Students witness Notre Dame Cathedral fire<br />

A group of <strong>Madison</strong>-Plains students, advisors and chaperones<br />

witnessed firsthand the fire that caused extensive damage to the<br />

iconic Notre Dame Cathedral in Paris, France, on <strong>April</strong> 15.<br />

Eight students—freshmen, sophomores and juniors in Spanish<br />

and French classes at the high school—were on a weeklong school<br />

trip to Europe with two advisors and five adult chaperones. The trip<br />

included stops in London, Paris and Barcelona.<br />

The day of the fire, the group had done a walking tour of central<br />

Paris, including a visit to Notre Dame during which they spent<br />

about 45 minutes walking around<br />

the interior of the centuries old<br />

cathedral.<br />

They left the cathedral around<br />

5:45 p.m., just as the next mass<br />

was starting. They then ate dinner<br />

and, between 6 and 6:30 p.m. as<br />

they exited the restaurant, saw<br />

smoke, walked around the corner<br />

and saw the fire.<br />

The day after the fire, the <strong>Madison</strong><br />

<strong>Messenger</strong> made contact with<br />

Kyle Phillips, a 2010 <strong>Madison</strong>-Plains graduate serving as a chaperone<br />

on the trip. Her brother, Owen, was among the students on<br />

the trip. Phillips shared the <strong>Messenger</strong>’s questions with the other<br />

