ordinance that might incorporate<br />
Carroll’s suggestions.<br />
After the meeting, Mc-<br />
Carthy expanded on the<br />
possible code amendment.<br />
He said human trafficking<br />
investigations are<br />
not handled at the local<br />
level — it is referred to<br />
the Department of Homeland<br />
Security — and that<br />
police receive complaints<br />
or tips sometimes regarding<br />
illegal activities at the<br />
massage businesses. After<br />
they investigate, and try<br />
to get some background<br />
on anyone arrested, they<br />
sometimes find certain<br />
identifiers that could<br />
mean the arrested individual<br />
was involved in trafficking<br />
— including a language<br />
barrier or how short<br />
a time they have been in<br />
the United States.<br />
“It’s obvious what is going<br />
on here, and they were<br />
brought here for one reason<br />
and one reason alone,”<br />
McCarthy said of those<br />
situations.<br />
McCarthy said police<br />
recognize that the person<br />
arrested also may be a victim<br />
in those cases.<br />
He also said he thinks<br />
by requiring the business<br />
to offer more than one service<br />
(and thus have to obtain<br />
more licenses) could<br />
serve as a deterrent for<br />
these operations.<br />
“It is not going to end<br />
it, but again, it would<br />
deter it,” he said. “And<br />
the ones that are in business<br />
now, we haven’t had<br />
complaints. That’s just<br />
fine. If we’re not getting<br />
any complaints and not<br />
hearing anything about it,<br />
they must be a good business.”
