Titled “A Town Hall Discussion on Cannabis Legalization,” the discussion was hosted by state senators Heather Steans and Julie Morrison along with state representative Bob Morgan. Steans has sponsored a bill to regulate and tax cannabis for adult use in Illinois. She hopes to have a final draft made public within a couple weeks, with a vote before the General Assembly ends this session in late May. Newly elected Gov. J. B. Pritzker has voiced support for the legislation. “This is a big policy change,” said Steans, a Democrat who represents the 7th District, which covers many northeastern Chicago neighborhoods. “Your input is critical,” she said, addressing the sizable crowd seated in the main room on the library’s main floor. Referring to a Power- Point presentation, Steans began by saying 33 states allow medical use of cannabis (including Illinois) and 10 states already allow adult use. Of those 10 states, all but one legalized cannabis through referendum. While Steans allowed that referendums are easier to do since they’re usually simple yes or no votes, she said allowing cannabis through legislation allows for better laws and flexibility. Steans said cannabis should be legalized since prohibition hasn’t worked, citing statistics that show 22 million Americans currently use it and 780,000 Illinoisans have reported using it in the past month. Two other reasons for legalizing it, Steans added, are addressing teen usage and restorative justice. She stressed that legalization does not increase teen usage of cannabis and that most states that have legalized it have reported a decline in teen use. “My goal is for teen use to go down,” Steans said. People of color have been disproportionately affected by the War on Drugs, Steans said, and decriminalizing cannabis would allow constituents to avoid onerous criminal records and even work in the budding cannabis industry. Current Illinois law allows medical use of cannabis for approved conditions and makes possession of less than 10 grams a civil offense with a maximum fine of $200. The new proposed legislation would allow state residents 21 and older to possess/purchase up to one ounce of cannabis and grow up to five plants indoors.