members of the group. The following responses are a combination<br />

of comments from students and adults in the group.<br />

How close were you to the scene? What did you observe?<br />

“We were close enough to feel the heat from the fire and smell<br />

the smoke. When the spire fell, we could hear the glass breaking.<br />

We were there for two to three hours, watching the fire. We could<br />

see fire fighters on booms around the sides of the church and on the<br />

bell tower. We were standing on the side of the church, so we could<br />

see the whole roofline as it caught fire.”<br />

What safety measures did the authorities take to secure the area<br />

around the church?<br />

“Police moved people out of the area and shut down metro (underground)<br />

stations all around the church. The bridges were also<br />

closed, and some are still closed today.”<br />

of Notre Dame less than an hour before the fire broke out.<br />

What are your thoughts and reactions to witnessing<br />

the fire?<br />

“We never thought we’d come to Europe and see all<br />

that happen. It was hard to take it all in. The scene was<br />

very emotional. And it was very quiet. Not many people<br />

were talking. It was weird to think we had just been in<br />

a building that was now on fire. Many of us were looking<br />

through pictures of things that no longer look the same.”<br />

Plain City residents and officials alike<br />

have shared in the frustration.<br />

When residents visit one of the government<br />

offices to seek assistance on multiple<br />

issues, village officials almost always have<br />

to direct them to another location.<br />

“Our department buildings are spread<br />

throughout the community, and that setup<br />

puts us at a disadvantage,” said Nathan Cahall,<br />

village administrator. “It hinders our<br />

ability to efficiently serve our residents<br />

when we have to send them all over town to<br />

find solutions to their problems.<br />

“Not only is it frustrating to them as we<br />

are not able to adequately assist [their<br />

needs] while they are in one office, it adds<br />

to the workload of the employees as we are<br />

all running around throughout multiple<br />

buildings, trying to figure things out.”<br />

It is a carousel that has become commonplace,<br />

said Cahall, but one he said will come<br />

to a halt once the village’s new municipal<br />

building is constructed.<br />

A groundbreaking ceremony took place<br />

<strong>April</strong> 12. The new 12,000 square-foot building<br />

will be located at 800 Village Blvd., west<br />

of the NAPA Auto Parts store off of U.S.<br />

“We can’t wait for it to start,” he said, “and I think I can speak<br />

for many others when I say that, too.”<br />

Plans to construct a new municipal building, one that would<br />

bring the administrative side and the law<br />

enforcement side together in a single complex,<br />

began in earnest nearly four years ago<br />

when the projected growth of the village<br />

started to conflict with its current conditions.<br />

“I believe Plain City could be classified<br />

as a city soon, and we had to start to meet<br />

the demands of this growing community,”<br />

Cahall said.<br />

Village leaders started budgeting for the<br />

project. Residents passed a half-percent income<br />

tax levy and bonds were issued. Altogether,<br />

nearly $2.9 million has been<br />

earmarked for the project.<br />

The new municipal building will house<br />

the village council chambers, police department,<br />

and administrative offices such as the<br />

fiscal office, income tax department, utilities<br />

office and zoning department.<br />

Police Chief Dale McKee said the building<br />

is one of the “greatest things to occur”<br />

during his 23 years working for the village.<br />

“It means a lot to our department to have<br />

this expansion,” he said.<br />

The police section of the new municipal<br />

building will be three times larger than the<br />

department’s current building. The space<br />

will include a detective’s office, interview<br />

rooms, a property and evidence room, a<br />

training room, and a safe room for victims<br />

of crimes such as domestic violence. It also<br />

will feature a Sally Port to move suspects<br />

into and out of the building safely, without<br />

posing harm to the community at large.<br />

Additional amenities for the municipal<br />

building are extra space for potential future<br />

hires, such as an engineer and economic developer,<br />

and an on-site fitness facility to improve<br />

the overall health and wellness of the<br />

employees and to retain staff and attract future employees.<br />

Construction is slated to start in the next two weeks, Cahall said.<br />

The facility should be completed by the end of the year.<br />

“If the stars align, we are looking at moving into the building at<br />

the end of December,” Cahall said.<br />

He added that a ribbon cutting ceremony is planned for January,<br />

and he hopes the community will come out to see the new municipal<br />

complex they helped to build.<br />

“This wouldn’t be happening without the help of this community,”<br />

he said.<br />

<strong>Madison</strong> County’s Healthy Child and Family Consortium will<br />

host its spring community baby shower at 5 p.m. May 14 at the<br />

West Jefferson Community Center, 221 S. Center St.<br />

Held each spring and fall, the consortium’s baby showers are designed<br />

to provide new mothers and expectant mothers with information<br />

on the latest safety measures for newborns.<br />

“One of the main reasons the showers were organized was to help<br />

prevent SIDS (sudden infant death syndrome) for which Ohio is<br />

ranked as one of the worst states in the U.S.,” explained Amy Hix,<br />

one of the event’s organizer.<br />

Information and resource booths promote safe sleep and breast<br />

feeding, two ways to help prevent SIDS. Attendees are educated on<br />

car seat safety and encouraged to have their car seats installed by<br />

certified professionals at their WIC office or fire department. Additionally,<br />

they receive information about maternal mental health to<br />

help them understand the changes they might experience as a new<br />

mom and how to seek support.<br />

The showers feature decorated tables, finger foods, cupcakes,<br />

and diaper bags filled with necessities and more. Drawings are held<br />

for strollers, cribs and other items.<br />

“We have been blessed with many donations from agencies and<br />

organizations,” Hix said, “and we’ve been able to give away an abundance<br />

of baby needs.”<br />

The consortium held its first baby shower in November 2016 and<br />

has hosted two showers per year since then. Approximately 100<br />

moms and support people have attended each of the last five showers.<br />

The event has evolved over the years. Organizers have moved it<br />

around to different parts of the county, reaching out to all families<br />

to let them know about the resources available<br />

throughout the county.<br />

The board of directors for the West<br />

Jefferson Youth Athletic Association<br />

(WJYAA) voted unanimously to<br />

change the name of the organization to<br />

West Jefferson Youth Inc., effective<br />

immediately.<br />

Led by John Koehler, a group made<br />

up of members of our operations crew<br />

and volunteers from the community<br />

came up with the transition over a 45-<br />

day period.<br />

The mission statement is to educate<br />

and develop every child with the desire<br />

to participate and compete, while simultaneously<br />

affording equal opportunity<br />

to compete without regard to<br />

experience or athletic ability. We are<br />

committed to instilling our core values<br />

of attitude, effort and teamwork in the<br />

youth of our community through sport<br />

and other community activities. We<br />

believe these values are important to<br />

their overall long-term athletic development<br />

and their ability to become active<br />

and productive members of our<br />

community and society.<br />

These values are emphasized by the<br />

entire organization, from the board members to the coaches, and<br />

from the coaches to the youth and their parents.<br />

I am excited for the changes. We are revitalizing everything we<br />

are doing to make it easier, and folks will see a change in responsiveness,<br />

