Wainhomes Residential Development – Treligga Downs Road, <strong>Delabole</strong><br />

Notes Relating to the Proposal<br />

Wainhomes is proposing a residential development of approx. 65 homes, including: 2-4 bed open market dwellings; 2-3<br />

bed affordable dwellings for local people; and a number of accessible bungalows. Originally these accessible bungalows<br />

were proposed as age-restricted but from feedback there are some in the community that require these below the age<br />

threshold, including residents with disabilities.<br />

The aim of the scheme is to address local need. In order to achieve this aim we have included provision for:<br />

- Affordable homes for local people;<br />

- Land set aside for the Parish Council to be used for community use;<br />

- A 20 space car park that could be used for school drop off / pick up, future residents & visitors;<br />

- An education contribution towards the expansion of the primary school; and<br />

- Further S106 contributions to be discussed with Cornwall Council and the Parish Council.<br />

Two key considerations which has led the design process from the beginning has been the traffic and the primary school.<br />

To ensure that the scheme would not have an overly detrimental effect on the village Wainhomes have been working<br />

with our Highways Consultants; whose technical input has assured that the design of the current scheme would not have<br />

a major impact on the existing roads. In relation to the primary school, Wainhomes have worked closely with Aspire<br />

Academy Trust to ensure all necessary contributions would be in place for the Trust’s plans to expand <strong>Delabole</strong> Primary<br />

School.<br />

Notes Relating to the Public Consultation (28 th & 29 th April)<br />

We were really pleased with the amount of involvement of residents and representatives in our event. We had 86 people<br />

sign our register, including representatives of: the local community; the Parish Council; Cornwall Council; Cornwall Rural<br />

Housing Association; and the Aspire Academy Trust. Due to the high number of people engaging with the event, we<br />

were unable to keep an accurate record of attendees but anticipate that over 100 people attended over the two day<br />

consultation.<br />

We will be going through all the feedback provided at the consultation in the next week or two, and we look forward to<br />

the additional feedback we receive from the forthcoming publication. Once we have collated this information Wainhomes<br />

will provide a summary of the feedback to the Parish Council and any interested members of the community.

Thursday April 4th was the<br />

day for <strong>Delabole</strong> to raise<br />

money to contribute to the<br />

county’s New Heli Appeal.<br />

coffee and eat cake - such<br />

a hardship! But we all did our<br />

bit and rose to the occasion.<br />

tidied up afterwards.<br />

Kenny Bray, a stalwart volunteer at the Air Ambulance<br />

Centre, thanked everyone and £645.42 was raised for<br />

Its <strong>May</strong>, so we should be able to be outside quite a lot we hope, as the weather gets<br />

warmer and the evenings are lighter. This month I have included some activities to<br />

make and do outdoors. For more ideas of things to do outside, look at<br />

Activity 1 – How to make a nature loom<br />

When you go out for a walk, make sure you have some wool or string with you. Find<br />

a Y shaped forked stick and tie the wool or string to it to make a loom of<br />

crisscrossed strings. On your walk collect leaves, grasses, feathers, bark, twigs and<br />

any other interesting or unusual things, then weave them into your twig loom – you<br />

will end up with a stick weaving as a memory of your walk. You can do this in any<br />

season, the things you find and collect will be different each time. You can tie on<br />

things like snail shells and holey pebbles which you can’t weave. Just make sure<br />

there is nothing living in anything you add to your weaving! – it will die!<br />

How many things did you find to include in your weaving?<br />

Activity 2 – Lets go on a scavenger hunt!<br />

This is another activity to do anytime you are out for a walk, in the woods, on the<br />

moors or at the beach. You can do a scavenger hunt on your own or with a group of<br />

friends. Each person needs an eggbox and a list of six textures you are trying to<br />

find. I have included two grids of texture words which you can copy and then cut up<br />

and put one word in each section of your eggbox. When you find something that<br />

matches one of the words, put it in the right section. The winner is the person with<br />

the most found things. You can make up your own list of things to scavenge for.<br />

Ideas for things to look for could be : white, prickly, hard, holey, as well as the ones<br />

on the grids below….<br />

St Teath Parish Council<br />

Meetings – The day of the Parish Council meeting has again changed and meetings will now be held on the first Tuesday of<br />

the month. This change has been made because every three months the Parish Council meeting was clashing with the<br />

