Students witness Notre Dame Cathedral fire
By Kristy Zurbrick
Madison Editor
A group of Madison-Plains students, advisors and chaperones
witnessed firsthand the fire that caused extensive damage to the
iconic Notre Dame Cathedral in Paris, France, on April 15.
Eight students—freshmen, sophomores and juniors in Spanish
and French classes at the high school—were on a weeklong school
trip to Europe with two advisors and five adult chaperones. The trip
included stops in London, Paris and Barcelona.
The day of the fire, the group had done a walking tour of central
Paris, including a visit to Notre Dame during which they spent
“We never thought
we’d come to Europe and
see all that happen. It was
hard to take it all in. The
scene was very emotional.
And it was very
quiet.”
about 45 minutes walking around
the interior of the centuries old
cathedral.
They left the cathedral around
5:45 p.m., just as the next mass
was starting. They then ate dinner
and, between 6 and 6:30 p.m. as
they exited the restaurant, saw
smoke, walked around the corner
and saw the fire.
The day after the fire, the Madison
Messenger made contact with
Kyle Phillips, a 2010 Madison-Plains graduate serving as a chaperone
on the trip. Her brother, Owen, was among the students on
the trip. Phillips shared the Messenger’s questions with the other
members of the group. The following responses are a combination
of comments from students and adults in the group.
How close were you to the scene? What did you observe?
“We were close enough to feel the heat from the fire and smell
the smoke. When the spire fell, we could hear the glass breaking.
We were there for two to three hours, watching the fire. We could
see fire fighters on booms around the sides of the church and on the
bell tower. We were standing on the side of the church, so we could
see the whole roofline as it caught fire.”
What safety measures did the authorities take to secure the area
around the church?
“Police moved people out of the area and shut down metro (underground)
stations all around the church. The bridges were also
closed, and some are still closed today.”
This is the view a group of Madison-Plains High School students and their chaperones had of the fire that ravaged
Notre Dame Cathedral in Paris on April 15. The students were on a school trip. They had toured the interior
of Notre Dame less than an hour before the fire broke out.
What are your thoughts and reactions to witnessing
the fire?
“We never thought we’d come to Europe and see all
that happen. It was hard to take it all in. The scene was
very emotional. And it was very quiet. Not many people
were talking. It was weird to think we had just been in
a building that was now on fire. Many of us were looking
through pictures of things that no longer look the same.”
Plain City breaks ground on new municipal hall
This rendering shows what the village of Plain City’s municipal building will look like.
The $2.9 million, 12,000 square-foot complex will house the council chambers, administrative
offices and police station. Construction is slated to start this month and finish
up at the end of this year.
Plain City residents and officials alike
have shared in the frustration.
When residents visit one of the government
offices to seek assistance on multiple
issues, village officials almost always have
to direct them to another location.
“Our department buildings are spread
throughout the community, and that setup
puts us at a disadvantage,” said Nathan Cahall,
village administrator. “It hinders our
ability to efficiently serve our residents
when we have to send them all over town to
find solutions to their problems.
“Not only is it frustrating to them as we
are not able to adequately assist [their
needs] while they are in one office, it adds
to the workload of the employees as we are
all running around throughout multiple
buildings, trying to figure things out.”
It is a carousel that has become commonplace,
said Cahall, but one he said will come
to a halt once the village’s new municipal
building is constructed.
A groundbreaking ceremony took place
April 12. The new 12,000 square-foot building
will be located at 800 Village Blvd., west
of the NAPA Auto Parts store off of U.S.
“We can’t wait for it to start,” he said, “and I think I can speak
for many others when I say that, too.”
Plans to construct a new municipal building, one that would
bring the administrative side and the law
enforcement side together in a single complex,
began in earnest nearly four years ago
when the projected growth of the village
started to conflict with its current conditions.
“I believe Plain City could be classified
as a city soon, and we had to start to meet
the demands of this growing community,”
Cahall said.
Village leaders started budgeting for the
project. Residents passed a half-percent income
tax levy and bonds were issued. Altogether,
nearly $2.9 million has been
earmarked for the project.
The new municipal building will house
the village council chambers, police department,
and administrative offices such as the
fiscal office, income tax department, utilities
office and zoning department.
Police Chief Dale McKee said the building
is one of the “greatest things to occur”
during his 23 years working for the village.
“It means a lot to our department to have
this expansion,” he said.