information and operations as we move forward. We have<br />

a new website, owned by Dick’s Sporting Goods. It will help with<br />

management of participants and will streamline enrollment.<br />

We still own the “WJYAA” name. We will take some time and rebrand.<br />

We also will come up with better choices of travel or elite teams<br />

for basketball, softball, baseball, soccer, lacrosse and volleyball.<br />

Did you know? The <strong>Madison</strong> County Extension Office<br />

and the Ohio State Extension offer a service called<br />

“Ask a Master Gardener?” You can call the local Extension<br />

office or submit your query by e-mail to the<br />

state’s Ask an Expert address. Questions are distributed<br />

to Master Gardeners around the state who have<br />

volunteered to do the research necessary to find answers.<br />

Master Gardener volunteers have identified hundreds<br />

of trees, shrubs, flowers and weeds from pictures<br />

submitted on-line. We suggest the best time to<br />

plant, ways to increase yields, prolong bloom time and<br />

when to harvest. We identify bugs, butterflies, birds<br />

and animals. We suggest ways to discourage some insects<br />

and birds, encourage others, and attract butterflies<br />

and hummingbirds. We identify deer damage to<br />

trees and gardens, as well as racoon, rabbit and pet<br />

damage to plants and lawns. Every question is handled<br />

with the intent of providing the best possible answer<br />

and to provide practical, proven, science-based<br />

solutions to problems.<br />

It turns out that sometimes, much to our chagrin,<br />

the only answer is, “That’s a really good question. We<br />

just don’t know the answer.”<br />

Once, someone submitted a photo of a shrub with<br />

red berries. I thought that would be an easy one and<br />

researched it diligently. For hours. I took the picture<br />

to a Master Gardener meeting and passed it around.<br />

I took it to two big-name nurseries in Columbus. I<br />

asked every gardener I knew. I ended up with several<br />

distinct possibilities. The final answer: “I’m sorry, I<br />

just don’t know.”<br />

There have been pictures of fungi with requests for<br />

identification. There are literally thousands of kinds<br />

come with this disclaimer, “No matter what I say it is,<br />

don’t ever eat a mushroom picked from the wild.” Only<br />

a few highly educated experts are knowledgeable<br />

enough to do that.<br />

Many people want names for their local spiders,<br />

and it always comes with an explanation: “I’m worried<br />

that it can hurt my child/dog/cat.” Often the spider in<br />

the picture is teeny tiny as the person holding the<br />

camera is reluctant to get too close. The only harmful<br />

spiders in Ohio are the brown recluse and the black<br />

widow. Both are shy, secretive and shun your company.<br />

They do not spin large webs or pose for pictures.<br />

Tree questions are common. Most of the evergreens<br />

we like to grow are not native to Ohio and often struggle<br />

with our summer heat, humidity, and heavy clay<br />

soils. When all else fails, we suggest a certified arborist<br />

for tree examination.<br />

A homeowner often wants suggestions for a good<br />

tree, shrub or flower for a specific site, and it is very<br />

gratifying to do the research and be able to offer several<br />

choices well suited for the spot.<br />

So go ahead, Ask a Master Gardener. We will research<br />

often accompanied by useful ways to use the<br />

Fatality review board meets<br />

for your health<br />

The death of a child is one of the most<br />

painful experiences in life. Parents and<br />

community leaders want to see the children<br />

in <strong>Madison</strong> County experience healthy,<br />

happy, and long lives. Unfortunately, children<br />

die across Ohio every year. Recognizing<br />

the need to better understand why<br />

children die, the Ohio General Assembly<br />

mandated Child Fatality Review (CFR)<br />

boards in each of Ohio’s counties in order to<br />

review the deaths of children under 18<br />

years of age. CFR boards have been meeting<br />

across Ohio since 2000.<br />

Each year, approximately 1,600 children<br />

die in Ohio. About 300 of these deaths are<br />

likely preventable. Ohio established a CFR<br />

program to better understand how and why<br />

our children die and to take action to prevent<br />

other child deaths. By law, the health<br />

commissioner must convene the CFR board<br />

annually. The board is made up of representatives<br />

from the county coroner, law enforcement,<br />

children services, public health,<br />

board of alcohol, drug addiction and mental<br />

health services, and a pediatric or family<br />

physician.<br />

