10 — VANGUARD, THURSDAY, APRIL 11, 2019 Falana, Oyebode, others call for SARS reforms •Call for prosecuti<strong>on</strong> of SARS operatives who torture suspects By Evelyn Usman Lrights AGOS—HUMAN activist, Mr. Femi Falana, SAN; a Professor of Internati<strong>on</strong>al Law at the University of Lagos, Akin Oyebode; and Executive Director of Centre for the Rule of Law, Olasupo Ojo, yesterday, called for the restructuring of the Special Anti Robbery Squad, SARS, to make it more effective. They said this at the end of a three-day training organised by the Coaliti<strong>on</strong> for Good Governance and Justice, in partnership with the Nigeria <strong>Police</strong> Force, for officers and men of the Akwa Ibom <strong>Police</strong> Command. In his address entitled: C<strong>on</strong>tinuous relevance of SARS under the current democratic dispensati<strong>on</strong>, Mr. Falana said there is need to restructure the Squad. He said: “Rather than disband SARS as some aggrieved Nigerians have c<strong>on</strong>tended, operatives of the Squad am<strong>on</strong>g other things, should be c<strong>on</strong>tinuously trained, Lottery Commissi<strong>on</strong> clamps down <strong>on</strong> illegal operators THE Nati<strong>on</strong>al Lottery Regulatory Commissi<strong>on</strong> has clamped down <strong>on</strong> some illegal lottery operators in Lagos <strong>State</strong>. In a statement by a director of Nati<strong>on</strong>al Lottery Regulatory Commissi<strong>on</strong> and leader of the enforcement team, Mr. Okechukwu Odunna said: “Any operator that c<strong>on</strong>travenes the commissi<strong>on</strong> act of 2005 should be shut down.” The task forceraised two teams for the enforcement exercise. Team ‘A’ was led by Deputy Director/ Coordinator, Mrs. Priscilla Onuzulu while Team ‘B’ was led by Mrs. Joy Okuna, an assistant Director Licensing and Operati<strong>on</strong>. The first operator that fell under the Commissi<strong>on</strong>’s hammer was 1960 Bet, which occupies the same building with the Commissi<strong>on</strong> at No 17, Aje Street, Sabo, Yaba, Lagos. Team ‘B’ headed to B<strong>on</strong>anzawin, another operator, located at 148, Bode Thomas Street, Surulere, Lagos and sealed it but after much deliberati<strong>on</strong>, which lasted for hours, the operator signed an undertaking to register with the Commissi<strong>on</strong>. Their argument was that they have registered with Lagos <strong>State</strong>. At the end, the seal was removed. Mrs. Okuna cited that <strong>on</strong>ce an office is sealed, the director of the said company or any senior staff is accompanied by a <strong>Police</strong> Officer, to a nearby <strong>Police</strong> stati<strong>on</strong> to write statement as regards the sealing off of their office. The fire boss, who wore his uniform to signify full resumpti<strong>on</strong> of duty, arrived at the headquarters, Alausa Secretariat, Ikeja at about 8:30 am and was welcomed by jubilant staff who had laid siege to his office to catch a glimpse of him. Musibau and six other pers<strong>on</strong>s were three days ago kidnapped by some gunmen at Iwoye bridge end of Ketu-Ereyun, Ikorodu, Lagos. The five victims are Rasaki Musibau, Mufutau Adams, Funmilayo Adelumo, Asiogu Martha and Lasisi Muka. Jubilati<strong>on</strong> at Lagos Fire Command According to the Lagos <strong>State</strong> <strong>Police</strong> Command, the men were rescued from their kidnappers den, while two suspects were also arrested in the process. But it was the visibly relieved fire boss who savoured the joy of freedom as he happily resp<strong>on</strong>ded to the recepti<strong>on</strong> from his colleagues, who <strong>on</strong> sighting him, erupted into s<strong>on</strong>gs of thanksgiving. Shortly after his arrival, Musibau addressed the staff and thanked them for their prayers and steadfastness during his time in captivity, saying: “I am grateful to God for my safe return.” He noted that their prayers and efforts of the law enforcement agencies, including the Nigeria <strong>Police</strong>, aided their quick release by the abductors. Musibau, however, declined to speak with newsmen as efforts by pressmen gathered at the premises to get his comment and possibly narrate his ordeal in the hands of his abductors proved abortive. A fireman, however, disclosed to Vanguard that he (Musibau) decided to resume duty because of his belief that emergency operati<strong>on</strong>s require maximum alertness. “From my interacti<strong>on</strong> with him, he assured us that his resumpti<strong>on</strong> to work is total and will not leave until the close of work today”, the fireman said. But a relative of <strong>on</strong>e of the victims, who simply gave his name as Oluwagbemiga, revealed that the victims were kept in <strong>on</strong>e of the creeks around Ondo <strong>State</strong>. He revealed that after they were abducted, they were taken into a boat to an undisclosed destinati<strong>on</strong>, with stern instructi<strong>on</strong> to keep calm or have their heads blown off if they acted otherwise. Olugbemiga said: “We rejoice over the release of our relative. Since they were abducted, we have been fasting and praying for their safe arrival. How they were rescued — <strong>Police</strong> C<strong>on</strong>firming their release <strong>on</strong> Wednesday, <strong>Police</strong> Public Relati<strong>on</strong> Officer, PPRO, Bala Elkana, said the abductors released the victims at about 11.45pm <strong>on</strong> Tuesday night unhurt, adding that they have since been reunited with their families. Elkana said: “Following sustained and wellcoordinated operati<strong>on</strong>s by the Command’s Tactical teams led by the Officer in Charge of Anti Kidnapping Unit, SP Bulus R Musa, two members of the kidnapping gang that abducted the Director of Lagos <strong>State</strong> Fire Service, Rasaki Musibau and six others <strong>on</strong> April 6 at about 8.pm were arrested. “The suspects namely: Blessing Bayo ‘m’ 29 and Smart Alfred, 32 years, all of Arogbo, Ondo <strong>State</strong> were arrested <strong>on</strong> 10/4/19 at about 05.30 hrs, at Ibafun al<strong>on</strong>g Ikorodu- Ijebu Ode Expressway, a boundary community with Ogun <strong>State</strong> and they all c<strong>on</strong>fessed to the commissi<strong>on</strong> of the crime. “Two single barrel guns were recovered from them. Investigati<strong>on</strong> is <strong>on</strong>going; efforts are in place to arrest other fleeing members of the gang.''