The police section of the new municipal
building will be three times larger than the
department’s current building. The space
will include a detective’s office, interview
rooms, a property and evidence room, a
training room, and a safe room for victims
of crimes such as domestic violence. It also
will feature a Sally Port to move suspects
into and out of the building safely, without
posing harm to the community at large.
Additional amenities for the municipal
building are extra space for potential future
hires, such as an engineer and economic developer,
and an on-site fitness facility to improve
the overall health and wellness of the
Construction is slated to start in the next two weeks, Cahall said.
The facility should be completed by the end of the year.
“If the stars align, we are looking at moving into the building at
the end of December,” Cahall said.
He added that a ribbon cutting ceremony is planned for January,
he said.
New moms invited to baby shower
By Theresa Hennis
Staff Writer
Madison County’s Healthy Child and Family Consortium will
host its spring community baby shower at 5 p.m. May 14 at the
West Jefferson Community Center, 221 S. Center St.
Held each spring and fall, the consortium’s baby showers are designed
to provide new mothers and expectant mothers with information
on the latest safety measures for newborns.
“One of the main reasons the showers were organized was to help
prevent SIDS (sudden infant death syndrome) for which Ohio is
ranked as one of the worst states in the U.S.,” explained Amy Hix,
one of the event’s organizer.
Information and resource booths promote safe sleep and breast
feeding, two ways to help prevent SIDS. Attendees are educated on
car seat safety and encouraged to have their car seats installed by
certified professionals at their WIC office or fire department. Additionally,
they receive information about maternal mental health to
help them understand the changes they might experience as a new
mom and how to seek support.
The showers feature decorated tables, finger foods, cupcakes,
and diaper bags filled with necessities and more. Drawings are held
for strollers, cribs and other items.
“We have been blessed with many donations from agencies and
organizations,” Hix said, “and we’ve been able to give away an abundance
of baby needs.”
The consortium held its first baby shower in November 2016 and
has hosted two showers per year since then. Approximately 100
moms and support people have attended each of the last five showers.
The event has evolved over the years. Organizers have moved it
around to different parts of the county, reaching out to all families
to let them know about the resources available
throughout the county.
Youth organization
Go ahead! Ask me anything
Master Gardeners welcome challenging questions
The board of directors for the West
Jefferson Youth Athletic Association
(WJYAA) voted unanimously to
change the name of the organization to
West Jefferson Youth Inc., effective
immediately.
Led by John Koehler, a group made
up of members of our operations crew
and volunteers from the community
came up with the transition over a 45-
day period.
The mission statement is to educate
and develop every child with the desire
to participate and compete, while simultaneously
affording equal opportunity
to compete without regard to
experience or athletic ability. We are
committed to instilling our core values
of attitude, effort and teamwork in the
youth of our community through sport
and other community activities. We
believe these values are important to
their overall long-term athletic development
and their ability to become active
and productive members of our
community and society.
These values are emphasized by the
entire organization, from the board members to the coaches, and
from the coaches to the youth and their parents.
I am excited for the changes. We are revitalizing everything we
are doing to make it easier, and folks will see a change in responsiveness,
information and operations as we move forward. We have
a new website, owned by Dick’s Sporting Goods. It will help with
management of participants and will streamline enrollment.
We still own the “WJYAA” name. We will take some time and rebrand.
We also will come up with better choices of travel or elite teams
for basketball, softball, baseball, soccer, lacrosse and volleyball.
Did you know? The Madison County Extension Office
and the Ohio State Extension offer a service called
“Ask a Master Gardener?” You can call the local Extension
office or submit your query by e-mail to the
state’s Ask an Expert address. Questions are distributed
to Master Gardeners around the state who have
volunteered to do the research necessary to find answers.
Master Gardener volunteers have identified hundreds
of trees, shrubs, flowers and weeds from pictures
submitted on-line. We suggest the best time to
plant, ways to increase yields, prolong bloom time and
when to harvest. We identify bugs, butterflies, birds
and animals. We suggest ways to discourage some insects
and birds, encourage others, and attract butterflies
and hummingbirds. We identify deer damage to
trees and gardens, as well as racoon, rabbit and pet
damage to plants and lawns. Every question is handled
with the intent of providing the best possible answer
and to provide practical, proven, science-based
solutions to problems.
It turns out that sometimes, much to our chagrin,
the only answer is, “That’s a really good question. We
just don’t know the answer.”
Once, someone submitted a photo of a shrub with
red berries. I thought that would be an easy one and
researched it diligently. For hours. I took the picture
to a Master Gardener meeting and passed it around.