In <strong>Madison</strong> County, the CFR board<br />

meets in March and compiles nearly 24<br />

pages of data on each child death in the<br />

county. The Board met on March 1 this year<br />

to review the deaths of three <strong>Madison</strong><br />

County children under the age of 18. Ages<br />

of the children who died ranged from five<br />

days to two months. Based on the review of<br />

the deaths, the CFR board made the following<br />

recommendations to expectant mothers,<br />

parents, grandparents, and caregivers of<br />

children:<br />

1. Create a safe sleep environment for<br />

babies to greatly reduce the chance of Sudden<br />

Infant Death Syndrome (SIDS). You<br />

should not co-sleep with your infant. Babies<br />

should sleep on their back, in a crib, with<br />

nothing in the crib with them except a tightfitting<br />

mattress sheet (no bumpers, toys,<br />

stuffed animals, blankets, or pillows).<br />

2. There is no acceptable amount of<br />

smoking during pregnancy. Pregnant<br />

women should stop using all types of tobacco<br />

and nicotine including<br />

cigarettes, e-<br />

cigarettes and vaping<br />

products to avoid adverse<br />

health outcomes<br />

for their unborn baby.<br />

3. Second-hand<br />

smoke is dangerous to<br />

an unborn baby and to<br />

a new infant. Pregnant<br />

women should<br />

avoid people who smoke, and infants should<br />

not be in a home where smoking or vaping<br />

is occurring indoors.<br />

4. Pregnant women should stop using all<br />

types of illegal drugs. Nearly all drugs can<br />

be absorbed by an unborn child. When a<br />

pregnant woman uses drugs, her unborn<br />

baby uses drugs, too.<br />

5. Women and their partners should develop<br />

a reproductive life plan and decide<br />

when the right time is to have children. If<br />

this isn’t this right time for children, talk to<br />

your doctor or <strong>Madison</strong> County Public<br />

Health about the different types of birth<br />

control that you can use.<br />

6. Early and consistent prenatal care<br />

from an obstetrician is critical to positive<br />

health outcomes. This holds true for first<br />

pregnancies and all subsequent pregnancies.<br />

You can get a free pregnancy test at<br />

<strong>Madison</strong> County Public Health. If you are<br />

pregnant, your first visit to an OB/GYN doctor<br />

should be within the first eight to 12<br />

weeks of your last missed period. Most pregnant<br />

women should see their OB/GYN<br />

monthly after the first visit.<br />

A ‘little’ bit of charm<br />

There are not too many movies that<br />

feature magical age-related transformations<br />

and the handful that there are primarily<br />

focus on preteens who turn into<br />

adults. While the subplots in this small<br />

group of films may be different, the shared<br />

lesson is that adulthood sucks the life out<br />

of you and you shouldn’t be so quick to<br />

want to grow up. With the latest film in<br />

this genre, however, the tables are turned<br />

and there is a focus on an adult who turns<br />

back into her preteen self. In doing so, the<br />

film poses an interesting contrast to its<br />

magical age-related transformative cousin<br />

since the lead couldn’t wait to escape the<br />

horror that was childhood.<br />

“Little” begins with the introduction of<br />

Jordan Sanders (Marsai Martin), an inquisitive<br />

young girl with an aptitude for<br />

science. Wanting to showcase her passion<br />

with her peers, she puts on a demonstration<br />

of the laws of physics at a talent show<br />

but is brutally rebuffed for her efforts. In<br />

the aftermath with a bruised ego and a<br />

few broken bones, Jordan vows that she<br />

will work hard to become the bully rather<br />

than the bullied.<br />

The film then flashes forward to the<br />

present day where as an adult, Jordan<br />

(Regina Hall) has become the owner of a<br />

multi-million dollar tech company. To celebrate<br />

her success, she has pictures of herself<br />

all over her fancy high-rise<br />

apartment, slips bills to the barista in<br />

order to cut in the long morning coffee<br />

line, and basks in the tears of the underlings<br />

who quiver in her wake.<br />

One of the employees who incur the<br />

wrath of her verbal lashing the most is her<br />

assistant <strong>April</strong> (Issa Rae), who is trying to<br />

gather the courage to pitch an app to her<br />

fierce boss. After a particularly heated exchange<br />

one day, a budding magician<br />

comes to <strong>April</strong>’s defense and makes a wish<br />

that Jordan would be “little again.” Knowing<br />

that is not physically possible, Jordan<br />

laughs in the girl’s face and later has her<br />

