2 was also held at the Drumheller Memorial Arena the next night. The Dragons bounced back scoring 3 – 2. Back at the Canmore Recreation Centre, Game 3 showed intense spirit from both sides as both had scored four goals by the time the third period clock timed out. In overtime, the Dragons prevailed, scoring the fifth and final goal of the night. SPORTS Game 4 took place on Mon. March 11 in Canmore. The Eagles were able to take two points off the Dragons, leaving the game 2 – 1. The back and forth matches led to a rowdy crowd on Wed. March 13 for the determining round of play. For two periods, neither team scored on net. The Third period vibe changed when the Dragons broke the dry spell at 5:44 on the power play thanks to Brady Risk who was assisted by Derrick Budz. Less than 10 minutes later, the Eagles fought back, tying the score 1 – 1 at 14:29. Not even 20 seconds later, a stunned audience watched as the Eagles scored a second time, which eventually sealed the Dragon’s fate. The team has six players moving on to higher ranking hockey teams. They finished third in the regular season after accumulating 78 points behind the Brooks Bandits and Okotoks Oilers. The Eagles, winners of the series, have advanced to round two against the Brooks Bandits. Dragon, Derrick Budz,19, and Canmore Eagles left wing, Michael Spafford, 24, jump for the puck as Eagles defenseman Mark Drohan, 28, Dragons forward Shane Ott, 15, Eagles Jesse Sheen, 33, and Eagles goalie Thomas Davis, 35, brace for action. The Eagles soared past the Dragons, taking home the win after a 2 – 1 lead by the end of the third period, advancing the Eagles to the next round of playoffs. Bantam Jets win big by Karson Swanson On March 12 at the Servus Sports Center in Lloydminster, the Bantam Jets won their league banner against the Lloydminster Bantam 3 in a close game ending in a score of 4-3. This year’s Bantam Jets are a combination of Chauvin, Edgerton, Czar, Hughenden, Wainwright and Hardisty players, and with only 12 skaters and one goalie, they have been a close-knit and hard-working group all year. As all of these towns came together to make one team, the year went really well. “It was a good year, we played good for the most part,” said Jets player Izak Fisher. So well, in fact, that the team only lost two games in the entire regular season. In the playoffs, the Jets triumphed over Wainwright in two games in February, bringing them to this final series against the third of five Lloydminster Bantam teams. The first game of the final series was played in Chauvin on February 26, with the Jets taking a 6-3 victory. Then in a hard-fought game on March 2, the Jets were down by two going into the third period, and they managed to pull out the win in the end. “The offence was a little low but the goalie played good,” said Jets fan Hayden McQuaid, when asked for his thoughts on the Jets performance in the final game. And as the goalie on this team, this author would have to agree with him. It felt nice to get a reward for all of our hard work.