Cornwall Council Camelford Community Network Meetings to which we are expected to send a representative.. Meetings will<br />

continue to be held alternatively between <strong>Delabole</strong> and St Teath and start at 7.00pm. Members of the public are welcome to<br />

attend and address the council in the public session, or just listen to proceedings.<br />

Notice Boards / Website – Two new notice boards have been ordered and these will replace the old board adjacent to the<br />

Post Office in <strong>Delabole</strong> and the board on the wall of the school at St Teath. Notices will no longer be placed on the other small<br />

boards. Information is also available on the Parish Council website www.stteathparishcouncil.gov.uk. We are aware that an<br />

old website is still active and this is confusing. The Council have endeavoured to get this site closed down and will continue<br />

to do so.<br />

Email – Following problems with our email hosting company earlier in the year a new email has been set up –<br />

clerk@stteathparishcouncil.co.uk. Please use this email to get in touch or give me a call on 01208 72789.<br />

Seats – I am pleased to report that memorial seats have now been fitted in both villages and plaques have been ordered to<br />

honour those who represented the parish during the First World War.<br />

The Parish Council continue to maintain the seats throughout the parish, and a new seat has been ordered for West Lane,<br />

<strong>Delabole</strong>.<br />

<strong>Delabole</strong> Cemetery – Plans are being made to extend the path in the cemetery and work should be completed before the<br />

summer to further improve the site.<br />

Housing Development – Many residents will have attended the recent pubic consultation event organised by Wainhomes on<br />

their proposals to build on land at Westdowns, <strong>Delabole</strong>. The Parish Council have made no comments or decisions on these<br />

proposals and will not consider the scheme until a formal planning application is submitted and sent to us as one of the<br />

consultees. To clarify public speculation, two gentlemen from Wainhomes spoke to Councillors prior to the January <strong>2019</strong><br />

meeting but no offers were made to the Parish Council and the gentlemen attended following an invite from Cornwall Councillor<br />

Dominic Fairman. Cllr Fairman had suggested that land is made available for a village hall, but the Parish Council have not<br />

discussed or considered this and have not formally been approached on this matter.<br />

Trees – The Council have arranged for pine trees in <strong>Delabole</strong> Playing Field to be removed. Over the years these trees have<br />

grown in size and for public safety need to be felled.<br />

Play Areas - As the lighter evening approach and the weather improves the children will be enjoying the recreation areas .<br />

Over the last three years new equipment has been provided in both villages and we hope to build on this in the future with<br />

maybe some items for the older children or adult fitness. Please help to keep our play areas tidy by using the bins provided.<br />

ShelterBox<br />

<strong>Delabole</strong> Women’s Fellowship had a truly informative and<br />

eye-opening visit to the Shelterbox HQ at Truro last month.<br />

Not only are they very organised as an organisation,<br />

they’re also spot-on with their guided tours - which are<br />

free. We learnt such a lot.<br />

When disaster strikes, they contact their partners based<br />

on the ground and establish the scale of the disaster and<br />

how they can help. They put together ShelterBoxes and<br />

ShelterKits that are customised, based on what would help<br />

families the most. They deliver these essentials that people<br />

need to begin rebuilding their lives and they give them the<br />

tools to self-recover and to keep families and communities<br />

together.<br />

If you’re in Truro and have an hour to spare, do pop into<br />

the Visitors’ Centre in Charles Street (behind Moorfield<br />

Car Park), Mon - Sat 10am - 4pm and have a look around.<br />

Calling Instant Readers<br />

Hope you’re an instant reader of ‘The <strong>Slate</strong>’, i.e. read it as<br />

soon as it drops through your letterbox. If you are, you’ll<br />

be able to consider dropping in to the Women’s Fellowship<br />

on Wednesday 1st <strong>May</strong> at 2.30pm at the Methodist<br />

Sunday School when it’s a games afternoon. <strong>May</strong>be<br />

you’ve got a favourite table top game at home that you’d<br />

like to bring along, And it’s all followed by refreshments.<br />

Our final session for the season is a Cream Tea and AGM<br />

on the 29th. That’s the time when we start collecting ideas<br />

for the next session in September. So, if anyone has any<br />

suggestions for topics that would appeal to them, let one<br />

of us know and we’ll see what we can do.