father’s carb-laden food truck banned<br />

from the premises.<br />

she has been transformed<br />

back into her<br />

middle school self.<br />

Remembering the horror of that time<br />

where she was picked on constantly and<br />

had no friends, she begs for <strong>April</strong>’s help,<br />

who is just delighted by this strange turn<br />

of events. In the process of her re-lived<br />

childhood, Jordan has to discover what<br />

changes she has to make in order to become<br />

her adult self again and maybe even<br />

learn how to become a nicer person along<br />

the way.<br />

While “Little” doesn’t reinvent the<br />

magical age-related transformation wheel,<br />

it is quite a charming movie that features<br />

a great cast with a tremendous amount of<br />

chemistry. The primary relationships are<br />

between <strong>April</strong> and the adult Jordan and<br />

<strong>April</strong> and the young Jordan and all of the<br />

actresses made the generational transitions<br />

seamless. They each get their chance<br />

to shine, and they each make the most out<br />

of the material they are given, which is<br />

sometimes not as great as it could have<br />

been verbally or emotionally.<br />

“Little” isn’t a movie that you need to<br />

rush out and see but it is a sweet slice of<br />

entertainment should you require a pickme-up.<br />

Alternatively, it wouldn’t be a bad<br />

option should the showings of a certain<br />

upcoming comic book movie be sold out. I<br />

guarantee it might be just as funny and it<br />

will a whole lot shorter too.<br />

The London Visual Arts Guild invites<br />

residents of London and surrounding<br />

communities to submit entries to the 5th<br />

Annual Community Art Exhibit. The<br />

theme is “Home Sweet Home.”<br />

People’s Choice awards will be given<br />

in the categories of mixed media, photography,<br />

poems and essays, paintings and<br />

drawings. Voting will take place through<br />

the month of May. The awards presentation<br />

is set for 6:30 p.m. June 7.<br />

Entries may be gallery wrapped or<br />

framed with wire on the back for hanging.<br />

There are no entry fees, however, if<br />

an entry is marked for sale, the guild<br />

Hundreds turn out for carnival at fairgrounds<br />

<strong>April</strong> is designated as National Child Abuse Prevention<br />

Month by The Children’s Bureau, part of the U.S.<br />

Department of Health and Human Services. In recognition<br />

of this, <strong>Madison</strong> County Children’s Services held<br />

its 6th Annual Child Abuse Prevention Carnival <strong>April</strong><br />

12 in the Coughlin Community Center and Eby Youth<br />

Center at the <strong>Madison</strong> County Fairgrounds, London.<br />

Nearly 20 wellness and mental health organizations<br />

came together to put on the carnival as a way to raise<br />

awareness about child abuse prevention and to educate<br />

community members on the many services available in<br />

times of crisis.<br />

Children and their families enjoyed a wide array of<br />

fun activities. More than 30 area individuals, organizations<br />

and businesses donated prizes and treats for the<br />

carnival.<br />

County can help residents with sewage repairs<br />

The <strong>Madison</strong> County Health Department has $84,500 to help existing<br />

homeowners with repairs or the replacement of their existing<br />

household sewage treatment systems.<br />

The Ohio Water Pollution Control Fund, through the Ohio Environmental<br />

Protection Agency, provided the funds to help residents<br />

decrease the risk of untreated sewage polluting <strong>Madison</strong><br />

County’s waterways, groundwater and land from failing systems.<br />

This is an ideal program for homes connected to systems that<br />

are 25 to 30 years old and may be starting to see signs of needing<br />

repair or replacement. Examples of signs that a system may need<br />

to be repaired or replaced include:<br />

• raw sewage, black or gray water on the ground surface or ditch<br />

when the weather is dry;<br />

• soapy water on the ground or in the ditch;<br />

• unexplained wet area in the yard during dry weather near<br />

where the system is located;<br />

• wet spots over the leach field area;<br />

• motor for the aeration system not working;<br />

• the system’s lift station pump and/or grinder pump not working;<br />

• missing tank risers or covers, grates over sections of aeration<br />

system;or<br />

• strong sewage odor or foul odor around the system outside;<br />

To be eligible for funding to help fix such problems, a homeowner<br />

must be living in the home connected to the failing system for at<br />

least six months prior to application for assistance. <strong>Madison</strong> County<br />