I took it to two big-name nurseries in Columbus. I
asked every gardener I knew. I ended up with several
distinct possibilities. The final answer: “I’m sorry, I
There have been pictures of fungi with requests for
come with this disclaimer, “No matter what I say it is,
don’t ever eat a mushroom picked from the wild.” Only
a few highly educated experts are knowledgeable
enough to do that.
Many people want names for their local spiders,
and it always comes with an explanation: “I’m worried
that it can hurt my child/dog/cat.” Often the spider in
the picture is teeny tiny as the person holding the
camera is reluctant to get too close. The only harmful
spiders in Ohio are the brown recluse and the black
widow. Both are shy, secretive and shun your company.
They do not spin large webs or pose for pictures.
Tree questions are common. Most of the evergreens
we like to grow are not native to Ohio and often struggle
with our summer heat, humidity, and heavy clay
soils. When all else fails, we suggest a certified arborist
for tree examination.
A homeowner often wants suggestions for a good
tree, shrub or flower for a specific site, and it is very
gratifying to do the research and be able to offer several
choices well suited for the spot.
So go ahead, Ask a Master Gardener. We will research
your problem and offer solid, scientific answers,
often accompanied by useful ways to use the
information. Here is how to contact us:
Fatality review board meets
for your health
Chris Cook
The death of a child is one of the most
painful experiences in life. Parents and
community leaders want to see the children
in Madison County experience healthy,
happy, and long lives. Unfortunately, children
die across Ohio every year. Recognizing
the need to better understand why
children die, the Ohio General Assembly
mandated Child Fatality Review (CFR)
boards in each of Ohio’s counties in order to
review the deaths of children under 18
years of age. CFR boards have been meeting
across Ohio since 2000.
Each year, approximately 1,600 children
die in Ohio. About 300 of these deaths are
likely preventable. Ohio established a CFR
program to better understand how and why
our children die and to take action to prevent
other child deaths. By law, the health
commissioner must convene the CFR board
annually. The board is made up of representatives
from the county coroner, law enforcement,
children services, public health,
board of alcohol, drug addiction and mental
health services, and a pediatric or family
physician.
In Madison County, the CFR board
meets in March and compiles nearly 24
pages of data on each child death in the
county. The Board met on March 1 this year
to review the deaths of three Madison
County children under the age of 18. Ages
of the children who died ranged from five
days to two months. Based on the review of
the deaths, the CFR board made the following
recommendations to expectant mothers,
parents, grandparents, and caregivers of
children:
1. Create a safe sleep environment for
babies to greatly reduce the chance of Sudden
Infant Death Syndrome (SIDS). You
should not co-sleep with your infant. Babies
should sleep on their back, in a crib, with
nothing in the crib with them except a tightfitting
mattress sheet (no bumpers, toys,
stuffed animals, blankets, or pillows).
2. There is no acceptable amount of
smoking during pregnancy. Pregnant
women should stop using all types of tobacco
and nicotine including
cigarettes, e-
cigarettes and vaping
products to avoid adverse
health outcomes
for their unborn baby.
3. Second-hand
smoke is dangerous to
an unborn baby and to
a new infant. Pregnant
women should
avoid people who smoke, and infants should
not be in a home where smoking or vaping
is occurring indoors.
4. Pregnant women should stop using all
types of illegal drugs. Nearly all drugs can
be absorbed by an unborn child. When a
pregnant woman uses drugs, her unborn
baby uses drugs, too.
5. Women and their partners should develop
a reproductive life plan and decide
when the right time is to have children. If
this isn’t this right time for children, talk to
your doctor or Madison County Public
Health about the different types of birth
control that you can use.
6. Early and consistent prenatal care
from an obstetrician is critical to positive
health outcomes. This holds true for first
pregnancies and all subsequent pregnancies.
You can get a free pregnancy test at
Madison County Public Health. If you are
pregnant, your first visit to an OB/GYN doctor
should be within the first eight to 12
weeks of your last missed period. Most pregnant
women should see their OB/GYN
monthly after the first visit.
Chris Cook is Madison County’s health
commissioner. He can be reached at Madison
County Public Health, (740) 852-3065. The
health department is located at 306 Lafayette
St., Suite B, London.
