Glencoe, IL THE LAKE FOREST LEADER Driver in stable condition after jumping out of moving car, off overpass in Lake Bluff A driver suffering from a mental health crisis jumped out of his moving vehicle and then off an overpass around 6:10 p.m. on April 8 in unincorporated Lake Bluff, according to the Lake County Sheriff’s Office. The driver, a 28-yearold Libertyville man, traveled westbound on Route 137, just east of Interstate 94 in unincorporated Lake Bluff, and had one passenger in the car, a 42-yearold man from Grayslake. The driver, who is not being identified, opened his car door and intentionally fell out of the moving vehicle on the roadway, for an unknown reason, according to the passenger. Witnesses reported the driver got up and jumped off the overpass, falling onto the railroad tracks approximately 30-feet below the roadway. The driver sustained serious injuries and was transported to Advocate Condell Medical Center in Libertyville. Sgt. Christopher Covelli, of the Lake County Sheriff’s Office, said the driver is in stable condition at the hospital as of April 9. The passenger of the vehicle — a friend of the driver — was not injured when the car struck the guardrail, Covelli added. “The passenger was completely taken off guard and taken by surprise when the driver jumped out of the moving vehicle,” Covelli said. THE WILMETTE BEACON Resident suggests proposal to save cottonwood trees at Community Playfield After attending the Wilmette Park Board meeting the day before to speak about the stormwater project, resident Herb Engelhard attended the Village Board meeting the next day to speak about the same topic. Engelhard and fellow resident Rick Prohov arrived to the Village Board meeting on Tuesday, April 9, after the designated public comment time, as they were not familiar with the Village Board’s practice of public comment taking place near the beginning of the meeting. Immediately upon the board adjourning the meeting, Engelhard and Prohov indicated they wanted to speak. All board members except trustee Joel Kurzman voted in favor of reopening the meeting to allow them to speak. Kurzman voiced his displeasure that the residents were allowed to speak outside of the designated public comment time. Trustee Kathy Dodd defended the residents, as public comment time takes place at different points in the meeting. “It is confusing that the park district has public comment at a different time,” she said. “Even in some of our committee meetings, public comment is at the end of the discussion. THE HIGHLAND PARK LANDMARK City Council approves Red Oak and Windy Hill Lane subdivision A new four-lot subdivision will be coming to the northwest corner of Red Oak and Windy Hill Lane as City Council gave it the go-ahead at its Monday, April 8, meeting with some development skepticism by council members and contention from the area’s residents. One concern shared by council members was the preservation of a heritage tree, which is in the middle of the subdivision. A consideration to amend the resolution to reduce the subdivision to three lots was shot down and the resolution received a unanimous 7-0 vote. Despite the issue, council members echoed each other, stating that all procedures and protocols have been met, therefore it should be approved. “I’m inclined to vote in favor of the subdivision,” Councilman Anthony Blumberg said. “I want it clear on the record, at least, that this does not act as a message of approval to the Zoning Board of Appeals that the Council’s agreement of the subdivision automatically agrees to remove this heritage tree.” David Meek, the applicant’s attorney, asked that City Council adhere to their procedures that the applicant has followed. THE NORTHBROOK TOWER Village Board to vote on Northbrook Court TIF District The Northbrook Village Board moved one step closer to creating a Tax Increment Financing District to support the potential redevelopment project at Northbrook Court. During their Tuesday, April 9, meeting, trustees directed staff, by a 5-1 vote, to draft the necessary ordinances for consideration at their Tuesday, April 23, meeting. Only Trustee Jason Han voted against the decision, which would put creating the TIF District up for a vote before trustees could vote on whether or not to approve the actual redevelopment project it was designed to support. The Village Board originally hoped to approve both simultaneously during the Tuesday, April 23, meeting. However, before the Village Board can review the redevelopment plan, they need a referral from the Northbrook Plan Commission, which won’t render a decision until May 21 after honoring a requested delay from the developer. The Village Board would consider the redevelopment plan after that. If the redevelopment is eventually approved, the overall property value of Northbrook Court will increase, causing its property taxes to increase. By creating a TIF District around the mall, trustees would be subsidizing construction costs by waiving only the additional taxes over a 23-year period. Reporting by Chris Pullam, Freelance Reporter.