Public Health must inspect the home’s sewage treatment system<br />

and determine that it is failing.<br />

Homeowners also must have a total household income below or<br />

at one of the following three funding categories and provide documents<br />

and provide documentation (a recent federal tax form or current<br />

income statements):<br />

• 100 percent funding—household of one to four people, maximum<br />

income of $24,600; five people, $28,780; six people, $32,960;<br />

seven people, $37,140; eight people, $41,890. The owner pays zero<br />

percent of the repair costs.<br />

• 85 percent funding—household of one to four people, maximum<br />

income of $49,200; five people, $57,560; six people, $65,920; seven<br />

for repairs, tank pumping or system connections<br />

are not eligible. Expenses to expand the size of the system<br />

due to remodeling the house are not eligible.<br />

The program does not cover costs if only the plumbing<br />

is repaired in the home. Limited plumbing costs<br />

NUTT<br />

Narene Sue “Susie” Nutt, 48, of London passed away<br />

surrounded by family on <strong>April</strong> 13, <strong>2019</strong>, in The Ohio<br />

State University Medical Center. Susie was born on<br />

<strong>April</strong> 9, 1971, in Columbus, Ohio, to Jimmie and Rosalee<br />

(Anderson) Nutt. She spent her whole life spreading<br />

love and joy to her family and friends. Susie had a<br />

passion for caring for others every day of her life and<br />

was dedicated to making the lives of her loved ones happier.<br />

She was an avid sports fan, specifically the Buckeyes,<br />

Reds and Blue Jackets. Susie loved her pets,<br />

Sophie, Cooter and Boo. Other things she enjoyed are<br />

Christmas, snow, baking, reading and Joey Votto! She<br />

was known for her playful personality, long beautiful<br />

hair and joyful spirit. Susie impacted so many lives and<br />

her memory will be cherished forever. Susie was preceded<br />

in death by: her great-grandparents, Burky and<br />

Rhoda Anderson; grandparents, Harold and Bessie Anderson<br />

and Ronald and Betty Nutt; her mother, Rosalee;<br />

uncle, Chuck Anderson; and brother, Keith Nutt. She is<br />

survived by: her father, Jimmie; sister and brother-inlaw,<br />

Sherinda (Nutt) and Chris Jacobs; special niece<br />

and nephew, Amanda Plummer and Cody Nutt;<br />

nephews, Michael and Matthew Nutt; aunt, Rita Riddleburger;<br />

special cousins, Diane, Kathy, Tom, Chuck,<br />

Tim, Bobbi, Sherri and Gina; and very close friends,<br />

Darcey, Avery, Weena, Riley, Allen, Aria, Jack, Kelsey<br />

and Corrie. Funeral services were held <strong>April</strong> 16 at<br />

Eberle-Fisher Funeral Home & Crematory, London,<br />

with Pastor Jeff Smalley officiating. Memorial contributions<br />

may be made to the funeral home for the benevolence<br />

of the family.<br />

MATHEWS<br />

Carolyn Ruth Mathews, 70, died on <strong>April</strong> 14, <strong>2019</strong>,<br />

at her residence. Born on Aug. 1, 1948, in Kenton, she<br />

was a daughter of John Edwin and Margaret Ann<br />

(Hare) Thomas. Carolyn enjoyed shopping, being with<br />

friends and, most of all, spending time with her grandkids.<br />

She was by far their biggest fan and did everything<br />

she could to be at every one of their events. They<br />

truly were the light of her life. She retired from Doctors<br />

West Hospital in Columbus. She was preceded in death<br />

available.<br />

interested in the funding and to assist them with maintaining<br />

their household sewage treatment system or replacing<br />

ROBERTS<br />

Joe Roberts, 89, of London died on <strong>April</strong> 15, <strong>2019</strong>, in<br />