With Members of Parliament in the spotlight and the news filled with Brexit stories, the last few weeks in parliament have<br />

continued to be both challenging and tough. At the time of writing the biggest issue of Brexit is regrettably no closer to<br />

a conclusion but I am still positive that the deadlock can be broken, and a positive conclusion can be reached.<br />

I was pleased to hear about the emergency plans that Joe Bischler, Emergency Management Officer at Cornwall Council,<br />

has put into place should a large emergency ever occur in the surrounding area. These plans include contingencies<br />

should the weather turn harsh and snow or ice cover the roads. Given the disruption that occurred in North Cornwall in<br />

the winter after the snow storms, it is essential that a clear plan is devised to ensure residents can stay safe in hazardous<br />

conditions. The hard work in creating this plan must be commended, and I firmly believe that an emergency plan is key<br />

to saving lives in emergency situations. I would like to see this plan replicated in the area to ensure everyone is prepared<br />

in the future.<br />

I have also been busy working on some of the initiatives which I hope to bring to North Cornwall. Recently, and after<br />

taking part in the parliamentary debate on autism, I had a meeting with the National Autistic Society Cornwall. They have<br />

kindly offered to give my staff and I a training session in autism awareness, and I'm hoping we can make Bodmin<br />

Cornwall's first autistic-friendly town. Businesses and shops which sign up would turn down music and dim lights to<br />

support autistic customers for a period each week.<br />

The coast is close to my heart and I am very keen to see my Bathing Waters Bill included in the wider Environment Bill,<br />

which will set the benchmark for our environmental and water quality standards after Brexit. With that in mind I jumped<br />

at the chance to get take part in a community beach clean at Sandymouth Beach in Bude. The event was hosted by the<br />

Pennon Group as part of the ‘Great British Spring Clean’ campaign organised by Keep Britain Tidy in partnership with<br />

the Daily Mail. Other clean up events took place across North Cornwall and I very much enjoyed seeing the pictures<br />

posted online.<br />

Finally, I am proud to be one of 41 MPs who have written to Ofcom, on behalf of the all-Party Parliamentary Group on<br />

Rural business, to highlight the need for annual monitoring of mobile operators’ commitments on increasing rural 4G<br />

mobile coverage. Ofcom has recently made moves to maximise 4G coverage across the country including here in North<br />

Cornwall. Having more access to 4G across North Cornwall is firmly in everyone’s interest with greater coverage allowing<br />

for better communication access for both constituents and local businesses alike.<br />

I know how important this is for many of my constituents and we continue to fight for better coverage.<br />

Now do you remember two years ago and the Great<br />

Cornish Cake Bake which was held in memory of Mary<br />

Scarrett at the Methodist Sunday School? The room (and<br />

the stall) was packed and an amazing £652 was raised for<br />

Cornish Hospice Care. It was repeated last year and guess<br />

what’s going to happen in <strong>2019</strong>?<br />

The original fundraiser was such a success (I clearly<br />

remember Barbara saying that she thought she was<br />

clearing the cake stall when a new round of cakes and<br />

goodies arrived to be sold) that it’s been decided to revisit<br />

it this year.<br />

So <strong>Delabole</strong>’s Great Cornish Cake Bake Day will be on<br />

Friday 17th <strong>May</strong> between 10 a.m. and noon - again in<br />

the Methodist Schoolroom and again we’re hoping for your<br />

support in generously baking and hungrily devouring.<br />

Remember, it’s in aid of Cornwall Hospice Care and the<br />

morning won’t be the same without you.<br />

Family Breakfast<br />

Family Breakfast happens on the first Sunday of each<br />

month at 9.30am in the Methodist Sunday School.<br />

I am always the pessimist and mosey up to the kitchen<br />

to tell Barbara and Marie that there aren’t many there so<br />

no need to cook too much bacon or boiled eggs. Was I<br />

wrong in April!It was almost full house and there was one<br />

sausage left at the end.<br />

Alison came up with her usual inventive craft activities to<br />

back up the video that she showed and then it was time<br />

to serve the food.<br />

Truro Golf Club will play host to a charity Golf Event in<br />

<strong>May</strong> which will not only provide a day of golf and the<br />

chance to meet and mingle with other golfers but also raise<br />

money for Merlin MS Centre.<br />

The day tees off at 9am on <strong>May</strong> 24th with slots available<br />

right through till 2pm for 18 holes of golf and a rolling two<br />

course carvery. There will be lots of opportunities to win<br />

prizes including nearest the pin and longest yard games,<br />

the chance for your team to win up to £300 and a hole in<br />

one prize of a Hot Tub from Cornish Hot Tubs worth<br />

£6000. There will also be a presentation event in the<br />

evening.<br />

looking forward to this event, it’s a first for the Merlin MS<br />

Centre but we are already seeing teams booking up for<br />

both business and pleasure.”<br />

Dominic Fairman Cornwall Councillor - St Teath, St Breward & <strong>Delabole</strong><br />

