village
From Page 3
Ultimately, the committee
members opted to vote
3-0 to forward the item
onto the Village Board
with no recommendation
to give staff time to look
at possible changes to the
ordinance that might incorporate
Carroll’s suggestions.
After the meeting, Mc-
Carthy expanded on the
possible code amendment.
He said human trafficking
investigations are
not handled at the local
level — it is referred to
the Department of Homeland
Security — and that
police receive complaints
or tips sometimes regarding
illegal activities at the
massage businesses. After
they investigate, and try
to get some background
on anyone arrested, they
sometimes find certain
identifiers that could
mean the arrested individual
was involved in trafficking
— including a language
barrier or how short
a time they have been in
the United States.
“It’s obvious what is going
on here, and they were
brought here for one reason
and one reason alone,”
McCarthy said of those
situations.
McCarthy said police
recognize that the person
arrested also may be a victim
in those cases.
He also said he thinks
by requiring the business
to offer more than one service
(and thus have to obtain
more licenses) could
serve as a deterrent for
these operations.
“It is not going to end
it, but again, it would
deter it,” he said. “And
the ones that are in business
now, we haven’t had
complaints. That’s just
fine. If we’re not getting
any complaints and not
hearing anything about it,
they must be a good business.”