his residence. Born on Dec. 11, 1929, in <strong>Madison</strong><br />

County, he was a son of Chester Pearl and Hilda Grace<br />

(Loveless) Roberts. Joe was a lifelong farmer, had<br />

served in the Ohio National Guard for nine years and<br />

was a charter member of the Central Townships Fire<br />

Department at Newport, serving as assistant fire chief<br />

from 1966 to 1986 and as fire chief from 1986 to 1999.<br />

Joe was a member of Newport United Methodist<br />

Church and the Gold Wing Road Riders Association and<br />

had ridden a motorcycle for more than 82 years. He had<br />

a passion for travel, having seen most of the United<br />

States. He also loved being a private pilot in the family’s<br />

plane. He is survived by: his wife, Marie Nibert; sister,<br />

Mary Anne Dawson of Tallahassee, Fla.; several nieces<br />

and nephews; two step-daughters and three step-grandchildren.<br />

He was preceded in death by: his parents; first<br />

wife, Margaret; brothers, Deane L. and Neal H. Roberts;<br />

and sister, Phyllis Jane Roberts Raub. Funeral services<br />

were held <strong>April</strong> 19 in Newport United Methodist<br />

Church with Pastor Jeff Smalley officiating. Interment<br />

followed in Paint Memorial Cemetery, London. The<br />

family was served by Eberly-Fisher Funeral Home and<br />

Crematory, London. Memorial contributions may be<br />

School board applauds student and staff excellence<br />

Recognition of achievements dominated<br />

the <strong>April</strong> 16 <strong>Madison</strong>-Plains school board<br />

meeting.<br />

Among those congratulated were the district’s<br />

top DARE (Drug Abuse Resistance<br />

Education) students. Brooklyn Randles won<br />

a 32-inch smart television as the top pointgetter<br />

in the class. Her participation, vigilance<br />

and leadership stood out above the<br />

rest. Top Gun honors went to Carmine<br />

Hood, Wyatt Stone, Remington Wight and<br />

Damien Withers, all of whom read their<br />

winning essays aloud at DARE graduation.<br />

All of the students are fifth-graders.<br />

Mike Siders, coach of the high school’s<br />

powerlifting team, praised his athletes for<br />

making school history as the district’s first<br />

state champions. The boys’ and girls’ teams<br />

both won titles at the 32nd Annual Bill Mc-<br />

Clain Ohio State Powerlifting Meet.<br />

“The challenge is to keep this train<br />

going,” Siders said, thanking the administration<br />

and the community for their support<br />

of the program.<br />

The district has started a new program<br />

by which they choose one staff member per<br />

month to recognize for good work. This<br />

month, they recognized Sam Stires, custodian<br />

for the kindergarten through sixthgrade<br />

building.<br />

“There’s none better,” said Brad Miller,<br />

elementary school principal, adding that<br />

Stires is thorough, knowledgeable, helpful<br />

and personable.<br />

Additionally, the board approved a list of<br />

88 seniors who are scheduled to participate<br />

in graduation ceremonies on May 24.<br />

Personnel<br />

The board voted 4-0 to terminate the employment<br />

of the school district’s technology<br />

coordinator. Board member Cory Coburn<br />

was absent.<br />

The district placed the employee on administrative<br />

leave on Jan. 22 following “a<br />

report of his serious misconduct involving a<br />

minor student, as well as his misuse of district<br />

technology.” The board initiated termination<br />

proceedings on March 19 and sent<br />

written notice to the employee, who did not<br />

demand a hearing on the matter.<br />

In other personnel matters, the board accepted<br />

the resignation of Jenny Wethington<br />

as head girls’ soccer coach and Jon Phillip<br />

Emrick as head mechanic. Emrick has<br />

worked for the district for 42 years.<br />

“We appreciate all of his hard work and<br />

dedication to <strong>Madison</strong>-Plains,” said board<br />

President Mark Mason.<br />

Committees<br />

The facility and grounds committee is<br />

discussing the idea of establishing an auxiliary<br />

athletic field behind the existing baseball<br />

field. The auxiliary field would reduce<br />

wear and tear on the football field, which<br />

Mason noted that the costs associated with<br />

establishing the additional field would be<br />

minor.<br />

The district’s communication committee<br />

is discussing the possibility of creating a district<br />

mobile app and redesigning the district<br />

website.<br />

The next <strong>Madison</strong>-Plains school board<br />

meeting is set for 7 p.m. May 14 in the district<br />

meeting room at the elementary building.<br />

The <strong>Madison</strong> County Commissioners intend to contract for<br />

professional services in connection with the design, bidding,<br />

construction administration, construction observation and funding<br />

administration of a sewer collection system for the unincorporated<br />

Summerford area. This project includes a new sewer collection<br />

system to serve a residential area in the county. Engineering firms<br />

interested in being considered for a contract to provide the required<br />

services should reply with a statement of qualifications in triplicate<br />

no later than 4pm on <strong>April</strong> 22nd, <strong>2019</strong>. Statements received after<br />

this deadline will not be considered.<br />

Statements of qualifications should include information regarding<br />

the firm’s technical approach to the project, experience of the firm<br />

on similar projects, past performance on projects in <strong>Madison</strong><br />