A ‘little’ bit of charm
There are not too many movies that
feature magical age-related transformations
and the handful that there are primarily
focus on preteens who turn into
adults. While the subplots in this small
group of films may be different, the shared
lesson is that adulthood sucks the life out
of you and you shouldn’t be so quick to
want to grow up. With the latest film in
this genre, however, the tables are turned
and there is a focus on an adult who turns
back into her preteen self. In doing so, the
film poses an interesting contrast to its
magical age-related transformative cousin
since the lead couldn’t wait to escape the
horror that was childhood.
“Little” begins with the introduction of
Jordan Sanders (Marsai Martin), an inquisitive
young girl with an aptitude for
science. Wanting to showcase her passion
with her peers, she puts on a demonstration
of the laws of physics at a talent show
but is brutally rebuffed for her efforts. In
the aftermath with a bruised ego and a
few broken bones, Jordan vows that she
will work hard to become the bully rather
than the bullied.
The film then flashes forward to the
present day where as an adult, Jordan
(Regina Hall) has become the owner of a
multi-million dollar tech company. To celebrate
her success, she has pictures of herself
all over her fancy high-rise
apartment, slips bills to the barista in
order to cut in the long morning coffee
line, and basks in the tears of the underlings
who quiver in her wake.
One of the employees who incur the
wrath of her verbal lashing the most is her
assistant April (Issa Rae), who is trying to
gather the courage to pitch an app to her
fierce boss. After a particularly heated exchange
one day, a budding magician
comes to April’s defense and makes a wish
that Jordan would be “little again.” Knowing
that is not physically possible, Jordan
laughs in the girl’s face and later has her
father’s carb-laden food truck banned
from the premises.
the reel deal
Upon waking up
the following morning,
however, Jordan
discovers that
the wish worked and
she has been transformed
back into her
middle school self.
Remembering the horror of that time
where she was picked on constantly and
had no friends, she begs for April’s help,
who is just delighted by this strange turn
of events. In the process of her re-lived
childhood, Jordan has to discover what
changes she has to make in order to become
her adult self again and maybe even
learn how to become a nicer person along
the way.
While “Little” doesn’t reinvent the
magical age-related transformation wheel,
it is quite a charming movie that features
a great cast with a tremendous amount of
chemistry. The primary relationships are
between April and the adult Jordan and
April and the young Jordan and all of the
actresses made the generational transitions
seamless. They each get their chance
to shine, and they each make the most out
of the material they are given, which is
sometimes not as great as it could have
been verbally or emotionally.
“Little” isn’t a movie that you need to
rush out and see but it is a sweet slice of
entertainment should you require a pickme-up.
Alternatively, it wouldn’t be a bad
option should the showings of a certain
upcoming comic book movie be sold out. I
guarantee it might be just as funny and it
will a whole lot shorter too.
Trail time!
With support from local businesses,
the Friends of Madison
County Parks and Trails
(FMCPT) participated in the
Rails-to-Trails Conservancy’s
annual Opening Day. The
April 13 event served as an
official welcome to bike trail
season. FMCPT volunteers
help to maintain, enhance
and promote the portion of
the Ohio To Erie Trail that
runs through Madison
County. On Opening Day,
they invited trail users to
stop by the London Coffee
Peddler in downtown London
for complimentary cake from
Vallery Farmhouse Bakery,
fudge from Fine Designs &
Interiors, and treat bags from
Phat Daddy’s Pizza. Ferns
from London Florist were
part of the welcoming display.
FMCPT volunteers
made bicycle cookies to give
away. Several local businesses
also offered discounts
at their stores during
the event. Approximately 50
people stopped at the Coffee
Peddler during the four-hour
celebration, according to
Wayne Roberts, FMCPT executive
director.

April is designated as National Child Abuse Prevention
Month by The Children’s Bureau, part of the U.S.
Nearly 20 wellness and mental health organizations
community members on the many services available in
Children and their families enjoyed a wide array of
fun activities. More than 30 area individuals, organizations
and businesses donated prizes and treats for the
County can help residents with sewage repairs
The Madison County Health Department has $84,500 to help existing
homeowners with repairs or the replacement of their existing
household sewage treatment systems.
The Ohio Water Pollution Control Fund, through the Ohio Environmental
Protection Agency, provided the funds to help residents
decrease the risk of untreated sewage polluting Madison
County’s waterways, groundwater and land from failing systems.