All three of my larger villages have on-going development matters that have the potential to impact on them and so I thought<br />

it would useful to highlight the different issues that there are for each, and the different ways of approaching them.<br />

In <strong>Delabole</strong> there has been a high-profile public event regarding a potential development off Treligga Downs Road of 65 houses<br />

by Wainhomes. The pre-application advice from the Councils planning department has specifically stated that any application<br />

will need community support. This will be judged in the main by the view of the Parish Council who will have the difficult job of<br />

weighing up potential benefits such as affordable housing, highways improvements and extra school capacity against the<br />

overall impact on the village. I hope that residents will seek out their local councillors and make their views known remembering<br />

at all times that your councillors are volunteers doing a difficult job on behalf of the community. I would also welcome any views<br />

and opinions<br />

In St Teath another potential proposal for 24 affordable homes in a field opposite the school has caused concern. This site is<br />

compliant with current policies and with a proposed 100% affordable units is more likely to attract support from the planning<br />

department. The access onto North Road is an issue as the incoming carriageway is often restricted by parked cars especially<br />

during school hours. One of the key considerations is assessing the need for affordable housing in the village for people with<br />

a connection to the parish. With one permission already granted for affordable housing off Trehannick Road people might<br />

query this – however many sites across Cornwall that already have permission are never built due to commercial reasons.<br />

I strongly believe that St Teath village would benefit from a Neighbourhood Development Plan, which would allow the community<br />

to have a greater say in future developments. This has now been successfully done in many villages in Cornwall but does take<br />

a committed dedicated team of volunteers to work alongside the Parish Council to see it through to completion. If this is<br />

something that would interest you then please get in touch with me.<br />

Finally, in St Breward the recent development of 21 houses in Chyryn Drive has generally been well received. All the rented<br />

properties have been filled with local families – however four of the shared ownership units remain empty at the time of writing.<br />

Whilst shared ownership can be a good option for some families – it does have drawbacks, and it is a matter of debate as to<br />

whether these are truly affordable homes. The houses are set at full market value and a sizable deposit is required for the<br />

owned percentage which puts these beyond the means of many local families.<br />

I have urged the Parish Council to investigate promoting a Community Land Trust for the village which could develop small<br />

sites of truly affordable housing for rent or at discount purchase that will be for local people in perpetuity. If you live in St Breward<br />

and would like to be involved, please do get in touch with me. Once again it will require a group of community driven volunteers<br />