County or similar size counties, experience of the key project<br />

personnel, a minimum of three references and any previous<br />

experience with project funding.<br />

APPLICATIONS AND CIVIL SERVICE<br />

EXAMINATIONS FOR FIREFIGHTER<br />

The City of London, Ohio will be accepting applications and conducting civil<br />

service examinations for the position of FIREFIGHTER. Applicants must<br />

meet minimum qualifications to be considered for the examination. An<br />

applicant meeting minimum qualifications must be at least 18 years of age,<br />

in good physical condition, possess a High school diploma or equivalent,<br />

possess a valid driver’s license, and possess State of Ohio Firefighter I & II<br />

and Emergency Medical Technician Certifications. Applicants are required<br />

to pass a physical agility test, background check, drug screen and a physical<br />

examination prior to employment. The City of London is an equal opportunity<br />

employer offering a starting salary range of $17.91 to $21.79 per hour for<br />

firefighter/EMT and $18.86 to $ 22.87 per hour for firefighter/paramedic,<br />

uniform allowance, paid vacation after the first year, personal days, health<br />

insurance, educational allowance and other benefits per bargaining unit<br />

contract.<br />

The following adjustments shall be made to the score of applicants on the<br />

condition that they pass the entry level examination with a score in all<br />

sections of 70% or greater. Additional credit shall be awarded to a maximum<br />

of 30% of the raw score. The London Civil Service Commission will not<br />

accept documentation for credit unless received by 4pm on May 6, <strong>2019</strong> at<br />

London City Hall located at 20 South Walnut Street, London, Ohio 43140.<br />

1. Veteran’s credit – 20% additional credit shall be granted to Ohio<br />

residents who are honorably discharged from the United States Armed<br />

Forces. (Must submit copy of DD214, including block 24 at time of filing).<br />

2. Education credit – 10% maximum credit for a Bachelor’s Degree<br />

from a North Central Association of Colleges and Schools (NCACS)<br />

accredited college or university. 5% credit for an Associate’s Degree<br />

from a North Central Association of Colleges and Schools (NCACS)<br />

accredited college or university. A maximum of 10% will be given and<br />

the applicant must submit a copy of Diploma at the time of filing.<br />

3. Training credit – 20% maximum 10% additional credit shall be<br />

awarded for Advanced Emergency Medical Technician. 20% additional<br />

credit shall be awarded for Paramedic. Applicants must submit a copy of<br />

their current certification at time of filing that includes the certification<br />

dates. An applicant will not receive training credit if the CSC is unable to<br />

determine the certification dates from the submitted documentation.<br />

City of London Applications must be completed and hand signed, and must be<br />

received by 4pm on May 6, <strong>2019</strong> at London City Hall. Applications can be<br />

picked up at City Hall at 20 South Walnut Street, London, OH 43140. To receive<br />

an application in PDF format, email Firechief@ci.london.us. The applications<br />

will be reviewed by the London CSC at their regular meeting on May 8, <strong>2019</strong><br />

at 4:15pm.<br />

The examination will be provided by I/O Solutions and administered by the<br />

London Civil Service Commission on May 18, <strong>2019</strong> at London City Hall, 20<br />

South Walnut Street, London, Ohio 43140. The doors will open at 8:30am and<br />

the examination will begin at 9:00am.<br />

If you wish to file an appeal to the London Civil Service Commission, a written<br />

appeal must be received at London City Hall no later than ten (10) days after<br />

the final date of testing by 4pm. All appeals will be considered at the regularly<br />

scheduled CSC meeting following the testing period on June 12, <strong>2019</strong> at<br />

4:15pm.<br />

Those applicants meeting the minimum qualifications for the position, and<br />

receiving a passing score on the examination, will be considered for eligibility.<br />

Once appeals have been considered and ruled upon by the CSC at the June 12,<br />

<strong>2019</strong> meeting, a final list will be posted at London City Hall and at<br />