This is an ideal program for homes connected to systems that
are 25 to 30 years old and may be starting to see signs of needing
repair or replacement. Examples of signs that a system may need
to be repaired or replaced include:
• raw sewage, black or gray water on the ground surface or ditch
when the weather is dry;
• soapy water on the ground or in the ditch;
• unexplained wet area in the yard during dry weather near
where the system is located;
• wet spots over the leach field area;
• motor for the aeration system not working;
• the system’s lift station pump and/or grinder pump not working;
• missing tank risers or covers, grates over sections of aeration
system;or
• strong sewage odor or foul odor around the system outside;
To be eligible for funding to help fix such problems, a homeowner
must be living in the home connected to the failing system for at
least six months prior to application for assistance. Madison County
Public Health must inspect the home’s sewage treatment system
and determine that it is failing.
Homeowners also must have a total household income below or
at one of the following three funding categories and provide documents
and provide documentation (a recent federal tax form or current
income statements):
• 100 percent funding—household of one to four people, maximum
income of $24,600; five people, $28,780; six people, $32,960;
seven people, $37,140; eight people, $41,890. The owner pays zero
percent of the repair costs.
• 85 percent funding—household of one to four people, maximum
income of $49,200; five people, $57,560; six people, $65,920; seven
What does Easter mean to you?
Maybe as a child it meant an
Easter-egg hunt followed by the
promise of a long, playful summer.
As an adult,
there are many reasons
to celebrate Easter. Whatever your
reason, hopefully, it means the
beginning of something good.
Funeral Home/Crematory
people, $74,280; eight people, $82,640. Owner pays 15
percent of repair costs.
• 50 percent funding—household of one to four people,
maximum income of $73,800; five people, $86,340; six
people, $98,880; seven people, $111,420; eight or more
people $123,960. Owner pays 50 percent of repair costs.
Owners who do not qualify for 100 percent funding
are required to pay their portion of the repairs. Rentals
properties, commercial properties and new-build homes
are not eligible. Existing houses already connected to a
public sanitary sewer system are not eligible. Prior expenses
for repairs, tank pumping or system connections
are not eligible. Expenses to expand the size of the system
due to remodeling the house are not eligible.
The program does not cover costs if only the plumbing
is repaired in the home. Limited plumbing costs
School board applauds student and staff excellence
By Kristy Zurbrick
Madison Editor
Recognition of achievements dominated
the April 16 Madison-Plains school board
meeting.
Among those congratulated were the district’s
top DARE (Drug Abuse Resistance
Education) students. Brooklyn Randles won
a 32-inch smart television as the top pointgetter
in the class. Her participation, vigilance
and leadership stood out above the
rest. Top Gun honors went to Carmine
Hood, Wyatt Stone, Remington Wight and
Damien Withers, all of whom read their
winning essays aloud at DARE graduation.
All of the students are fifth-graders.
Mike Siders, coach of the high school’s
powerlifting team, praised his athletes for
making school history as the district’s first
state champions. The boys’ and girls’ teams
both won titles at the 32nd Annual Bill Mc-
Clain Ohio State Powerlifting Meet.
“The challenge is to keep this train
going,” Siders said, thanking the administration
and the community for their support
of the program.
The district has started a new program
by which they choose one staff member per
month to recognize for good work. This
month, they recognized Sam Stires, custodian
for the kindergarten through sixthgrade
building.
“There’s none better,” said Brad Miller,
elementary school principal, adding that
Stires is thorough, knowledgeable, helpful
and personable.
Additionally, the board approved a list of
88 seniors who are scheduled to participate
in graduation ceremonies on May 24.
Personnel
The board voted 4-0 to terminate the employment
of the school district’s technology
coordinator. Board member Cory Coburn
was absent.
The district placed the employee on administrative
leave on Jan. 22 following “a
report of his serious misconduct involving a
minor student, as well as his misuse of district
technology.” The board initiated termination
proceedings on March 19 and sent
written notice to the employee, who did not
demand a hearing on the matter.
In other personnel matters, the board accepted
the resignation of Jenny Wethington
as head girls’ soccer coach and Jon Phillip
Emrick as head mechanic. Emrick has
worked for the district for 42 years.
“We appreciate all of his hard work and
dedication to Madison-Plains,” said board
President Mark Mason.
Committees
The facility and grounds committee is
discussing the idea of establishing an auxiliary
athletic field behind the existing baseball
field. The auxiliary field would reduce
wear and tear on the football field, which
several sports teams in the district use.
Mason noted that the costs associated with
establishing the additional field would be
minor.
The district’s communication committee
is discussing the possibility of creating a district
mobile app and redesigning the district
website.
The next Madison-Plains school board
meeting is set for 7 p.m. May 14 in the district
meeting room at the elementary building.