to work alongside the Parish Council to achieve this.<br />

welcomed members to the bi-monthly<br />

committee meeting at The Poldark Inn<br />

on 19th March.<br />

Geoff Cleave, our Poppy Appeal organiser, was delighted<br />

to report that the final sum sent to the Appeal was<br />

£2,700.00 and expressed his appreciation to all who had<br />

contributed to raising this wonderful amount.<br />

Future events and dates were discussed for the coming<br />

months and it was decided to hold a commemoration to<br />

mark D Day in June. Please look for posters giving details<br />

of this in the coming weeks.<br />

Our annual Cream Tea will be held at the Methodist<br />

Sunday School room on Sunday 2nd June from 2pm until<br />

4pm. There will be a cake stall, raffle, tombola and sale<br />

of British Legion goods. Why not come along and join us<br />

for a cuppa and chat?<br />

Butterfly Bunting<br />

The Palliative and End of Life Care Team at Royal<br />

Cornwall Hospital are asking the knitting and crochet<br />

enthusiasts of Cornwall to help them create a string of<br />

butterfly bunting to reach around the Royal Cornwall<br />

Hospital in Truro, West Cornwall Hospital in Penzance<br />

and St Michael’s Hospital in Hayle.<br />

To mark the start of Dying<br />

Matters Week, starting on<br />

Monday 13th <strong>May</strong>, the team want<br />

to wrap the hospitals in a big<br />

butterfly bunting hug.<br />

Hilary’s already produced more<br />

than 40, so if you’d like to<br />

A <strong>Delabole</strong> Resident<br />

It’s coming to something when one of <strong>Delabole</strong>’s greatest<br />

assets is allowed to become overgrown with weeds, litter,<br />

graffiti and peeling paint and the Landlady of The Bettle<br />

and Chisel feels the need to don overalls and clean up the<br />

outside of the public toilets, wash down the paint and<br />

repaint the whole outside.<br />

To her and her helpers I would like to say a big thank you.<br />

What a smashing job you have done, it looks great.<br />

To the Parish Council that runs these toilets I would like<br />

to say, ‘What do you spend our money on?’<br />

Nowhere can we find out where our Council Tax goes.<br />

Under the rules of transparency this information should be<br />

on the Council web site, available for all to see, but it is<br />

not! In fact the new web site they had created, (and what<br />

did that cost?) has nothing on it apart from occasional<br />

minutes, which do not show how much they spend each<br />

month, and agendas!<br />

All they seem to have done is cut down what few trees we<br />

had and put up notices telling us we will be fined for doing<br />

all manner of things.<br />

Why don’t they clear the lay-by of commercial vehicles<br />

and vehicles ‘for sale’ so people could park there to use<br />

the toilets and go to the shop, instead of having to block<br />

Pengelly and adjacent roads?<br />

They have even pulled up the Hornbeam hedge in the<br />

cemetery that two widows of the Parish paid for so they<br />

would have had a sheltered area in which to sit when<br />

visiting their husband’s graves! St Teach Parish Council<br />

is not fit for purpose.<br />

A Methodist Minister’s View<br />

He’s got the whole world in his hand<br />

I recently used this hymn at the start of a morning Service which<br />

included a baptism. We went on to sing ‘He’s got the little tiny<br />

baby’ and ‘He’s got everybody here in his hand.’ Through singing<br />

the hymn we were reminding ourselves that we live alongside<br />

other in God’s World, and that God cares for each of us.<br />

There is no known author to this hymn, But it comes to us from the African -American spiritual tradition and is a<br />

hymn or song that has passed through the generations over, perhaps, 250 or more years. Its origins are a reminder<br />

to us that we live in a world where each one of us contributes to the experience and well being of people around<br />

us, and across the world.<br />

I have become really conscious of the fact that we live on a World map and part of the World Village over recent<br />

days as the publicity for Christian Aid Week has arrived in the post. Christian Aid Week this year runs from 12 th<br />

– 18 th <strong>May</strong> and during that week we will be encouraged to think of the plight of many of other brothers and sisters<br />

in our countries and contribute something to aid their well-being. Christian Aid as an organisation is one of our<br />

leading overseas development agencies whose work makes a difference to the lives of many people through their<br />

on-going project work. Additionally, they are one of the bodies who run the National Disasters Emergency<br />

Committee which responds to emergency situations when they arise. Hopefully like me, you respect the work<br />

which they do.<br />

My thinking about us living on a World map and contributing to the welfare of each other also came to the fore as<br />

I have listened to the news bulletins which have reported on the ‘racist comments’ being made at some football<br />

matches toward some of our talented players. Some of our premier league teams include players from various<br />

nations whose skills are marvelled week in week out. Amidst their experiences of hurtful comments, they contribute<br />

to our well being in our world village. – God’s World. Indeed, many people from many nations contribute to our<br />

well-being.<br />

All of this gives us food for thought and reflection as we experience God’s love and goodness day by day.<br />

Tintagel Orpheus Male Voice Choir.<br />

<strong>May</strong> sees the return of The International Male Voice Choir<br />

Festival,(held every two years).<br />

On 4th <strong>May</strong>, we will be competing in ‘the small male voice<br />

choir’ section, maximum 39 members.<br />

We are the current cup holders in this section for Cornish<br />

choirs.<br />

On Sunday, 5th <strong>May</strong>, in Bude Methodist Church we will<br />

be hosting a joint concert with four international choirs as<br />

part of the Festival. Trelawny Male Voice Choir will be<br />

reforming for the final evening of the Festival when the<br />

‘Gala Concert’ will be held in Truro Cathedral on the<br />

evening of Monday, 6th <strong>May</strong>.<br />

Looking ahead, Bristol University Madrigal Ensemble will<br />

be with us again on<br />

16th June in Tintagel Methodist Church, as part of their<br />

Summer Tour.<br />

On Saturday, 29th June at 7pm we have a joint concert<br />

with Callington Community Gospel Choir, again in Bude<br />

Methodist Church.<br />

Then on Sunday, 30th June we have a concert at<br />

Poundstock Parish Church for Bangors Methodist Chapel.<br />
